Sub: Date-Sheet, Instructions for Distribution of Confidential Material &
Conduct of Common Annual School Examination 2019-20

All the Heads of Schools are hereby informed that Common Annual School
Examination 2019-20 is to be held as per the Date Sheet enclosed herewith for Morning
& Evening shift schools separately for the students of classes III to IX & XI studying in
Govt., participating Govt. Aided & NDMC Schools of Delhi. For smooth conduct of the
Exam, the tollowing guidelines are required to be tollowed:

FOR HEADS OF SCHOOLS

1. !t is mandatary for a qt.i ident to fill all the informstion in the given format at the
first page of the answer sheet.

2. Invigilator and Examiner should put their signature in the space provided on the
front page of answer sheet and also at the last page where student finishes
his/her answers.

3. The blank page/space in the answer sheet must be crossed by the invigilator to
avoid any unfair practice thereafter.

4. Cutting / overwriting in marks in the answer sheet must be avoided. Only


computer generated award list will be considered for any correction in the marks
and the subject.

5. Proper .sanitation, lighting, drinking water & furniture etc. during the examination
days must be ensured for all the examinees.

6. Proper record of Account of Question Papers, Invigilation Duty Register, Seating


Plan, Record of Supplementary Sheets and Evaluation Record, etc. must be
kept in Examination / Principal Room, in a systematic way, for inspection by the
higher authorities.

7. Student shall not be allowed to submit his / her answer sheet before 15
minutes of end of examination. The invigilator should not compel the
students for submitting the answer sheets before time.

8. HoSs must attest the signature of the official deputed to collect Question Papers
from the ZDCs.

9. No Class IV employee or visually impaired official is to be deputed by


Head of School for collection of confidential material of CASE 2019-20
from the Zonal Distribution Center.

10. Marking schemes in sealed packets will be supplied on the next day of the
examination.
11. While receiving the confidential material from Zonal Distribution Center, the
official must ensure that the packets of Question Papers are meant for their
center properly packed, sealed and as per enrollment submitted online in
respect of his/her school.

12.SEATING PLAN must be displayed on the notice board well in advance on the
day of the exam. As far as possible, Nishtha and Partibha groups students
should be seated in different rooms to avoid any mingling of question papers.

13. Students may be allowed to enter the examination room 30 minutes before the
commencement of examination and at the time of entry of students, Invigilator
must be present therein.

14.1t must be ensured that invigilators allow 15 minutes before the beginning of the
exam to students for reading of the question paper and planning of strategy for
writing the answers. These 15 minutes will be in addition to the 21/2 hours and 3
hours duration of the exam as the case may be.

15. The invigilators must ensure that all the particulars of students such as
Student's ID, Class & Sec., Subject, Medium and Day & Date of Exam are
filled up correctly by the students in the space provided on the answer
sheet. Proper (Full) signature has to be done by the invigilator with date.

16.Invigilation shall be enforced strictly by concerned staff. Exam will be held in true
spirit and Head of School must ensure strict compliance of the instructions
by the invigilators.

17.Two invigilators should be deputed in one examination room. In case of


shortage of staff, one invigilator may be deputed in a room with the provision of
one reliever on maximum three rooms. Duty time of the invigilator will be
minimum 45 minutes in one room.

18. No invigilator will leave the exam room without being provided a reliever.

19.1t is not obligatory for Dead of school to assign the evaluation work to the
teacher teaching the subject in the section. However, they may assign the
evaluation work to one/two subject teachers of one class to maintain the
uniformity in evaluation.

20.In case of shortage or non-receipt of Question Papers, first contact may be


made without any loss of time, with the concerned DDE (Zone)/ZDC and if
the demand is not fulfilled contact may be made with the HQ at 23890010/

FOR ZONAL DISTRIBUTION CENTER INCHARGES

1. Sealed cartons of Question Papers for CASE 2019-20 shall be delivered at all
Zonal Distribution Centers (ZDCs) between 6:00 a.m. and 7:00 a.m. on all the
examination days.
2. All the ZDC In charges must be present at their centers to receive the cartons
by 6:00 a.m. positively on all the examination days.

3. Received Cartons of Question Papers must be kept in Strong Room by


the Incharge of ZDC till onward distribution of question papers to the
schools at the prescribed time.

4. The distribution of sealed packets of Question Papers to authorized


officials of all the schools will be done from 11:30 a.m. to 12:30 p.m.
(Both & Evcning chift.

5. Proper receipt of the sealed packets of question papers shall be obtained by


ZDC Incharges day by day and kept in safe custody.

6. In case of delay on the part of schools in receiving the packets of


Question Papers, ZDC Incharges will inform Exam Branch (HQ)
immediately by e-mail on osdexamdoeAqmail.com. Or telephonically at
No 23890010/88602005149/9818330191.

7. It is essential for Zonal Distribution Center Incharges to give preference to far


flung schools of the Zone so that the Question Papers reach all the schools
well before the examination. •

8. Two sealed packets per subject per class containing 50 Question Papers
each shall be available as Extra at each ZDC to meet out shortage if any.

9. Proper Record of Date-wise Distribution of Question Papers shall be


maintained by the Zonal Distribution Centers and submit it to the Exam Branch
(HQ), when directed.

FOR DEPUTY DIRECTORS OF EDUCATION (DISTRICT & ZONE1

1. DDEs (Distt.& Zone) are requested to ensure that each Morning and Evening
Shift Govt./ participating Govt. Aided & NDMC School under their jurisdiction
receives the Question Papers in time as per enrollment submitted online by
them for examination.

2. The question papers for the examination will be supplied to each school
through concerned Zonal Distribution Centre (ZDC) from 11:30 a.m. to 12:30
p.m. (Both Morning & Evening Shift Schools) on each day of the Exam.

3. DDEs (Distt.& Zone) are requested to ensure that these packets are received
by a responsible officer/official from ZDC at the prescribed time.

4. ZDCs should handover question papers to the individual schools on receipt of


the "Authority Letter" duly signed and stamped by the concerned HOS every
day. The signature given as acknowledgement by the receiving official must
match the signature attested by the HOS on the authority letter.
5. As earlier noticed, some schools create hindrance at Zonal Distribution
Center pressurizing to issue the packets of question papers before the
time or arrive late to receive the packets. This practice is not acceptable
and ZDC Incharge will send mail immediately to DDE (District) as well as
Exam Branch (HQ) about such incidents. District DDEs are directed to
take strict action against them and submit the report to DDE (Exam)
within two days.

6. Zonal DDEs/SPEs of the concerned Zone should monitor the distribution work
at the Zonal Distribution Centers.

7. The officers from the HQ will also conduct surprise inspections of ZDCs and
the schools during the examination days and issue SCN to the officer/official
for any deficiency, if noticed in the examination.

8. Zonal DDEs, & SPEs shall conduct surprise inspections of ZDCs and schools
during examination days in coordination with the concerned District DDE and
submit their report online at osdexamdoecmail.com in the prescribed
proforma on the very day of the inspection.

Note:-(a) Internal Assessment, ASL, Project & Practical of all the students
will be done before the commencement of Annual Examination.
(b) Circular No DE.5/212/Exam/16-17/730-740 dated 08/09/2017 will

(c) Circular No DE.5/43/04/Exam/22015/1182-86 dated 27/02/2018 will
stand for the assessment of students of classes 1st and 2nd.

NOTE: 1. Examination of Computer Science for classes VI to IX and other subjects of classes III to IX & XI not covered in the Date Sheet is to be held at school level.
2. The Question Papers will be distributed 15 minutes before the time given. The students would read the Question Paper and make plan to write the answers.
However, the students will start writing the answers at the specified time.
3. The detailed Date-Sheet of Skill Courses (NSQF) of class IX & XI is enclosed.
