The police of my conception will, however, be of a wholly different pattern from the
present-day force. Its ranks will be composed of believers in nonviolence. They will be
servants, not masters, of the people. The people will instinctively render them every
help, and through mutual cooperation they will easily deal with the ever-decreasing
disturbances.
The police force will have some kind of arms, but they will be rarely used, if at all.
In fact, the policemen will be reformers.
Under Swaraj, you and I shall have a disciplined, intelligent police force that would
keep order within and fight raiders from without, if by that time I or someone else
does not show a better way of dealing with either.

Book’. Rule of Law is the soul of democracy. It is needed to move closer to this ideal by creating a

Believing in this maxim, Uttar Pradesh Police has several arrangements for connecting with the community. Our fleet of more than
5000 vehicles works round the clock meeting people, assisting them and trying to get a pulse of the ground. In many countries
putting cops in the cars had a negative result. Hence we have, pre-emptively, laid a lot of stress on foot patrolling where police
officers step out of their cars and move around. They are encouraged to talk to people and build enduring relationships.

In Kanpur, Police Officers on Bicycles patrol the
parks in the morning and get a good opportunity to chat
with citizens while improving their own fitness. Of course,
we continue with regular meetings of citizens in villages
and in police stations to understand the community's

Interrogation of a series of terror suspects, arrested prior to the Kumbh,
revealed a design to attack or sabotage the sacred event. National
Security Guards and Uttar Pradesh Anti Terrorist Squad were at their
functional best unearthing and averting potential trouble makers.

Even after disrupting several modules, UP Police could never be sure that
no other threat was still out there in the open. An elaborate interdiction
capability was deployed.

I am Inspector Pankaj Mishra.
Despite all our preventive efforts, crimes do happen.
To solve them and to punish the guilty, we have several arms working on this. Crimes are
registered at one of our 1576 Police stations which is the primary agency investigating the bulk
of crimes. We have even enabled online registration of FIRs. Some crimes are complex and
require specialist handling. For which, we have specialist agencies.

Complex and heinous crimes are transferred to the Crime Branch, Criminal Investigation
Department for specialist handling. The CID has 9 Sector Offices across the state, which
fastidiously examine each case and bring the culprit to book.

DISTRICT FORENSIC FIELD UNIT

The District Forensic Field Unit helps in evidence collection and


preliminary evaluation. It has a Mobile Forensic Van equipped with
packing and labelling, crime scene protection, serological, ballistic
and other essential kits.

Serious financial crimes are investigated by the Economic Offences


Wing which has investigators who are trained in understanding
financial processes and turning Bank records into crucial evidence.

Other specialist wings are Cooperative Cell, Food Cell, Special


Investigation Team, SIB Cooperative responsible for investigations
into their respective fields.

Chances of a charge made by the police resulting in a
conviction increases manifold if there is unimpeachable
scientific evidence. Witnesses can turn hostile but
scientific evidence is a pillar which doesn't budge. Our
investigations consciously try to move towards placing
greater reliance on scientific evidence in the form of
fingerprints, chemical and biological traces and,
electronic evidence and results are there to be seen.

I am in the noble profession of saving lives. I am a member of the Uttar Pradesh Traffic Police force.

Two persons die every hour due to road accidents in Uttar Pradesh, but hundreds other survive each day due
to the presence of my colleagues on priority areas of enforcement. And we are there every day come rain,
hail or shine. The exposure to harsh weather conditions often takes toll on our health but the nobility of our
work keeps us going.

Moving forward under the Smart Cities’


Project, Integrated Traffic Management
Systems are being implemented in ten
largest cities of Uttar Pradesh. State of the
art Command Centres are being set up in
these cities with solutions that provide
Automatic Red Light Violation detection, No
Helmet detection, Seat Belt detection, Triple
riding detection, Speed violation detection
etc.

I am Inspector Somveer Singh. My job is to keep you
safe while you travel by our country’s lifeline, Indian
Railways.
The GRP’s primary task is to prevent crime and, if
one happens, investigate it. We try to achieve this by
escorting more than 780 trains every day. I like this
duty because it gives me an opportunity to meet so
many new people and extend help to some of them.

I am a Fighter, Nameless and Faceless. I am a proud member of UP’s Anti Terrorist Squad.
We work hard to constantly upgrade our skills to stay ahead of the terrorists. To keep you
safe, we have Operations Teams working on each terror group, Field Units to cover our large
state and, Expert Cells to lead the way in technology, social media and languages.

When the District Courts in Lucknow, Faizabad and Varanasi were rocked with six explosions,
the terrorists had hit the most hallowed pillar of our democracy. The responsibility was claimed
by ‘Indian Mujahideen’. It was the first time this name was heard.

The state responded by setting up the Anti-Terrorist Squad to root out the problem along
with similar challenges of counter espionage, Left Wing Extremism and fake currency.

Our methods include gathering intelligence on the ground and in the
cyber space for we are always looking at adopting imaginative ways
and mastering latest technologies. The name of the game is
specialization. Our operations team keeps track of global, national
and local developments related to terror groups like ISIS, Al-Qaeda,
Jaish-e-Mohammed, Lashkar-e-toiba, Khalistani outfits etc.

There is a team in ATS marking each terrorist organisation that


collects information about them, observes their activities closely
and comes up with the best plan to defeat them. Apart from ground
force, ATS also has a technical support team of computer experts,
social media specialists, financial investigators and translators.

bring back people who were beginning to get radicalized but had not taken the law

I am Pramesh K Shukla and I am privileged to be a part of UP STF.
In the mid 1990s, organised crime in UP became so rampant that the
Government of UP decided to set up the STF with the dedicated purpose of
coming down heavily on the mafia and that it did with expertise and
dedication the country had never seen before.

Using the most modern techniques, we learnt to deal decisively with organized criminal gangs involved in
extortion, kidnapping for ransom and hired killings. Our operations across the country have given us an image
that sends shivers up many spines. Organized crime also extends to activities where no guns might be involved.
In two decades of our being we are now dealing with the challenge of cyber crimes and economic frauds.
