All the equipment shall be suitable for satisfactory operation in tropical climate and dry dust
laden atmosphere. The equipment shall be able to withstand wide range of temperature
variation.
All the parts / apparatus /equipment supplied shall comply in all respect with the
requirement of Indian Electricity Rule 1956, relevant IS and latest amendment thereof during
execution of contract where ever applicable. Panel should be fully compartmentalized sheet
steel enclosure floor mounting type with automatic safety shutters, independent pressure
discharge flaps along with shrinkable PVC sleeved 1250 Amps COPPER Busbar, foundation
bolts etc. with provision for termination of 2-nos. 3-core 300 Sq.mm XLPE cable using
heat shrinkable termination kits for outgoing panels & 3nos. 1 core 1000sqmm XLPE cable
using heat shrinkable termination kits for incomer panels. (Termination kits not in the scope
of supply), Gland plate of incomer panel should be of Aluminium metal.

Each panel shall be equipped and wired with the following equipment and to
be labelled accordingly:
1 Set. 3 phase Line PT with ratio of 11000V/√3 : 110V/√3, 100VA, CL 0.5 & , OVF 1.9 for 30
Sec. for metering & protection backed by HT & LT fuses connected on line side of the
each I/C.
1 No. MFM CL 0.5 3P4W with RS485 (SATEC PM 130EH: Ordering Code: PM130 EH+ -0-

It is intended to automate the Switchgears specified in the scope of supply and use
communicable numeric relays for Protection, Control and Status monitoring. This
specification is based on the understanding that an integrated Automation System along
with protections shall be provided and same shall have provisions for Integration with
SCADA system. All the feeders shall be remote controlled from Employer’s SCADA and from
the local console of the numerical relays. Relay should be IEC 61850 compliant.
Conformance test certificate by KEMA shall be submitted along with Techno-
commercial bid & PICS,MICS , SCD file & PIXIT documents for relay shall be
provided by vendor before the FAT in soft copy.
Processor feature:
Relay shall be completely Numerical with protective elements having software algorithm
based on sampling of analog inputs. Sampling rate of analog signal: The sampling rate
should be 1000 Hz for 50 Hz signal or better for each analog channel. Hardware based
measurements shall not be acceptable.
1. The relay setting and programming should be stored in EEPROM so that during Aux.
Power failure the said data is not lost.
2. Relay should have event log, trip log and DR record. All logs should go in to history.
3. All tripping of relay should initiate DR in auto without extra binary input. Triggering of
DR with binary input should be user configurable.
4. The last 5 fault DR records should be in flash memory and DR will not erase in case of DC
supply fail for more than 2 days.
5. Should be able to record at least 8 Oscillographic disturbances and 8 fault records and
200 event records.
6. Minimum Four no. of latest trip log with cause of trip should be stored in memory along
with date and time stamping. The memory should not be lost with the switching off of DC.
7. The relay should have fault-recording feature with current waveform and Digital Input
status. The fault waveform should consist of minimum four current waveforms of three
phase current and zero sequence current and DI status. Triggering time for Pre and Post
should have user selectable. This record should be in flash memory for minimum 7 days
even after switching off the DC supply.
8. The fault should be date and time stamped.
9. Communication protocol shall be IEC61850.
Communication Port:
Three number of RJ45 port with IEC 61850 protocol having two nos. of IEC 61850 protocol
compliant Ethernet RJ45 port for communication with SCADA system through two managed
Ethernet Switches operating in redundant mode and one nos. of Front port Ethernet
RJ45/USB 2.0/USB 3.0 for relay parameterization and configuration etc. with the help of PC.
The communication shall be made in 1+1 mode between individual IED to Switch, such that
failure of one set of LAN shall not affect the normal operation of SCADA. However, it shall be
alarmed in SCADA. Two nos. of rear port Ethernet RJ45/USB 2.0/USB 3.0 for relay
goosing, communication and HMI etc. With the help of IEC 61850 relay should generate

GOOSE message as per IEC 61850 standard for interlocking and also ensure interoperability
with third party relays.

3. Man Machine Interface:
SCADA signals mentioned below shall be available in SCADA T.B.s with ferruling. Remote
control & trip shall be possible through NPCL RTU using the T.B. s contacts with the
conditions mentioned below.
Signals provided in SCADA T.B.s to monitor the following conditions and status of VCB (at
SCADA Control Centre end through installing RTU).
I. Local/Remote switch position status.
II. PT healthy status.
III. Anti-pumping relay operated status.
IV. Master trip relay operated status.
V. Breaker in service/test position.
VI. C.B. Door Open/Close status.
VII. Panel Door Open/close status.
Suitable arrangement should be provided at SCADA T.B.s to close the breaker from remote
end in case following Conditions are satisfied:-

I. DC healthy.
II. Breaker is OFF.
III. Spring for closing mechanism is charged.
IV. Breaker is in Remote.
V. Trip Circuit healthy.
VI. Breaker is not anti-pumping.
Suitable arrangement should be provided at SCADA T.B.s to trip the breaker from remote
end in case the breaker is ON and certain pre-set conditions to be satisfied.
Important notes:
1. Anti-pumping should be an integral feature of the VCB & should be achieved through
a contactor mounted inside the VCB.
2. The Limit Switch for Test & Service Positions shall have 4NO contacts for each for
Test & Service position.
3. For Numerical Relays, MLFB/order code no. shall be specified during drawing
approval.
4. All other component like name plates, MCBs(fuse not required), terminal blocks,
cable glands, space heater, hooter etc. are required for satisfactory operation, shall
be deemed to been included in the quoted price.
5. SCADA, Metering & protection T.B.s shall be separate & clearly label.
6. The Switch Board shall be painted with RAL 7032 - Pebble Grey
7. For PT manual change over switch and scheme provided in each incomer panel
8. All the wiring for SCADA control & status through relay needs to be shown at the
time of drawing approval.
9. No. of DI & DO of Numerical relay should be mentioned at the time of quotation
submission
10. Vendor has to submit panel mechanical design parameters at the time of drawing
approval.
11. Control operating voltage is 110 V DC.
12. For DI&DO and LED Indication please refer DI&DO & LED Indication sheet.
13. Relay base file should be submitted along with as built drawings.
14. During relay programming, all the protection signals, alarms signals, trip signals & Status
shall be configured in Datasets under “Reports & Logs” blocks.

Note:
For remote control we need CB closing & tripping from relay and also spare contacts of closing
and tripping contacts should be terminated in “SCADA terminal block” that means we need both
options for remote control, from relay and external DI/DO card. External DI/DO card is not in the
scope of switchgear manufacturer. It is required for redundancy purpose for remote controlling.
Relay Setting Software (compatible with Windows 7 or latest) & Communication cable (for laptop
to relay) for uploading & downloading relay parameterization & downloading of disturbance
records shall be supplied along with the relay.
Soft logic should be configured in relays in both local and remote selection with closing and
tripping operation.

1. Ethernet switches used in substation automation applications should comply with IEC
61850-3 Standards for EMI immunity and environmental requirements to ensure reliable
operation of networking equipment in substation environments.
2. Ethernet network will be involved in critical protection functions the Ethernet switches
should comply with the Class 2 device definition given in IEEE P1613 (i.e. error free
communications during the application EMI immunity type tests )
7. Switch should be Rugged, fully managed, Modular Ethernet switch specifically designed to
operate reliably in electrically harsh and climatically demanding Electric substation and
industrial environments.
11. Cyber security requirements: The supplier has to abide by all guidelines/notifications as
relevant to supplied system as issued by CERT-D, NCIIPC and ministry of power during the
entire warranty period. For meeting such requirements, the supplier may have to upgrade
the system components via. Updates for system software, enabling/disabling
ports/functions as recommended by NPCL
Commissioning support:
The supervision and commissioning support for 7 man days shall be provided by the vendor free of
cost at the time of installation for each set of Panel. If required vender should provide IED
interoperability communication setup and testing between 3rd party numerical relay.
