WMSU to receive CSC’s PRIME-HRM Bronze Award

The Western Mindanao State University is set to receive another star in its growing
list of honors as the Civil Service Commission has accorded the institution with the PRIME-
HRM Bronze Award Maturity Level II in recognition of its excellence in human resource
management processes and practices.

The Program to Institutionalize Meritocracy and Excellence in Human Resource


Management or PRIME-HRM for brevity, aims to successfully transform the agencies’ HRM
systems, competencies and practices to elevate public sector human resource to a level
of excellence for good governance and for efficient and effective public service delivery.

It strategically aligns government agencies’ operations in achieving their


mandates, vision and mission; empowers the agencies in the performance of human
resource management functions; and provides a venue for the exchange and
development of expertise in the area of human resource among government offices. It is
designed to encourage creativity, innovativeness, integrity and productivity in the public
service by recognizing, awarding and providing incentives to agencies to meet certain
level of maturity indicators.

Following the enhancement of the PRIME-HRM maturity indicators in 2016


pursuant to CSC Resolution no. 1601209 dated October 21, 2016, the agencies which
were previously assessed using the old PRIME-HRM indicators were re-assessed through
self-assessment to determine their maturity level. The CSC-Regional Office IX also
provided assistance in addressing the gaps identified as a result of the self-assessment
and recommended agencies for onsite assessment.

The results of the onsite assessment by the CSC-RO IX at WMSU show that the
WMSU- Human Resource Management Office (HRMO) has met the PRIME-HRM Level 2-
Maturity Indicators in the Systems, Practices and Competencies of the following four (4)
core HRM Systems namely 1) Recruitment, Selection and Placement; 2) Performance
Management; 3) Learning and Development; and, 4) Rewards and Recognition. It was
also found to be continuously compliant with the Civil Service Law and rules in terms of
the implementation of the other HR programs and the maintenance of records.

As a PRIME-HRM Bronze Awardee, WMSU is granted with the following privileges:


1) Authority to approve appointments, subject to post audit; 2) 20 percent (20%)
discount for the HRMO or Agency Representative on trainings/conferences conducted by
the Civil Service Institute; 3) Endorsement or recommendation for scholarship grant
offered by other institutions; 4) Nomination to CSC’s Certification Program for HRMOs
subject to the guidelines to be issued by the Commission; 5) Exclusive membership to
community of learners who shall have access to digital leaning resources and other
developmental opportunities subject to the guidelines to be issued by the Commission;
6) Announcement of the agency’s programs/projects bureaucracy-wide through the CSC
website; and, 7) Other benefits that the Commission may approve in the future.

Also, as an awardee, WMSU shall be responsible for the following: 1) Maintain the
status under Level 2 and continue to improve on its HRM systems to meet the indicators
of the next higher level; 2) To comply with the 2017 Omnibus Rules on Appointments
and other Human Resource Actions (Revised July 2018) and other Civil Service laws and
rules in the issuance of appointments and implementation of other HR actions; and 3) To
partner with CSC in providing assistance to other agencies in the development or
improvement of the HRM systems.

This recognition is a testament that WMSU, an ISO 9001:2015 certified agency, is


committed to consistently provide quality services to its clients and comply with the
applicable statutory and regulatory requirements on human resource management. The
plaque of recognition shall be conferred in a special ceremony during the nationwide HR
