1. General
1.1 Purpose of the Project:
The project site is located on the Matarbari Island at the eastern side of the Kutubdia
Channel of Bay of Bengal and north western side of Moheshkhali Upazila. Total length of the
road is 7.35 KM that started from Rajghat Bridge, Matarbari and end at Mohoriguna,
Dhalghata. The proposed road run along the bank of the Kohelia River of which some part of
the project road has fallen along the Embankment of BWDB polder no 70. Entire road
embankment and pavement is of new construction.

1. Sand: Dredged fill sand for filling sand platform and embankment works: Source for
embankment materials shall be proposed and approved by the engineer. All fill materials
shall be free of unsuitable materials including peat and other highly organic soils, logs,
stumps, perishable material, rubbish, material susceptible to spontaneous combustion, free

draining materials susceptible to scouring, very fine sand, silt (which can not be compacted to
minimum 95% MDD (STP 4.3) and organic clay. The properties of general fill are:
- Liquid limit of soil fraction passing 0.425mm sieve not to exceeds 50% (STP 3.2)
- Plasticity index of soil fraction passing 0.425mm sieve not to exceeds 25% (STP 3.2)

Dredge sand from the Sea or River bed can be used as fill material. A perimeter dyke by geo-
tube and clay will be required to retain the sand fill. Material to build the sand platform and
embankment shall follow the clause 2.6 of general specification and clause 2.6.2 to 2.8.2,
2.6.3.1, 2.6.3.2, 2.6.4 of particular specifications and shall approved by the engineer prior to
commencement of embankment construction works.
The properties of the materials shall be tested and approved by the engineer before using in a
section.

Geo-Textile Fabric Non-Woven:


The separation geo-textile filter fabric for separating the granular drainage blanket material
from the existing soils shall conform to clause 7.4 of AASHTO M288 for highway separation
applications.
The fabric shall be non-woven, needle punched and continuous filament type and
manufactured from the durable synthetic polymers. It shall have a permeability rate greater
than surrounding soils and have the following minimum physical properties:

The filter fabric shall be from a reputable manufacturer and shall be approved by the
Engineer.
The apparent opening size (AOS) shall be in accordance with the requirements of table 1 of
AASHTO M288.

Embankment Pre-Load and Surcharge and Removal of Surcharge:


The pre-load embankment and temporary surcharge material on top shall be placed as shown
on the drawings.
Unless otherwise instructed by the engineer, the lower 1000mm of temporary surcharge shall
be constructed of embankment material as described under specification placed and
compacted in accordance with this specification section.
Above this compacted layer of temporary surcharge, the material specification and
compaction requirements can be relaxed to include the use of other material called
(unsuitable material) where agreed by the engineer, provided that the in-situ density does nt
vary by more than 10% from that of underlying material.
Where settlement during pre-loading cause unsuitable material to sink below pavement sub
grade level then any unsuitable material within the permanent sub grade shall be removed and
replaced with embankment material as specified under this section.

The surcharge fill shall be removed after the surcharge period as specified on the drawings
and may be re-used if complying to the specification requirements. While some of the lower
part of the surcharge may remain in the permanent embankment.

7. Method of Construction:

7.1 Dyke Making by Geo-Tube or Other Means

Before starting of dredge sand filling for sand platform we have to prepare a dyke to create a
closed watertight environment to execute the construction works and to separate the water
and flow of Kuhelia river. Details of dyke making is discussed in another methodology
named methodology for dyke construction.

7.2 Clearing and Grubbing

If there remain any trees, grass etc that have to be removed with uprooted and top soil of
minimum 100mm to 150mm shall be stripped. After removal of top soil unsuitable material
within the embankment footprint shall be assessed by the engineer and after assessing if no
more excavation is required then filling for sand platform have to be start.

7.3 Placing of Non-Woven Separation Geo-textile


Non-woven separation geotextile will be placed over existing ground
1) The job site shall be completely cleared prior to the placement of geo-textiles, in
particular, the removal of garbage, sharp or rigid chunks.

2) The geo-textiles are carried to the working place and unrolled by humans.

3) Geo-Textile will be laid horizontally that means perpendicular to the road alignment
by manually.

4) After laying excess geo-textile will be cut manually and an overlapping of 25 cm will
be provided with succeeding geo-textile and lap joint will be sewed by portable
sewers.

5) After laying geo-textile manually then dredged sand fill will start.

7.4 Installation of Settlement Monitoring Instruments

After the dyke making complete settlement monitoring instruments have to be installed as per
approved drawing. A details methodology for monitoring instruments has submitted
separately.

7.5 Sand Platform

A sand platform with sufficient bearing capacity for the PVD equipment movement and
horizontal level surface for PVDs works and PVD machine movement, generally a dredged
sand fill platform up to 1.50 m from existing level at center line should be provided for the
movement of the rigs. After that 0.50m thickness will be filled by dredged sand by

compacting. The sand platform should be kept free of standing water at all instances. This
0.50m will be done by two layer and shall be compacted each layer. A separate methodology
for sand platform has submitted.
The three following steps shall be followed to make sand platform for the PVD installation.
Step 1:
Two dykes of minimum 0.50m high above the high tidal level shall be constructed through
the outside of cc block protection outer line. Unsuitable materials if any shall be removed

from the alignment. The removal unsuitable soil or excavated materials shall certify related
BOQ items.

Step-2:
After dyke making non-woven geo-textile will be laid as discussed earlier.

7.6 Leveling and Compacting by Dozer

Surface have to be leveled by dozer horizontally and shall be compacted so that PVD
installation equipment can work properly.

7.7 0.50m Compacted Sand Filling over 1.50m Dredged Sand Filling

After dredged sand filling completed up to 1.50m then it has to be leveled by Dozer and
compacted as it is possible. After that up to 0.50m over it shall be laid by two layer and it
shall be compacted.

7.8 Installation of PVD and PHD and Placing of Woven Geo-Textile

After sand platform filling completed then PVD and PHD work will commence. After PVD
works complete Woven geo-textile will be placed as per approved drawing. A separate
methodology for PVD works and woven geo-textile works has submitted.

After PVD works completed of certain segment then PHD work will start. PHD will be laid
horizontally along the grid line of PVD and it will be perpendicular to the longitudinal

8. Quality Control/Quality Assurance

• Time to time testing by material engineer the parameter of material.

9. Safety control

-All of workers should wear PPE (Personal Protective Equipment) during work.
- Before starting the works, operators and labours should understand the method, contents
and scope of work through tool box meeting.
- The team will be mixed experts with beginners.
- The condition of climate such as temperature, rainfall etc. will be recorded, researched.
Contractor should look for the countermeasure of the climate.

- Labour to be reminded about the communication, signal when emergency happened.


- Whenever rotating the working team, to make sure of the taking over the work scope and
site conditions.
- Don’t place the heavy equipment near the place of higher edge.
- Checking the unexpected water flow line such as river and stream to prevent the flooding by
water from inflow in the working area.
- To observe the earth deflection in shape.

10. Environmental Control:

Prior and during the execution of work on site, basic safety precautions will be implemented
to work efficiently and to prevent any accident or casualties.
During the process of construction, installation, Contractor’s constructing units working in
the site must:
1) Not to cause pollution exceeding the permissible level for the environment surrounding the
site:
Discharge harmful elements such as dust, toxic gas, noise etc.;
Discharge water, mud, wasted materials, soil, sand into the pollution area, roads, ponds and
lakes, planting field, surrounding the site that cause bad impact on living and production of
the population around.

2) Not to cause sagging, emolument, cracks, collapse, for the surrounding houses, buildings
and technical infrastructure (cable system, underground pipeline, sewer ditches...)
surrounding the site.

3) Not to cause hindrance for traffic activities by encroaching roadway, sidewalk.

4) Not to let events of fire, explosion happening.


After construction completion, all construction units must put the site in order, neat and
clean; remove all excess materials, demolish temporary facilities, repair damaged parts of
surrounding road, sidewalk, sewer and trench, technical infrastructure, houses and buildings
etc. caused by the Government. The best practices consist of:

Inorganic waste should be disposed of in an approved sanitary landfill sites away from the
construction areas, or be recycle where this is to economically feasible.

METHOD STATEMENT FOR PROPOSED SOFT SOIL TREATMENT

Any remaining organic non-toxic waste should be ploughed in to the soil layers.

All ground areas where toxic wastes have been spilled should be cleaned using neutralizing
materials.

All areas where oil has been spilled should be ploughed or tilled using agricultural
implementations, to facilitate the accelerated chemical breakdown of the oil.

Such areas should be shown with grass, seeds or shrubs to ensure they are not immediately
returned to agriculture use.

If any other problems occurred in the site, applicable counter measures or prevention action
will be considered immediately and executed as soon as possible.

At the management level, these mattes will be controlled by the respective Construction
Manager and implementation by respective Site Engineer.
