A community is a group of people living in the same place or having a particular

characteristic in common. It is consisting of families and group of people sharing the same

culture, norms, values or identity. Public health is introduced in the community to help in

improving and promoting health through the organize efforts of organizations, communities

and individuals. According to Dr. Farraon (2019), every local government unit is self-sufficient

and authorized to deliver the needed public care services. However, there is still a global

inequality observed both in the demands and supply sides of the services delivering network.

The Philippines have been offering public health to its citizen which aims to improve

the health of the community through education, policy-making and research for disease control

and prevention. Yet, in accordance to the data presented by Kenworthy (2017), Philippines

topped in having high maternal and neonatal mortality rate. The healthcare system in the

Philippines is a mixed public-private system. Although the public healthcare system in the

Philippines is considered to be decent, more and more skilled doctors are turning away from it

in favor of private practice or working overseas. As a result, citizens are experiencing issues

and difficulties to access basic care, particularly, to those with poor health conditions and

poverty-stricken. In addition, the World Health Organization stated that if a healthcare system

provides access to quality healthcare regardless of the financial aspect of the profession, it can

be considered well-functioning. With this in mind, the researchers wanted to identify specific

community problems to Barangay Kayquit III, Indang, Cavite to design a plan and come up
