1 Background
1. Introduction:
1.1 The Ministry of Human Resource Development (MHRD), Government of India (GOI), has established
National Testing Agency (NTA) as an independent, autonomous and self-sustained premier
organization.
 To conduct efficient, transparent and international standard tests in order to assess the
competency of candidates for admission.
 To undertake research on educational, professional and testing system to identify gaps in
the knowledge systems and take steps for bridging them.
 To identify experts and institutions in setting examination questions.
 To produce and disseminate information and research on education and professional
development standards.
1.2 National Eligibility Cum Entrance Test NEET (UG) - 2019, here in after referred to as NEET (UG) -
2019.
1.2.1
“There shall be conducted a uniform entrance examination for all medical educational institutions at the
undergraduate level and post-graduate level through such designated authority in Hindi, English and such
other languages and in such manner as may be prescribed and the designated authority shall ensure the
conduct of uniform entrance examination in the aforesaid manner;

Provided that notwithstanding any judgment or order of any court, the provisions of this section shall not
apply, in relation to the uniform entrance examination at the undergraduate level for the academic year
2016-17 conducted in accordance with any regulations made under this Act, in respect of the State
Government seats (whether in Government Medical College or in a private Medical College) where such
State has not opted for such examinations”.

1.2.2 The Central Government has established the National Testing Agency to conduct entrance
examination for admission/ fellowship in higher educational institutions.
The Department of Higher Education, Ministry of Human Resource Development, GOI vide their letter
no. F.No. 19-5/2014-TS-I dated 6th July, 2018 has mandated the NTA to conduct the
NEET (UG) - 2019.
1.2.3 i) The responsibility of NTA is limited to the conduct of the entrance test, declaration of result and
providing All India Rank to the Directorate General of Health Services, Ministry of Health and
Family Welfare, Government of India for counselling of 15% All India Quota Seats and all seats
of Deemed Universities/Central Universities/ESIC & AFMC including Delhi University (DU),
BHU & AMU and providing the result to the State Counselling Authorities and Admitting
Institutions.
ii) The Counselling for successful candidates under 15% All India Quota seats and all seats of
Deemed Universities/Central Universities/Seats of ESIC & AFMC including Delhi University (DU),
BHU & AMU will be conducted by the MCC/DGHS. The counselling for admission in seats under
the control of other States/Universities/Institutions shall be conducted as per the notifications
issued separately by the authorities concerned.

iii) During counselling, the eligibility criteria, self-declaration, various documents, etc. of the
eligible candidates shall be verified as per norms specified by the respective authorities and/or
Medical/Dental Colleges.
Admissions to all seats of MBBS/BDS will be done through NEET (UG) - 2019. Following are the
seats available under different quotas:
 All India Quota Seats
 State Government Quota Seats
 Central Institutions/Universities/Deemed Universities
 State/Management/NRI Quota Seats in Private Medical / Dental Colleges or any Private
University
 Central Pool Quota Seats
1.3 Date and Pattern of Examination
The NTA will conduct NEET (UG) -2019 as per following details:

The Entrance Test shall consist of one paper consisting of 180 multiple choice type questions (four
options with single correct answer) from Physics, Chemistry and Biology (Botany & Zoology) to be
answered on the specially designed machine-gradable OMR Answer sheet using Ball Point Pen only.
Each question carries 4 marks. For each correct response, a candidate will be awarded 4 marks,
while for each incorrect response, one mark will be deducted from the total score.
1.4 Examination Officials Involved in NEET(UG)
The following important functionaries are being appointed to ensure fair and successful conduct of
NEET (UG), 2019:
1. State Coordinators 5. Centre Superintendents
2. City Coordinators 6. Deputy Centre Superintendents
3. NTA Representatives & 7. Invigilators
4. Observers

1. The State Coordinator is head of a School/Organization appointed by NTA to supervise all


the examination activities within the State(s) where the NEET (UG) – 2019 Examination will
be held. Few states may have more than one State Coordinator, depending upon the
number of Centres or number of candidates in the state. On other hand, one State
Coordinator may be assigned supervision of more than one (small) state, if candidate
population in the state is too small.
2. In addition, the NTA has also appointed a City Coordinator in every city to coordinate with
State Coordinator, Centre Superintendents, NTA Representatives and Observers so that the
policy and practices of conduct of examination is implemented in the city meticulously. City
Coordinators are also head of the Schools/Institutions. There could be more than one City
Coordinator in one city if the number of candidates are too large.
3. At least one Representative of the NTA will be present in every city where NEET (UG) is to
be held. The NTA Representative will arrive in the city at least a day or two before the
examination.
4. The NTA would also depute Observer(s) at every Examination Centre depending upon the
number of candidates allotted to the Centre. At the Centre, both Centre Superintendent

and Observer(s) are required to coordinate each activity and support each other in
discharge of their duties.
5. Centre Superintendents of the Examination Centre are the Heads of the Institution/School
or a person appointed on his/her behalf.
6. Deputy Centre Superintendent is appointed by the Centre Superintendents to assist them in
the conduct of the examination.
7. Invigilators are usually faculty (non-Science staff) of the examination Centre appointed by
the Centre Superintendent. Invigilators:
A. will perform invigilation duty inside the examination hall
To ensure the implementation of the scheme of NTA for successful conduct of NEET (UG), a Power-
Point Presentation will be sent by the NTA to all the Centres. Centre Superintendents are proposed
to convene a meeting and explain examination practices to all concerned officials using this
presentation. During the meeting, all the officials of the school/organization involved in the conduct
of NEET (UG) -2019 shall remain present to understand the instructions and to implement the same
appropriately and strictly on the day of examination.
The Guidelines need to be read and understood carefully so that the officials and functionaries can
discharge their duties well with perfection.

2 Duties of State Coordinators


2.1 State Coordinator
The State Coordinator is Head of a School/Organization appointed by NTA to supervise all the
Examination activities within the State(s) where the NEET (UG) – 2019 Examination will be held. Few
states may have more than one State Coordinator, depending upon the number of Centres or
number of candidates in the state. On the other hand, one State Coordinator may be assigned
supervision of more than one small state, if candidate population in the state is small. They will also
advice NEET Unit in coordinating Examination related activities in the cities where the City
Coordinator has not been appointed because of less number of Examinations Centres in these cities.
2.2 Duties of State Coordinator
The State Coordinator is expected to supervise the Pre-examination activities, conduct of
examination and post examination activities of the NEET (UG) by establishing a better coordination
network amongst City Coordinator, Centre Superintendent, NTA Representative, Observer and NEET
Unit. The following will be the main responsibilities of the State Coordinator:
2.2.1 Pre-Examination
Assistance will be expected in the following pre-examination activities:-

 Logging into www.ntamis.in


 Carrying out Centre Audit of Institute/School (identified as Centres) themselves or through City
Coordinators.
 Ensuring that the Institutes/Schools under their jurisdiction submit their consent online on
time.
 To ensure that the Centre Audit of Centres is completed in time and to suggest alternate
Centres in cases of rejection.
 Suggesting experienced good Observers, based on past association.
 To ensure that Observers including Senior School Principals submit their online consent on
www.ntamis.in.
 Ensuring that the City Coordinators submit their online consent to perform the duties of City
Coordinator on www.ntamis.in.
 Keep a watch on the News about NEET (UG) published in Print media, etc.
 Coordinate with NTA Representatives who are Professors/Associate/Assistant Professors.
2.2.2 On the day of Conduct of Examination
Assistance will be expected in the following activities on the day of examination:-
 To help City Coordinator/Centre Superintendent in smooth collection of iron box(es).
 To ensure that material reaches timely and safely at each Centre under their jurisdiction.
 Keeping a watch on the conduct of examination in all the cities under their jurisdiction.
 Ensure smooth and fair conduct of examination in all the cities under their jurisdiction.
 Ensure safe handing over of examination/confidential material to NEET (UG) Unit, NTA.
2.2.3 Post Examination
State Coordinator will assist City Coordinators, Centre Superintendents and Observers in submitting
their remuneration or other expense claims and resolve their problems on any issue related to NEET
Examination. In addition to above duties, their expertise and authority may be used at any time by

the NEET unit to ensure successful conduct of NEET Examination.
List of State Coordinators with their details is given Annexure-2.

SNAPSHOT
State Coordinator is expected to supervise the Pre-examination, Conduct of examination and
Post-examination activities of the NEET for establishing better coordination network amongst City
Coordinator, Centre Superintendent and NTA Representative.
1. Pre-Examination work:

falling under their jurisdiction submit their consent online to NTA.
1.3) Identifying senior Professor to act as Observers in case there is a shortage.
1.4) Ensure that Observers submit their online consent on the link www.ntamis.in.
1.5) Keep a watch on the News about NEET-(UG) being published in Print media etc.
2. On the Day of Examination:
2.1) Help City Coordinators in smooth distribution of question papers.
2.2) Keeping a watch on the conduct of examination in all the cities under their jurisdiction.
2.3) Ensuring smooth conduct of examination in all the cities under their jurisdiction.
2.4) Ensuring safe handing over of examination material to NEET Unit, NTA.
3. Post Examination Work:
3.1) Assisting City Coordinator, Centre Superintendents and Observers in submitting their
claims and resolve their problems on any issue related to NEET Examination. In
addition to the above duties, their expertise and authority may be used at any time by
the NEET unit to ensure successful conduct of NEET Examination.

3 Duties of City Coordinators


3.1 City Coordinator
The NTA will appoint City Coordinators in all the cities where NEET will be conducted and the
number of Centres is large. There will be one City Coordinator for about 20 Centres. City Coordinator
is an important link between the State Coordinator, Centre Superintendents, Observers and NTA
Representatives.
3.2 Role of City Coordinator
The role of the City Coordinator is to ensure successful conduct of NEET in his/her city by
coordinating activities of examination.
The following is expected from the City Coordinator:
3.2.1 Planning Briefing Meeting (before the arrival of NTA Representative(s)):
 To arrange a meeting with State Coordinator (if in the same city), Centre
Superintendents, Observers and NTA Representatives in his/her office or at any other
suitable venue on 4 May, 2019 (Saturday) preferably in the forenoon at 11.00 A.M. to
review and discuss the preparation and planning for the smooth conduct of NEET.
 Communicate meeting venue and schedule to the State Coordinator, NTA Representative,
Centre Superintendents and Observers. (Kindly ensure that meeting is attended by
Centre Superintendent so that correct decision on any issue is taken by the Centre
Superintendent during the conduct of examination. However, if they wish, Deputy
Centre Superintendent may join the meeting along with Centre Superintendent.
 Confirm the participation of Observers in the meeting and get consent for duty in
examination so that Observers are deputed at each Centre.
 To make the arrangement against the absentee Observers from the NTA pool or at the
local level.
 Before the meeting, a Centre wise final list of Observers will be prepared and displayed
outside the meeting place so that on reaching the venue both Observers and Centre
Superintendents meet each other. This list would be made available by the NTA.
 The number of Observers appointed at each Centre will depend on the number of
candidates allotted at the Centre as per the following NTA norm.

 If any Observer does not respond /report, City Coordinators are authorized to depute
Observers from the list of NTA Observers pool. They may also depute some local senior
level officer of integrity and status from a government’s education department or any
faculty of local university or its affiliated colleges in lieu of the absentee Observer at the
particular Centre. The City Coordinator will update the list of such locally appointed
Observers online by going through the link provided by NTA.

 In all such cases, NTA must be informed immediately.

 The Observers must be directed to reach the city in the morning of 4 May, 2019
(Saturday), and inform City Coordinator about their arrival well in advance and also
attend the briefing meeting on 4 May, 2019 (Saturday).
 City Coordinator needs to meet/establish proper communication with the local police and
administrative authorities for deploying police forces at each examination Centre. NTA
would send a communication in this regard that could be used by the City Coordinators.
 City Coordinators must prepare a route plan to visit some Centres on the day of
examination. The NTA will depute NTA Representative in such a manner that at least one
NTA Representative is assigned one Centre. While finalizing route plan, the same may be
taken into consideration along with the time taken to visit some of the allotted Centres in
the minimum possible time.
3.2.2 Meeting with NTA Representative(s) on their arrival:
Prior to the Briefing Meeting, City Coordinator and NTA Representatives may share information on
the following issues so that correct and complete information is supplied to Centre Superintendents
and Observers:
 Venue and schedule of the meeting.
 Confirmation from Observers reporting on duty.
 Examination related material to the Centres.
 Probable number of iron box(es) meant for each Centre. One iron box can contain
maximum 600 English test booklets (10 packets of 60 test booklets) and 360 bilingual test
booklets (06 packets of 60 test booklets). This will help the Centres in bringing covered
vehicles along with Group–IV employees for carrying the Iron Box(es) from the Custodian
to the Centre safely.
 Finalization of time for distribution of confidential material from the Custodian. The far
away Centre may be called early and nearest may be called later on to collect Question
Papers to avoid rush at the Custodian Centre. If number of Centres is large, time slots
may also be decided depending upon the distance of the Centres from the Custodian and
communicated during meeting.

 No stoppage of vehicle carrying confidential material from Custodian to Centre.


 Police arrangement at the Centres.

3.2.3 Arrangement and Conduct of the Briefing Meeting:


Successful conduct of NEET depends upon the successful conduct of Briefing Meeting. Hence, it is
advised that the City Coordinator shall remain present in the city and not keep outstation
engagements in the week of NEET (UG) administration.

 City coordinators need to ensure that all Centre Superintendents, Observers and NTA
Representatives can sit comfortably at the meeting venue and pay proper attention to
the discussion.

 City Coordinator needs to ensure the technical requirements for Power Point
Presentation based on the Guidelines and Power Point Presentation (prepared and
shared by NTA).
 Any other suitable arrangement to ensure successful conduct of Briefing Meeting.

3.2.4 Information to be communicated during Briefing Meeting
The meeting with the State Coordinator/Centre Superintendents/Observers will be convened jointly
by the Coordinator and the NTA Representative. The NTA Representative will reach the city latest by
the evening of 3 May, 2019 (Friday). During the meeting, power point presentation will be made
either by NTA Representative or the City Coordinator. An effort has to be made to communicate the
exact information to all the participants as communicated by the NTA. An Attendance Sheet to be
prepared for both Observers and Centre Superintendents to mark their attendance in Briefing
Meeting.
In addition to the presentation, following arrangements should be specifically highlighted and
discussed in the meeting:-
Pointers to be Discussed during the Briefing Meeting

 Change in the duty of Observers, if any.


 Arrangements for the handling of confidential material, including receiving question paper
Iron Box(es) from the Custodian and their safe transportation to the Centers.
 For frisking by the authorized agency appointed by the following arrangements be discussed:
i. Preparation of frisking plan at the Centre.
ii. Strict and proper frisking of all the candidates as per instructions issued in this regard in
consultation with the authorized agency..
iii. Arrangement for special Invigilators/guards (both male and female) in sufficient/approved
quantity for Security and Crowd management of the candidates by the Invigilators of
similar gender at the main entry of the Centre.
iv. Cultural and religious sensitivity to be maintained at all points.
v. At the entrance and even in examination rooms, the ears of all candidates are to be
checked carefully for hidden Bluetooth devices with the help of torch. Further, the
stitching of the clothes is also to be checked physically to ensure that nothing has been
hidden which can help in communication with outside world.
vi. The Frisking will be done by Representatives from the authorized agency of NTA (1 Guard
for every 120 students, one male and one female guard for 240 students).
 Last entry in the examination Centre i.e. no candidate should be allowed to enter the
examination Centre after last reporting time i.e. 01.30 p.m. This has been introduced for
mandatory frisking of each candidate.
 Installation of wall clock at main entry point and in all examination rooms. The time of all
clocks at the Centre be set with the clock available on NEET (UG) website.
 No entry of barred items (list is given in the guidelines) inside the Examination Centre.
 Compliance of dress code by the candidates. In case someone is not able to comply, he/she
needs to be thoroughly frisked without hurting cultural and religious sentiments. Same gender
staff to be used for this.
 Invigilators need to be vigilant in case of candidates given below:
a. Candidate is sitting and not writing the answers for unusually long periods,
b. Candidate where the State of taking the exam is vastly different from where the
candidate has studied.
c. Candidates with long hair which seems suspicious.
d. Candidates whispering
e. Candidates wearing high heels or fancy shoes.

 No staff on duty should be in possession of any communication device and camera where the
question papers are being opened and also in the Examination Room.
 List of the officials with their signature present in the room where question papers are being
opened
 Adherence to schedule of examination activities
 Neither seal of unused test booklets be opened nor the booklets be kept with the Centre for
any purpose.
 Announcement by Invigilators to the candidates that if any of the candidate in the room is
using any unfair mean, the same may be objected to and brought to notice by the other
candidates appearing in the examination.
 Purchase of Torches and wall clocks as per requirements and the NTA shall reimburse at the
rate of Rs. 5/- per candidate.
 The arrangements of seating/furniture and of other essential facilities.
 Pasting of Roll Number Stickers supplied by the NTA on the desks as per seating plan.
 Entry points to the examination centers.
 Deployment of Invigilators and other support staff.
 Issue of Identity Cards to the examination Officials and staff
 Procedure for opening of question paper parcels/packets, sealing of OMR sheets, etc.
 Police and security arrangements.
 Information regarding the place of Custodian will be shared only on the morning of 05 May,
2019 (Sunday).
Number of Iron Box(es) may also be communicated to the Centre Superintendents so that they can
bring suitable covered vehicle along with Group-IV employees for safe transportation of question
papers Iron Box(es).

SNAPSHOT
City Coordinator is an important link between the State Coordinator, Centre Superintendents,
Observers and NTA Representatives. The role of the City Coordinator is to ensure successful
conduct of NEET in his/her city by coordinating activities of examination.
1. Pre-Examination work
1.1) To carry out Centre audit of Schools/Institutes as per the directions of NTA.
1.2) To arrange for the Briefing meeting with State Coordinator, Centre Superintendents,
Observers and NTA Representatives.

from Observers reporting on duty.
1.8) Preparation of frisking plan for Strict and proper frisking of all the candidates as per

Chapter

Superintendents
4.1 Centre Superintendent
The Centre Superintendent will be the In-charge of Centre where examination is being conducted.
The Centre Superintendent will be appointed by NTA and will be responsible for the smooth and fair
conduct of examination at the centre. Centre Superintendent needs to be present at the Centre as
per the requirement of the conduct of examination to ensure that all the preparations are made as
per plan under his/her supervision. Centre Superintendent will also coordinate with the State
Coordinator, City Coordinator, Observer(s) and NTA Representative(s).
4.2 Role of Centre Superintendent
The Centre Superintendent will personally attend the Briefing Meeting to be held on 04.05.2019
(Saturday) by the City Coordinator wherever City Coordinators have been appointed by the NTA. The
Centre Superintendent is also expected to make the following essential arrangements at the
examination centre: -
4.2.1 Preparatory Stage
 A well protected room to act as Control/Examination Room;

 A strong almirah with keys in duplicate to be used by the Centre Superintendent for
storage of examination material;
 Facsimile Signature stamps of Centre Superintendent in adequate number to affix on
each Test Booklet. Facsimiles be kept in the safe custody of the Centre Superintendent
to avoid any misuse. The facsimiles are to be affixed in each room on candidate desk
while the exam is going on;
 Cello Tape, Gum, Wax, Cloth, Needle, Thread, Bag, Luxor Pen/Permanent Marker,
Scissor etc. in sufficient quantity for use in confidential room;
 Sufficient and comfortable seating arrangement/furniture for the candidates;
 Suitable arrangement of washroom/toilets separately for boys and girls;
 Ball point pens provided by the NTA for use of the candidates for writing particulars and
for marking responses (will be given by City Coordinator);
 Covered space for frisking of the girl candidates at entry to be provided/organized by the
authorized agency of NTA.
 Installation of wall clock at the main entry and for each room. The size of the wall clock
should be such that the candidates sitting in the last row should be able to see the time
clearly. (Non-adherence to this norm is the contempt of the orders of Hon’ble Supreme
Court of India order on smooth and fair conduct of examination).

 Since some candidates may come to the Examination Centre without photographs, it will
be appropriate to make the arrangement of a camera and a photographer at the centre in
advance to meet out such exigencies. Payment for photography may be claimed in the bill
of the Centre based on approved rates.
 The Centre Superintendent will hire the services of 02 Guards for entrance management
duties at the outer gates of the Examination Centre and during the conduct of
examination and thereafter. These Guards will remain posted at the gates only and will

not be allowed to enter the Centre of Examination. The duties of the Guards will be till
completion of all activities on the day of examination. The payment to Guards will be as
per the norms given.
 Ensure Jammers are installed in each Centre and Room one day before the date of
Examination. These Jammers are installed through an Agency finalized by NTA. These
Jammers will be switched on ½ hour before the start of Examination. These Jammers will
be switched off after ½ hour of Examination or as per the instructions of NTA. The
switching ‘on’ is to be done in consultation with NTA.

 The Frisking will be done by Representatives from the authorized agency of NTA (1 Guard
for every 120 students, one male and one female guard for 240 students).

4.3 4.3.1 Arrangement of Videographer and Guidelines for Videography


The conduct of examination would be videographed: Accordingly, videographers are to be engaged
in advance as per the following details:-

To archive the purpose of videography, following instructions may be issued to videographer in


advance:
 First of all, main entrance of the Centre is to be videographed alongwith the seating plan
and other information displayed outside the Centre. It may be ensured that the name of the
Centre is videographed properly.

 Soon after the entry of candidates is allowed in the Centre and they are being frisked, the
same may also be videographed. Girls may be videographed only in case they are found in
possession with barred items. General videography of the frisking of girls is not to be done.
 Thereafter, videographer will enter in the Centre and videograph the Centre
Superintendent’s Room/Control Room especially duty chart. However, it may be ensured
that during the opening of the Iron Box(es), only the authorized officials are present in the
room and no videography is be done. It may also be ensured that the time of opening of
the Iron Box(es) and distribution of the confidential material there should not be any
mobile/camera in the control room with any of the official.

 As soon as the exam starts, videography from room no. 1 to last room be done in such a
manner that first of all the seating arrangement displayed at the entry of the room be
videographed clearly. Thereafter, in every room in ascending order of roll number first the
videograph of the sticker of roll number is to be made and then that of the concerned
candidate. While videography is done in the rooms, instructions may be issued by the
Invigilator to the candidates that they will keep their face in upright position for clear
videography.
 It is to be ensured that videography of all rooms and candidates be completed during the
conduct of examination.

4.3.2 Precautions with Videographer
Keeping in view the sensitivity of the NEET following precautions may be taken:
 Videographer(s) should be known to the school and must possess high integrity.

 Videographer/Photographer must not be carrying any of the barred electronic


communication devices including the mobile phone in the Examination Centre. Bluetooth
enabled cameras should not be used by the cameraman for taking photographs and for
videography.
 Identity proof of the photographer be taken.

 An identity card may also be issued to the videographer/photographer.


 It may also be ensured that none of the near relative of the photographer is appearing in
the NEET. Hence, undertaking may be taken from videographer(s) in this regard
(Appendix -9).
 In no case, videographer will be allowed to leave the Centre before Examination is over.

 It would be appreciated if one official from the school who is aware about the videography
plan be deputed alongwith videographer to guide him regarding videography and also the
locations to be videographed.

Note: Videography to be done only in Centres where CCTV has not been installed for live streaming.

4.4 Appointment and remuneration of Staff

examination duty. A ‘No Relation Certificate’ to this effect (Appendix-9) that no near relation is
appearing in the examination be signed by all the staff on duty and sent to NTA.

4.5 Staff briefing meeting prior to Examination at Centre


(The Centre Superintendent should read and understand the guidelines carefully before briefing
meeting with the Deputy Superintendent, Invigilators and other supporting staff.)
4.5.1 Before the examination, the Centre Superintendent shall call the Deputy
Superintendent(s), all Invigilators, Clerk(s) and Class-IV Staff for a briefing with the help of
Power Point Presentation sent by the NTA for the following purposes:-

4.5.2 After the presentation, Centre Superintendent may finalize the plan and duties and
communicate to all functionaries at the Centre.
4.5.3 The Centre Superintendent shall discuss with the Deputy Superintendent(s) and Invigilators,
matters relating to
 management of Centre,
 management of candidates at the entrance and in examination room with the help of
male and female Invigilators and guards,
 mode of obtaining Test Booklet Packets by the Invigilators,
 circulation of Attendance Sheets (it may be ensured that while distributing
Attendance Sheets, the same shall not be cut into pieces),
 seating arrangement of examination,
 return of unused Test Booklet envelopes by Invigilators to Centre Superintendent,
 sealing of all the unused test booklets envelopes by Centre Superintendent,
 collection of Answer Sheets and Attendance Sheets at the end of the examination and
 location of a room for depositing materials,
 sealing of OMR parcel with special seals by Centre Superintendent, etc.
4.5.4 A detailed plan for frisking alongwith authorized agency staff deputed for frisking & their
duties (1 male and 1 female frisking staff @ 120 candidates each).
4.5.5 The seating plan of the examination rooms should be strictly as per Appendix-1. Objective
of the seating plan is to help the candidates to find their seat without any difficulty. Also,
the seating plan should automatically avoid getting the Test Booklet of the same code to the
candidates sitting close by.
4.5.6 The Centre Superintendent should see that seating arrangement is comfortable and there is
no scope for unfair means during examination. There should be adequate space between
seats of two candidates. If the candidates are seated together on a large bench, special care
may be taken so that candidates are not given the Test Booklets bearing the same Code and
should not be able to see the responses of the other candidates.
4.5.7 After making all required arrangements, the Centre Superintendent shall seal the
examination hall/rooms, toilets and the rooms meant for confidential work one day before
the examination. Before sealing, Centre Superintendent to also ensure that no
communication device has been hidden in the examination room/premises which could be
taken in possession by the candidate after frisking for its unfair use.
4.6 Information to be displayed inside the Centre
 A sticker indicating the Roll Number of each candidate be pasted on the table/desk. The
stickers shall be supplied by the NTA.
 A Chart showing Roll Number of candidates allotted in each room be pasted on each room for
identification of seats by the candidates.
 List of staff on Examination Duty, i.e., list of Deputy Superintendent(s)/Invigilators (For rooms
& Frisking Staff of Agency)/Clerk(s)/Class IV Staff be displayed in the room of Centre
Superintendent.
 A schedule of different activities to be adhered to by the Centre Superintendent as given on
page 1.
 Bell ringing schedule as given on page 1.

4.7 Information to be displayed outside the Centre
The Centre Superintendent must display the following information at the entry point of the
Examination Centre:
4.7.1 A consolidated chart of candidates indicating Room Number and Roll Numbers ‘From – To’
allotted in each room.
Instruction for Candidates
1. Candidates would be allowed to carry only the following items inside the Centre:-
(a) Admit Card along with passport size photograph affixed on it
(b) One additional passport size photograph to be affixed on the attendance sheet.
(c) Original and Valid Photo Identity Card as ID proof.
(d) Certificate of PwD, if applicable.
(Pen will be provided by the NTA in the examination room).
2. Candidates will not be allowed to carry the following items inside the Centre:-
(a) Any stationery item like textual material (printed or written), bits of papers,
Geometry/Pencil Box, Plastic Pouch, Calculator, Pen, Scale, Writing Pad, Pen Drives, Eraser,
Calculator, Log Table, Electronic Pen/Scanner etc.
(b) Any communication device like Mobile Phone, Bluetooth, Earphones, Microphone, Pager,
Health Band Etc.
(c) Other items like Wallet, Goggles, Handbags, Belt, Cap, ATM/Credit/Debit Card, Plastic
Identity Card, any remote key, etc.
(d) Any Watch/Wrist Watch, Camera, etc.
(e) Any metallic item
(f) Any eatable item opened or packed, water bottle etc.
(g) Any other item which could be used for unfair means for hiding communication devices like
camera, Bluetooth device etc.
Non-adherence to above would be considered as cases of Unfairmeans.
(Diabetic candidates may carry whole fruit, sugar tablet or water in transparent bottle. Any packed fruit of
box containing cut fruits/eatables would not be allowed).
3. Candidates should leave all barred articles mentioned above, that may be used as unfair means
outside the premises of the Examination Centre and should be wearing clothes as per dress code.
4. Candidates are not allowed to use white correction fluid on the Answer Sheet and Attendance
Sheet.
5. Candidates should sit on their allotted seats only.

4.7.2 A wall clock also be displayed at the main entry point of the Examination Centre to ensure
that no candidate is allowed to enter after 01.30 p.m. The time of all the wall clocks in the
centre may be set as per the time displayed in the clock available on the NEET website.
4.7.3 The Invigilators will ensure that candidates entering the examination room are not in the
possession of barred items.

4.8 Other Arrangements

4.8.1 The Centre Superintendent shall provide an authorised Identity Card supplied by the NTA to
all officials associated with the conduct of NEET. The Identity Card must bear the name,
designation and signature of the official on duty. No official will be allowed on duty without
an Identity Card.
4.8.2 The Centre Superintendent shall contact District Magistrate / Deputy Commissioner/
Collector and Superintendent of Police/Deputy Commissioner of Police / Police Authorities

of the area for deputing at least four policemen and one Sub-Inspector in uniform at the
Centre to maintain law and order for the smooth and fair conduct of examination.
4.8.3 No person including Police Officials, District Administration Officials, Flying Squads, Media
Persons or any other person who is not on NEET duty shall be allowed inside the
examination Centre without due authorization from NTA..
4.8.4 Staff deployed for searching & frisking should be properly briefed to prevent any effort of
smuggling any Barred Item in the examination Centre. In case, it is observed that any
candidate is breaching the rules, the matter should immediately be reported to Centre
Superintendent/local police.
4.8.5 The gates of the examination Centre should be opened 2 hours before the specified time of
commencement of the examination, i.e., 12:00 noon. No candidates who reports after
01.30 pm be allowed to enter in the examination Centre.

4.9 Any Other Important Issue

Though detailed guidelines have been given for each and every activity to be done at the
Examination Centre, however, if there is any issue which is in contravention to the Guidelines, a
detailed report is to be prepared by the concerned official of the examination centre and the same
may be signed and countersigned by Centre Superintendent and Observer respectively. Report(s)
may be kept in a separate envelope provided by NTA and packed alongwith appendices to be
handed over to NTA Representative. This envelope has been named as Envelope For Miscellaneous
Report(s).

4.10 Important for Invigilators

This time, “Important Responsibilities of Invigilators In Examination Room” and “Schedule of


Activities in Examination Room to be supervised by Invigilators” is given to the Centres by the NTA.
This will help Invigilators in remembering and performing their duties in the examination room.
Centre Superintendents may please supply the same to one Invigilator in each room so that both the
Invigilators can use the same.

Frisking Norms
 Frisking Enclosure for Female Candidates will be provided by the NTA authorized service Provider.
Only female staff will frisk the female candidates in the enclosure.
 Hand Held Metal detector for detection of prohibited Metallic Equipments / Mobiles / Electronics /
Communication equipment or any small Electronic Bugs will also be provided by the authorized
Agency.
 No candidate can be allowed to enter without frisking.
 The trained staff of the authorized Agency will check all Admit Cards and any valid Identity Card of the
candidate.
 The trained manpower to be supplied by the Agency will include male frisking personnel (1 for every
120 candidates) and female frisking personnel (1 for every 120 candidates).

CCTV system Installation for Live Streaming at Control Room Set up at NTA (if applicable)
In case your Centre is in the List where CCTVs have to be installed for Live Streaming, you will be contacted by
the Service Provider authorized by NTA.
 CCTV surveillance is to be provided for selected Examination Centres spread all over India. The main aim for
the live CCTV surveillance system in each of the exam rooms of these Examination Centre is to curb
malpractices, Unfairmeans in the examinations so as to ensure smooth conduct of examination.

 The authorized service provider of NTA will make arrangements for live viewing at remote locations and
recording CCTVs Systems of all examination centres at control room situated in the NTA.
 During the period of examination, CCTV facility shall not be interrupted due to any technical fault, etc. and the
authorised service provider shall take due care of functioning of CCTV with adequate backup of CCTV during
the conduct of examination.
 Power backup and other arrangements at every Centre would be ensured by the authorised service provider.
 The hardware required for the job shall be provided and maintained by the service provider/agency and
training/ sensitization of staff deployed at the examination Centres shall be imparted by the service provider.
 Internet, Power backup and other arrangements at each examination Centre would need to be provided by
the authorised agency. In case they are not able to provide the Services satisfactorily, this must be reported in
the Feedback/Report Proforma.
 The authorised service provider will have to ensure that the CCTV Cameras provided work properly, during
the entire duration of the examination in the Centres or as ordered.
 The authorised service provider will have to install cameras of 2 megapixel or higher resolution IP based CCTV
Camera in the Centre.
 All Live Streaming must also be recorded on Service Provider’s secured central server.
 One Computer screen with one man power at every Examination Centre should be provided for Centre
Incharge.
 If Network of any Telecom service provider is not available then the authorised service provider will provide a
certificate regarding this from all Network service providers 7 days before the examination date.
 Authorised service provider has to arrange any additional quantity of Colour Cameras, if required.
 The authorised service provider will have to ensure that the CCTV Cameras installed at the Centres are
working properly during the entire duration of the examination.
 Service provider will also install one CCTV Colour Camera at each Centre Incharge room of concerned
examination centres.

 The authorised service provider will ensure that the staff engaged are disciplined and maintain full decorum
of the office.

5.1 Deputy Superintendent
The Centre Superintendent shall appoint Deputy Superintendent(s) so that in the absence of Centre
Superintendent, he/she can take over the responsibilities. In case, more than one Deputy Centre
Superintendent is appointed at the Centre, specific duty to be assigned to each one of them.
The appointment can be withdrawn at any time by the Centre Superintendent or the Authorized
Representative of the NTA, if considered necessary in the interest of the examination.

the arrangements for the efficient, timely, smooth and fair conduct of the examination.
ii. In the absence of the Centre Superintendent, the Deputy Superintendent will exercise all
powers of Centre Superintendent and will be fully responsible for the fair and smooth
conduct of examination.
iii. To prevent impersonation, the Deputy Superintendent (s) should visit every examination
room and check the genuineness of the candidates by comparing the identity of the
candidate present with the scanned photograph given on the Attendance Sheet/Admit
Card.
5.2 Invigilators On Duty
The Invigilator is the most important functionary in the smooth and fair conduct of any examination,
including NEET (UG)-2019. It is expected that they shall perform their duties judiciously for
completing the following responsibilities:

1. Proper administration and discipline inside the examination room.

2. Completion of all formalities to ensure proper documentation.

3. Free and fair conduct of examination inside the examination room.

An examination room with 24 candidates would have 2 Invigilators.


Duties of Invigilators
5.2.1 Invigilators shall be informed about the place (room number) of their duties on the day of
examination just before its commencement. They are not allowed to carry their mobile
phones or any other communication devices to the examination room.
5.2.2 Invigilators shall receive the tamper evident envelopes containing the sealed Test Booklets (in
sets of 24) from the Centre Superintendent, at the allotted time.
5.2.3 On reaching the allotted room, the Invigilators shall once again check admit card and identity
proof.
5.2.4 Invigilators must note that time for the last entry to the Examination Room is 1:40 PM. At
1:40 PM and No candidate who reports after 01.30 PM shall be allowed to enter in the
examination centre.
5.2.5 Invigilator shall make following announcement to the students at 1:40 pm.

 Check and ensure that you are sitting on allotted seats; and are not possession of any of
the barred/prohibited items
 If any of the candidate in the room has noticed any other student using any unfair means
activity, the same may be objected and be reported immediately to the Invigilator(s) on
duty.
 Candidate, if any, are in possession of any barred/prohibited items or UnFairMeans the
Information Bulletin or Admit Card, be immediately handed over to the Invigilators.
 Candidates will use only BLACK BALL POINT PEN provided by NTA for writing and filling up
the particulars on the Test-Booklet, Side-1 and Side-2 of the Answer Sheet and Attendance
Sheet.
5.2.6 Between 1:40 and 1:50PM, Invigilators should check the identity of candidates by checking
their Admit Cards downloaded and printed from NTA website, tallying their signatures and
the Photograph on the candidate’s Attendance Sheets with the signature and the photograph
on their Admit Cards. If the identity of the candidate is in doubt, the matter should be
reported to the Centre Superintendent immediately. The candidate should also sign at the
appropriate place on the Admit Card in the presence of the Invigilator.
5.2.7 At 1:50 PM, on single bell, Invigilator shall open the packet containing 12 Test Booklets and
distribute each Test Booklet (covered in transparent plastic) among the students, with
Instruction to not open the seal.
5.2.8 Invigilators need to ensure that the Test Booklets are distributed as per seating plan
(Appendix-1) and Test Booklets of the same code are not given to the candidates sitting
close by.
5.2.9 While distributing the Test Booklet to a candidate, it has to be ensured that the candidate has
simultaneously signed the Attendance Sheet. (The candidate will be signing the Attendance
Sheet twice, firstly, at the time of the receipt of Test-Booklet and secondly, at the time of
handing over the Answer-Sheet to the Invigilator). The Test Booklet should be distributed
only after verification of genuineness of candidate and obtaining signature and Pasting
Photograph on Attendance Sheet.
5.2.10 After Distributing test booklets, the Invigilators should announce the following instructions
to the candidates in the examination room before the commencement of the test:
Instructions to be given by the Invigilators to the Candidates about filling particulars and taking the test
a) Use only Black Ball Point Pen provided at the Centre for writing and filling up the particulars on the
Test-Booklet, Side-1 and Side-2 of the Answer Sheet and Attendance Sheet.
b) Tear open the transparent plastic cover to get the sealed Test Booklet.
c) Go through Instructions for Marking on Side-2 given on Side-1 of the Answer Sheet.
d) Open the seal, only after the instruction on hearing double bell.
e) After opening check carefully that the Test Booklet Code printed on the OMR Answer Sheet is the
same as printed on Test Booklet. In case of any discrepancy, immediately report the matter to the
Invigilator for replacement of both the Test Booklet and the Answer Sheet.
f) Check immediately that the Test Booklet contains as many numbers of pages as are written on top
of the first page. The facsimile stamp of the Centre Superintendent will be put by the Invigilators
during the examination.
g) Don’t remove any page(s) of the Test-Booklet. If a candidate is found removing any page from the
Test Booklet, he/she shall be prosecuted against and will be liable for criminal action.
h) Don’t fold the Answer Sheet nor make any stray marks on it.
i) Candidates are required to sign twice in the Attendance Sheet firstly at the time of receipt of Test
Booklet and secondly, handing over the Answer Sheet to the Invigilator before leaving the
examination room.
j) The candidates are required to put their Left Hand Thumb Impression by using inkless pads
provided to the center 02(two) times each on the space provided on the Attendance sheet against
their names and also write their Mother’s name.
k) On completion of the test, candidates must hand over the OMR Answer Sheet to the Invigilator
and take away only the Test Booklet with them.

5.2.11 One of the Invigilators will carry back the unused Test Booklets in Pink Envelopes provided for
the purpose by NTA soon after the examination begins. This is IMPORTANT.
5.2.12 The Invigilator must check and verify that the candidate has written and filled in following
particulars neatly and correctly on the Test Booklet and Answer Sheet with Black Ball Point

5.2.14 The Invigilator should ensure that Left Hand Thumb Impression has been taken twice on the
Attendance Sheet and Passport size Photograph has been affixed on the Attendance Sheet.
5.2.15 The Invigilators shall ensure that every Answer Sheet has been countersigned by them. They
will take a round of the seats in the Examination Hall assigned to them immediately after the
commencement of the examination and check the Admit Card and compare specimen
signatures and photographs as given on the Admit Card and Attendance Sheet to verify the
genuineness of candidates appearing in the examination.
5.2.16 The Invigilator will also check that the Mother’s name written by the candidate on the
Attendance Sheet is the same as mentioned in the List of Candidates. For this purpose, the
Invigilator will get the relevant pages of the List of Candidates from the Centre
Superintendent. Any mismatch or gap should be immediately reported to the Centre
Superintendent, who would ascertain the genuineness of the candidate by questioning
him/her as to how the candidate had written different name. In case of any doubt, the
photograph of such candidate be taken and it be duly attested by the Centre Superintendent
and countersigned by the Observer after being pasted on the white paper and sent to NTA.
Further action to be taken as per instruction given in Chapter-10.

5.2.17 The unused test booklets against the absent candidates will be collected serially at 01:55
p.m. These unused test booklets will be packed in given envelope at 02:00 p.m. and
necessary entries will be made on the envelope. Before packing of the unused test booklet,
Invigilator will ensure that all the candidates present in the room do not have any problem
with the test booklet or the answer sheet which needs replacement. In case, test booklets
need to be changed, the same may be changed from the unused test booklets and this may
be reported on the packing envelope as well as a report be submitted separately by the
Centre Superintendent. Thereafter, at 02.00 p.m. sealed packet of unused test booklets
alongwith absentee statement will be returned to the Centre Superintendent in the
Control/Examination Room.
5.2.18 Invigilators need to prepare the OMR based Absentee Statement sent by the NTA and submit
the same along with unused Test Booklets immediately after commencement of the
examination. For filling up the Absentee Proforma: Please darken the Appropriate Circle
with Black Ball Point Pen against the Roll No. of Candidates who are “Absent”. Do not use a
Red / Green Pen. In case any OMR based Absentee Proforma is short, Proforma provided in
Appendix-3 be used.
5.2.19 OMR Answer Sheets shall be collected from the candidates, by obtaining their signatures on
the Attendance Sheet as soon as the examination gets over. The Invigilator must also sign the
Attendance Sheet simultaneously while obtaining the signature of the candidate on the
Attendance Sheet at the time of collection of the Answer sheet.

5.2.20 All the OMR Answer Sheets of one room (with 24 registered candidates ) must be placed
inside one (Small) tamper evident envelope provided for this purpose. This tamper evident
envelop must not be sealed. This will be sealed only after the OMR Answer Sheets have been
properly counted and matched with the number of candidates present by the Centre
Suprintendent, Observer, and NTA Representative in the control room in presence of both
the Invigilators. Similar process will have to be followed for every room/every 24 registered
candidates.
5.2.21 The same shall be handed over immediately to the Centre Superintendent in the order of Roll
No. duly counted.
5.2.22 The Invigilator should ensure that the candidates do not leave their seats without
permission of the Invigilator and no candidate should be allowed to leave the examination
room till the examination is over.
5.2.23 All Exits from the Examination Room should be closed immediately before the Examination
is due to end. The Invigilators should then collect Answer Sheets from each and every
candidate and obtain their signatures on the Attendance Sheets and ensure Left Hand
Thumb Impression before allowing a candidate to go out of the Examination Room. The
Invigilators should count the Answer Sheets to ensure that no candidate has left the
examination room without handing over the Answer sheet to the Invigilator. The Invigilator
will be singularly responsible for any lapse.
5.2.24 Invigilators are under the control of the Centre Superintendent during the period they are on
examination duty. They should not leave the examination centre without the permission of
the Centre Superintendent.
5.2.25 Invigilators are witnesses to the opening of the Test Booklets Packet(s) and sealing of the
bag/parcels of the unused Test Booklets/Answer Sheets/Attendance Sheets when desired by
the Centre Superintendent.

5.2.26 While examination is in progress, Invigilators shall take care of the following:

 No candidate copies his/her answer with the help of another candidate or notes/books etc.
or makes use of any other unfair means, during the examination
 If an Invigilator finds a candidate talking or using unfair means, he/she should report the
matter to the Centre Superintendent and then act according to the instructions given by the
Centre Superintendent.

 Also the Invigilators are expected to submit a written report to the Centre Superintendent
about all such cases and put his/her signature on the required document(s) as per directions
of the Centre Superintendent.
 Invigilators are responsible for maintaining the discipline, order and proper conduct of
Examination in the room under their supervision and as such they should constantly be
watchful and move about in the room and not talk or read any book, newspaper or the Test
Booklet during the period of examination.

5.2.27 No candidate suffering from any infectious disease like smallpox, flu, mumps, etc. should be
allowed to sit in the room, with other candidates. If such a case is suspected, it should be
reported to the Centre Superintendent immediately so that his/her seating arrangements
could be made in a separate place.

5.2.28 One of the Invigilators should always accompany a candidate wishing to make use of toilet
while the examination is going on. It should be ensured that there is no copying material in
the toilets and the candidates return to their respective places within normal time. Special
attention should be paid to those who visit the toilets more than once during the
examination. Such candidates should be searched again thoroughly.
5.2.29 No candidate be allowed to use wash room in the last 30 minutes, i.e., from 04.30 pm to
05.00 pm.

5.2.30 The Invigilators will ensure that candidates entering the examination room are preferably
wearing the following:

 Candidates are wearing light clothes which cannot be used for hiding any instruments or
communication devices.
 Candidates are wearing the garments as advised i.e. half sleeves without big buttons or
badges, brooches etc. which could be used to hide tiny communication devices such as
bluetooth, camera, etc.
 Candidates are wearing slippers, sandals with low heel and not fancy heavy shoes.

Important
It would be the personal responsibility of the Invigilator to ensure collection of Answer Sheet from
each and every candidate. In case a candidate runs away with the Answer Sheet, the Invigilator(s)
concerned shall be held responsible for the same.
 While collecting the Answer Sheets, the Invigilators must check specifically that the candidate
has written his/her Roll Number and Centre Number on both Side-1 and Side-2 of the Answer
Sheet and also Test Booklet No. and has put Left Hand Thumb Impression and signed on Side 2
of the Answer Sheet. The Invigilator should also countersign the Answer Sheet.

 The Invigilators should look for suspicious activities on the part of candidates like leaving the
OMR sheet blank for quite a long time etc. and pay special attention to these candidates. Care
should be taken at the same time that the candidates writing the exam should not be

disturbed. They need to ensure that no candidate is makes any attempt to use any unfair
means by using any mode.

 Any candidate sitting idle and not writing the answers for unusually long period, he/she may be
watched carefully.

 Candidates not belonging to the state in which the examination centre is situated be watched
carefully.

 If any candidate is whispering, he may also be put under strict vigil as he might be using
Bluetooth device to communicate with outside people.

 Cases not covered under the above rules should be referred to the Centre Superintendent for
obtaining his/her guidance and necessary instructions.

5.3 Frisking of Candidates by the Staff of the Authorised Agency appointed by NTA

Frisking Norms
 Frisking Enclosure for Female Candidates will be provided by the NTA authorized service
Provider. Only female staff will frisk the female candidates in the enclosure.
 Hand Held Metal detector for detection of prohibited Metallic Equipments / Mobiles /
Electronics / Communication equipment or any small Electronic Bugs will also be
provided by the authorized Agency.
 No candidate can be allowed to enter without frisking.
 The trained staff of the authorized Agency will check all Admit Cards and any valid
Identity Card of the candidate.
 The trained manpower to be supplied by the Agency will include male frisking personal
(1 for every 120 candidates) and female frisking personnel (1 for every 120 candidates).

5.3.1 During Frisking (to be carried out by agency authorized by NTA):


Fair conduct of examination will depend on the quality of frisking done. There should not be any laxity
during frisking. Following is the important information for frisking:-
a) These guards will be present at the entry point of the examination Centre during entry for
frisking of the candidates.
b) Female guards will frisk the girl candidates inside covered area and male guards will frisk the
male candidates.
c) Based on the number of candidates allotted at the examination Centre, both male and female
guards will make two groups and will stand at two locations separately at the main entry.
d) The guards will ensure that the candidates are carrying only following inside the examination
Centre:-
 Admit Card alongwith passport size photograph affixed on it

 One passport size photograph to be affixed on the attendance sheet


 Any one of the authorized IDs (must be original, valid and non-expired) issued by the
Government – PAN Card/ Driving License/Voter ID/ Passport/ Aadhaar Card (with
photograph/E-Aadhaar).

 PwD Certificate issued by the Competent Authority, if claiming the relaxation under PwD.
e) The authorized staff on duty will ensure that candidates are not in possession of any other
article, except the above three with them while entering inside the Examination Centre. They
will check especially the following in possession of the candidates :-

i) Any stationery item like textual material (printed or written), bits of papers, Geometry/Pencil
Box, Plastic Pouch, Calculator, Pen, Scale, Writing Pad, Pen Drives, Eraser, Calculator, Log Table,
Electronic Pen/Scanner etc.
ii) Any communication device like Mobile Phone, Bluetooth, Earphones, Microphone, Pager,
Health Band Etc.
iii) Other items like Wallet, Goggles, Handbags, Belt, Cap, ATM/Credit/Debit Card, Plastic Identity
Card, any remote key, etc.
iv) All ornaments like Rings, Bracelets, Earrings, Nose-pin, Chain/Necklace, Pendants, Badge,
Brooch etc.
v) Any Watch/Wrist Watch, Camera, etc.
vi) Any metallic item
vii) Any eatable item opened or packed, water bottle etc.
viii) Any other item which could be used for unfair means for hiding communication devices like
camera, Bluetooth device etc.

f) To avoid any misuse, it may also be ensured that the searching/frisking of girls is not
videographed.
For Invigilators on duty
1. Pre-Examination work:
1.1) To Attend Briefing Meeting called by the Centre Superintendent
2. On the Day of Examination:
2.2) Ensure that the mobile phones or any electronic gadget is not carried inside the
examination hall and students do not carry barred items.
2.3) Ensure careful watching of candidates with special sensitivity to female candidates.
2.4) Distribution, Opening, Collection of QP and OMR strictly as per schedule & Rule
2.5) Identification of candidates from photographs
2.6) Take round of the exam room during the course of examination.
3. Post Examination Work:
2.1) Absentee Proformas and Attendance Sheets and other Appendices as per rule
2.2) Collecting and packing of OMR strictly as per rule Appendix-8.
2.3) All material would be handed over to Centre Superintendent.

Chapter

6 Duties of Observers
6.1 Observers
Observers are the public representatives deputed by NTA for the conduct of examination to
witness and ensure that examination is conducted in a fair smooth and hassle free manner. It is
expected that they will assist NTA, Centre Superintendent and other staff at the Centre in the
smooth conduct of examination by performing their duties effectively. These responsibilities can
only be fulfilled if they are well aware of the various instructions issued by NTA for the conduct of
examination. They are, therefore, requested to read and understand the guidelines carefully even
if they have earlier acted as an Observer in the same examination.
6.2 Duties of the Observers
It is expected that Observers will:
6.2.1 read and understand the Guidelines carefully and be registered on www.ntamis.in .
6.2.2 reach the destination one day before the examination in such a manner that they should
be able to attend the Briefing Meeting which is generally convened at 11.00 a.m. one day
prior to the conduct of examination at the place of City Coordinator. However, they are
requested to get the venue and schedule of the meeting confirmed from the Coordinator.
Briefing meeting is very important and without attending it, Observers will not be able to
perform their duties judiciously. In case, meeting is not attended by Observers, they will
not be allowed to act as Observers in the Examination and their claim will not be
processed for payment.
6.2.3 inform about their arrival to the City Coordinator. In cities where Coordinators have not
been appointed by the NTA, the Observer should inform his/her arrival to the Centre
Superintendent concerned. These details will be provided in the appointment letter of the
Observer.
6.2.4 They should reach the place of Custodian at the time as fixed by the City Coordinator and
NTA Representative on the day of examination from where the question paper packets will
be delivered to the examination Centre. Thereafter, they will accompany the Centre
Superintendent/or the authorised Representative of the Centre Superintendent to the
Examination Centre with the confidential materials. They will ensure that confidential
material is directly taken to the Examination Centre from the place of Custodian without
any delay and stoppage in between.
6.2.5 In no case, Observer will refuse to go to the Custodian place at the time communicated by
City Coordinator/NTA Representative for collection of confidential material. These
instructions are to be followed strictly by all the Observers in all the cities including Delhi.
6.2.6 At the place of Custodian, one key of the Iron Box meant for Observer will be handed over
to the Observer. While taking the delivery of the confidential material, check the details
mentioned on the Iron Box and key to ensure that the material is sealed and belongs to the
Centre where you have been deputed.
6.2.7 Sealed Test Booklet parcels will be opened 40 minutes before the commencement of the
examination by the Centre Superintendent in the presence of Observer, NTA
Representative at least two Invigilators and two candidates as witnesses. The Observers
are requested to check the seals on the Iron Box(es) and Test Booklets parcels. They are

also requested to ensure that Test Booklet parcels are opened only 40 minutes before the
commencement of the examination. They will not leave the Centre Superintendents room
till the time Test Booklets are not handed over to the Invigilators and remaining Test
Booklet/ Packet of Test Booklet are kept in safe custody. It is their duty to ensure that no
photocopy/ photo of any Test Booklet is being done. Also, no official will carry
mobile/camera in the room, where Iron Box(es) of the confidential material are stored and
opened.
6.2.8 Observers will ensure that the photo-copier, fax machine, computer, mobile phones or any
electronic gadget is not used in the school during the course of the examination by any of
the officials on duty except by the NTA Representative and Observer to upload images of
QR Code and Test Booklet Parcels. All the mobile phones be collected and stored at one
place in switched off mode under lock and key.
6.2.9 Observers will ensure that the candidates enter in the Exam Centre after screening and
frisking by the guards at the entry point.
6.2.10 Observers will ensure that candidates are not in possession of the following while entering
in the Centre: -

a) Any stationery item like textual material (printed or written), bits of papers,
Geometry/Pencil Box, Plastic Pouch, Calculator, Pen, Scale, Writing Pad, Pen Drives, Eraser,
Calculator, Log Table, Electronic Pen/Scanner etc.
b) Any communication device like Mobile Phone, Bluetooth, Earphones, Microphone, Pager,
Health Band etc.
c) Other items like Wallet, Goggles, Handbags, Hair-pin, Hair-band, Belt, Cap,
ATM/Credit/Debit Card, Plastic Identity Card, any remote key, etc.
d) Any Watch/Wrist Watch, Camera, etc.
e) Any metallic item
f) Any eatable item opened or packed, water bottle etc.
g) Any other item which could be used for unfair means for hiding communication devices
like camera, blue tooth device etc.
h) All ornaments like Ring, Earrings, Nose-pin, Chain/Necklace, Pendants, Badge, Brooch etc.
should be carefully checked.

6.2.11 The Observer will ensure that candidates entering inside the examination centre are
dressed as per the following dress code:
(a) Candidates dressed in light clothes which cannot be used for hiding any instruments
or communication devices.
(b) Candidates have been advised to wear half sleeves but not with big buttons or any
badge, brooches etc. which could be used to hide the communication device, blue
tooth, camera, etc.
(c) Candidates are wearing slippers, sandals with low heel and not shoes.
6.2.12 While frisking, Observer will ensure that:-
(a) Frisking personnel are checking inside both the ears for any Bluetooth, earphone or
microphones.
(b) The collar, cuff, cufflinks, pocket, shirt, kurta, etc. are free of any wire which may be
used to produce the magnetic field to convert the same into sounds through the
microphone placed inside the ears. The same way the garments of girls may also be
checked by the females only.

(c) Collar, cuff, yoke, front pocket, ply front of the shirt be checked strictly for any
hidden communication device, wire, etc. The same way the garments of girls may
also be checked by female personnel only.
6.2.13 Observer will ensure that:-

 no candidates in their room are in possession of any article.

 no candidate is making any attempt to use any unfair means by using any mode.
 In case, any candidate is sitting idle and not writing answers for unusually long
period, may be watched carefully.
 If any girl candidate sports untied hair, she may be kept under watch.
 If any candidate is found whispering, he may also be put under strict watch as he
might be using Bluetooth device to communicate with outside people.
 If any candidate is wearing slippers and sandals of high heels, they must be kept
under close security.
6.2.14 Observers will ensure that unused Test Booklets (with their seals intact) are collected from
the room as per schedule given in point 4.8.6. The unused Test Booklets should be sealed
as per the Guidelines. It must be ensured that unused Test Booklet is not taken away by
anybody outside the premises. Seals of unused Test Booklets should not be broken by any
person at the Centre.
6.2.15 During the course of examination, Observer(s) will take rounds of the examination rooms
to ensure fair conduct of the examination and verify the number of candidates present in
each room as per the Attendance Sheet and also ensure that the seats allotted to the
Absentee(s) are not given to any other candidate(s). They should also verify the
genuineness of the candidate writing the examination by matching the photograph given
on the Admit Card and Attendance Sheet.
6.2.16 Observers must be present at the time of packing of Answer Sheets and ensure that the
whole process of packing of the Answer Sheets as detailed in Chapter-9 of the Guidelines is
strictly adhered to by the Centre Superintendent. Before certifying that the packing has
been done in their presence, they will also ensure that:-
a) All the Answer Sheets being brought by the Invigilators are from the examination
rooms to the collection/Centre Superintendent’s room after the examination is over
in small Tamper Evident Plastic Bags.
b) The number of OMR Answer Sheets packed in each envelope tally with the details
given on the envelope. For the same a certificate is also to be given by the Observer
as per Appendix-7B.
c) The total number of Answer sheets received plus number of Absentees tally with
the number of candidates registered.
d) Proper counting, packing and sealing of the Answer Sheets has been done. This will
also be ensured that parcel of OMR has been sealed properly with the help of
cardboard, sutli, small and big Tamper Evident Plastic bag and finally cloth bag
supplied by the NTA.
e) Ensure that packing is done strictly as per instructions given in Chapter – 9.
6.2.17 Observers will see that the proforma of Absentee Statement which is provided at the
Centre is filled in properly and handed over in separate envelope marked ‘Absentee

Proforma alongwith the Packet of Attendance Sheets to the NTA Representative,
immediately after the examination is over.
6.2.18 All material would be handed over by the Centre Superintendent or his authorized

6.2.19 He will see that the rules with regard to the conduct of this examination as given in this

7 Representatives
7.1 NTA Representatives
Representatives are the public representatives deputed by NTA for the conduct of examination
to witness and ensure that examination is conducted in a fair smooth and hassle free manner.
It is expected from them that they will assist NTA, City Coordinator, NTA Observer, Centre
Superintendent and other staff at the Centre in the smooth conduct of examination by
performing their duties effectively. These responsibilities can only be fulfilled if they are well
aware of the various instructions issued by NTA for the conduct of examination. They are,
therefore, requested to read and understand the guidelines carefully even if they have earlier
acted as an NTA Representative in the same examination.
7.2 Duties of the NTA Representatives
It is expected that NTA Representatives will:
7.2.1 read and understand the guidelines carefully and be registered on www.ntamis.in.
7.2.2 reach the destination one day before the examination in such a manner that they should
be able to attend the Briefing Meeting which is generally convened at 11.00 a.m. one day
prior to the conduct of examination at the place of City Coordinator. However, they are
requested to coordinate with the City Coordinator. Briefing meeting is very important
and without attending it, NTA Representatives will not be able to perform their duties
judiciously.
7.2.3 inform about their arrival to the City Coordinator. In cities where Coordinators have not
been appointed by the NTA, the NTA Representative should inform his/her arrival to the
Centre Superintendent concerned. These details will be provided in the appointment
letter of the NTA Representative.
7.2.4 reach the place of Custodian at the time as fixed by the City Coordinator on the day of
examination from where the question paper packets will be delivered to the examination
Centre. They will accompany the Centre Superintendent/or the authorised
representative of the Centre Superintendent and NTA Observer to the Examination
Centre with the confidential materials. They will ensure that confidential material is
directly taken to the Examination Centre from the place of custodian without any delay
and stoppage in between.
7.2.5 At the place of Custodian, one key of the Iron Box meant for NTA Representative will be
handed over to the NTA Representative, and another to the NTA Observer. While taking
the delivery of the confidential material, check the details mentioned on the Iron Box
and key to ensure that the material is sealed and belongs to the Centre where you have
been deputed.
7.2.6 Sealed cloth parcels of Test Booklets will be opened 40 minutes before the
commencement of the examination by the Centre Superintendent in the presence of
NTA Representative, NTA Observer & at least two Invigilators as witnesses. The
Representatives are requested to check the seals on the Iron Box(es) and Test Booklets
parcels. They are also requested to ensure that Test Booklets parcels are opened only 40
minutes before the commencement of the examination. They will not leave the Centre
Superintendents room till the time Test Booklets are not handed over to the Invigilators

and remaining Test Booklet/ Packet of Test Booklet are kept in safe custody. It is their
duty to ensure that no photocopy/ photo of any Test Booklet is being done. Also, no
official will carry mobile/camera in the room, where Iron Box(es) of the confidential
material are stored and opened except the NTA Observer and NTA Representative who
have to upload the images of the QR Code and Test Booklet Parcels on the ‘NTA Exam
App’.
7.2.7 Representative will ensure that the photo-copier, fax machine, computer, mobile phones
or any electronic gadget is not used in the school during the course of the examination
by any of the officials on duty. All the mobile phones be collected and stored at one
place in switched off mode under lock and key.
7.2.8 will ensure that the candidates enter in the Exam Centre after screening and frisking by
the Invigilators at the entry point.
7.2.9 will ensure that candidates are not in possession of the following while entering in the
Centre and if any be left outside the Centre only:-
a) Any stationery item like textual material (printed or written), bits of papers,
Geometry/Pencil Box, Plastic Pouch, Calculator, Pen, Scale, Writing Pad, Pen Drives, Eraser,
Calculator, Log Table, Electronic Pen/Scanner etc.

b) Any communication device like Mobile Phone, Bluetooth, Earphones, Microphone, Pager,
Health Band etc.
c) Other items like Wallet, Goggles, Handbags, Hair-pin, Hair-band, Belt, Cap,
ATM/Credit/Debit Card, Plastic Identity Card, any remote key, etc.

d) All ornaments like Ring, Earrings, Nose-pin, Chain/Necklace, Pendants, Badge, Brooch etc.

e) Any Watch/Wrist Watch, Camera, etc.

f) Any metallic item


g) Any eatable item opened or packed, water bottle etc.

h) Any other item which could be used for unfair means for hiding communication devices
like camera, blue tooth device etc.

7.2.10 will ensure that candidates entering inside the examination centre are dressed as per
the following dress code:
(a) Candidates are wearing light clothes which cannot be used for hiding any
instruments or communication devices.
(b) Candidates have been advised to wear half sleeves but not with big buttons or any
badge, brooches etc. which could be used to hide the communication device, blue
tooth, camera, etc.
(c) Candidates are wearing slippers, sandals with low heel and not shoes.
7.2.11 While Invigilators are frisking, NTA Representative will ensure that:-
(a) Invigilators are checking inside both the ears for any Bluetooth, earphone or
microphones.
(b) The collar, cuff, cufflinks, placket, shirt, kurta, etc. are free of any wire which may
be used to produce the magnetic field to convert the same into sounds through the
microphone placed inside the ears. The same way the garments of girls may also
be checked by the females only.

(c) Collar, cuff, yoke, front placket, ply front of the shirt be checked strictly for hiding
of any communication device, wire, etc. The same way the garments of girls may
also be checked by female only.
7.2.12 NTA Representative will ensure that:-

 no candidates in their room are in possession of any article as mentioned in Point


No.4.7.1(2).
 no candidate is making any attempt to use any unfair means by using any mode.
 In case, any candidate is sitting idle and not writing the answers for unusually long
period, may be watched carefully.
 Candidates not belonging to the state in which the examination centre is situated
be watched carefully.
 If any girl candidate sports untied hair, she may be kept under watch.
 If any candidate is found whispering, he may also be put under strict watch as he
might be using Bluetooth device to communicate with outside people.
 If any candidate is wearing sleepers and sandals of high heels, they must be kept
under close security.
7.2.13 Representatives will ensure that unused Test Booklets (with their seals intact) are
collected from the room as per schedule given in point 4.8.6. The unused Test Booklets
should be sealed as per Appendix-6 of the Guidelines. It may be ensured that unused
Test Booklet is not taken away by anybody outside the premises. Seals of unused Test
Booklets should not be broken by any person at the Centre.
7.2.14 During the course of examination, NTA Representative(s) will take round of the
examination rooms to ensure fair conduct of the examination and verify the number of
candidates present in each room as per the Attendance Sheet and also ensure that the
seats allotted to the absentee(s) are not given to any other candidate(s). They should
also verify the genuineness of the candidate writing the examination by matching the
photograph given on the admit card and attendance sheet.
7.2.15 Representatives must be present at the time of packing of Answer Sheets and ensure
that the whole process of packing of the Answer Sheets as detailed in Guidelines is
strictly adhered to by the Centre Superintendent. Before certifying that the packing has
been done in their presence, they will also ensure that:-
a) All the Answer Sheets being brought by the by the Invigilators are from the
examination rooms to the collection/Centre Superintendent’s room after the
examination is over in small Tamper Evident Plastic Bags.
b) The number of OMR Answer Sheets packed in each envelope tally with the details
given on the envelope. For the same a certificate is also to be given by the NTA
Representative (Appendix-7B).
c) The total number of Answer sheets received plus number of Absentees tally with
the number of candidates registered.
d) Proper counting, packing and sealing of the Answer Sheets has been done. This will
also be ensured that parcel of OMR has been sealed properly with the help of
cardboard, sutli, small & big Tamper Evident Plastic bag and finally cloth bag
supplied by the NTA .

e) Ensure that packing is done strictly as per instructions given in the guidelines
document.
7.2.16 Representatives will see that the proforma of Absentee Statement which is provided at
the Centre is filled in properly and handed over in separate envelope marked ‘Absentee
Proforma’ alongwith the Packet of Attendance Sheets to the NTA Representative,
immediately after the examination is over.
7.2.17 All material would be handed over by the Centre Superintendent or his authorized
representative to the Representative of the NTA at the Examination Centre or the
Collection Centre as the case may be in the company of the NTA Representative only.
7.2.18 He/She will see that the rules with regard to the conduct of this examination as given in
this booklet are fully observed by the Centre Superintendent.

7.2.19 The Representatives will fill in the report of conduct of examination Online at
www.ntamis.in. The format of the report, however, is given in Appendix – 13C.

8 Conduct of Examination
8.1 Late start of the Examination for Unavoidable Reasons

If the commencement of examination is delayed due to some unforeseen circumstances, time lost
should be compensated to the candidates. Any such decision must be duly recorded and signed by
Centre Superintendent, Deputy Superintendent, two Invigilators, Observer(s) and four candidates
(from different rooms) and be communicated in writing to the NTA immediately.
8.2 Delivery/Distribution of Test Booklets:

8.2.1 Everywhere in the country, sealed iron box(es) of confidential material are to be collected by
the Centre Superintendent, NTA Representative and Observers in the presence of City
Coordinator. The Centre Superintendents of the centres in Delhi, also need to collect sealed
Iron Box(es) of confidential material from Custodian. The venue/custodian, from where
sealed Iron Box(es) of confidential material will be distributed, will be informed by NTA
Representative during briefing meeting.

8.2.2 Only Centre Superintendent along with NTA Representative and Observer is authorized to
collect the sealed Iron Box(es) from the authorized custodian. Only in exceptional cases, they
may depute/nominate responsible staff for collecting sealed Iron Box(es) of question papers
from the authorized custodian with proper authority letter (Appendix- 4A) by attesting the
photo and signature of the deputed staff. For this work, fixed fare, as admissible under the
rules of the NTA, will be payable to Centre for both collecting and depositing material. These
arrangements will, however be discussed and finalized by the NTA Representative with
Centre Superintendents, a day before the examination.

8.2.3 When sealed Iron Box(es)/Packets of Question Papers are received by the Centre
Superintendent or the authorized Representative of the Centre Superintendent, a receipt as
per Appendix-4B be given to the NTA Representative in the City.

8.2.4 At the time of receiving sealed Iron Box(es) from the NTA Representative, Centre
Superintendent and Observer will check the Iron Box’s number, respective keys of the lock
and the seal of the Iron Box(es).

8.2.5 Centre Superintendent and Observers will directly transport the confidential material to the
Centre from the place of custodian without any stoppage in between the route.

8.3 Opening of Iron Box(es) and Test Booklet Parcels in Control Room:
Iron Box(es)/Parcels containing Test Booklets Packets should be opened by the Centre
Superintendent in the confidential room, 40 minutes before the time fixed for the examination, i.e.,
at 01.20 p.m. on the scheduled date. The Centre Superintendent shall open the sealed Iron Box(es)
and thereafter the sealed parcels & test booklet packets in the presence of NTA Observer and four
Invigilators as witnesses (Appendix-5). The witnesses will carefully see that:

(i) No mobile/camera be available in the control room, where confidential material will be stored
and opened except of the NTA Representative or NTA Observer to upload images of QR Code
and Test Booklet Parcels on ‘NTA Exam App’

(ii) The seals on the Iron Box(es) & cloth parcel and Test Booklet packets are intact.

(iii) Each Test Booklet Parcel/Packet is serially numbered. These numbers are indicated on each
cloth parcel/Packet. Each Parcel/Packet contains 5 packets, each with 12 booklets, making a
total of 60 booklets. This has to be opened at one Central place in the Centre 30 minutes before
the exam and is to be signed by City Superintendent, Observer, NTA representative and four
Invigilators.

(iv) The sealed parcels containing Test Booklet Packets should be opened by cutting one edge of the
parcel with a scissor or a sharp knife in such a way that all packets of Test Booklets remain
intact.

(v) Each parcel contains as many test booklet packets as are shown on its top.

(vi) Each packet has 12 Test Booklets. This packet will be opened in the Exam Room 10 minutes
before the examination and has to be signed by the 2 Invigilators and 2 Candidates.

(vii) Test Booklets be distributed in serial order to the Invigilators and placing them in the safe
envelope for the purpose. The facsimile signature stamp of the Centre Superintendent on
each Test Booklet will be affixed by the Invigilators in each room on candidate desk itself and
while the exam is going on.

(viii) The empty Parcel/Packets which are left after opening should be carefully preserved and kept
in iron box(es).

(ix) In case, there is any unused packet/parcel which has not been distributed it should also be
sealed immediately by the Centre Superintendent in the given envelope.

(x) A list of the officials with their signature present in the room along with a certificate that no
mobile/camera was available in the room, where question papers are opened is to be
prepared and provided to the NTA officials.

8.4 Action in respect of Candidates without a valid Admit Card

NTA is giving ample time to download the Admit Card to the candidates from the NEET website.
Candidates are expected to download the Admit Card well within the time. While downloading the
Admit Card, the PDF of the same will also be e-mailed to the candidate concerned. Candidates are
allowed to enter only after verification of the Admit Card. In such scenario, it is presumed that all the
candidates have received their Admit Card on time and will report at the Centre along with the Admit
Card and other desired documents. In no case, any candidate be allowed to enter at the Centre
without valid Admit Card and its verification.

The facility of downloading Admit Cards will be available till 01.30 p.m., i.e., the last entry time and
thus, if any candidate is approaching to the Centre without Admit Card, he/she may be directed to
download the same but in any case, no candidate will be allowed to enter in the examination Centre
after 01.30 p.m.

8.5 Test Booklets/Attendance Sheets/Answer Sheet

8.5.1 Invigilator should distribute the Test Booklets to the candidates ten minutes before the
commencement of the examination, i.e., at 01.50 p.m. The Invigilator should also read the
instructions supplied by the Centre Superintendent.

8.5.2 Test Booklet should be given to the candidates in serial order with strict instructions that
they should not open it until instructed by the Invigilator.

8.5.3 Invigilators will ensure that candidates have written the required particulars on the cover
page of the Test Booklet before the commencement of the examination.

8.5.4 Five minutes before the commencement of the examination, i.e., at 01.55 pm., Invigilators
will direct the candidates to tear the paper seal to take out the Answer Sheet from the Test-
Booklet. The Invigilators will ensure that the candidates have filled in the required particulars
on Side-1 and Side-2 of the Answer Sheet. The Invigilators will then ask the candidate to
commence answering the questions.

8.5.5 The examination will start exactly at the specified time i.e. at 02.00 pm. Envelope of unused
Test Booklets should be returned to the Centre Superintendent by the Invigilators by 02.00
p.m. Necessary entries will be made on the envelope in which unused test booklets are to
be packed by the Invigilator in the room. The certificate is as given in Appendix-6. Packets of
sealed unused Test booklets received from examination rooms or left with the Centre
Superintendent be immediately packed by the Centre Superintendent to avoid any unfair
use of these booklets. In this regard, a certificate is to be given in the Appendix-6. The
Centre Superintendent shall ensure that the unused Test Booklets are not smuggled out of
the Centre. If any misprint or other ambiguity is noticed in Test Booklet, it should be
brought to the notice of the Sr. Director (NEET), National Testing Agency (NTA), IITK
Outreach Centre, C-20 1A/8, Sector 62, Noida, Uttar Pradesh- 201309. No comments or
clarification is to be made by anybody at the Centre or before the candidates.

8.5.6 Invigilator will take the signature of the candidate on the prescribed Attendance Sheet while
delivering the Test Booklet to the candidate before the commencement of the examination.
The Attendance Sheet will be supplied by the NTA as per format given in Appendix-2. The
candidate will write Mother’s Name, Test Booklet No., Test Booklet Code and Answer Sheet
No. and put signatures and also put the Left Hand Thumb Impression for marking his/her
presence on the Attendance Sheet. (In case the Computerized Attendance Sheets are not
received by the Centre Superintendent in time, he/she will ensure that sufficient copies of
the same as per Appendix-2 are kept ready to be used by the Invigilator(s) on duty).

8.5.7 After taking signature, Invigilator will also write the Roll Number(s) of Absentee(s). In the
seating plan for each room, the Roll No. of a candidate who is absent be encircled with red
ink indicating absent. A copy of the complete seating plan be sent to NTA office. Please
ensure that each Test Booklet bears the facsimile stamp of the Centre Superintendent.

8.5.8 Immediately after the announcement ‘Stop Writing’ the Invigilators will collect the Answer
Sheets from the candidates.

8.5.9 Signatures of the candidates will be obtained for the second time indicating that Answer
Sheets have been delivered to Invigilator on duty. The Invigilators should count the Answer
Sheets and tally with the number of candidates present and ensure that no candidate
leaves the room without handing over the Answer Sheet and putting signature and Left
Hand Thumb Impression on the Attendance Sheet.

8.5.10 Invigilator will serialize the Answer Sheets separately in the order of Roll Number and tally
them with the Attendance Sheets. They will bring their Answer Sheets to the room of the
Centre Superintendent by keeping them in Tamper Evident Plastic Packet to ensure that no
answer sheet is missed in between examination room and Centre Superintendent room. The
packing of OMR Answer Sheets will be done room wise in small Tamper Evident Plastic
envelope and then 10 of these will be placed inside of big Tamper Evident Plastic envelopes.
These will be deposited by the Invigilator with the In-charge person(s) designated by the
Centre Superintendent for this purpose. The person collecting the Answer Sheet from the
Invigilator will count and obtain the signature of the Invigilator concerned on a format as per
Appendix-8. The Small Tamper Evident Envelopes will be sealed only after the OMR

Answer Sheets have been counted in the control room and in presence of the Centre
Superintendent/designated person and Observer, NTA Representative.

8.5.11 The Answer Sheets packets collected from different rooms be arranged Room wise and
counted. It should be ensured that the total number of Answer Sheets received plus
number of Absentees should tally with the number of candidates registered.

8.5.12 It should be ensured that Answer Sheets are handled with clean hands and adequate
precautions be taken to avoid any stray marks on the Answer Sheets. It should be ensured
that the Answer Sheets are not folded either by the candidate or by the Invigilator.

NTA representative will be the most important link between the NTA, State Coordinator, City
Coordinator, Centre Superintendent and Observers deputed by NTA in each city and Centre where
NEET (UG)-2019 is proposed to be held.

9 Material
9.1 Packing of Answer Sheets:
9.1.1 Answer Sheet(s) of Unfairmeans case(s), if any, be packed in a separate envelope of
Unfairmeans supplied by the NTA.
9.1.2 Invigilators in each room shall serialize and count OMR Answer Sheets and place them in
Small Tamper Proof Self Adhesive envelop supplied by the NTA in Serial order (Roll No.
0000001-24 and so on). The envelopes should not be sealed at this stage.
9.1.3 In the exam control room, OMR Answer Sheets of each room will be counted and matched
again by the Invigilators in presence of Centre Superintendent, Observer and NTA
Representative. Thereafter, this small Tamper Proof envelop shall be sealed.
9.1.4 Ten Small Tamper Proof envelops will be sealed in one Big Tamper Proof envelop.
9.1.5 All envelopes should be placed between the two pulp boards and then tied with strong
thread in such a manner that the edges of the envelopes are not damaged by the thread.
9.1.6 Packet-1 (as per Appendix-10) will contain the following-
(a) All Tamper Evident Plastic Envelope of big size of OMR Answer Sheets
(b) Envelope of OMR Answer Sheet(s) along with confiscated material of Impersonation/
Unfairmeans case(s), if any
9.1.7 The Packet of OMR Answer Sheet and Envelope of Unfairmeans should be packed in a
cloth bag supplied by NTA and be sealed. The summary of the material packed as per
Appendix-10 be prepared and provided alongwith appendices.
9.1.8 OMRs to be packed in Tamper Evident Plastic Bags especially meant for this purpose and
provided to the Centre. This envelope is to be opened only after NEET(UG) 2019 is over at
about 05:00 PM on the day of examination.
Note: Attendance Sheets (Appendix-2) and Absentee Proforma (Appendix-3) should not be
placed in the bundle of Answer Sheets, but packed separately in the envelope(s)
provided for this purpose and handed over to the Representative of the NTA (Refer
Appendix-10).

9.3 The certificate of packing the Answer Sheets as given in Appendix-8 be filled up. It should
be ensured that columns provided on the envelopes are filled in properly.
Note:
(i) On each packet, Centre Number must be indicated.
(ii) All documents must be signed by the Centre Superintendent
(iii) The above material be handed over to the NTA representative at the Centre either by the
Centre Superintendent himself or by deputing his Authorized Representative. The
complete material should be brought to the Centre jointly by the Centre Superintendent
and the Observer.

Unfairmeans practice is an activity that allows a candidate to gain an unfair advantage over other
candidates. It includes, but is not limited to:
10.1.1 Being in possession of any item or article which has been prohibited or can be used for
unfair practices including any stationery item, communication device, accessories, eatable
items, ornaments or any other material or information relevant or not relevant to the
examination in the paper concerned;
10.1.2 Using someone to write examination (impersonation) or preparing material for copying;
10.1.3 Breaching examination rules or any direction issued by NTA in connection with the conduct
of NEET (UG) - 2019 examination from time to time;
10.1.4 Assisting other candidates to engage in malpractices, giving or receiving assistance directly
or indirectly of any kind or attempting to do so;
10.1.5 Writing questions or answers on any material other than the answer sheet given by the
Centre Superintendent for writing answers;
10.1.6 Tearing of Answer Sheet, any page of the test booklet etc..;
10.1.7 Contacting or communicating or trying to do so with any person, other than the Examination
Staff, during the examination time in the Examination Centre;
10.1.8 Taking away the answer sheet out of the examination hall/room;
10.1.9 Smuggling out of Question Paper or its part or smuggling out answer sheet or part thereof;
10.1.10 Threatening any of the officials connected with the conduct of the examination or
threatening any of the candidates;
10.1.11 Using or attempting to use any other undesirable method or means in connection with the
examination;
10.1.12 Manipulation and fabrication of online documents viz. admit card, rank letter, self-
declaration, etc.;
10.1.13 Forceful entry/exit in/from Examination Centre;
10.1.14 Use or attempted use of any electronic device after entering the Examination Centre;
10.1.15 Affixing/uploading of morphed photograph on the application form/admit card/proforma;
10.1.16 Erasing or obliterating any information printed on the OMR sheet;
10.1.17 Providing incorrect information on the answer sheet;
10.1.18 Making fake claims by manipulating the responses in OMR sheet uploaded on website for
challenge before or after declaration of result.
10.1.19 Creating obstacles in smooth and fair conduct of examination.
10.1.20 Any other mal practices declared as Unfairmeans by the NTA.

10.2 10.2.1 Punishment
During the course of, before or after the examination if a candidate indulges in any of the above or
similar practices, he/she shall be deemed to have used unfair practices and booked under
UNFAIRMEANS (U.F.M.) case.
The candidate would be debarred for 3 years in future and shall also be liable for criminal action
and /or any other action as deemed fit.

10.2.2 Cancellation of Result


b) The result of the candidates NEET (UG) - 2019 who indulge in Unfairmeans Practices will
be cancelled and will not be declared.
c) Similarly, the result of those candidates who appear from the Centre other than the one
allotted to them write on the Test booklet/OMR Sheet of other candidates or allow other
candidates to write on their Test Booklet/OMR Sheet will be cancelled (and will not be
declared).

10.3 Procedure to be followed by the Centre Superintendent in Unfairmeans Cases:


10.3.1 A candidate found using any unfair means will not be supplied a fresh test Booklet or
Answer Sheet but will continue to write his/her answers on the same Answer Sheet.
However, the Centre Superintendent will prepare a report of the unfair means resorted to
by the candidate with his/her statement and statement of Invigilators and mention the time
when the candidate was found using unfairmeans in his/her report. If the candidate refuses
to give a statement, he/she should not be forced to do so. The fact of his/her refusal should
be recorded by the Invigilator(s) on duty at the time of the occurrence and attested by the
Centre Superintendent. Nothing should be written on the Answer Sheet of the candidate in
this regard. However, this Answer Sheet will be packed separately in the envelope
provided for the purpose and be handed over to the Representative of the NTA and
signatures obtained. The Answer Sheets of unfairmeans cases should not be kept/ packed
with other Answer Sheets but be kept in a separate sealed cover.
10.3.2 The statement of the invigilator/Centre Superintendent/Observer/ Representative of the
NTA who detects Unfairmeans material in the possession of a candidate shall cover:
 Time when the material was detected,
 Where was it detected from?
 Signature of the person who detected unfair means material,
 Counter signature of the Centre Superintendent at each paper,
10.3.3 In respect of the cases detected by the outside Inspector/Observers appointed by the NTA,
the Centre Superintendent should forward the same with his report to the NTA after giving
an opportunity to the candidate concerned to explain his/her conduct.
10.3.4 All cases of Unfairmeans must also be reported to local police for taking appropriate action
under the laws of the land. The complaint/report should be sent to the local police in the
format given at Appendix-11.
10.4 Smuggling out the Answer Sheet
In case a candidate has smuggled out the Answer Sheet, the Centre Superintendent should call for
the student directly or through any source and try to procure the Answer Sheet. If the efforts fail, the
matter should be reported to the police and a copy of the FIR be sent to the office of the NTA
alongwith the statement of the Invigilators present in the room and also of the candidate. The

statement of the Peon/Police constable etc., if any, should also be forwarded.
The statement should contain:
 Time of incident.
 Details of the case as to how the candidate took away the Answer Sheet, and
 Efforts made to recover the Answer Sheet alongwith the Test Booklet.
(i) In case of impersonation, the Centre Superintendent should send to the NTA the statement of
the person found to be impersonating, the Invigilator(s) and that of the real candidate, if
possible. The Centre Superintendent must invariably call the police and handover the person
who is impersonating to the police and file an F.I.R.
(ii) In case of misconduct of a serious nature, the matter should be reported to the Police, if
necessary. Statement of the Invigilator(s) and that of the Peon/Policemen concerned may be
obtained and sent to the office of the NTA for further action.

Chapter

11 Barred Items and Dress Code


11.1 Barred Items
The candidates are not allowed to carry the following items inside the Examination Centre under
any circumstances. The candidates will be subjected to extensive and compulsory frisking before
entering the Examination Centre with the help of highly sensitive metal detectors.
(a) Any stationery item like textual material (printed or written), bits of papers, Geometry/Pencil
Box, Plastic Pouch, Calculator, Pen, Scale, Writing Pad, Pen Drives, Eraser, Calculator, Log
Table, Electronic Pen/Scanner etc.
(b) Any communication device like Mobile Phone, Bluetooth, Earphones, Microphone, Pager,
Health Band Etc.
(c) Other items like Wallet, Goggles, Handbags, Belt, Cap, ATM/Credit/Debit Card, Plastic Identity
Card, any remote key, etc.
(d) Any Watch/Wrist Watch, Camera, etc.
(e) Any metallic item
(f) Any eatable item opened or packed, water bottle etc.
(g) Any other item which could be used for unfair means for hiding communication devices like
camera, Bluetooth device etc.

No arrangement will be made at the Centres for keeping any articles/items belonging
to the candidates.
In case any candidate is found in possession of any of the barred items inside the
Centre, it will be considered as use of Unfairmeans and action will be taken against the
candidate in accordance with the relevant provisions.
11.2 Dress Code
The candidates are instructed to follow the following dress code while appearing for
NEET (UG) - 2019:
11.2.1 Light clothes with half sleeves, long sleeves are not permitted. However in case,
candidates come in cultural/ customary dress at the Examination Centre, they should
report at least an hour before the last reporting time i.e. 12.30 noon so that there is
enough time for proper frisking without any inconvenience to the candidate while
maintaining the sanctity of the examination.
11.2.2 Slippers, sandals with low heels are permitted. Shoes are not permitted.
It is desired that the candidates follow instructions issued by the NTA strictly. This will
help NTA in the fair conduct of examination.
Note: The NTA believes in the sanctity and fairness of conducting the Examination, however, it
also believes in the sensitivity involved in frisking (girl) candidates and will issue
comprehensive instructions accordingly to the staff and other officials at the
Examination Centres.

12 Filling of Appendices & Bills


12.1 After the examination, all the functionaries Centre Superintendents, Observers and NTA
Representatives are required to submit bills, reports and various appendices (by the Centre) to the
City Coordinator. The NTA Representatives will, however, carry back the OMR Answer Sheets and
other Appendices (as per Appendix-10) on the same day and handover the same to the NTA. The
NTA Representatives shall not, under any circumstances, stop enroute before depositing the OMR
Answer Sheets. Any deviation will be viewed very seriously and strict penal action shall be taken by
the NTA.
