INTRODUCTION

The word terrorism derives from the French word “terrorism 1” which is initially referred to the
state terrorism as implemented by the government of the France at the time of “region of terror”
during the period of year of 1793-1794. This word “terrorism”2 is taken from the Latin verb
“terreo” which means “I frighten’’.

Terrorism is a violent and criminal act which not only affects the victim but it also involve
violence against public, with a political or religious desire. It is fully organized Terrorist acts so
as to attract large attention. The successfulness of the terrorist act does not only rely upon the
degree of violence only but depends upon the reaction of public and government. In November
2004, a Unite Nations Secretary General report described terrorism as “any act intended to cause
death or serious bodily harm to civilians or non-combatants with the purpose of intimidating a
population or compelling a government or an international organization to do or abstain from
doing any act"3.

As the Crime and terrorism activities are increasing all not only in India but also around the
world. It has effected developing and developed countries. With such an environment of Safety
and Security concern, one of the major impacts can be seen on tourism of that
region. International terrorism and tourism both are paradoxically connected to each other via
their mutual characteristics such as both crossing national borders, both involve citizens of
different countries, and they both utilize travel and communications technologies. The
relationship between tourism and terrorism first gained international notoriety in 1972 during the
Munich Olympic Games. According to the analysis based on the current study the situation in
India and present a secondary analysis over relation between crime, terrorism and tourism has
increased in India but crime and tourist arrival are found to be inversely proportionate each
other1. Therefore for states dependent on tourism, the crime rate must be brought down in order
to revive this industry. Tourism is an industry that lives on personal contacts and has a message:

to enable and facilitate a face-to-face intercultural dialogue. A successful tourism industry needs
political stability, peace, security, and the potential for dialogue between different groups of
people without mental or physical restriction. It is a dynamic and competitive industry that
requires the ability to constantly adapt to customers’ changing needs and desires, as the
customer’s satisfaction, safety and enjoyment are particularly the focus of tourism businesses. It
is the activities of persons traveling to and staying in places outside their usual environment for
not more than one consecutive year for leisure, business or other purposes2. The impact of
terrorism on a state’s economy may be enormous, leading to unemployment, homelessness,
deflation, crime and other economic and social ills.”3 The role of tourism and travel to both
industrialized and developing countries is now so huge that any slumps in the level of activity in
the industry are a cause of apprehension. The effects extend outside activities directly associated
with tourism, particularly hotels, catering, airlines, and other sectors. In the modern world, when
no place is a safe haven, issue of terrorism influencing tourism industry is of a huge
importance.Tourist arrivals to India were down by more than 17 percent in January, 2009 due to
the global economic crisis. In December 2008, about 521,990 tourists came to India-a 12.5
percent decline compared to December 2007. Due to decline in foreign tourist in India lots of
tourism industry workers are loosed their occupation as well as 9 million of the world’s 200
million hotel and tourism workers could lose their jobs in the wake of the attacks5. Tourism
Industry is badly disturbing by the fall in requirement. In so far as fifty percent of tourism
earnings ultimately “seep out” of the developing countries in the types of profits earned by
foreign businesses, promotional spending abroad
