enclosed complaint, COM-07102018-01235, on 7/10/2018 7:17:00 AM. The information
filed in the complaint is below and any attachments filed will be included.

I write to report laundered political contributions and other violations committed by
Marcus Ruiz Evans and Louis Marinelli via their fraudulent nonprofit, Yes California.
Evans and Marinelli created Yes California on the internet in August 2015, allegedly to
advocate for the secession of California from the United States. They hold out Yes
California to the public as a nonprofit political organization.

However, there is no separation between the personal assets of Evans and Marinelli and
Yes California. Evans and Marinelli have failed to report any and all contributions and
expenditures – and have failed even to register either with the Federal Election
Commission or the California Election Commission as a “non-connected” (single issue)
Political Action Committee, and otherwise have failed to register. Furthermore, they
failed to incorporate in California (and / or qualify to transact business as a foreign entity
in California). Also, Yes California does not have its own Federal Tax Identification
Number / California Tax Identification Number). Finally, Yes California exists only on
the internet – its address and telephone number are the same as Marcus Evans’ personal
residence and telephone number.

Evans and Marinelli have therefore used Yes California as a pass-through false entity to
their personal benefit and have accepted “donations” without reporting – much less
paying tax on any income.

Evans and Marinelli accepted laundered foreign contributions. Marinelli has sought exile
in Russia and is currently living in Ykaterinberg, Russia (Siberia - exact address
unknown).

Dear Messrs. Evans and Marinelli:

The Enforcement Division of the Fair Political Practices Commission is considering initiating an
investigation concerning alleged violations of the Political Reform Act1 below. As specified
under Regulation 18360 (f), all investigations that do not result from a sworn complaint are
opened on the initiative of the Committee as provided in Government Code Section 83115. Any
pertinent documents received by the Division will be enclosed.

The Political Reform Act is contained in Government Code §§ 81000 through 91014, and all statutory references
are to this code. The regulations of the Fair Political Practices Commission are contained in §§18110 through 18997
of Title 2 of the California Code of Regulations, and all regulatory references are to this source. Please note that
under the Act, you are required to retain accounts, records, bills, receipts and other original source documentation.
These records should be readily available for any audit or investigation conducted by the Fair Political Practices
Commission. (§§ 84104, 86110 and 90003; Regulations 18401, 18401.1.)
The violations alleged are:

I write to report laundered political contributions and other violations
committed by Marcus Ruiz Evans and Louis Marinelli via their fraudulent
nonprofit, Yes California. Evans and Marinelli created Yes California on the
internet in August 2015, allegedly to advocate for the secession of California
from the United States. They hold out Yes California to the public as a
nonprofit political organization.

However, there is no separation between the personal assets of Evans and

At this time, we are interested in any comments, or response, you may have on the matter. We
would appreciate receiving your response within 14 calendar days from the date of this letter.

What can we do to correct the record and is there any way to find out who used my name illegally, and without my 
permission, please? I'm very upset about this ‐ I only just got informed of it. I have tried calling Teri Rindahl but she is 
out of the office on medical leave. I do not have a single grievance against Evans, Marinelli and Yes California and would 
like to see if its possible to strike this from the record. 
 
I attach the document that was filed. And I can be reached on  . I hope we can speak today to get clear 
that this was not a real filing, but a fake one.

Dear Mr. Marinelli, Mr. Chaney and Yes California Independence Committee:

The Enforcement Division of the Fair Political Practices Commission enforces the
provisions of the Political Reform Act (the “Act”). 1 As you know, the Enforcement
Division opened a case based on allegations that Yes California Independence Committee
(the “Committee”) failed to timely report campaign contributions and expenditures. After
conducting our investigation and review of the matter, we are closing this case without
taking any enforcement action because the allegations have been disproven.

As defined by the Act, a person or group of persons qualifies as a committee when it


receives contributions during a calendar year of $1,000 or more, makes independent
expenditures in a calendar year of $1,000 or more, or makes contributions in a calendar
year totaling $10,000 or more. 2 Our investigation determined that the Committee did not
meet any of these thresholds. Thus, the Committee did not qualify as a committee under
the Act and did not incur any campaign reporting obligations under the Act.

Pertaining to an open investigation the FPPC currently has of the committee, Yes California Independence Committee (see attached), I will
need to obtain and review the below records and information. At this point, no determinations have been made as to violations of the
Political Reform Act. Please provide the below items no later than Thursday, March 28th.

1. If the committee has a designated bank account, please provide copies of monthly account statements for the period 6/1/15 to 6/1/17
showing funds received and spent, including copies of all checks to and from the account, withdrawal slips, deposit slips, and all other
documents supporting deposits and expenditures made through the committee account;

2. For the period of 6/1/15 to 6/1/17, if an individual or entity outside of the committee raised or spent money for a political purpose (i.e.
relating to a candidate, ballot measure, or petitioning for a future ballot measure) on behalf of the committee, please provide all related
financial records, including copies of all checks, receipts, withdrawal slips, deposit slips, and all other documents showing funds raised or
spent by the individual/entity;

3. For the period of 6/1/15 to 6/1/17, if the committee, an individual, or an entity paid for any political advertisements (newspaper ads, TV
ads, radio ads, digital ads, signs, shirts, etc.), please provide a copy or picture of each advertisement, as well as all invoices related to each
advertisement and proof of payment of those invoices; and

4. I have the committee's Form 410 filed 8/5/15 and Form 410 filed 11/23/15 (see attached). Please provide all other filings submitted by
the committee.

Pertaining to an open investigation the FPPC currently has of the committee, Yes California Independence Committee (see attached), I will
need to obtain and review the below records and information. At this point, no determinations have been made as to violations of the
Political Reform Act. Please provide the below items no later than Thursday, March 28th.

1. If the committee has a designated bank account, please provide copies of monthly account statements for the period 6/1/15 to 6/1/17
showing funds received and spent, including copies of all checks to and from the account, withdrawal slips, deposit slips, and all other
documents supporting deposits and expenditures made through the committee account;
2. For the period of 6/1/15 to 6/1/17, if an individual or entity outside of the committee raised or spent money for a political purpose (i.e.
relating to a candidate, ballot measure, or petitioning for a future ballot measure) on behalf of the committee, please provide all related
financial records, including copies of all checks, receipts, withdrawal slips, deposit slips, and all other documents showing funds raised or
spent by the individual/entity;
3. For the period of 6/1/15 to 6/1/17, if the committee, an individual, or an entity paid for any political advertisements (newspaper ads, TV
ads, radio ads, digital ads, signs, shirts, etc.), please provide a copy or picture of each advertisement, as well as all invoices related to
each advertisement and proof of payment of those invoices; and
4. I have the committee's Form 410 filed 8/5/15 and Form 410 filed 11/23/15 (see attached). Please provide all other filings submitted by
the committee.
