CENTER OF DOJ-PPA 8

III. RATIONALE
The Parole and Probation Administration is an Office under the Department of Justice
distinctively tasked to supervise the rehabilitation of probationers, parolees and pardonees and
juveniles-in-conflict-with-the-law (JICL), including, but not limited to the investigation of
petitions for probation and parole/pardon/executive clemency, as well as petitions for temporary
confinement to SALAG Drug Rehabilitation Center in coordination with the Dangerous Drugs
Board (DDB) within its area of jurisdiction. Majority of our clients are deemed “persons with
disability” (PWD) being economically-handicapped, uneducated and stuck in a vicious cycle of
poverty which is usually the reason why they were exposed to a life of crime. It is also
noteworthy that majority of our clients come from large low-income families who are themselves,
economically challenged and financially deprived, as well.
Statistics for the 1st two quarters of CY 2019 show that in Region VIII, Tacloban City,
the Provinces of Leyte, Samar and Eastern Samar has the top four highest active supervision
caseload of clients and an average increase of about 10% per quarter. On top of this, the twelve
Field Offices in the region receive an average of 80 Investigation referrals for probation, parole
and executive clemency every quarter. It is noteworthy that 4% of this active caseload and
increasing at an alarming rate is the number of JICL and young adult-clients, most of whom have
committed drug-related crimes. It is likewise alarming that these offenders start their criminal
careers with the Violation of PD 1619, gradually evolving from petty crimes to eventually
graduating into higher crimes such as Robbery, Homicide and even Murder, if they fail to avail
of the reformation services of the Agency. To address this alarming trend, the Agency has
enhanced the programs being used by clients to ensure their successful rehabilitation. The
Harmonized Rehabilitation Program (HRP) was conceptualized to better implement the
Therapeutic Community Modality, the Restorative Justice program and the Volunteerism
program.
V. OBJECTIVES
This construction of a HALF-WAY HOUSE/TRAINING AND
REFORMATION CENTER OF DOJ-PPA 8 will favorably assist the harmonious
collaboration of the five pillars of the Criminal Justice System. By helping clients
reintegrate into the community, recidivism is prevented and peace and order enhanced.
With increased skills, there is increase in income and with increased income, there is
alleviation of poverty and a concomitant improvement in the quality of life of clients.

The Parole and Probation Administration-R8 shoulders the annual administrative and
management costs, including complete Personnel Services of DOJ-PPA staff and the
Maintenance and other Operating Expenses of the Field Offices manning the Center.

3. Administrative Feasibility
The Parole and Probation-R8 shall administer and supervise the whole
operation of the intended Center. A periodic evaluation on program
implementation, methods, policies, standards and procedures shall be
documented to develop the manual on the program.
