FIRE LIFE SAFETY SUBMITTAL - COMMENTS

Jensen Hughes Pte Ltd as the appointed Fire Life Safety Consultant for this project has prepared
this letter to summarize our review of the submittals received on 10 December 2019 via email.
The review was based on compliance with NFPA standards.

Based on our review, Jensen Hughes recommends that the submittal be marked as:

FIRE RATED CONSTRUCTION / COMPARTMENTATION

A. REQUIRED SUBMITTAL ITEMS

1. Provide compartmentation drawings or show hourly ratings of walls (e.g. with wall tags) on
layout drawings.
2. Provide a legend that includes all symbols and hourly ratings.
3. Indicate areas protected with smoke-control systems, if any.

a. Legend and acronym list; sprinkler types must be identified (i.e. k-factor, upright,
pendent, concealed, quick response, standard response, activation temperature,
corrosion resistant, etc.)
b. Showing location of pumps, tanks, water supply and control valves
c. Graphic scale
d. Room descriptions for each space
e. Reflected ceiling plan on layout drawing indicating all architectural features and/or
obstructions
f. Above finished floor heights on the layout drawings
g. Referenced code section indicating relevant exemption clause for areas without sprinkler
protection must
h. Sprinkler zones with indicate maximum size of the zone.
i. Fire extinguisher locations and type
j. Hanger locations shown on layout drawing or included in a summary table
7. Provide schematic riser diagram showing location of control valves, areas/zones and hazard
classification each area/zone. The indicated zones must correspond with zones on layout
drawings

MEANS OF EGRESS

24. For the individual areas, spaces, rooms, etc., provide area tabulation and description of areas.
We require this information to compute occupant loads for each area.
25. The tabulated areas provided in SD.MCP.A.SC.004.r2(FI) do not match some of the areas in
W001-to-W006. See markup drawings for details. Provide tabulated areas that are consistent.
26. Provide total quantities of alcohol and volume percentage of alcohol expected in each area of
the winery.
27. Indicate whether the exit stairs are smokeproof enclosures and, if so, indicate method (i.e.
mechanical ventilation, natural ventilation or enclosure pressurization).
28. Provide seating plan for auditorium at L-1: winery.
29. Confirm whether the winery building, and the cable car station building share a sprinkler,
hydrant and fire hose system or does each building have an independent system.

H. NON-COMPLIANCE ISSUES

30. All door openings where a pair of door leaves (double-leaf doors) are a provided with equal
sized door leaves that are approximately 736mm in clear width. For all door openings with
two door leaves, provide at least one door leaf with not less than 810mm width as required in
NFPA 101, 2018, 7.2.1.2.3.2(1).

L-3: Cable Car Station


32. L-3 does not appear to have any means of egress. Provide at least one means of egress for L-3.
NFPA 101, 2018, 4.5.3.1 requires "two means of egress, as a minimum" but provides an
exception in 7.13.2 for stories used exclusively for mechanical equipment if that story is not in
excess of the common path of travel limitations in 7.13.1 (15m).

L-2: Cable Car Station


33. Provide additional means of egress for L-2 that is remote from the current means of egress.
NFPA 101, 2018, 4.5.3.1 requires "two means of egress, as a minimum". NFPA 101, 2018,
7.4.1.2 requires not less than 3 means of egress for occupant load more than 500 but not
more than 1000. The two means of egress must be remote from one another.
34. Maximum common path of travel exceeds the length permitted for assembly occupancies
(NFPA 101, 2018, 12.2.5.1.2). The maximum length for common path of travel is 6.1m where
common path serves more than 50 occupants and 23m for common path serving not more
than 50 occupants.
35. Maximum dead-end corridor length exceeds the length permitted for assembly occupancies
(NFPA 101, 2018, 12.2.5.1.3). The maximum length is 6.1m.

L3: Winery
37. Provide at least two means of egress from the inner circular space per NFPA 101, 2018,
4.5.3.1. The two means of egress must be remote from one another.
38. The restaurant does not appear to have sufficient means of egress. Provide at least three
means of egress for L3. NFPA 101, 2018, 7.4.1.2 requires not less than 3 means of egress for
occupant load more than 500 but not more than 1000. Based on the area tabulation provided,
the total occupant load for L3 is 998 persons (restaurant: 996 persons; technical areas: 2
persons). Three means of egress must be remote to one another.
39. The spiral staircase cannot serve as a means of egress for assembly occupancies because it is
not specifically permitted in NFPA 101, 2018, Chapter 12.
40. The horizontal sliding doors at GL/E-16 cannot serve as means of egress for assembly
occupancies because it is not specifically permitted in NFPA 101, 2018, Chapter 12.

L2: Winery
41. Provide at least two means of egress for the back-of-house space along GL/A-1 to GL/A-17.
42. Provide area tabulation and description of areas for space along GL/D-1 to GL/D-15.
43. There appears to be four openings in the slab that corresponds to each of the four cylinders
below. Please confirm whether these openings are constructed with any fire-resistance rating.
44. Provide means of egress to rooms indicated in markup drawing.
45. All exit staircases appear to discharge through interior building area (roofed over area). NFPA
101, 2018, 7.72 permits not more than 50 percent of the required number of exits and 50
percent of the exit stair capacity to discharge through interior buildings; subject to other
conditions. Change the discharge locations of the staircases to comply with NFPA 101, 2018,
7.7.2.

L1: Winery
46. Provide means of egress to rooms indicated in markup drawing.
47. Maximum common path of travel exceeds the length permitted for industrial occupancies
(NFPA 101, 2018, 40.2.5.1) for the restrooms at GL/D-1.

L0: Winery
48. Provide additional egress capacity or reduce front-of-house areas. Occupant load on this floor
exceeds total egress capacity provided by the 7 exit stairs (OL: 1664 persons; capacity: 1127
persons).
49. Maximum common path of travel exceeds the length permitted for assembly occupancies
(NFPA 101, 2018, 12.2.5.1.2) in the four “telescope” tasting rooms. The maximum length for
common path of travel is 6.1m where common path serves more than 50 occupants and 23m
for common path serving not more than 50 occupants.
50. Maximum dead-end corridor length exceeds the length permitted for assembly occupancies
(NFPA 101, 2018, 12.2.5.1.3) in the four “telescope” tasting rooms. The maximum length is
6.1m.
51. Provide additional means of egress for the four “telescope” tasting rooms.
52. Provide engineering analysis per NFPA 101, 2018, 8.6.7(5). The cylinders at GL/D-4, GL/D-7
and GL/D-10 have unenclosed floor openings that create atriums in three cylinders. NFPA 101,
2018, 8.6.7(5) requires that for atriums an engineering analysis be performed that
demonstrates that the building is designed to keep the smoke layer interface above the
highest unprotected opening to adjoining spaces, or 1830mm above the highest floor level of
exit access open to the atrium, for a period equal to 1.5 times the calculated egress time or 20
minutes, whichever is greater.
53. Please confirm the quantity of alcohol and alcohol volume percentage stored/produced in the
winery. NFPA 101, 2018, 8.6.7(3) permits only low or ordinary hazard content in atriums.
NFPA 30, alcohol quantities exceeding 250L for sprinkler-protected buildings are considered

54. Change the direction of door swing of doors indicated on markup drawing.
55. Horizontal sliding doors along GL/B-2 to GL/F-2 are not permitted as means of egress for
assembly occupancy.

L-1: Winery
56. Provide additional egress capacity or reduce front-of-house areas. Occupant load on this floor
exceeds total egress capacity provided by the 7 exit stairs (OL: 1563 persons; capacity: 1127
persons).
57. Provide engineering analysis per NFPA 101, 2018, 8.6.7(5). The cylinders at GL/D-4, GL/D-7
and GL/D-10 have unenclosed floor openings that create atriums in three cylinders. NFPA 101,
2018, 8.6.7(5) requires that for atriums an engineering analysis be performed that
demonstrates that the building is designed to keep the smoke layer interface above the
highest unprotected opening to adjoining spaces, or 1830mm above the highest floor level of
exit access open to the atrium, for a period equal to 1.5 times the calculated egress time or 20
minutes, whichever is greater.

(NFPA 101, 2018, 12.2.5.1.2) from GL/C-13 to GL/D-16. The maximum length for common
path of travel is 23m for common path serving not more than 50 occupants.
62. Maximum dead-end corridor length exceeds the length permitted for assembly occupancies
(NFPA 101, 2018, 12.2.5.1.3) from GL/D-16 to GL/C-13. The maximum length is 6.1m.
63. Provide additional exit door for steel vat room that is remote from existing exit door.

L-2: Winery
64. Provide additional egress capacity or reduce front-of-house areas. Occupant load on this floor
exceeds total egress capacity provided by the 7 exit stairs (OL: 2221 persons, excl. cable car
station; capacity: 1127 persons). Cable car station excluded because there is no area
tabulation.
65. Provide engineering analysis per NFPA 101, 2018, 8.6.7(5). The cylinders at GL/D-7 and GL/D-
10 have unenclosed floor openings that create atriums in two cylinders. An atrium is also
created in the space outside the cylinders from L-2 to the slab of L2.
NFPA 101, 2018, 8.6.7(5) requires that for atriums an engineering analysis be performed that
demonstrates that the building is designed to keep the smoke layer interface above the
highest unprotected opening to adjoining spaces, or 1830mm above the highest floor level of
exit access open to the atrium, for a period equal to 1.5 times the calculated egress time or 20
minutes, whichever is greater.
