NAME & HISTORY- Robert Maloney is the Director of Agency Boarding Homes and Mental
Health Services for Toomey Residential and Community Services. Toomey Residential at
Community Services is a not for profit child welfare agency classified as a 501(3)(c) for
incorporation and taxation purposes. Toomey was once a part of Catholic Charities but self
incorporated in 1990. They are now considered an affiliate of catholic charities. Their services
have changed over the years to better meet the needs of our clients in more homelike settings
with fewer clients per setting to more individualize services. Toomey operates 11 community
based group homes, family based foster care, and residential rehabilitation services so people can
stay in their own homes more successfully. Their programs are certified by: the Office of
Children and Family Services, Office of Mental Retardation and Developmental Disabilities or
Office of Mental Health. Each certifying agency conducts site inspection of each program to
ensure the quality of care and that regulations are being followed.

PROJECT MISSION- Toomey’s mission is to serve their clients in a way that meets their needs
in a more homelike setting, giving each client more individual service. To serve their clients
better, Toomey has contracted me to create a database for them to store their clients’ data in a
way where it can be retrieved and used to generate reports. This will help Toomey present more
effectively, the needs of their clients to organizations such as: office of Children and Family
Services, office of Mental Retardation and Developmental Disabilities or Office of Mental
Health. Toomey must be able to articulate why they should continue to be funded and supported.

CLIENT IN THE ORGANIZATION- Robert Maloney is the director of four agency boarding
homes which have six youth per program, and Toomey’s Office of Mental Health children’s
community residence, which houses eight children. Mr. Maloney’s role is to ensure that the
clinical needs of each client are met, the programs are meeting all regulatory requirements,
supervise the program coordinators who run the programs, and interface with community service
providers. Mr. Maloney’s supervisor is Executive Director Judy D’Amore, who is accountable to
the board of directors. The president of Toomey’s Board of Directors is the Executive Director of
Catholic Charities.

BUDGET- Toomey Residential and Community Services has a budget of 8 million dollars. For
his five programs, Robert Maloney has a budget of 2.7 million dollars. These funds are provided
by the county youth reside, which is then matched by a federal block grant called Temporary
Assistance for Needy Families. The Office of Mental Health and Office of Mental Retardation
and Developmental Disabilities are Medicaid and social security funded, and the Office of
Children and Family Services programs are funded by the county youth reside, which is then

ORGANIZATION’S CONTEXT- Toomey Residential and Community Services originated out
of Catholic Charities, but since 1990, they have been considered an affiliate of Catholic
Charities. As an affiliate, Toomey works closely with Catholic Charities, and shares their
building, which was once an orphanage that served hundreds of children and adolescents, with
other catholic charity services. Toomey is a not for profit child welfare agency that is funded by
the county as well as through the federal government.
