Dear Atty. Matias:

The Provincial Government of Oriental Mindoro (PGOM), in its aim to maximize the economic
potentials of our farmers, has partnered with the Department of Agriculture through the Philippine
Rural Development Program (PRDP), a six year program in investing and implementing agri-
fishery enterprises supported by farm-to-market infrastructures. Two of the identified
infrastructures for funding under the PRDP is the concreting of Brgy. Merit-Concepcion, Victoria
– Brgy. Ma. Concepcion-Happy Valley-Bugtong na Tuog, Socorro Farm to Market Road (FMR)
and the rehabilitation/construction/concreting of Rosacara, Bansud FMR.

With its implementation, it is expected to improve the socio-economic status of people in the area,
reduce transport cost, increase mobility and reduce travel time, increase and enhance the delivery
of basic goods and commodities in commerce and trading activities and increase income of local
farmers.

In this regard, may we respectfully request from your good office the necessary Environmental
Compliance Certificate (ECC) in order to proceed to the implementation of the aforementioned
projects.

infrastructures for our constituents.
