Quarter in Focus
Majority of IPS activities in the year’s last
quarter aimed at discussing the deteriorating
situation of Kashmir post abrogation of its
special status by India on August 5.
The high points of the quarter were two
international seminars on Kashmir featuring
eminent national and international experts. A
comprehensive document of policy recommen-
dations was produced as the outcome of the
seminars, which was shared with relevant
stakeholders.
In addition, two other sessions were also held
around similar themes, with one seminar
studying the role of Indian and international
media post 5-August, and the other reflecting
on the verdict of Babri mosque and concerns
over increasing saffronization of India.
Another important session held during the
period discussed Islam and politics in contem-
porary societies featuring Dr Tamara Sonn, a
US scholar.
IPS becoming a partner of a Chinese network
of select Asian think tanks was another
highlight of the quarter, whereas the Institute’s
contribution of four articles to Romania’s
GeoPolitica magazine in its special issue on
Pakistan was another noteworthy activity.
IPS LEAD – the learning, excellence and
development program of IPS – organized two
sessions on international relations and
Pak-Europe relations separately as part of its
initiative of ‘Indigenizing Policy Research in
Pakistan’, as well as two sessions of its series
of programs themed ‘The Living Scripts’. It also
organized a workshop on internationalizing
local research journals.
IPS Press – the publishing and bookselling arm
of the Institute – participated in the 15th Karachi
International Book Fair, where it also held
author signings of its two latest publications,
whereas a book titled Negotiating the Power
Corridors: Forty Challenging Years of Civil
Service was also published.
The Institute also published the year’s second
issue of its flagship journal Policy Perspectives,
whereas two briefs on circular debt and power
system flexibility, as well as a working paper
Developing Objectives-based Index for Islamic
Banks was also brought out.

International Seminars on Kashmir Crisis
In response to the acute security and humani-
tarian crisis – both in Indian Occupied Kashmir
as well as in Azad Jammu & Kashmir (AJK)
villages across the Line of Control (LOC) – after
the abrogation of the autonomous status of IoK
on August 5, 2019, IPS invited and mobilized
several international scholars, policy
practitioners, government officials and senior
journalists in two international seminars last
November held in Islamabad and Muzaffarabad,
Azad Jammu & Kashmir (AJK).
‘Islam, Politics, and Contemporary Societies’
Polarization between Islamic civilization and
the Western world is not natural. It has been
created purposefully by the global economic
IPS to partner in Chinese network of Asian think tanks
Institute of Policy Studies (IPS), Islamabad is
among ten international think tanks that are
partnering with another ten leading Chinese
institutions to co-launch an action plan for
building a network of Asian think tanks.
Titled ‘Action Plan on Building a Network of
Exchanges and Cooperation between Asian
Think Tanks’, the initiative hopes to strength-
en exchanges and cooperation between think
tanks in Asia, as well as other regions of the
world, by enhancing the awareness of
common challenges, conducting joint

The first seminar titled ‘Kashmir: The Issue,
Global Scenario and Policy Imperatives’, was
held in Islamabad on November 26 and the
second titled ‘The Crisis in Kashmir: Amidst
Regional and Global Dynamics’, in Muzaf-
farabad, AJK, on November 28. These were
organized in collaboration with the Policy and
Research Forum (PRF), Azad Jammu and
Kashmir, and Maritime Study Forum (MSF).
The sessions were conducted under a

Kashmir crisis, come up with policy imperatives,

deteriorating human rights conditions in Indian
Occupied Kashmir to the world community.
The speakers and delegates of the two seminars
also visited a refugee camp on Chakothi road
and were hosted by Shah Ghulam Qadir,
speaker AJK Assembly, and Sardar Masood
Khan, president, AJK, in two separate receptions
a day before the seminar in Muzaffarabad. The
dinner reception at the AJK President House on
November 25 was officially declared the
inaugural session of the international seminar in
the AJK capital.

‘Babri Masjid, Saffronized India and the Concerns’
The recent Indian Supreme Court verdict on
Babri Mosque must not be seen in isolation,
rather by keeping in view the bigger picture.
The change in J&K status and new citizenship
law reiterate that Indian secularism is merely a

ploy for political gains. The real face of India is
one with a vigorous presence of RSS for the
past 70 years, which is gaining more power
under the present regime, and this is a sign of
things to come.
The message emerged out of the IPS seminar
titled ‘Babri Masjid, Saffronized India and the
Concerns’ held on December 17, 2019. The

associate and former AJK minister.
The speakers highlighted the importance of
Kashmir for peace and stability in the subconti-
nent, and encapsulated repercussions of the
Kashmir standoff if not addressed early. They
maintained that researchers, scholars, media
and the civil society all have an important role to
play in the resolution of the issue as the
AJK President Sardar Masood Khan hosted a dinner
reception in the honour of the seminar delegates

Islamabad, and Amir Abdullah Abbasi,
Advocate High Court.
The Babri mosque issue was politicized by
BJP back in 1996 as well when it
became the largest party in the Lok
Sabha. The Indian government was
in a position to stop the demolition
of the Babri mosque in 1992 as
police and paramilitary forces were
standing by, but they did not
intervene out of fear of antagoniz-
ing Hindus, choosing rather to
succumb to the pressure put on by
aggressive RSS goons.
The speakers were of the view that the Indian
secularism conceived by Gandhi and Nehru
was actually a political necessity as it was the
only way to hold a diverse country of such
huge size together. The reality ever since has
been quite different. Where its constitution
calls India a social secular republic, the
country has only been functioning as an upper
cast Hindu state. That bubble is now starting
to burst and beginning to expose the
hypocrisy that lies underneath.

prevailing situation is not in the benefit for any
country individually or for the region as whole.
The abrogation of the so-called autonomous
status of IoK has exposed the true nature of
false Indian democracy and brought the
subcontinent to the brink of a nuclear war. The
conflict, if not resolved peacefully and timely, not
only can jeopardize the stability of the region but
will also have implications far beyond the
continent. The crisis has remained unresolved
for decades for want of more efforts that are led
and owned by Kashmiris. The conflict of Kashmir
needs sustainable efforts from the Kashmiri
diaspora living across the globe. The way
Kashmiris have fought their case globally and
sensitized international media is commendable
but more consistent endeavors are required.
Khalid Rahman, in the concluding session of the
seminar in Muzaffarabad, presented a declara-
tion, which was unanimously agreed by the
speakers, panelists and participants.

Pakistan needs to be proactive to enhance its
education system to compete with other nations
in the era of the 4th Industrial Revolution.
These views were shared by Shams Faiz,
Chairman of Robotmea Pakistan, during an IPS
seminar “Fourth Industrial Revolution:
Opportunities and Challenges for Pakistan” on
December 20, 2019.
The session was chaired by Dr Arshad Ali, CEO,
Asian Institute of Industrial Air (AIIA) and former
dean of National University of Science &
Technology (NUST).
The speaker stressed the importance of STEM
(Science, Technology, Engineering and
Mathematics) subjects with hands-on learning
methodology to make children innovative.

‘Post 5 August Reporting of Kashmir Issue with Special Reference to Indian Media’

The Indian media is biased in reporting the
Kashmir issue which shows its complicity with
Hindutva hardliners, especially after abrogation
of Article 370 and 35-A of the Indian constitution
in Indian Occupied Kashmir.
This was the opinion of speakers at the seminar
‘Post 5 August Reporting of Kashmir Issue with
Special Reference to Indian Media’, which was
organized by Institute of Policy Studies (IPS)
Islamabad in collaboration with Council of
Pakistan Newspaper Editors (CPNE) and
Riphah Institute of Media Sciences (RIMS) on
October 23, 2019.
They were of the opinion that media is supposed
to be the watchdog of democracy but Indian
media is acting as the trumpet of the govern-
ment. Its irrational aggressive posture only fuels
war hysteria and the failure in observing

Regular meetings of IPS’ working group on
Kashmir – comprising eminent experts and
stakeholders – were held during the last quarter.
The working group keeps a close eye on the
developments regarding the Kashmir issue
keeping in perspective the socio-political and
legal implications.

working group during the quarter were held on
October 1, November 12 and December 24,

Syed Fakhar Imam was of the opinion that
Pakistan has always stood behind Kashmir and
will never leave the Kashmiris on their own in
their freedom struggle against the occupation of
India. He termed the Indian media’s coverage of
the Kashmir issue a travesty of professional
journalism. He also highlighted a shift in the way
the international media is covering the Kashmir
issue as it is not buying the Indian narrative.
Ali Muhammad Khan in his keynote speech
deliberated on the negative role of the Indian
media and said only a strong Pakistan can
ensure resolution of the Kashmir dispute. He

also said we need to exploit the fault lines that
exist within the Indian society. In his opinion the
youth, universities and media houses must
understand their role and respond to the ongoing
clampdown on Kashmiris by raising their voice.

the term ‘Islamic extremism’ were political rather

renewal of a memorandum of understanding

If the Berlin Wall can fall, relations between
Pakistan and India can also improve with time.
The opening of the Kartarpur Corridor is a step in
the right direction in this regard and other such

and Pakistan have signed an engagement plan
to enhance cooperation in the areas of security,
development, technology and education,
whereas the EU has been working with Pakistan
to prevent and stop illegal migration.

‘Internationalizing Local
Research Journals’
A workshop for research editors titled ‘Internation-
alizing Local Research Journals’ was organized at
IPS on Nov 29.
Facilitated by Professor Dr Roger van Zwanen-
berg, the founder managing editor of Pluto
Journals, UK, the aim of the workshop was to
bring together the editors of research journals in
Pakistan to evaluate the emerging trends of
internationalization of Social Sciences Research
Journals, as well as to understand and explore
ways and means to address these challenges.

‘How to Stay Away from
Cancer? A Survivor’s Guide’
A session ‘How to Stay Away from Cancer? A
Survivor’s Guide’ was arranged by IPS LEAD –
the learning, excellence and development
program of IPS – on October 24, 2019. The
session was addressed by Engr M Waseem Asrar
Ahmed, a researcher, trainer and motivational
speaker who is also a cancer survivor.
Presenting his own example as a case study, the
speaker shared various lessons learnt while he
was enduring cancer, also apprising the audience
alongside about the precautions one can take to
stay safe from the fatal disease.
The speaker also discussed some natural
remedies to fight cancer based on his personal
experiences, while urging the audience to
consume healthy diet in order to remain physically
fit and sound.
