We will continue to improve upon our services by making them friendlier, transparent and
impartial.
In 2019, NABL had conducted 184 Accreditation Committee meetings and the accredited
laboratories of NABL stand at 3411 in testing laboratories, 956 in calibration laboratories,
1161 in medical testing laboratories. In addition to the above, 45 Proficiency testing
providers and 14 Reference Material Producers were accredited.
Time taken from application for NABL Accreditation to Grant of Accreditation is reduced to
100 days by implementation of digitalization and NABL Web portal.
In order to avoid duplication of assessments and improve the ease for laboratories to get
accreditation and recognition / approval of regulators, NABL through its engagement with
regulators (FSSAI, EIC, APEDA, etc) is conducting integrated assessments which are a huge
success.
For improving the awareness about NABL accreditation, NABL had associated with Ministry
of Jal Shakti, Ministry of Agriculture and Farmers Welfare, Ministry of Home Affairs,
Government of India in conducting one day awareness programs in various locations.
In our yearly Conclave for Laboratories, the 8th National Conclave for Laboratories was
conducted at Chennai. 275 participants from laboratories benefitted from interaction with
representatives from government, regulators and laboratories on how the laboratory
community can be improved, important regulations and opportunities for business growth.
Two new schemes namely Quality Assurance Scheme for Basic Composite (QAS-BC) Medical
Laboratories (Entry Level) and Medical Imaging – Conformity Assessment Body (MI-CAB)
were introduced.
NABL gained ILAC MRA for accreditation of ‘Proficiency Testing Provider (PTP)’ as per
ISO/IEC 17043 program.
In continuation to our yearly PTP / RMP Conclaves, the 3rd PTP / RMP conclave was
conducted at Hyderabad. More than 100 participants belonging to various PTP’s, RMP’s and
laboratories attended the conclave to understand the various updates on PTP / RMP
accreditation.
In 2019, transition of all RMP’s from ISO Guide 34 to ISO 17034 was completed.
Transition from ISO/IEC 17011: 2004 to ISO/IEC 17011: 2017 and internal audit (23 rd)
conducted as per ISO/IEC 17011: 2017 by external auditors.

The two day conclave consisted for five technical and interactive sessions and served as a platform
for laboratories to interact with Accreditation Body and Regulators.
The objectives met during the conclave include but not limited to:
Understanding Regulatory / Government Requirements.
Discussions on laboratory issues, accreditation body issues
Discussions on online portal of NABL accreditation
Risk Management in laboratories and its implementation
Updates on International accreditation scenario – ILAC and APAC
Business opportunities and financial support available from government to laboratories.
Dr. R P Singh, Secretary General, QCI lauded NABL on improving impartiality and transparency in its
operations and dedicated the valedictory session for taking critical suggestions from participants and
discussing the way forward through improvements in accreditation system.
One day awareness program on NABL accreditation conducted for Ministry of Agriculture
and Farmers Welfare at National Centre of Organic Farming, Ghaziabad on 23rd
December 2019.
Around 25 participants from various fertilizer testing laboratories attended the program
4-days NABL Training on General requirements for Proficiency testing as per ISO/IEC 17043
conducted from 03rd - 06th December 2019 at New Delhi
B) NABL announces 4 days Training program on "General Requirements for Proficiency Testing
based on ISO/IEC 17043" at Kolkata.
Use of NABL symbol is mandatory on all the test report / certificate, medical test report /
certificate, calibration certificate / report, PT report and RM document issued by NABL Accredited
CAB for the parameters / tests covered under NABL accredited scope. For more details, please
refer NABL 133 “Policy for Use of NABL Symbol and / or Claim of Accreditation by Accredited
Conformity Assessment Bodies (CAB) & NABL Accredited CAB Combined ILAC MRA Mark” Issue
No. 09. Transition time of 03 months is given to the CABs for the implementation.
Reference to the DGFT Notification No. 26/2015-2002 dated 01.09.2017 regarding testing of toys
in NABL accredited laboratories. Further to the notification, DGFT has issued an amendment (vide
Notification No. 33 / 2015-2020 dated 02.12.2019) in policy condition No. 2 (iii) Chapter 95 of ITC
(HS), 2017-Schedule-1 (Import Policy), Please note that as per the notification, samples of toys
will be submitted by Customs to NABL accredited laboratories for testing. You are requested to
ensure that ULR number, consignment number, manufacturer name, importer name and country
of origin are mentioned on the test report, so that it can be linked to the consignment from
which samples have been drawn. Also, please ensure to enquire about the retention period of
remnant or duplicate samples from the representative of Customs which has to be followed by
the laboratory.
