1. About National Testing Agency
The Ministry of Human Resource Development (MHRD), Government of India (GOI), has
established National Testing Agency (NTA) as an independent, autonomous and self-
sustained organisation to conduct efficient, transparent and international standard tests in
order to assess the competency of candidates. Some of the key objectives of NTA are:

(i) To conduct efficient, transparent and international standard tests in order to assess
the competency of candidates for admission.
(ii) To undertake research on educational, professional and testing system to identify gaps
in the knowledge systems and take steps for bridging them.
(iii) To produce and disseminate information and research on education and professional
development standards.

2. NTA Examination Calendar, 2019-20


After its establishment, NTA conducted first examination viz. UGC-NET in December 2018,
which was the first CBT administration of UGC-NET. NTA would be conducting following
examinations in the duration of December 2019-June 2020. Except NEET(UG)-2020, all other
examinations would be conducted in CBT mode.

Besides above examinations, NTA also administers BEd and MBA Entrance Examinations of
IGNOU, Certification exams for SWAYAM and ARPIT.

3. Schedule for Administration of CBT on the day of Examination:


Mock Drill is conducted on all test centres, in afternoon of the day before the exam day at
3:00 pm, to check and ascertain Centre readiness.

In case, there is a prescheduled examination being conducted at the designated centre, then
instead of witnessing the mock drill City Coordinator and Observer(s) will examine the
documentation related with the mock drill. However, all functionaries would attend the meeting
convened by the City Coordinator.

Given below is the detailed schedule and activities to be followed by the candidates and
officials on the day of examination.

4. NTA Examination Conducting Machinery

NTA Examination machinery for the conduct Examinations of 2019-20 would consist of
Examination Functionaries who would work in collaboration to facilitate communication
between NTA Control Room and Test Centres.

NTA Examination Functionaries supplement and audit the activities of Centre Head. At the
same time they are the link for communication between the Test Centre and NTA Control
Room, and problem solving also, if any.

Key features of NTA Examination machinery

- There are two National Coordinators to look after Northern and Southern parts of the
country
- There are 19 Regional/State Coordinators
- Every city has at least one City Coordinator. Their duty in examination depends on
centre city.
- Every Examination Centre has at least one Observer. At examination Centres with a
considerable strength of more than 1000, there would be are 3 or more Observers.

5. Roles and Responsibilities of NTA National Coordinators

Two National Coordinators have been appointed by NTA to oversee the entire examination
process in the States/regions allocated to them (Table 3).

Responsibilities of National Coordinators are given below:
Pre-Exam
• To ensure presence of all examination functionaries at Centres or their respective
duties (NTA to share duty allocation chart and details for respective states in advance
including billing information available through dashboard)
On Exam Day
• To oversee end to end examination process in the States of their Jurisdiction
• To monitor examination practices from NTA Control Room on the examination day
• To help NTA in troubleshooting on the examination day
Post Examination
• To download feedback of Observers and City Coordinators from the test admin portal,
analyse it and share a summary with actionable steps with NTA
• Any other responsibility which may be assigned by NTA from time to time

6. Roles and Responsibilities of NTA Regional/State Coordinators

The Regional Coordinators have been appointed by NTA to oversee the entire examination
process and help with necessary logistics support for ensuring efficient conduct of NTA
examinations. Handling honorarium, local conveyance and other expenses of examination
functionaries viz. City Coordinators and Observers, in a fair, transparent and smooth manner
is also the responsibility of Regional/State Coordinator.

Responsibilities of Regional Coordinators are given below:


(i) To ensure that all examinations conducted by NTA are managed efficiently,
smoothly and in a fair and transparent manner in their State/region.
Pre-Exam
(ii) To receive advance amount from NTA as per the sanction letter from NTA and and
send a soft copy of receipt (Form A1)
(iii) To disburse advance to respective CC for
• Honorarium of CC and Observers
• Fixed local conveyance of CC and Observers and
• Scribe charges, against receipt through appropriate mode, before examination
(Form A2)
(iv) To send advance receipt and Disbursement statement to NTA through mail
On Examination day
(v) To stay connected with NTA control room through videoconferencing and
implement directions, if any
Post Examination
(vi) To collect attendance record of CCs/Observers from respective CCs and maintain
a record of the same
(vii) To collect following documents from CCs and send it to NTA after maintaining a
record
• attendance reports
• remuneration forms
• TA forms
• Scribe Proforma
• Any other relevant documents from City Coordinators and
verify/countersign them
(viii) To settle the advance and share a consolidated settlement statement (in NTA
Template) through mail
(ix) To send printed and signed copy of settlement report, along with all originals
received from supporting documents like disbursement sheet, receipts, honorarium
proforma, local conveyance/Out station proforma, Scribe proforma, any other if
applicable within 15 days of the examination.
(x) Any other responsibility related to aforementioned examinations which may be
assigned from time to time.
Regional Coordinators can perform their duties effectively only when they are aware about
the scheme of conduct of examination. Therefore, they are requested to get necessary
information regarding the examination, available in Guidelines available at NTA Test Admin
Dashboard https://www.nta.ac.in/Testadmin/Landing.

Please note- “NTA is the sole decision making authority for test administration exercise.
Therefore, RCs are advised to strictly adhere to NTA guidelines. In case of any exception
and/or crisis, report immediately to NTA Control Room and adhere to the directions issued.”

Important: The number of Observers and/or City Coordinators is limited at every city.
They would be appointed only by NTA

7. Roles and Responsibilities of NTA Special Coordinators

The Special Coordinators have been appointed by NTA to help NTA in monitoring the
conduct of examination at the Centre(s) or City that requires extra vigilance and
attention. List of such Centre(s) would be decided by NTA in consultation with local
authorities and would be communicated to you accordingly.

Summary of responsibilities of Special Coordinators on the day of examination are


given below:
Reach any of the Examination Centre on dates mentioned in letter and –
On Exam Day
1. Perform duties like member of Flying Squad on designated Centres
2. Inspect frisking and candidates’ entry process
3. Inspect the examination halls and verify
a. the seating arrangement
b. that invigilators and all examination functionaries deputed at the Centre are
active and vigilant
4. Observe attitude of Centre Superintendent and examination functionaries towards
a. the students, and
b. NTA Examination practices
5. Observe that invigilators and all examination functionaries deputed at the Centre are
active and vigilant.
6. Visit the examination room/hall and ensure proper conduct of examination and zero
malpractice.

Post Examination
7. Share feedback in hard copy along with claim Proforma and other documents
addressed to the Data Analysist, as mentioned in their letter.
8. Recommend (or not) centre for usage in coming years.

While visiting centre, Special Coordinators are requested to carry their duty letter, Govt Id
proof, and 2 photographs (to facilitate entry into the Examination centre). As this role is
strictly confidential, they are not expected to reveal the Centre List or to meet City
Coordinator before the date of examination.

Special Coordinators can perform their duties effectively only when they are aware about the
scheme of conduct of examination and roles of examination functionaries. Therefore, you are
requested to get necessary information regarding the examination, available in Guidelines
available at NTA Test Admin Dashboard https://www.nta.ac.in/Testadmin/Landing.

8. Roles and Responsibilities of NTA City Coordinators

City Coordinators (CC) are authorized representatives appointed by the ‘National Testing
Agency’ at each City to assess and ascertain that CBTs are being conducted as intended in a
fair, transparent and efficient manner. Considering high stake nature of the examinations, NTA
entrusts CC with the responsibility to monitor all aspects of the conduct of above mentioned
examinations in order to enhance the general credibility and efficiency of the NTA
examinations and to ensure that no candidate is at any advantage or disadvantage due to
improper implementation of examination practices.

The City Coordinator is an important link between NTA and Examination Centres in
each examination city. Therefore, they need to effectively coordinate with Regional
Coordinator as well as Observers.

The City Coordinator will be responsible for ensuring that all the Observers are present for the
Mock Test on a day prior to the examination. They should use this opportunity to convene a
meeting of the Observers at the designated Mock Drill Centre. This meeting may be used to
share the roles, responsibilities and duties of the Observer with them.

Responsibilities of City Coordinators are given below: -

Pre Examination
1. Observe Mock drill at one of the examination centres in the city, as per the
schedule (approximately around 03:00 pm).
2. Convene meeting with Observers during Mock Drill and share their roles,
responsibilities and duties
3. Coordinate with Observers and ensure that all the Observers are present for the
Mock Test
4. To receive advance amount from Regional Coordinator against receipt and
share soft copy of receipt with RC.

On the day of examination: -


1. Visit examination centres in person to inspect conduct of the examination and
submit status report to Regional Coordinator.
2. Inspect the examination centres and halls/rooms, observe and verify that
• the seating arrangement is proper to ensure comfort of candidates as well
as rule out possibility of any malpractice.
• frisking and identity verification of candidates is being done as per norms.
• Invigilators and all examination functionaries deputed at the Centre are
active and vigilant.
• no candidate or any person at the centre is engaged in any kind of Unfair
Means or Malpractice related to examination.
3. Help with Scribe, wherever required by the Centre.
4. To maintain record of all Observers on Duty

Payment related responsibilities


Pre Exam
1. To receive advance amount and send receipt to Regional Coordinator
2. Maintenance of Scribe Pool - The City Coordinators are also advised to create a
databank of Scribes to suit various NTA exam and to share this databank with NTA
by uploading in the Test Admin portal. For this they may -
• upload the Scribe data on Test Admin portal
• crosscheck with NTA regarding Scribe requirement, before each
examination
On Exam Day
3. To maintain record of attendance of observers
4. To disburse Scribe payments at relevant Centres after each shift, if applicable.
5. To maintain attendance record of Observers
Post Exam
6. To disburse Honorarium and Fixed Local Conveyance to Observers, within 3 days
of examination after verifying
1. attendance
2. submission of online feedback
3. and claim proformas
7. To send a consolidated settlement statement to Regional Coordinator along with
• all original supporting documents
• disbursement sheet
• Receipts
• honorarium proforma (own and Observers)
• Out-of-station proforma of Observers (to be processed by NTA)
• Scribe proforma,
• any other if applicable within 03 days of the examination to Regional
Coordinator.

# If there are two City Coordinators in a city, Centres may be distributed between two
based on geographical proximity.
## If there is only one Centre in the City, City Coordinator will perform the duty of
Observer, because no coordination would be needed in this case. However, terms and
conditions would remain same as mentioned in Point 10 of this letter. This does not
entail two honorariums.

City Coordinators can perform their duties effectively only when they are aware about the
scheme of conduct of examination. Therefore, you are requested to get necessary information
regarding the examination, available in Guidelines available at NTA Test Admin Dashboard
https://www.nta.ac.in/Testadmin/Landing.

any exception and/or crisis, report immediately to NTA Control Room and adhere to
the directions issued.”
On the day of the examination, the City Coordinators (CC) are requested to reach at any one
of the examination Centre allotted to them at 6:45 a.m. and be present during the briefing
session. They may visit the next Centre before 9:00 a.m. to ensure frisking is being undertaken
in the correct manner and the gates close in time. After watching the smooth beginning of the
exam, they may move to the third Centre if available and then reverse the process. If they
have only one or two Centers allotted to them, they may divide their time judiciously.

Important: The number of Observers is limited at every city. No Observer is to be


appointed by the City Coordinator.

9. Guidelines for Observers/Representatives

Observers are authorized representatives deputed by the National Testing Agency on


Examination Centres to assess and ascertain that CBTs are being conducted as intended in
a fair, transparent and smooth manner.
Observers have dual role in NTA test administration process. On one side, they assist Centre
Head (TCS), Invigilators and other officials in conducting fair and smooth examination; on
other side they audit and certify that the examination practices have been followed as per the
NTA Guidelines. Observers are faculties from Department of Higher Education.
At few selected centres, NTA may depute Special Observers, like Flying Squad.

Please note that Observers are not decision makers. Important observation that requires
immediate attention/decision needs to be reported to NTA Control Room and resolved in
consultation with NTA.
Their key responsibilities may be summarized as the following

Pre-Exam:
1. To take part in mock drill and parallel meeting convened by the CC.
2. During mock drill, ensure/certify proper arrangements for hassle-free conduct of the
examination, specially
Centre readiness in terms of seating arrangement, computer availability, location of devices
for biometric attendance, frisking plan, separate enclosure for female candidates. etc.
Control Room with server to be used as central point of contact for all kinds of monitoring/
supervision/ completion of documentation, etc.
Infrastructure backup (DG/Server back up/ extra computer systems, etc)
Functioning of CCTV system and Jammers
On Examination day:
I. Observers must report the Centre at 08:30 a.m. for Shift 1 and corresponding time as
per Table 3 in Shift 2.
II. They need to participate in the briefing meeting convened by Centre Head for
Invigilators, security persons/volunteers and all concerned staff about the important
instructions, do’s and don’ts of the conduct of the Examination, including-
• Candidates entry and frisking
• Identity and Identity proof verification
• Prohibited items
• Invigilation norms
• Biometric Attendance & Manual Attendance
• De-mapping & Re-mapping of students, etc.
Before briefing, the Centre Head would submit
a. A record of credentials and Identity proof of the Invigilators, and
b. No Relation Certificate duly signed by all Persons on Examination Duty, to
NTA Observer.
III. Besides observing server connectivity and setting, Observers need to observe/certify
that Server Activation and Question paper downloading is done with due diligence and
as per confidentiality norms.
IV. Observers also need to observe and validate that Attendance Sheet (Proforma 3) and
Absentee Statement (Proforma 4) is properly filled, labelled and sealed by the Centre
Head.
V. Observers must ensure adherence to time schedule, specially Timing of Gate closure
VI. In case of any major risk and exceptions, they must inform NTA Control Room, as
applicable. If issue requires immediate resolution, they must inform NTA Control Room
on given contact numbers.
Post Examination:
8. Submit report /online feedback on the test Admin Dashboard
9. To collect Proforma 1-6, including Attendance Sheet from Centre Head and hand over
to City Coordinator

10. Submit claim proformas or any other payment related document to City Coordinator

In order to perform their duties with diligence, it is mandatory for Examination


Functionaries to participate in the orientation session conducted by NTA (Schedule
and mode to be communicated by NTA).

Observers are requested to -


1. Reach the destination as per the schedule
2. Reach the test venue at the time specified in the NTA CBT Schedule and attend the
briefing meeting convened by the Centre Head (TCS) and other associated personnel
involved in the test administration.
3. Ensure that testing window goes live as scheduled before the commencement of the
Examination.
4. Ensure that the mobile phones or any electronic gadget is not used at the Examination
Centre during the course of the examination by any of the official’s on duty. Ensure that
the designated officials collect all mobile phones and store at one place in switched off
mode under lock and key. (Mobile phones will be allowed for TCS Staff, TCA and
Observer.)
5. Ensure that there is no unauthorized entry to the examination centre, irrespective of the
profile of the person.
6. Ensure that–
❑ Candidates enter the Exam Centre after proper screening and frisking by
volunteers or invigilators at the entry point.
❑ Candidates adhere to the directions in the admit card regarding possession of the
items listed in the Administration Manual. During frisking Invigilators are strictly
checking to ensure that candidates entering examination hall are not in possession
of goods mentioned in Annexure-I.
❑ Persons on Frisking Duty check inside both the ears for any Bluetooth, earphone
or microphones. The same way the girls may also be checked properly by the
female volunteers only.
❑ No candidate makes any attempt to use any unfair means by using any mode.
7. Take special caution if any candidate is sitting idle and not clicking the answers for
unusually long periods. In case, any candidate is not writing the answers for unusually
long period, may be watched carefully.
8. Be vigilant & extra careful with candidates not belonging to the state in which the
examination centre is situated.
9. Keep watch if any candidate is whispering, as he might be using Bluetooth device to
communicate with outside people.
10. Verify the genuineness of the candidate writing the examination by matching the
photograph given on the admit card and attendance sheet as well as on Computer
Screen.

10. Guidelines for Centre Head

Centre Head (CH) is the In-charge of venue or examination centre and is overall responsible
for smooth and fair conduct of the examination. CH is required to adhere to the following NTA
guidelines in order to ensure that test is being administered as intended.
A. Pre Examination Checks
Centre Head (TCS) needs to check all necessary arrangements as per the agreed
checklist, specially:
● Infra related- Centre Head (TCS) needs to check all necessary arrangements as
per the checklist one day prior to the examination.
● Manpower Related- Centre Head (TCS) also needs to collect id proof of all
invigilators and other persons on examination duty and maintain a record as per
Proforma 1 and get No Relation Certificate signed by Persons on Examination Duty
(Proforma 2).
B. Manpower Requirement
Norms for manpower to be deputed at the Test Centre are as following:
● For Verification at the Entry Point, Volunteer to Candidate ratio - 1:100
● For Verification and document collection in the examination lab/room, Invigilator
to Candidate ratio - 1:30
C. Reporting Time
All key officials including Centre Head, IT Manager, NTA Observer and other NTA
authorized representatives are expected to reach the centre at 6:30 a.m. They would

Backup Server should be configured and connected to internet within 45 minutes of
reporting time.
D. Gate Closure Time
▪ 9:00 a.m. for Shift 1
▪ 2:00 p.m. for Shift 2
Please ensure that:
1. On exam day, only one entrance of Test Center is used for candidates’ entry.
2. All invigilators and other persons on duty are well informed about the Test Center
gate closure time and have clear instructions to not allow any candidate to enter
the Test Center after the gate closure time, under any circumstances.

E. Candidate Identity and Document Verification


A. Verification at the Entry Point
Candidates have been instructed to reach Test Centre at least 60 minutes before
exam start- time. Please ensure that-
1. The Volunteer / Security Guard verifies the following documents of each
candidate at a desk outside the entrance of the Test Center:
✓ Valid (Downloaded) Admit Card with Photograph
✓ Additional Photograph
✓ authorized photo ID like PAN Card/Passport/Driving licence/ Voter-ID /
Aadhar Card / E-Aadhar Card (valid and original)
✓ PwD certificate, if applicable
The Volunteer / Security Guard has clear instructions that no candidate is
carrying mobile, any electronic device or any other material listed as
prohibited material in Annexure III, beyond the entry point.
2. There are clear placards/volunteers to guide candidates to the Exam area.
B. Verification at the Examination Room/Lab Entrance
Please ensure that -
1. The invigilator verifies if the candidates have been mapped to their room at
the entrance of the exam room and checks the following documents:
✓ Admit Card with Photograph
✓ Photograph same as that on the admit card
✓ Authorized Govt photo ID like PAN Card/Passport/Driving license/
Voter-ID / Aadhar Card / E-Aadhar Card (valid and original)
✓ PwD certificate, if applicable
2. Candidates paste the photograph on the admit card in the presence of
invigilator.
3. Candidates are allowed to enter examination room/lab, only if all of the above
listed documents tally with each other.
4. In no case, the duplicate Admit Card would be issued at the
Examination Centres.
F. Biometric Verification
Invigilators inside the examination room also capture and verify following biometric
features before allotting a seat to candidates in the designated labs:
1. Photo capture using webcam and matching with photograph on admit card.
2. Left thumb impression
G. Managing Female Candidates at Frisking or in Examination Room
Please ensure that female candidates are frisked at entry point, with sensitivity and care.
Centre Heads need to make sure that -
1. Physical/Pat frisking of female candidates is done only by female security
staff/volunteers.
2. In case a female candidate’s face is covered by a veil/burqa, female
volunteers/female security guards should ask the candidate to lift the veil and verify
her face against the ID proof/call letter.
3. Female volunteers/Invigilators should check any handbags, thick bangles,
keychains etc. for hidden cameras.
4. Female invigilator needs to be present in the lab even if a single female
candidate is in a room.
5. Invigilators (Male particularly) maintain safe distance from the female candidates
while interacting with them.
6. No personal information/question should be asked from the female candidate.
7. No person on exam duty should stand for too long near a female candidate, without
reason.
8. Any female candidate moving inside the venue during exam (washroom), should
be escorted by a female volunteer.
Centre Heads need to certify and share an undertaking that above norms were followed
at their centre.

H. Provisions for Persons with Disability


Except, last minute mishaps, all PwD candidates have to be considered as per the
application form and admit card, accompanied with PwD certificate. Three different types
of provision depending upon the type of disability exist for candidates under PwD
Category- time relaxation, scribe, Zoom feature in screen.
1. The visually challenged candidates who have 40% or more disability are provided
scribe/ reader on the request of the candidate. Such candidate will have to submit
the request for the same at the time of applying online. Please see the latest
notification in this regard in which as per the latest court order candidates can bring
their own scribe.
2. In case of any mishap at the last minute, they may place a request in writing with
the Centre-Head. The Centre Head will identify the scribe, only in case a request
is received from the candidate, he/she would be allowed to meet the scribe a day
before the examination to verify the suitability of the scribe.
3. Twenty minutes for each hour of examination will be given as compensatory (extra)
time to candidates with 40% or more disability irrespective of the fact that the
candidate(s) is/are availing the facility of scribe/reader.
4. Those PwD (Visually Impaired) desirous of ‘Zoom’ feature will find this enabled in
their computer consoles.

Candidates suffering from diabetes are allowed to carry into the examination hall
the eatables like sugar tablets / fruits (like banana/apple/ orange) and transparent
water bottle. However, they will not be allowed to carry packed foods like
chocolate/candy/sandwich etc.

I. Procedure for Candidates to enter Examination Rooms/Labs


1. At the entrance, the candidate shows his/her admit card and identity proof.
2. The volunteer at the entrance verifies the admit card and identity proof, and checks
the candidate’s name in the list provided, to ensure that all records tally.
3. Candidate enters the Test Center.
4. Candidate goes through the seating plan displayed at the entrance and identifies
the specific Examination room/lab allocated to him/her.
5. After confirming the Examination room/lab, the candidate is directed to proceed to
the Registration desk.
6. The candidate enters the examination hall.
7. The invigilator verifies candidate and relevant documents, captures biometric
features, obtains signature and/or finger print impression (Like Proforma 3) and
guides them to the allocated node.
8. The candidate sits at the computer allotted to him/her and waits for further
instructions from invigilators.

J. Centre Head’s Instruction for Invigilators in Labs/Rooms


Please ensure that Invigilators have a clear understanding of their end to end
responsibilities like-
1. Obtaining candidates’ Signature and Left Thumb Impression on the Attendance
Sheet (Proforma 3) and Admit card.
2. Getting photograph pasted on the Attendance Sheet after matching appropriately.
3. Providing a blank sheet pen/pencil for rough work. Ensure candidates & write their
User ID (Roll Number) and the Password Date of Birth (DDMMYYYY) on that
sheet. Collect all rough sheets at end of exam.
4. Arranging admit cards in Login ID sequence and retain them.
5. Drawing the lab layout mentioning the seat/node numbers as per candidate
mapping list behind the attendance sheet. The invigilator should mention the Lab
name, mention own name and sign on it.
6. Ensuring that the candidates do not meddle with the system until the
announcement about the examination process is made.
7. Observing that every candidate is giving exam.
8. Making it sure that it is indeed the same candidate whose photograph is appearing
on the monitor.
9. Make sure that there are no cases of Unfair means.
10. In case of any suspicion, further investigation along with checks on
signature match needs be carried out immediately. On conclusive evidence
of an impersonation case, the candidate should either be removed or marked
as an impersonating candidate and reported to Command Center. All such
cases to be reported while the invigilator is signing the Attendance Sheet to
certify the conduct of exam for the lab.

K. Center Readiness and Surveillance


Centre Head is required to adopt following practices before, during and after examination
practices-
1. Be present in the Server Room or Examination Rooms/Labs throughout the
duration of examination in a session. No other Personnel are allowed into this room
apart from the Observers and IT Managers during the exam.
2. On the exam day, take a 5 minute briefing for all IT Managers, Invigilators,
Volunteers, Security Guards and other team members at the Test Center to
summarise and check all the preparation for the examination.
3. Take frequent rounds so that invigilators and others on duty remain alert. During
the rounds, confirm that the invigilators have carefully checked “The profile of the
candidate on his/her online screen Identity of the candidate”.
4. Display posters of the Room Map at prominent location and label them.
5. Candidate to room mapping should be completed and displayed on the notice
board one day before the exam.
6. Candidate to room mapping should be done based on the Attendance Sheet
sequence.
7. Ensure that canopies (partitions) between computers are firmly stuck to the table
so that they do not fall down or fly away with the breeze from fans.
8. Security staff should guide candidates to respective floors and at least one
volunteer should be present on each floor to guide candidates to respective
labs/rooms.
9. No media personnel should be allowed inside the Test Center.
10. Students or staff of the Test Centre should be allowed to entry only if they have a
valid ID proof.
L. Start the Examination Process
1. Back-up Server should be configured and connected to internet within 45 minutes
of reporting time.
2. Before starting the exam server, check the time and time zone on the Primary and
Backup servers. If required, correct it before starting the exam server.
3. Go to the Start Menu and follow necessary steps. Minimize the black window. This
is to be done on primary and back-up server.
4. On the primary server, go to Start Menu and follow necessary steps.
5. Ensure you have internet connectivity (through data card or LAN) at this point of
time. Select the Online Mode radio button.
6. You need to provide the IT Manager’s user ID and password to log in.
7. Once logged in, you will be presented with the option to restore drive or start new
drive. Select the appropriate drive and click restore.
❑ “Data recovered from memory” message will appear. After completing all
steps-
❑ A success message is displayed, “Exam Started successfully.”
8. Click on Configure Backup Server link. Enter the backup server IP. Check-
❑ Backup server is configured correctly.
9. At the specified time, click on 'Home tab'. Click on the “Allow Candidates To Log
In”. Wait till the check is performed.
10. Click “OK” to confirm “Exam has started. Candidate(s) can login now”.
11. With this, the CBT will start successfully.
12. The internet device should now be removed from primary server, and be connected
to the back-up server. Please ensure that, there is internet connectivity (through
data card or LAN) on the backup server and that the exam server is running on
backup server.
13. There will be Candidate to Node-binding for the exam.
14. Click the ‘View Candidates’ tab on top of the screen to view the list of candidates
registered for the exam.
15. Make sure that the subject name is appearing for all candidates. Subject name
should not be null. You can check this by typing “null” in search box.
16. Keep checking the alerts for any candidate being IDLE / LOCKED.

M. While the Examination is in Progress


1. The exam duration is different for various examinations. For UGC-NET and CSIR-
UGC NET, it is 3 hours for each shift.
2. Candidates are not allowed to leave the examination room/lab while the
examination is in progress.
3. In case any candidate wants to use washroom due to biological reasons, she/he
has to keep belongings (admit card, photo ID proof, other document(s), etc.) with
the Invigilator. A volunteer has to escort the candidate to the washroom and back
to lab. The belongings should be returned only after the candidate returns to the
exam room.
4. If candidate disappears during the exam without any permission, City Coordinator
and Centre Head would lodge a complaint in the nearest police station. Thefore,
Invigilators need to ensure that such occurrences are immediately communicated
to the Center Head. The Center Head to immediately highlight to the Observer and
NTA Command Centre.
5. In case of cheating / impersonation, lodge an FIR / complaint in the nearest
police station. Invigilators need to ensure that such occurrences are
immediately communicated to the Center Head. The Center Head to
immediately highlight to the Observer and Command Center. In such case
City Coordinator (or their representative) and Centre Head would jointly file
the complain /lodge an FIR.
6. Certify successful initiation of drive and data uploading after examination in the
online Undertaking

N1. Moving Candidate to Another Lab/System


1. Please avoid moving candidate to another lab and try to accommodate candidate
in the same lab on the buffer systems.
2. Minimize de-mapping of the candidates and try to accommodate candidate on
same assigned node (computer system).
3. Make sure that there is No unauthorized Login to the Candidate Machine.
4. Maintain record of all such cases in Proforma 5.

N2. Moving Candidates to Another Centre


If due to any unforeseen scenario such cases emerge, please assure candidates that
they will not be losing any time and that their exam shall start with the exact balance time
when the exam had stopped.
1. Assemble all such candidates at one location and take headcount, and explain that
it is CH’s responsibility to move all affected candidates to another Test Center.
2. Ensure that all such candidates are using transport provided by the Centre to reach
the new Test Center.
3. Candidates should not be allowed to go on their own to the new Test Center.
4. The candidates should not be allowed to discuss test questions amongst
themselves on way.
5. The candidates should not have access to their belongings including mobile
phones.

O. Collaboration with NTA Observer/Coordinators


A successful examination collaboration and strong partnership between various officials
on exam duty. Therefore,
1. Treat them with respect and arrange refreshments for them.
2. Work with them as they are part of the team at the Test Centre.
3. Ensure you have their contact number saved on your mobile phone.
On Exam Day:
1. Meet them in the morning and apprise them about the exam and Test Centre.
2. Arrange for their refreshments / snacks and Lunch, as the case may be.
3. In case of exam disruption, explain the situation to them and take them into
confidence. Work together to resolve the disruption.
4. Keep them updated about status of issue. Take them around the Test Center to
confirm that exam is going on smoothly.
P. Exception Handling
Scenarios where the NTA Control Room should be informed immediately, using SMS
mode:
1. LAN Failure and Failure of Internet connectivity leading to disruption/delay of
examination.
2. DG, UPS and Electricity issues leading to disruption/delay of examination.
3. Additional Candidate coming to test center, without any prior permission or order
(Candidates need to carry appropriate evidence).
4. Coordinator/ Observer malpractices and / or unreasonable behaviour.
5. Centre Manpower reaching late to center or sudden change in manpower on
examination duty.
6. Coordinator/Observer request for deviating from standard process.
7. Any other security related or political issues.
Centre Heads needs to map all failure cases in advance, and have a Plan B.
In each of these scenarios, the Center Head, after checking with all IT Managers, should
keep Coordinator / Observer and NTA Control Room informed about the estimated Exam
end time:
1. After resolution of problem
2. After every 30 minutes
Center Head should check the maximum time left for a candidate and add the same to
the current time to calculate the expected time of exam closure. In case the expected
time of exam closure is more than 10 minutes as compared to actual exam closure time
then Center Head should SMS the expected exam closure time and reason for delay to
Observer and Observer to NTA Control Room via Coordinators.

Q. Post Examination Activities


1. At the end of the exam, the invigilators should collect all admit cards before the
candidate leaves the exam room.
2. Ensure that all present candidate documents and photograph verification are in
place.
3. Tally the number of call letters and rough sheets collected with the number of
candidates present. Ensure these are arranged in Login ID order.

4. Complete following proformas, and get them validated by NTA Official on duty
❑ Proforma 1: Details of Persons/Invigilators on Examination Duty
❑ Proforma 2: No Relation Certificate
❑ Proforma 3 : Sample Attendance Sheet
❑ Proforma 4 : Consolidated Attendance-Cum-Absentee Statement

❑ Proforma 6: Successful Conduct of Examination
5. Submit Exam Completion report through given link after each Session.
11. Instruction For Invigilators

Below are instructions that the Invigilator will have to read out to the candidates:
1. Exam will start at 10:00 a.m. (for Shift 1) and 02:00 p.m. for Shift 2, Exam duration would
be 2 hours for B.Ed. and 3 hours for OPENMAT (XLVI).
2. The examination link with the login screen will already be available on your system.
Please inform the invigilator if this is not the case.
3. 10 minutes prior to the exam, you’ll be prompted to login. You may write the User ID
(Roll Number) and the Password (Date of Birth (DDMMYYYY) onto the rough sheet
to login and start the exam.
4. Copying or noting down questions and/or options is not allowed. Severe action
will be taken if any candidate is found noting down the questions and/or options.

12. General Instructions for Candidates

1. The clock will be set at the server. The countdown timer in the top right corner of screen
will display the remaining time available for you to complete the examination. When the
timer reaches zero, the examination will end by itself. You will not be required to end or
submit your examination.
2. The Question Palette displayed on the right side of screen will show the status of each
question using one of the following symbols:

▪ The question(s) "Answered and Marked for Review" will be considered for
evaluation.
▪ The question(s) "Marked for Review" will be not be considered for evaluation.
Hence, no marks will be allocated for the same.
▪ The Marked for Review status for a question simply indicates that you would like
to look at that question again. If a question is answered and Marked for Review,
your answer for that question will be considered in the evaluation.
▪ You can click on the ">" arrow which appears to the left of question palette to
collapse the question palette thereby maximizing the question window. To view the
question palette again, you can click on "<" which appears on the right side of
question window.
▪ You can click on your "Profile" image on top right corner of your screen to change
the language during the exam for entire question paper. On clicking of Profile image
you will get a drop-down to change the question content to the desired language.
▪ You can click on [Scroll Down] to navigate to the bottom and [Scroll Up] to navigate
to the top of the question area, without scrolling.
Navigating to a Question:
To answer a question, do the following:
▪ Click on the question number in the Question Palette at the right of your screen to go to
that numbered question directly. Note that using this option does NOT save your answer
to the current question.
▪ Click on Save and Next to save your answer for the current question and then go to the
next question.
▪ Click on Mark for Review and Next to save your answer for the current question, mark it
for review, and then go to the next question.

Answering a Question:
Procedure for answering a multiple choice type question:
▪ To select your answer, click on the button of one of the options
▪ To deselect your chosen answer, click on the button of the chosen option again or click
on the Clear Response button
▪ To change your chosen answer, click on the button of another option
▪ To save your answer, you MUST click on the Save and Next button
▪ To mark the question for review, click on the Mark for Review and Next button. If an
answer is selected for a question that is marked for Review, that answer will be
considered in the evaluation.
To change your answer to a question that has already been answered, first select that question
for answering and then follow the procedure for answering that type of question.

▪ Sections in this question paper are displayed on the top bar of the screen. Questions in
a section can be viewed by clicking on the section name. The section you are currently

▪ You can shuffle between tests and questions anytime during the examination as per your
convenience only during the time stipulated

▪ Please don’t touch the key board as your exam ID will get locked. If your ID gets locked, please
inform a nearby invigilator who will help in unlocking your ID and then you can continue with

▪ Please do not talk to or disturb other candidates.
▪ In case you are carrying articles other than the admit card, photo identity proof and pen, please
leave them outside the exam room.
▪ You cannot leave exam room before submitting the paper. Please inform the invigilator if you
want to use the rest room.

13. Administrative and Financial Guidelines (Payment
Processing)

Please note that –


▪ Payment of honorarium + local conveyance would be made, as per the terms and conditions
mentioned in the appointment letter.
▪ In case of any ambiguity over terms and conditions of the duty, stand of NTA shall be final.
▪ Remuneration Claim proforma and Other Proforma would be made available on the Dashboard
at appropriate time.
▪ Observers need to submit all payment related documents to CC only.
▪ Observers would submit their report online (Link to be shared on the day of exam)
▪ City Coordinators need to hand over settlement report and all original receipts and proforma
to Regional Coordinators
▪ City Coordinators need to store examination related evidence/artifact (Proforma 1-6) received
from the CH and/or Observers in their Safe Custody, for a period of at least 3 months from the
date of examination, as per Weeding out Norms of NTA.

Annexure I - List of items prohibited items at the Examination Centre

1. Candidates are not allowed to carry any textual material, Calculators, Docu Pen, Slide
Rules, Log Tables and Electronic Watches with facilities of calculator, printed or written
material, bits of papers, mobile phone, Blue-tooth devices, pager or any other
electronic gadget/ device etc.
2. The candidates are prohibited to bring any kind of electronic gadgets/device in the
examination room/hall.
3. If any candidate is in possession of any of the above item, his/her candidature will be
treated as Unfairmeans and lead to cancellation of the current examination and also
debar the candidate for future examination(s) and the material will be seized.
4. Tea, coffee, cold drinks, snacks or eatable things are not allowed to be taken inside
the examination room/hall during examination hours.
5. Smoking, chewing gutka, spitting etc. in the Examination Room/Hall is strictly
prohibited.

as unfairmeans and lead to cancellation of the current examination and also debar the
candidate for future examination(s) and the material will be seized. Any textual material,
Calculators, Docu Pen, Slide Rules, Log Tables and Electronic Watches with facilities of
calculator, printed or written material, bits of papers, mobile phone, Blue-tooth devices,
pager or any other electronic gadget/device etc.
2. Candidates shall maintain perfect silence and attend to their Question Paper only. Any
conversation or gesticulation or disturbance in the Examination Room/Hall shall be deemed
as misbehavior.
3. Candidates must not obtain or give or attempt to obtain or to give irregular assistance of
any kind during the examination. This will entail expulsion and cancellation of candidature
for the examination.
4. If a candidate is found using unfairmeans or impersonating, his/her candidature shall be
cancelled and he/she will be liable to be debarred for taking examination either permanently
or for a specified period according to the nature of offence.
