INSTRUCTION TO TENDERERS
1 General
The Tenderer is to read carefully the instructions set out below and no claim will be entertained on the
grounds of failure to read or comply with these instructions nor for any alleged misunderstanding of their
import.
Wherever reference has been made to the Principal Project Consultant it shall also be deemed to mean
the Engineer as defined in the contract conditions.
2 Tender Scope
The Employer invites tenders from pre-qualified bidders for Carrying out the Piling, Civil & Structural
Works for the Taj Gateway Hotel Building at Kolkata. The scope of work includes complete piling, civil
and structural works, External works, Road works and builder’s works carried out as defined in the
Contract.
3 Tender Documents
The documents forming part of this tender are listed below in two volumes:
It is the Tenderer’s responsibility to examine carefully the whole of the Tender Documents and to satisfy
himself that he understands their full import severally and jointly. The Tenderers are advised to check
against the relevant index/contents lists and satisfy themselves that they are in possession of each and
every page, drawing, schedules etc. of the Tender documents. No claims will be entertained on the
grounds that the Tenderer failed to see any of the documents.
It is the Tenderer’s responsibility to obtain all the information he requires to arrive at his tender price and
no claim for the alteration of the tender amount will be entertained on the grounds of failure to obtain
accurate information or any alleged misrepresentation, misinformation or of any written instructions given
by any person other than that allowed in the Contract Documents and any official revision notices
forwarded by the Principal Project Consultant prior to the tender submission date.
One complete set (hard copy) shall be provided to the Tenderers upon payment of a Tender Fee
stipulated in the Tender Invitation Letter. The Tender Fee (non refundable) shall be paid in the form of
cheque or demand draft in favour of the Employer.

5 Tender Submission
The Tenders shall be submitted at the office of the Engineer within the due date and the time stipulated in
the tender invitation. The complete Tender Document shall be submitted in the following manner:
1. Envelope 1 marked” PRIVATE AND CONFIDENTIAL”, “TENDER FOR PILING, CIVIL AND
STRUCTURAL WORKS FOR THE TAJ GATEWAY HOTEL AT KOLKATA” containing the
following envelopes
2. Envelope 2 marked “ Cover letter and attachments” only. This shall contain the cover letter, the
additional information stated in clause 6 below, any technical data, technical and commercial
deviations.
3. Envelope 3 marked “Priced tender document” containing the complete tender document with the
priced BQ.
Tenderers shall note that deviation of any type stated in envelope 3 will not be valid. The Employer shall
evaluate the priced BQ only when the submission stated in the envelope 2 above is acceptable.
All the pages (including drawings and specifications) in the tender documents shall be stamped by the
Tenderer and included in his tender submission. The Form of Tender shall be signed (and stamped) by
the authorized signatory failing which the tender shall be rejected.
6 Additional Information
In addition to the tender documents mentioned above the submission shall include the following additional
information. The Tenderer shall clearly list in his tender cover letter the additional information included in
his tender. This additional information shall be included as a separate section in the tender submission.

6. Proposed key personnel with their brief resume and a “ Project Organisation Chart “.
7 Preparation of Tender
Tenderers are advised to strictly comply with the requirement to submit the tender document only by
inserting the information as required without making any changes in the contents of the tender document
issued. If the Tenderer makes any such changes his tender will be rejected.
8 Alternative Tenders
The Base tender shall fully comply with the stipulated conditions. However Alternative Tenders are being
invited from Tenderers taking into consideration of the Basic Rates for the following items
The Basic Rate is defined as the cost of the material without taxes and duties but inclusive of
transportation cost, delivered to site before unloading. The Basic rates are applicable only for those works
for which the following materials are brought to site for execution of works. Fluctuations in the basic rate
during the construction period shall be adjusted in the Contract Price.
9 Cost of Tendering
The Tenderer shall bear all costs associated with the preparation and submission of his tender including
site visits / investigations and the Employer will in no case be liable for those costs.
10 Site Visit
The Tenderer, at his own responsibility and risk is encouraged to visit and examine the Site of Works, its
surroundings, sub-soil conditions and obtain all information that may be necessary for preparing the
Tender and entering into a contract for construction of the Works. The costs of visiting the Site shall be at
the Tenderer’s own expense. Further the Tenderer shall make all necessary arrangements for the safety
of the persons visiting the site and shall indemnify the Employer against any claims arising out of the
Tenderer’s site visit. Tenderers shall fill in and sign the Appendix H, Site Inspection Declaration as an
evidence of their site visit.

11 Tender Amendments
The Tenderer is not authorized to make any amendments in the tender documents unless it is officially
issued as an ADDENDUM by the Engineer. During the tender period the Employer shall notify the
Tenderers on any amendments to be made in tender conditions or other tender documents. The Engineer
or the QS / Cost Consultant shall issue these amendments to the Tenderers in the form of tender
addendum until 4 (four) days before the tender submission date. The issue of such addendum within such
date shall not entitle the Tenderer for any extension of tender submission time.
Tenderers shall review the tender documents and if any clarifications are required they should send
requests for clarifications to the Engineer.
The Engineer shall review the request(s) with the other Consultants and the Employer and issue either a
clarification letter to all the Tenderers or a tender addendum as necessary. If required the Engineer shall
arrange for a Pre-bid meeting to address the Tenderers queries and to advise or clarify any specific
aspects in the tender. The Engineer shall notify the Tenderers on the date, venue and time of the Pre-bid
meeting 3 (three) days in advance and the Tenderers shall depute their representatives to the meeting.
Only those Tenderers who have visited the site and have raised queries/clarifications shall be invited to
attend the Pre-bid meeting. The outcome of the Pre-bid meeting shall be minuted by the Engineer and
circulated to the Tenderers as a tender addendum.
Any addendum issued as above shall become part of the tender documents and the Tenderers shall
acknowledge these addenda and include them in their tender submission.
12 Tender Pricing
The contract shall be based on “Re measurable” form based on the priced Bills of Quantities. The tender
sum shall be based on the rates inserted by the Tenderer in the Approximate Bills of Quantities and the
Initial Contract Sum shall be ascertained based on the actual quantities using the tender rates at the time
of contract award. No request for adjustment in tender unit rates shall be allowed for any change in the
actual quantities.
The unit rates inserted by the Tenderers shall be treated as “Firm Rates” until the end of the contract
duration including extended period of contract, if any.
The Tenderer’s attention is drawn to the Preliminaries bill where the various obligations of the Contractor
under the contract are itemized. Tenderers are advised to price these items in detail as required.
The tender unit rates are deemed to cover all obligations of the Contractor (statutory or otherwise) to carry
out and complete the contract in accordance with the contract drawings, specifications and other contract
documents and shall include all direct costs, all indirect costs, all taxes and duties and any other
incidental and related costs. If a Tenderer has not priced a specific item in the tender bills of quantities it
will be deemed that the Tenderer has covered this item elsewhere and will not be considered in the
remeasurement.

Tenderers shall not amend the quantities in the bills of quantities. If the Tenderers require clarification on
any quantities, item description, etc in the bills of quantities he should raise a request for clarification. The
bills of quantities shall be treated as a fair reflection of the scope of work defined in the drawings and
specifications, which form the basis for this contract.
Any item which is shown in the drawings but not included in the bills shall be brought to the attention of
the Engineer for clarification. The Engineer shall discuss with the QS/Cost Consultant and issue an
addendum with revised bills of Quantities, if required.
Apart from the items covered in the drawings and specifications the tender bills may include “rate only”
items under various trades and these unit rates shall be used for assessment of variations.
Tenderers are advised to price the bills consistently. The Engineer may require the Tenderer to submit the
detailed rate analysis for the verification of the QS/Cost Consultant during the evaluation of the Tenders
or during contract execution for the purpose of assessment of variations.
13 Pricing Errors
Tenders that fully conform to the tender conditions will be checked by the QS/Cost Consultant for any
arithmetical errors and adjusted as follows.
1. where there is a discrepancy between the amounts in figures and in words the amount in words will
be used to ascertain the contract sum
2. where there is a discrepancy between the unit rate and the item total resulting from multiplying the
unit rate by the quantity which ever is found reasonable by the QS/Cost Consultant shall be used to
ascertain the contract sum
The QS/Cost Consultant shall adjust the tender sum in accordance with the above procedure for the
correction of errors and, with the concurrence of the Tenderer, shall be considered as binding upon the
Tenderer. If the Tenderer does not accept the adjustment then the tender may be rejected.
15 Employer’s Rights
The Employer reserves the right to accept or reject any tender, to annul the tender process and reject any
or all tenders, at any time prior to award of contract, without thereby incurring any liability to the Tenderer
or Tenderers or any obligation to inform the affected Tenderer or Tenderers of the grounds for the
Employer’s action. The Employer also reserves the right not to accept the lowest tender.
The Employer further reserves the right to split the Tender at any time prior to the award of a contract or
call for revised tenders with amendments to the original tender.

16 Tender Security
Tenderers shall provide a tender security for an amount of 0.5% of their Tender Sum along with their
tender. The Employer shall reject tenders that do not include a tender security. The tender security shall
be either in the form of a bank guarantee, in the format provided in the tender document or in the form of
demand draft in favour of the Employer.
The tender security submitted by the Tenderer shall be valid for 7 days after the expiry of the tender
validity date. The tender security shall be extended for a further duration if the Tenderer accepts the
Employer’s request for extension of the tender validity.
The tender security shall be returned to the successful Tenderer upon acceptance of his tender by the
Employer; confirmation of contract award by the successful Tenderer and submission of the performance
guarantee by the successful Tenderer within the date stipulated in the contract conditions and in the
specified format.
2. the Tenderer does not submit the performance bond in the specified format within the date stipulated
in the contract conditions or
3. the Tenderer does not accept the adjustments to the tender sum as determined under clause 12 of
this tender conditions
The tender security shall be returned to the unsuccessful Tenderers within 28 days from the tender
validity date. The tender security of the unsuccessful Tenderers shall be forfeited if they withdraw their
tenders after submission.
17 Tender Validity
The tender shall be valid for a period of 90 days from the submission of their original tender. The
Employer may request the Tenderer to extend the tender validity by a further duration and the Tenderer
shall either accept or reject the request but under no circumstance accept for extension by adjusting the
tender price.
18 Performance Security
The successful Tenderer shall submit a performance security for an amount of 10% of the accepted
contract amount. The security shall be in the specified format and shall be submitted within the duration
specified in the contract conditions. Failure to do so will result in the Employer forfeiting the Tenderer’s
tender security.

19 Ethical Standards
The Employer requires that Tenderers participating in this tender shall observe the highest standard of
ethics during the procurement and execution of this contract. In pursuance of this policy, the Employer will
reject a proposal for award of work if he determines that the Tenderer recommended for award has
engaged in corrupt or fraudulent practices in competing for the contract under consideration. For the
purpose of this provision, the terms set forth below as follows:
“Corrupt Practice” means the offering, giving, receiving or soliciting of any thing of value to influence the
action of an official in the procurement process or in contract execution; and
20 Tender Confidentiality
Information relating to the examination, clarification, evaluation and comparison of Tenders and
recommendations for the award of a contract shall not be disclosed to other Tenderers or any other
persons not officially concerned with such process until the award to the successful Tenderer has been
announced. Any effort by a Tenderer to influence the Employer’s processing of Tenders or award
decisions will result in the rejection of his Tender.
21 Joint Venture
Two or three companies/contractors may jointly participate in the tender process. In such cases each
entity would be jointly and severally responsible for completing their obligations in accordance with the
contract conditions. The parties shall nominate an authorised representative to act on behalf of the JV.
22 No Contractual Relation
The Tenderer shall acknowledge and agree that this is only an invitation to tender and shall not commit or
bind the Employer to enter into a contract or otherwise.

Appendix A
MILESTONES TO BE ACHIEVED
The following milestones shall be achieved within the overall completion period. The number of days stated
shall be calculated from the Contract Commencement Date.

The Contract shall be governed by the General Conditions in the FIDIC Conditions of Contract for
Construction for Building and Engineering Works designed by the Employer, first edition 1999 as amended
by the Particular Conditions stated below:
“ QS/Cost Consultant “ means the person appointed by the Employer to act as the QS/Cost Consultant for
the purposes of the contract and named in the Appendix to Tender, or other person appointed from time to
time by the Employer and notified to the Contractor under Sub-Clause 3.4
“ Prime Cost Sums “ means a sum (if any ) which is specified in the contract as a prime cost sum for the
execution of any part of the works either through the Main Contractor or for the supply of plant, materials or
services under new Sub-Clause 13.9
The Contract shall be governed by the prevailing Indian laws and the language and communications
related to this contract shall be in English language
The Contractor shall review the documents issued to him during the course of execution and notify the
Engineer within a reasonable time frame on any ambiguity or discrepancy in the documents.
The Contractor shall not assign the whole or any part of the Contract or any benefit or interest in or under
the contract without the written consent of the Employer. The Employer reserves the right to assign the
benefits of the Contract as required for his business purposes without the Contractor’s consent.
The Contractor shall submit an information release schedule including drawings, instructions or any
information required for execution of the Works, with required dates (along with his programme, in
accordance with Clause 8.3) for the review and approval of the Engineer. The approved information
schedule shall form the basis for monitoring the release of information to the contractor. The Contractor
shall periodically update the information release schedule and submit it to the Engineer for review.
Delete “plus reasonable Profit” in the first line of sub paragraph (b).
This provision shall not relieve the contractor of his absolute responsibility to obtain any permits, licenses or
approvals “.
The Contractor may seek support /help from Employer for approval from statutory body.
The Engineer shall consult with the Q.S/ Cost Consultant while agreeing or determining any matter in
accordance with the contract that involves cost and contractual assessments. The Engineer shall instruct
the contractor as required to provide any information required by the Q.S/ Cost Consultant to assist the
Engineer in making such determinations.
Delete “28 days” in first line of second paragraph and insert “7 days”.
Delete “annexed to the particular condition” in fourth line of second paragraph and insert “included in the
tender document”.
The Employer shall appoint Direct Contractors or designate his own personnel to carry out the other works
required for the completion of the building. The Contractor shall provide all reasonable co-operation and
assistance to such Direct Contractors & Employer’s Personnel to enable them to carry out their Works. The
Contractor shall allow the Direct Contractor’s / Employer’s Personnel to use the temporary works/facilities,
such as access roads, etc without affecting his work programme and without incurring any additional costs
for providing such facilities.
Delete “ plus reasonable profit “ after Cost in second line of sub paragraph (b).
The Employer shall provide, if available, the soil investigation report carried out by an independent agency,
for the Contractor’s reference only. The Employer does not take any responsibility for the information
contained in the report. The Contractor shall verify the information contained in that report and satisfy
himself for the purpose of execution of his Works.
No placards or advertisements shall be affixed to any temporary hoardings, gantry, scaffolding, building or
structure without the Engineer's written approval to their design and placing. The right of advertisement
upon hoardings, gantries, etc. and upon any building is absolutely reserved by the Employer.
Within 14 days of submission of the Programme, the Contractor shall prepare a complete schedule of all
submittals including that of his Subcontractors and Suppliers as required by the Specification.
Within 21 days from the Commencement Date, the Contractor shall prepare and submit in collaboration
with the principal Sub-contractors and Suppliers, a detailed Material Status Report including details of the
proposed dates for order of the materials and the expected date of arrival at site. This report must be
updated and presented with full documentation to the Engineer on a monthly basis. The Contractor shall
provide evidence of the orders placed to the Engineer if required by the Engineer.
An initial project meeting will be conducted by the Engineer within 7 days of the issue of the Instruction to
Commence. The meeting will be a general organizational one and will review responsibilities and
personnel assignments and contract procedures. Subsequent project meetings will be held on site at
regular intervals at the discretion of the Engineer. The Contractor should hold meetings with his Sub-
contractors prior to the project meetings to determine what items need to be discussed with the Engineer.
The Contractor shall submit to the Engineer and other Consultants before each meeting an agenda listing
site problems, variations or extra works instructed by the Engineer, progress of the Works and any other
matters for discussion during the meeting.
The Contractor shall submit 4 copies of a detailed monthly report including the updated programme,
updated material status reports, submittal schedule, status of information release schedule, quality and
safety reports, etc to the Engineer at the beginning of every month. The report shall be reviewed in the
monthly project meeting which will be conducted by the Engineer.
The contractor shall take all necessary measures to ascertain the location of all existing services including
liaising with local authorities, public undertakings, the Engineer and any other persons having knowledge of
the site to avoid damage to any existing services. The Contractor shall also protect such services or divert
as required and shall liaise with all statutory authorities in this regard.
The Contractor shall not obstruct any public way or otherwise do anything which may amount to a nuisance
or annoyance, and shall not interfere with any right of way or light to adjoining property, and any notice
received by him or left upon the Site requiring the discontinuance or suspension of any part of the Works
shall be at once forwarded by him or given to the Employer's Representative in writing, and the Contractor
shall keep the Employer indemnified against any claim or loss consequent upon any act, neglect or
omission of the Contractor or his agents, servants or workmen in this respect.
During continuance of the contract, the Contractor and his Subcontractors shall abide at all times by all
existing labour enactment and rules made there under, regulations, notifications and bye laws of the State
or Central Government or local authority and any other labour law (including rules) regulations, bye laws
that may be passed or notification that may be issued under any labour law in future either by the State or
Central Government or the local authority. The Contractor shall keep the Employer indemnified in case any
action is taken against the Employer by the competent authority on account of contravention of any of the
provisions of any Act or rules made there under, regulations or notifications including amendments.
If the Employer is caused to pay or reimburse such amounts as may be necessary to cause or observe, or
for non-observance of the provisions stipulated in the notifications/bye laws/Acts/Rules/regulations
including amendments, if any, on the part of the Contractor the Employer shall have the right to deduct any
money from the Contractor. The Employer shall also have right to recover from the Contractor any sum
required or estimated to be required for making good the loss or damage suffered by the Employer.
The employees of the Contractor and the Subcontractors in no case shall be treated as the employees of
the Employer at any point of time.
Some of the major labour laws that are applicable to construction industry are given below. The Contractor
shall comply with the current provisions of such laws and shall comply with any other laws related to the
execution of the Works.
The Contractor shall comply with the prevailing statutory regulations with respect to working hours.
The Contractor shall programme the activities &/ or milestones that require the prior inspection of the
Engineer or his representative with in the normal working days and working hours followed in the industry.
Under unavoidable circumstances the Contractor may request the Engineer for inspections to be carried
out outside the normal working days/ hours. The Engineer may either accept or reject the request
depending upon the availability of his personnel. A rejection of such request shall not entitle the contractor
for any extension of time.
The provisions of the above clause do not apply for any unavoidable, emergency, safety works. If the need
arises for such works the Contractor shall proceed with due diligence after notifying the Engineer.
The Contractor shall provide sanitation and other welfare facilities of reasonable standards and in
accordance with the statutory norm to all workmen at site.
The Contractor shall not provide & shall not allow any of his Subcontractors to provide any temporary
accommodation for workmen within the site premises.
The Contractor shall as required by the Engineer submit adequate number of samples of materials, data for
equipment and relevant information to the Engineer for selection / approval of the Engineer prior to ordering
/ using the materials , equipment in or for the works.
Steel, RMC, cement and for other materials contractor may be asked to obtain the approval of the sample
prior to procurement.
Delete “plus reasonable profit” in sub paragraph (b) under paragraph five.
The Commencement Date for the works shall be within 2 days after the Contractor receives the Letter of
Acceptance or such other date agreed and specified in the Letter of Acceptance.
Delete “28 days” in the first line of first paragraph and insert “ 14 days”.
(e) Schedule of information required from the Engineer to enable the contractor comply with the over all
completion period.
The Contractor shall agree with the Engineer the dates for completing any portion of the work to enable the
other Direct Contractors or Nominated Subcontractors to commence their works in those portions.
The Contractor shall carryout and complete the works in accordance with the milestones stated in
the contract (Appendix to Tender)
Delete “or other substantial change in the quantity” in lines 3 in sub paragraph (a) and insert:
The Contractor’s request for any extension of time shall be subject to the condition that the relevant events
stated in this Sub Clause affects the critical path of the Contractor’s work programme.
If the Contractor fails to complete any of the milestone stated in Appendix A – Appendix to tender, then the
Contractor shall pay delay damages to the Employer at the sums and limits stated in the Appendix to
tender for that portion of works. Upon award of the contract, the split of the Contract sum into the various
milestone stages shall be determined by the Engineer for the purpose of determining the delay damages
for non-completion of the Milestone stages.
If the Contractor delays in the interim milestone stages but completes the overall project within the Time for
completion then the earlier delay damages recovered by the Employer shall be paid back to the Contractor
without any interest.
If the Contractor delays in the interim milestone stages and also in the overall completion is delayed then
the delay damages shall be recovered based on the following method:
1. Delay damages for the number of days delay in overall Time for completion.

Delete “plus reasonable profit” in line 5 in paragraph 4 and “profit” in line 7 in paragraph 4.
The limitation of Contractor’s liability provided in this clause is without prejudice to his liabilities under law
after completion of the Defects Liability Period.
costs incurred for using alternative facilities and financing costs (limited to a maximum of 10% of contract
sum)
The Contractor’s right provided in paragraph 1 of this Sub Clause is subject to the Contractor giving
advance request to the Employer on the details of the Contractor’s personnel, materials, plant & labour
required for carrying out the rectification of defects & other associated works.
Insert QS / Cost Consultant after Engineer in all paragraph in the entire sub Clause
The QS/ Cost Consultant shall arrange a meeting with Contractor’s authorized representative upon
commencement of the works to discuss and agree the stages / time periods at which the joint
measurements shall be carried out for the purpose of interim/ final valuations. The measurements shall be
carried out for the permanent works using the latest contract drawings and other relevant information
wherever possible.
The method of measurement shall be in accordance with the Handbook of Method of Measurement of
Building Works, First Revision, the relevant parts of IS 1200 as amended/ in the Bill of Quantities or other
applicable schedules.
For items not existing in the Bill of Quantities or substitution to items in the Bill of Quantities, rate payable
shall be determined by methods given below and in the order given below :
(a) Derived from rates and prices for similar items in the Bill of Quantities with reasonable adjustments as
required.
(b) Competitive market rates of materials, labour and plant used, plus 15% for overheads and profits of
contractor.
Whenever the omission of any work form part (or all) of variation, the value of such omitted work shall be
ascertained based on the rates in Bill of Quantities and the actual quantities computed using the relevant
contract drawings wherever possible.
Delete sub paragraph (a) and add new paragraph at the end.
The changes in quantity of work as a result of remeasurement of the original scope of work shall not
constitute a variation.
(c ) if this change results in a reduction in the contract value of this part, the Contractor shall be incentivised
at a percentage of 20% of the value of reduction. However such determination shall be made by the
Engineer.

Unless settled amicably any dispute shall be finally settled by arbitration. The Arbitration shall be conducted
in accordance with the Indian Arbitration and Conciliation Act, 1996. A Committee of Arbitrators shall be
appointed composed of one Arbitrator to be nominated by the Contractor, one to be nominated by the
Employer and the third Arbitrator, who will act as a Chairman but not as umpire, to be chosen jointly by the
two nominees. The decision of majority of Arbitrators shall be final and binding on both parties.
Arbitration may be commenced prior to or after completion of the Works. The obligations of the parties and
the Engineer shall not be altered by reason of any arbitration being conducted during the progress of the
Works.
1. General
This section covers the works specification of earthwork in excavation in all kinds of
strata including but not limited to soft soil, murrum, hard murrum, weathered rock, hard
rock etc. It also covers filling excavated earth in plinths, sand filling in plinth, metal
packing, rubble soling, and sub-surface drainage.
Reference IS Codes
Contractor shall provide all tools, plants, instruments, qualified supervisory personnel,
labour, materials, and temporary works, consumables, any and everything necessary,
whether or not such items are specifically stated herein, for completion of the Work.
Contractor shall carry out the survey of the site before excavation and set properly all
lines and establish levels for various works such as earthwork in excavation for levelling,
basement, foundations, plinth filling, roads, drains, cable trenches, pipelines etc. Such
survey shall be carried out by taking accurate cross sections of the area perpendicular to
established reference / grid lines at 5 m intervals or nearer as determined by Engineer
based on ground profile. These shall be checked by Engineer and thereafter properly
recorded.
The area to be excavated /filled shall be cleared of fences, trees, plants, logs, slumps,
bush, vegetation, rubbish slush etc. and other objectionable matter. If any roots or
stumps of trees are found during excavation, they shall also be removed. The material so
removed shall be burnt or disposed off as directed by Engineer. Where earthfill is
intended, the area shall be stripped of all loose / soft patches, top soil containing
deleterious matter / materials before fill commences. Final cleaning shall be done with
removal of all rubbish up to the distance of 30.0 mt. all around outside the periphery of
building foot print.
Excavation for all works and of materials required for filling shall be to the exact width,
length and depth shown on the drawings or as directed by the Engineer. If excavation is
carried out to greater width, length, depth than required, the Contractor shall make good,
at his own cost, the extra depth by sound plain or concrete filling and extra length or
width filled in by well consolidated earth or if the Engineer thinks it necessary for the
stability of the work, by masonry or concrete as he may direct.
The Contractor shall, at the Contract Rates, make provision for all shoring, pumping,
dredging, bailing out or draining water whether subsoil or rain or other water and the
excavation shall be kept free of water while the masonry work or concrete work is in
progress and until the Engineer considers the work well set (Refer IS:3764 Safety Code
for Excavation Work). The sides of trenches shall be kept vertical and the bottom
horizontal and shall be run level throughout or properly stepped as directed by the
Engineer.
The Contractor shall erect and maintain during progress of works temporary fences
around dangerous excavations.
2. Types of Strata
2.1 Excavation in ordinary soil means excavation in ordinary hard soil including stiff
heavy clay, hard shale, or compact soil or any material, which can be removed by
the ordinary application of spades, shovels, picks and pick axes. This shall also
include removal of isolated boulders each having a volume not more than 0.50
cu.m.
2.2 Excavation in soft rock includes limestone, sandstone, laterite, etc. or other rock
which can be quarried or by mechanical equipment like JCB, Poclain, or
compressed air equipment like breaker, etc. This shall also include excavation of
tarred pavements, masonry work and rock boulders each having a volume of not
more than 0.75 cu.m.
2.3 Excavation in hard rock includes any rock bound in ledges or masses in its
original form or cement concrete, excavation of which in the opinion of the
Engineer requires the use of compressed air, equipment, chiselling sledge
hammer and blasting or any other method. Blasting shall be carried out through
authorised agencies and all statutory laws, regulations shall be observed.
2.4 Excavation in marshy soil include soils like soft clays and peats excavated below
the original ground level of marshes and swamps and soils excavated from other
areas requiring continuous pumping or bailing out of water.
The foundation trenches shall be inspected and passed by the Engineer before
concrete or masonry work is commenced and the Contractor shall hold an order
in writing to this effect, otherwise the Contractor shall be liable to have this work
removed for inspection.
All gold, silver, oil minerals archaeological and other findings of importance, all precious
stones, coins, treasures, relics, antiques and other similar things which may be found in
or upon the site shall be the property of Owner and Contractor shall dully preserve the
same to the satisfaction of Owner and from time to time deliver the same to such person
or persons as Owner may from time to time authorise or appoint to receive the same.
The earth for backfilling in foundation and plinth shall be got approved by the Engineer.
In the foundation the backfilling shall be done in layers not more than 200mm thick and
shall be thoroughly watered and consolidated by approved method. The rate for
backfilling in foundation is deemed to have been included in the excavation rate.
The backfilling in plinth and other places which are required for levelling shall be done in
layers not more than 300 mm thick except minimum of top three layers shall be done in
layers not more than 150 mm thick. Each layer shall be watered and thoroughly
consolidated by power driven roller/pan vibrator/vibratory roller of approved capacity.
The process shall be repeated till the required level is achieved. After the backfilling is
completed the surface shall be uniformly dressed and levelled.
For large area or for deep filling or instructed by Engineer, the degree of compaction for
filling will be measured as follows:
Backfilling materials for subsurface drains shall conform to one of the following grades
as specified:
6. Metal Packing
Unless otherwise specified, stones for metal packing shall consist of crushed or broken
stone. It shall be hard, durable and free from disintegrated particles, excessive dust and
other objectionable matter.
Grading of aggregates shall conform to one of the gradings given in the following tables
as appropriate:
The metal packing shall be done in layers not more than 100mm compacted thickness.
For 150mm compacted thickness, it shall be done in two layers each of 75mm
compacted thickness.
After laying, each layer shall be compacted thoroughly either by rollers or small vibratory
roller, as specified or by other equivalent method approved by the Engineer. Slight
sprinkling of water shall be done at the time of rolling.
After rolling has been completed, screening shall be applied uniformly and gradually to
fill the interstices and the surface shall be dry rolled. In no case shall the screenings be
dumped in a heap on the rolled surfaces. Rolling shall be accompanied with brooming.
After application of screening and rolling, the surface shall be copiously sprinkled with
water and rolled. If necessary additional screenings applied to fill the voids if any.
Rolling shall be continued until the coarse aggregates are well bonded. Care shall be
taken that the base or sub-grade does not get damaged due to addition of excessive
quantities of water during the construction.
7. Mode of Measurements:
7.1 All excavation shall be measured net. Dimensions for purpose of payment shall
be reckoned on the horizontal area of the excavation at the base for foundations
of the walls, columns, footings, tanks, rafts or other foundations
structure to be built, multiplied by the mean depth from the surface of the
ground in accordance with the drawings. Excavation inside slopes shall not be
paid for. Contractor may make such allowances in his rates to provide for
excavation in side slopes keeping in mind the nature of the soil and safety of
excavation.
7.3 The measurement for other backfilling shall be based on actual difference of
levels before filling and after levelling.
7.4 The rates quoted shall also include for dumping of excavated materials in
regular heaps, bunds, riprap with regular slopes within the lead specified and
levelling the As a rule, all softer material shall be laid along the centre of the
heaps, the harder and more weather resisting materials forming the casing on
the sides and the top. Excavated soft rock or hard rock shall be stacked
separately.
7.5 The bailing out of water shall also be executed by the Contractor at his own cost.
7.6 The rate for metal packing shall be based on final compacted thickness and shall
include all labour, materials and the cost of rolling with road roller or other
equivalent method to obtain full compaction, application of screening, watering
etc. complete. It shall be measured in square meters.
1. Cement
The Cement used shall be any of the following with the prior approval of the Engineer:
Use
Cement shall be used in the order in which it is received. Cement in bags in storage for
more than 3 months shall be retested before use.
Testing
A sample taken once for every 1000 bags shall be tested. Tests shall be carried out for
fineness, initial and final setting time, and compressive strength (IS:4031) and the results
approved by the Engineer before use of the cement in permanent works. Samples shall
be taken immediately on receipt of cement at site. The methods and procedure of
sampling shall be in accordance with IS:3535. The Engineer may specify other forms of
sampling and tests including chemical analysis, (IS:4032) if in his opinion the cement is of
doubtful quality; the costs of such additional tests shall be borne by the Contractor.
2.1 The Fine Aggregates shall be any of the following with the prior approval of the
Engineer :
IS: 383 - Specification for coarse and fine aggregates from natural sources
for concrete.
IS: 2386 - (Parts I to VIII): Methods of test for aggregates for concrete.
IS: 2386 - (I) Flakiness Index of aggregates and
IS: 5640 - Method of test for Impact value of Aggregates.
2.2 It shall be river or pit sand conforming to IS:383, obtained from sources
approved by the Engineer. If permitted by the Engineer, crushed stone sand
produced from stones, suitable for concrete aggregates, and manufactured
The sand shall not contain silt more than a total of 2% by weight and shale, clay,
silt and other structurally weak particles a total of 5%.
The washed sand shall be stored on a sloping concrete platform and in such a
manner as to avoid contamination. Such sand washing, storing, etc. shall be at
the Contractor’s cost.
2.3 If grading of fine aggregates can be improved by mixing two sands, the Engineer
may at his discretion specify such mixing, and may permit the use of crushed
sand as one of the two sands forming the mixture. The provision of two types of
sand and their mixing in the specified proportions shall be at the Contractor's
cost.
2.4 The sand shall be screened on 4.75 mm size screen to eliminate over size
particles. The cost of screening is deemed to be included in Contractor’s rates.
2.5 The aggregate shall be subjected to tests in accordance with IS 2386 as may be
ordered by the Engineer.
3. Coarse Aggregates
3.1 The Coarse Aggregates shall be any of the following with the prior approval of
the Engineer :
IS: 383 - Specification for coarse and fine aggregates from natural sources
for concrete.
IS: 2386 - (Parts I to VIII): Methods of test for aggregates for concrete.
IS: 2386 - (I) Flakiness Index of aggregates and
IS: 5640 - Method of test for Impact value of Aggregates.
3.2 Coarse aggregates containing flat or flaky pieces or mica shall be rejected.
3.4 The grading of coarse aggregate shall be such that not more than 5% shall be
larger than the maximum size and not more than 10% shall be smaller than the
smallest size. Between these sizes the coarse aggregate shall be well graded.
3.5 The aggregates shall be subjected to tests in accordance with IS 2386 as may be
ordered by the Engineer.
3.6 Aggregate shall be stored in such a way as to prevent segregation of sizes and
avoid contamination with fines.
4.1 If specified in the schedule of items, for all structural concreting work the
Contractor shall provide automatic weigh-batching plant of suitable capacity. The
plant used shall conform to IS:4925.
For all structural concrete work, minimum cement content shall not be less than
320 kg/m3 of concrete for durability considerations, unless & otherwise
specified.
5.3.1 The Contractor is entirely responsible for the design of the concrete mixes. The
design is however to be approved by the Engineer at least 8 weeks before
commencing any concreting in the Works, the Contractor shall make trial mixes
using samples of coarse aggregates, sand, water and cement, typical of those to be
5.3.2 The required average strengths of different grades of concrete at 28 days for
which the mixes shall be designed are specified in the table below :
The mixes are designed to yield mean strengths (f'cm) greater than the
corresponding specified characteristic strengths (f'ck) as indicated in Table 1.
The difference between f'cm and f'ck is called the `Current Margin'. The value of
the current margin has been set at 9 MPa for all grades of concrete. The concrete
mixes shall be designed on the basis of required strength, desired workability, the
maximum size of aggregate and also upon the various grades of cements as
specified in IS: 10262-1982, Clause 3.1.1. Accordingly the required cement
content shall be ascertained. The contractor may be allowed to use either
approved plasticizers or increased cement content to achieve the required
strengths at his own cost.
5.3.3 For each grade a total of 18 cubes shall be made. Of these 18 cubes made not
more than 6 may be made on any day and further, of the 6 cubes made in one
day not more than 2 cubes may be made from any single batch. 9 of these cubes,
each representing a different batch of concrete shall be tested at the age of 7 days
and the remaining 9 cubes shall be tested at the age of 28 days. The making of
the cubes, their curing, storing, transporting and testing shall be in accordance
with Indian Standards IS: 516. The test shall be carried out in a laboratory
approved by the Engineer.
5.3.4 If the average strength of the concrete cubes falls below the required strength
fresh preliminary mixes for that grade shall be made as before, until the trial
mixes yield cubes of compressive strength at 28 days greater than the required
average strength at that age.
5.3.5 Whenever there is a significant change in the quality of any of the ingredients for
concrete, the Engineer may at his discretion order the carrying out of fresh trial
5.3.6 Before commencing the Works the Contractors shall submit to the Engineer, for
approval full details of all preliminary trial mixes and tests.
5.3.7 When the proportions of a concrete mix have been approved by the Engineer,
the Contractor shall not vary the quality or source of the materials or the mix
without the written approval of the Engineer.
5.4.1 The Engineer shall select random batches of concrete for examination without
warning the Contractor and sampling will generally be done at the point of
discharge from the mixer.
5.4.2 From the batches thus selected 6 concrete cubes shall be made in accordance
with Indian Standards. However not more than 2 cubes may be made from any
single batch. Of these 6 cubes thus made 3 cubes (each cube representing
concrete of different batches) shall be tested at 7 days and the remaining 3 cubes
shall be tested at 28 days.
5.4.3 All cubes shall be made, cured, stored, transported and tested in accordance with
Indian Standards. The tests shall be carried out in a laboratory approved by the
Engineer.
5.4.4 At least 6 cubes shall be made on each day's concreting until 60 cubes have been
made for each grade of concrete. This is the initial period.
5.4.5 After the initial period, subject to the acceptance of the Engineer, the frequency
at which the cubes shall be made may be reduced as follows :
(1 set = 6 cubes, each pair of cubes representing concrete from a different batch.)
a) 1 set for every 10m3 or part thereof of concrete for critical structural
elements like columns, masts, larger cantilever, plus.
b) 1 set for every 40m3 or part thereof for all other elements.
The concrete will be verified for permeability by the following procedure and
shall confirm to IS:3085-1965 – ‘Permeability of Cement Mortar & Concrete’.
5.5.1 The Engineer shall select random batches of concrete for examination
without warning the Contractor and sampling will generally be done at the
point of discharge from the mixer and at placing point.
5.5.2 From the batches thus selected 2 concrete cylinders shall be made in accordance
IS:3085.
5.5.3 All cylinders shall be made, cured, stored, transported and tested in
accordance with IS:3085. The tests shall be carried out in a laboratory approved
by the Engineer.
5.5.4 At least 2 cylinders shall be made on each day’s concreting until 60 cylinders have
been made for each grade of concrete. This is in the initial period.
5.5.5 After the initial period, subject to the acceptance of the Engineer, the frequency
at which the cylinders shall be made may be reduced as follows:-
The cylinders will be tested as per the procedure, given in Clause 6 next.
Cube Tests :
5.6.1 The strength requirement of any particular grade of concrete will be considered
satisfactory if the 28 days' compressive strengths of individual sets (each set
consists of 3 cubes) and of individual cubes satisfy the following requirements :
b. Only one individual cube test result in any set may fall below the
specified characteristic strength provided that this value is not less than
95% of the specified characteristic strength.
ii) Provided that the average strength of any fifteen consecutive cubes
exceeds the specified characteristic cube strength by at least 0.9 times the
current margin all the subsequent test results may be considered
acceptable if:
b) Only one individual cube test result in any set may fall below the
specified characteristic strength provided that this value is not less than
90% of the specified characteristic strength.
5.6.4 If the concrete produced at site does not satisfy the above strength requirements,
the Engineer will reserve the right to require the Contractor to improve the
methods of batching, the quality of the ingredients and redesign the mix with
increased cement content if necessary. The Contractor shall not be entitled to
claim any extra cost for the extra cement used for the modifications stipulated by
the Engineer for fulfilling the strength requirements specified.
Permeability Test :
The concrete shall pass the permeability test if it is properly compacted and is not
considered permeable when tested as per IS 3085:1965, and the water penetration
in the broken core is less than 25mm. No extra payment shall be made for this
test and cost of the same will be included in his rate for concrete work.
5.8.1 If from the cube test results it appears that some portion of the Works has not
attained the required strength, the Engineer may order that portion of the
structure be subjected to further testing of any kind whatsoever as desired by the
Engineer, including, if so desired by him, full load testing of the suspected as well
as adjacent portions; of the structure as specified in the Conditions of Contract.
Such testing shall be at the Contractor's cost. The Engineer may also reject the
work and order its demolition and reconstruction at the Contractor's cost.
5.8.2 If the strength of concrete in any portion of the structure is lower than the
required strength, but is considered nevertheless adequate by the Engineer so
that demolition is not necessary, the Contractor shall be paid a lower rate for
such lower strength concrete as determined by the Engineer.
As frequently as the Engineer may require, testing shall be carried out in the field
for:
The Contractor shall provide and maintain at all times, until the Works are
completed, equipment and staff required for carrying out these tests. The
Contractor shall grant the Engineer or his representative full access to this
laboratory at all times and shall produce on demand complete records of all tests
carried out on site.
Before concreting commences on any section of the Works the Contractor shall
obtain approval of the Engineer or his representative as regards the form and
reinforcement conforming with the drawings. He shall also indicate to the
Engineer in writing and obtain his approval for positions of construction joints.
The Engineer or his representative's approval shall not relieve the Contractor of
any of his obligations to comply with the provisions of this specification or
contract.
5.10 Admixtures
Approved admixtures and air entraining agents may be permitted by the Engineer
at his discretion provided that the strength requirements are not affected by their
use. Any cement saving due to their use will be to the benefit of the Contractor.
The admixture will not be paid for separately.
Where volume batching with weight control is specified by the Engineer, all
measurements of coarse aggregates and water shall be by volume and of cement
by the bag, controlled by regular periodic weighing. In order to ensure correct
proportioning the following precautions shall be taken:
5.11.1 The Contractor shall maintain at site a suitable number of platform balances
similar to the balances used for weighing luggage at railway platforms, capable of
weighing up to 200 kg to the nearest 100 grams; the balance shall be used for
5.11.2 The Contractor shall provide the mixer operator with standard measures for
measuring the water to be used in the mix.
5.11.3 The quantity of water to be added to the mix shall be approved by the Engineer
or his representative and may be adjusted by them as frequently as necessary in
order to allow for the moisture content of the sand or coarse aggregate and
workability desired. On no account shall the Contractor allow more water to be
added to the mix than that specified by the Engineer or his representative.
Concrete containing water in excess of that specified shall be rejected and not
allowed for use in the Works.
5.11.4 Sand and coarse aggregates shall be measured by volume. The size of measuring
boxes or the depth to which they are filled or both shall be adjusted to obtain the
correct weight of each material specified by the Engineer for that mix.
5.11.5 Every fifth or tenth measuring box of sand or of coarse aggregate shall be
weighed on the balance to ensure that filling of boxes is being uniformly done.
Adjustment shall be made from time to time in the amount of each box filled to
take into account variations in moisture content and consequent bulking of sand.
All structural concrete shall be weigh batched. All concrete ingredients except
shall be batched by weight using a weigh batcher of an approved make (IS: 2722 -
Portable swing weigh batchers for concrete). Batching shall be to an accuracy of
not less than 1/2 kg and the batcher shall be tested for accuracy of calibration
before commencement of the Works and at least once a week thereafter or more
frequently if so required by the Engineer.
During extreme hot or cold weather, the concreting shall be done as per
procedures set out in IS:7861, Parts I & II.
1 Transporting
The mix after discharging from the mixer shall be transported by wheel barrows,
buckets, pimps etc. without causing segregation and loss of cement slurry and
without altering its desired properties with regard to water cement ratio, slump,
air content, cohesion and homogeneity. It should be ensured that the concrete is
moved to its final destination before it attains an initial set.
2 Placing
The height of any single lift of concrete shall not exceed 1.5m for walls or 3.0m
for columns. The thickness of horizontal layers shall not exceed 300mm. High
velocity discharge of concrete causing segregation of mix shall be avoided. The
concrete shall be placed in the forms gently and not dropped from a height
exceeding 1.5m except in columns where the maximum allowed will be 2.0m.
Each layer of concrete shall be compacted fully before the succeeding layer is
placed and separate batches shall follow each other so closely that the succeeding
layer shall be placed and fully compacted before the layer immediately below has
taken initial set. The method of placing shall also be such as to prevent
segregation.
Concreting of any portion or section of the work shall be carried out in one
continuous operation and no interruption of concreting work will be allowed
without approval of the Engineer.
Internal (needle) and surface (screed board) vibrators of approved make shall be
used for compaction of concrete.
v) To secure even and dense surfaces free from aggregate pockets, vibration
shall be supplemented by tamping or rodding by hand in the corners of
forms and along the form surfaces while the concrete is plastic.
vii) Form vibrators whenever used shall be clamped to the sides of formwork
and shall not be fixed more than 450 mm above the base of the new
formwork and concrete shall be filled not higher than 230mm above the
vibrator. The formwork must be made specially strong and watertight
where this type of vibrator is used.
viii) Plain concrete in foundations shall be placed in direct contact with the
bottom of the excavation, the concrete being deposited in such a manner
as not to be fixed with the earth. Plain concrete also shall be vibrated to
achieve full compaction.
4 Concrete placed below the ground shall be protected from falling earth
during and after placing. Concrete placed in ground containing
deleterious substances shall be kept free from contact with such ground
and with water draining there from during placing and for a period of
seven days or as otherwise instructed thereafter. Approved means shall
be taken to protect immature concrete from damage by debris, excessive
loading, abrasion, vibrations, deleterious ground water, mixing with earth
or other materials, and other influences that may impair the strength and
durability of the concrete.
Before fresh concrete is placed against a vertical joint, the old concrete shall be
chipped, cleaned and moistened. Where required, suitable expansion joints shall
also be provided as directed by the Engineer.
Construction joints in concrete walls and slabs for liquid retaining structures shall
be prepared in a similar manner to normal construction joints and metal, rubber
or plastic water stops shall be cast into joints. Measures shall be taken by the
Contractor to ensure that no displacement or distortion of water stops takes
place during placing of concrete.
If any cracks develop in the concrete construction, which in the opinion of the
Engineer, are not detrimental to the stability of the construction, the Contractor
at his own expense shall grout the cracks with neat cement grout and also at his
own expense and risk shall make good to the satisfaction of the Engineer all
other building works such as plaster, moulding, surface finish of floors, roofs,
ceilings, etc. which in the opinion of the Engineer have suffered damage either in
appearance or stability owing to such cracks. The Engineer's decision as to the
extent of the liability of the Contractor in the above matter shall be final and
binding.
Holes for foundation or other bolts or for any other purposes shall be moulded,
and steel angles, holdfasts or other fixtures shall be embedded, according to the
drawing or as instructed by the Engineer.
5.20 Finishes
Concrete for flooring on grade shall be over well packed stone metalling or on
earth as specified with or without reinforcement, placed in alternate bays not
exceeding more than 6m x 6m or as specified including hacking the joints or
adjacent bays. The water cement ratio shall not exceed 0.4. The stiff mix shall be
thoroughly vibrated and finished to receive the floor finish.
All other requirements not covered by the above clauses shall be governed by
relevant clauses of IS 456, IS 3370, IS 2571 and other relevant standards as may
be applicable.
5.23.1 Mixing :
5.23.2 Batching :
The base concrete should be clean and strong, and its surface should be properly
hacked; all dust should be removed suction or compressed air. The surface
should be thoroughly wetted with water for several hours. Before the grout is
poured, all free water should be removed and the flat surfaces coated with a thin
cement slurry.
Heavy back-up blocks of timber or concrete should be fixed on all sided of the
base plate to prevent escape of the grout, when poured through the openings
provided in the base plate. Adequate restraint must be ensured on all the sides for
a period of 7 days to obtain effective expansion and shrinkage compensation.
5.23.5 Curing :
The grout should not dry out where external restraint is provided in the form of
form-work, the top opening and all stray openings should be covered with wet
sack for at least 7 days.
The grout should be placed quickly and continuously either through the holes in
the base plates or from one side only to ensure complete filling without
entrapment of air. Grout should be properly spread and compacted by rodding.
Excessive vibration should be avoided.
Below the bed plates the grout should be compacted using long pieces of
doubled-over flexible steel strapping or chains. The forward and backward
movement of the strap or chain will assist in the flow of the grout into place.
Steps must be taken to keep the grout in full contact with the underside of the
bed plate until the grout sets; maintaining a small head of fresh grout in the
forms.
The amount of water required for proper concrete consistency shall take
into account the rate of mixing, length of haul, time of unloading, and
ambient temperature conditions.
Additions of water to compensate for slump loss should not be resorted to nor
should the design maximum water-cement ratio be exceeded. Additional dose of
be retarder be used to compensate the loss of slump at contractor’s cost.
Retempering water shall not be allowed to be added to mixed batches to obtain
desired slump.

5.25.3 Rebates fillets or internal splays each less than 0.005 m2 in cross sectional area.
5.25.5 For M-10 concrete no payment shall be made for any shuttering used.
5.25.6 For concrete for flooring on grade or for roadwork no payment shall be made
for any shuttering used. Stone metalling however shall be paid separately.
5.25.7 Rates for precast concrete shall include demoulding, handling, storing,
transporting and erecting at site, including all clamping, bracing that may be
required during erection including erection equipment.
1. Definition
The term "Formwork" or "Shuttering" shall include all forms, moulds, sheeting,
shuttering planks, walers, poles, posts, shores, struts and strutting, ties, uprights, wallings,
steel rods, bolts, wedges and all other temporary supports to the concrete during the
process of setting.
2. Materials
2.1 All facing formwork to come in contact with concrete in different elements of
the structure shall be of such material and size as specified on drawings or as
instructed by the Engineer.
2.2 Timber facing formwork to come in contact with concrete for "Exposed
Concrete Surfaces" shall consist of lap-jointed or tongue and grooved planks as
directed by the Engineer and no joint shall permit leakage of mortar at all from
cast-in-situ concrete.
2.3 The materials for other backing and supporting formwork and their sizes shall be
selected by the Contractor and shall be subject to the approval of the Engineer.
3. Design
The formwork shall be designed and constructed so that the concrete can be properly
placed and thoroughly compacted to obtain the required shape, position and level subject
to specified tolerances. It is the responsibility of the Contractor to obtain the results
required by the Engineer, whether or not some of the work is sub-contracted. Approval
of the proposed formwork by the Engineer will not diminish the Contractor's
responsibility for the satisfactory performance of the formwork, nor for the safety and
co-ordination of all operations.
4.1 Plain slab soffits, and sides of beams, girders, joists and ribs and side of walls,
fins, parapets, pardis, sun-breakers, etc shall be made with:
c Plywood plates not less than 12mm thick (IS:4990 - Specification for
Plywood for Concrete Shuttering Work) or 3mm thick with a 20mm
timber plank backing, of specified sizes stiffened with a suitable timber
framework.
4.2 Bottoms of beams, girders and ribs, sides of columns shall be made with:
a Steel plates not less than 5mm thick of specified sizes stiffened with a
suitable structural framework, fabricated true to plane with a tolerance of
+/- 2mm within the plate,
c Plywood plates not less than 12mm thick, of specified sizes stiffened with
a suitable timber framework.
5. Erection of Formwork
5.1 To avoid delay and unnecessary rejection of the Contractor shall obtain the
approval of the Engineer for the design of forms and the type of material used
before fabricating the forms. (ref. ACI 347 Formwork for Concrete or equivalent
I.S. Code).
5.2 All shutter planks and plates shall be adequately backed to the satisfaction of the
Engineer by a sufficient number and size of walers or framework to ensure
rigidity during concreting. All shutters shall be adequately strutted, braced and
propped to the satisfaction of the Engineer to prevent deflection under
deadweight of concrete and superimposed live load of workmen, materials and
plant, and to withstand vibration. No joints in props shall be allowed.
5.3 Vertical props shall be supported on wedges or other measures shall be taken
where the props can be gently lowered vertically during removal of the
formwork. Props for an upper story shall be placed directly over those in the
storey immediately below, and the lowest props shall bear on a sufficiently strong
5.4 Provision shall be made for adjustment of supporting struts where necessary.
When reinforcement passes through the formwork care should be taken to
ensure close fitting joints against the steel bars so as to avoid loss of fines during
the compaction of concrete.
5.5 If the formwork is held together by bolts or wires, these shall be so fixed that no
iron will be exposed on surfaces against which concrete is to be laid. In any case
wires shall not be used with exposed concrete formwork. The Engineer may at
his discretion allow the Contractor to use tie-bolts running through the concrete
and the Contractor shall decide the location and size of such tie-bolts in
consultation with the Engineer. Holes left in the concrete by these tie-bolts shall
be filled as specified by the Engineer at no extra cost.
5.6 Provision shall be made in the shuttering for beams, columns, and walls for a
port hole of convenient size so that all extraneous materials that may be collected
could be removed just prior to concreting.
5.7 Formwork shall be so arranged as to permit removal of forms without jarring the
concrete. Wedges, clamps and bolts shall be used wherever practicable instead of
nails.
The formwork for beams and slabs shall be so erected so that forms on the sides
of the beams and the soffit of slabs can be removed without disturbing the beam
bottoms or props under beams.
5.8 Surfaces of forms in contact with concrete shall be oiled with a mould oil of
approved quality or clean diesel oil. If required by the Engineer the contractor
shall execute different parts of the work with different mould oils to enable the
Engineer to select the most suitable. The use of oil which results in blemishes of
the surface of the concrete shall not be allowed. Oil shall be applied before
reinforcement has been placed and care shall be taken that no oil comes in
contact with the reinforcement while it is being placed in position. The
formwork shall be kept thoroughly wet during concreting and the whole time
that it is left in place.
A Removal of all dirt, shavings, sawdust and other refuse by brushing and
washing.
C The correct location of tie bars, bracing and spacers, and especially
connections of bracing.
5.10 The Contractor shall obtain the Engineer's approval for dimensional accuracies
of the work and for the general arrangement of propping and bracing. (IS:3696 -
Safety Code of Scaffolds and Ladders, IS:4014 Steel Tubular Scaffolding I & II)
It is imperative that for scaffolding heights of 3.6m and above timber posts or
steel scaffolding be used with adequate bracings at several levels in each
perpendicular direction connecting each prop. In addition to this diagonal
bracing should be provided in elevation ideally at 45 degrees on between 30 and
60 degree. Bracings with bamboos will not be permitted. When timber posts are
used the bracings shall consist of minimum 25mm thick wooden planks fixed to
each post with at least two nails. The contractor shall be entirely responsible for
the adequacy of propping, and for keeping the wedges and other locking
arrangements undisturbed through the decentering period. (IS 8989 safety code
for erection of concrete framed structures)
Exposed concrete surfaces shall be smooth and even, originally as stripped without any
finishing or rendering. Where directed by the Engineer, the surface shall be rubbed with
carborundum stone immediately on striking the forms. The Contractor shall exercise
special care and supervision of formwork and concreting to ensure that the cast members
are made true to their sizes, shapes and positions and to produce the surface patterns
desired. No honeycombing shall be allowed. Honeycombed parts of the concrete shall
be removed by the Contractor as directed by the Engineer and fresh concrete placed
without extra cost, as instructed by the Engineer. All materials, sizes and layouts of
formwork including the locations for their joints shall have are prior approval of the
Engineer or the Architect.
8. Tolerances
The Engineer may vary the periods specified in IS:456 if he considers it necessary.
Immediately after the forms are removed, they shall be cleaned with a jet of water and a
soft brush.
Formwork shall be removed carefully without jarring the concrete, and curing of the
concrete shall be commenced immediately. Concrete surfaces to be exposed shall, where
required by the Engineer, be rubbed down with carborundum stone to obtain a smooth
and even finish. Where the concrete requires plastering or other finish later the concrete
surface shall be immediately hacked lightly all over as directed by the Engineer. No extra
charge will be allowed to the Contractor for such work on concrete surfaces after
removal of forms.
11. Repropping
For multistoreyed buildings the floors may need repropping to support the loads of the
upper floors under construction. The extent of such repropping shall be as directed by
the Engineer (this does not normally exceed one fourth of the props provided above).
Such repropping shall not be paid for separately and the cost of such repropping shall be
deemed to have been included in the rates.
The Contractor shall not be permitted reuse of timber facing formwork brought new on
the works more than 5 times for exposed concrete formwork and 8 times for ordinary
formwork. 5 or 8 uses shall be permitted only if forms are properly cared for, stored and
repaired after each use. The Engineer may in his absolute discretion order rejection of
any forms he considers unfit for use for a particular item, and order removal from the
site of any forms he considers unfit for use in the Works. Used forms brought on the
site will be allowed proportionately fewer uses as decided by the Engineer. Use of

14. Measurements
14.1 Where formwork is paid for separately, measurements shall be of the area of
finally exposed surface requiring shuttering including curves, angles, splays,
mitres, bevels, etc. for which no special rate shall be allowed. The rates shall be
inclusive of all work connected with provision of formwork, its erection and
removal and treatment of the concrete surface immediately after removal of the
formwork.
14.2 No extra payment shall be made for holes to be made in formwork for inserting
electrical conduits, hooks for fans, for plumbing work.
14.3 Where boxes or pockets are required to be formed in the concrete, they will be
paid for separately at the Contract Rates, but in measuring the area of concrete
surfaces shuttered, no deduction will be made for openings up to 0.4m2. For
voids larger than 0.4m2 the surface of formwork forming the voids shall be paid
at rates of formwork set out in the Schedule and the area of voids deducted from
the face area of shuttering.
14.4 No deductions shall be made from formwork of main beams where the
secondary beam intersects it. Formwork to secondary beams shall be measured
up to sides of the main beams. No deduction shall be made from the formwork
to stanchion or column casings at intersections of beam.
14.5 No payment shall be made for temporary formwork used in concreting, nor for
formwork required for joints or bulkheads, in floors, or elsewhere, whether such
joints are to be covered later with concrete or mastic or other material.
1. Steel
Steel used in the works shall be either rounds conforming to IS:432, hot rolled deformed
bars conforming to IS:1139, Cold twisted bars conforming to IS:1566-1977, rolled steel
made from structural steel conforming to IS:226 or Thermo Mechanically treated
reinforcement of grade 500 conforming to IS 1786:1985, having elongation more than
14.5%. Any other steel specified for reinforcement shall conform in every respect to the
latest relevant Indian Standard Specifications and shall be of tested quality under the ISI
Certification Scheme.
All reinforcement work shall be executed in conformity with the drawings supplied and
instructions given by the Engineer and shall generally be carried out in accordance with
the relevant Indian Standard Specifications (IS:2502).
Every bar shall be inspected before assembling on the works and any defective, brittle,
excessively rusted or burnt bars shall be removed. Cracked ends of bars shall be cut out.
Specimens sufficient for three Tensile Tests for each different size of bar for each
consignment delivered, or for 10 tonnes of supply of that size, whichever is less shall be
sampled and tested by the Contractor. Batches shall be rejected if the average results of
each batch are not in accordance with the specifications.
3.1 As far as possible bars of the maximum length available shall be used. Laps
shown on drawings or otherwise specified by the Engineer will be based on the
use by the Contractor of bars of maximum length. In case the Contractor wishes
to use shorter bars, laps shall be provided at the Contractor's cost in the manner
and at the locations approved by the Engineer.
3.2 As and when necessary welded laps shall be provided as specified by the
Engineer.
4.1 All reinforcement shall be placed and maintained in the positions shown on the
drawings.
3 Bars must be cleaned before concreting commences of all scale, rust or partially
set concrete which may have been deposited there during placing of previous lift
of concrete.
The bars shall be cleaned with dry gunny bags if they are coated lightly with rust
or other impurities. On no account shall the bars be oiled or painted nor shall
mould oil used on the formwork be allowed to come in contact with the bars.
Cement wash to bars shall not be permitted.
5. Welding
5.1 Wherever specified all welding shall be carried in accordance with IS:2571. Only
qualified welders shall be permitted to carry out such welding.
5.2 For cold twisted reinforcement welding operations must be controlled to prevent
a supply of large amounts of heat larger than that can be dissipated. The extreme
non twisted end portion shall be cut off before welding. Electrodes with rutile
coating should be used.
5.3 The welding procedure shall be approved by the Engineer and tests shall be
made to prove the soundness of the welded connection.
6. Measurement
6.1 The weight of steel to be paid for at the contract rates shall be the weight of bars
as mentioned on the drawings or as instructed by the Engineer including stirrups,
ties, spacer bars, chairs and any other steel works specified as reinforcement but
excluding binding wire and cover blocks. Laps as specified on the drawings shall
be paid for. Laps required because of the contractor's use of shorter bars will not
be paid for.
6.2 The weight of any stirrup, tie bar shall be computed from the dimensions given
on the drawings or bending schedules. The weight in kg/metre shall be taken as
0.785 kg/metre per 100mm2 of cross section. The rate shall take into account
the rolling margin.

Painting
1. General
The Contractor will provide all materials and equipment required to complete the
works in every respect, whether such materials are required as part of the
permanent structures or temporary for fabrication or erection or maintenance
including specifically structural steel plates, flats, bars, welding rods, rivets, bolts
and nuts, paint, welding sets in the shop and at site, all workshop facilities,
derricks, cranes, pulley blocks, wire ropes, hemp or manila ropes, winches,
erection cleats and temporary braces or supports and all other materials required
to deliver the Works complete in every respect.
All labour required for fabrication and erection for any cleaning, making good,
rectifying, hauling, painting and for any other ancillary work required to complete
fabrication and erection.
1.2 The Contractor shall observe all safety requirements for erection of structural
steelwork as covered in IS:7205.
2. Drawings
2.1 The Engineer will supply to the Contractor profile drawings showing sizes of all
structural members and typical connection details.
2.3 The Contractor at his expense shall prepare all the necessary fabrication shop
drawings and these shall be submitted to the Engineer in duplicate and be
approved by him before fabrication is commenced. All such drawings shall show
the dimensions of all parts, method of construction, welding and bolting. A
further set of all approved fabrication drawings shall be supplied by the
Contractor for use of the Engineer as required.
2.4 Approval by the Engineer of drawings or any other particulars submitted by the
Contractor shall not relieve the Contractor of full responsibility for any
discrepancies, errors or omissions therein. The Contractor shall at his own
expense supply such additional copies of his working drawings as are required for
the use of the interested parties.
3. Material
3.1 Structural Steel : All structural steel shall be of tested quality and shall conform
to one of the following standards:
For steel procured by the Contractor he shall supply to the Engineer copies of
the manufacturers certificate that the steel brought to the site for incorporation in
the works is of a quality fully complying with the specification. It will be
necessary for the Contractor to arrange for testing of the steel samples as per
IS:1608, as directed by the Engineer from time to time.
3.2 Welding Electrodes : Welding electrodes used for the works shall conform to
IS:814(latest). Electrodes for British Steel (S355JR) shall conform to E70.18 -1 of
Advani Oerlikon or D&H Secheron electrodes. The electrodes shall be supplied
by manufacturer approved by the Engineer and shall be of the grade approved by
4. Plate material shall conform to IS:2062 having yield stress of 250 MPa.
3.4 For all other material required for the works, the approval of the Engineer shall
be obtained by the Contractor prior to the use of the material in the works.
4.1 For all the works, workmanship shall be of first class quality, throughout, in
conformity with IS:800-latest, and true to line, level and dimension as shown in the
drawings or instructed by the Engineer. If fabrication and erection is sub-
contracted, the Contractor shall obtain prior approval of the Engineer and only the
sub-contractor approved by the Engineer shall be used for the works.
4.2 All parts assembled for bolting shall be in close contact over the whole surface
and all bearing stiffeners shall bear tightly at top and bottom without being drawn
or caulked. The component parts shall be so assembled that they are neither
twisted not otherwise damaged as specified cambers if any shall be provided.
Drilling done during assembling shall not distort the metal or enlarge holes. The
butting surfaces at all joints shall be so cut and milled so as to butt in close
contact throughout the finished joints.
4.3 All holes shall be drilled. Punching of holes or hand flame cutting will not be
permitted.
4.4 All members shall be, as far as possible of single length without splicing. All
joints required in structure to facilitate transport or erection shall be shown on
the drawings or as specified by the Engineer. Should the Contractor need to
provide joints in locations other than those specified by the Engineer he shall
submit his proposals and obtain the prior sanction of the Engineer for such
joints. The lengths of structural members shall be the maximum normally
available in the market and jointing of shorter length in order to make up lengths
4.5 Each piece of steel work shall be marked distinctly before delivery, indicating the
position and direction in which it is to be fixed. Three copies of a complete
marking plan are to be supplied to the Engineer before erection commences.
4.6 In the case of welded fabrication any distortion remaining in the member after
welding operations are completed shall be rectified by and/or at the expense of
the Contractor to the approval of the Engineer.
4.7 All members of trusses and lattice girders shall be straight throughout their
length, unless shown otherwise on the drawings, and shall be accurately set to the
lines shown on the drawings. Sheared edges of gussets or other members to be
straightened and dressed where necessary.
4.8 Templates and jigs used throughout the work shall be all steel. In cases where
actual materials have been used as templates for drilling similar pieces, the
Engineer shall decide whether they are fit to be used as parts of the finished
structure.
4.9 Unless otherwise noted all hole diameters shall be 1.5mm larger than bolt
diameters.
4.10 All holes in plates shall be center punched, locations verified and then drilled
(Not gas cut)
4.11 Where necessary tapered or flat or spring washers shall be used with bolts.

5. Welding
5.1 All welding for the works shall be carried out by first class welders and shall be in
accordance with IS:816, IS:819, IS:1024, IS:1261, IS:1323 and IS:9595. The
Engineer may at his discretion order periodic tests of the welder and/or of the
welds produced by them. All such tests, shall be carried out by the Contractor at
his cost.
5.2 As much work as possible shall be welded in shops. The pieces shall be
manipulated to ensure down hand welding for all shop joints as far as possible.
All parts to be welded shall be arranged so as to fit properly on assembly. After
assembly and before the general welding is to commence the parts are to be tack
welded with small fillet or butt welds as the case may be. The tack welding must
be strong enough to hold the parts together but small enough to be covered by
the general welding. The welding procedure shall be so arranged that the
distortion and shrinkage stresses are reduce to a minimum.
5.3 All cleats, pads and cover plates shall have vent holes.
5.4 Welding joints in materials above 20mm thk. and all important connections shall
be made with low Hydrogen Electrodes
5.5 Electrodes larger than 4mm diameter shall not be used for root runs in butt
welds.
5.7 Each run of a weld except root and surface runs shall be moderately peened with
light blows from a blunt tool
5.8 No welding shall be done when the surface of the member is wet or during
period of high wind
5.9 Joints shall be preheated to 150o C minimum before starting welding and this
temperature shall be maintained in between welding.
5.11 Welders used for the works shall be tested and approved by the Engineer prior to
welding as per approved Welding Procedure Specification (WPS).
6. Testing of Welds
Only the NDT agency approved by the Engineer will be used for the works.
Columns/Beams/Crane Girders :
Butt welds (full penetration) in flanges and webs - 100% radiographic testing (IS:2595)
(before welding splice plates, if any).
Partial penetration butt welds or fillet welding of stiffeners, cover plates to flanges, etc. -
Ultrasonic testing (IS:4260) of 1 in 5 positions initially, decreased to 1 in 10 position if
failures are less than 1 in 10.
7.1 Sand blasting where specified shall be carried out in accordance with IS:1477.
7.2 Painting work shall be carried out in accordance with IS:8629 (Parts I to III).
7.3 The steel work, prior to delivery, shall be cleaned form scale, rust, dirt and grease
etc., but means of chipping, scraping and wire brushing using skilled operators as
described in the painting systems below. The cleaning shall proceed each day
over the extent of surfaces which can be painted on that day.
7.4 Site weld locations shall be left free from paint within 50mm of the weld
position, and contact surfaces in connection using High Strength Friction Grip
Bolts shall not be painted. Immediately after completion of erection all damaged
paint shall be scraped off and made good to the approval of the Engineer.
7.5 All paints and primers shall be of best quality conforming to the relevant Indian
Standards and shall be procured directly from the manufacturers. All paint to be
used shall be stored under cover in such conditions as will preserve it from
extreme of temperature and the paint shall be used and applied strictly in
accordance with the manufacturer's instructions.

7.8 The Contractor shall take all precautions to prevent dust and dirt coming in
contact with freshly painted surfaces or with surface being painted. The second
coat of paint shall only be applied when the first coat has dried.
8.1 The Contractor shall be responsible for checking the alignment and level of
foundation and correctness of foundation bolt centres, well in advance of starting
erection work, and shall be responsible for any consequences for non-compliance
thereof. Discrepancies if any shall immediately be brought to the notice of the
Engineer for his advice.
8.2 During erection the rough handling of fabricated materials such as bending,
straining or pounding with sledges shall be avoided. Any damage to the structure
during transportation or erection shall be immediately rectified by the Contractor
at his own cost. The straightening of bend edges of plates, angles and other
sections shall be done by methods which will not cause fracture.
Following the completion of the straightening, the surface of the member shall
carefully be inspected for damage and got approved by the Engineer before
further use.
8.4 All equipment used by the Contractor shall be sufficient for the purpose and for
the erection of the steel work, in the time specified in the contract. Any lifting
or erecting machinery shall be to the approval of the Engineer and shall be
removed from the site if he considers such appliances dangerous or unsuitable
for their functions. The approval of the Engineer shall not relieve the Contractor
of the responsibilities for the loads to which the erection equipment shall be
called upon to carry. Adequate arrangement shall be made to resist wind loads
and lateral forces arising at the time of erection.
8.5 The Contractor is entirely responsible for the stability of the structure during
erection and shall arrange that sufficient tack bolts, braces or guy ropes are used
to ensure that work will remain rigid until final bolting, rivetting or welding is
completed. The Contractor shall supply and fix, without extra charge, any
temporary bracing which may be necessary.
8.6 All steelwork shall be erected in the exact position as shown on the drawings. All
vertical members shall be truly vertical throughout and all horizontal members
truly horizontal, fabrication being such that all parts can be accurately assembled
and erected. No permanent bolting, welding or grouting shall be done until
proper alignment has been obtained.
8.7 At stanchion splices and at other positions where concrete cover to the steel is
liable to be restricted, bolts will be placed with their heads on the outside of the
members.
8.8 All field assembly bolting and welding shall be executed in accordance with the
requirements for shop fabrication excepting such as manifestly apply to shop
conditions only. Where steel has been delivered painted the paint shall be
removed before field welding for a distance of at least 50mm on either side of the
joints. The number of washers on permanent bolts shall not be more than two
for the nut and one for the bolt head.
Any error in shop work which prevents the proper assembly and lifting up of the parts
by moderate use of drift pins or reaming or cutting shall be immediately reported to the
Engineer and his approval of the method of rectification obtained in writing. Wrongly
fabricated material whose erection in the field necessitates extra work shall be the
10. Inspection
10.1 The contractor shall inform the Engineer of the progress in fabrication and as to
when individual pieces are ready for inspection. All gauge templates necessary to
satisfy the Engineer shall be supplied by the contractor. The Engineer may at his
discretion check the results obtained at the contractor's works by independent
tests and should the material so tested be found unsatisfactory, the cost of such
tests shall be borne by the contractor.
11.1 Before grouting of stanchion bases, the contractor shall take the following action:
b Clean all holes, openings, recesses and the top of foundations of all dirt,
mud, water, oil or other extraneous matter.
c A frame shall be placed in position around the base plate with a provision
for placing or injecting grout.
d The contractor shall provide screed bars or mild steel flats and fix them
in mortar.
11.2 Grouting of steel beams, steel stanchions, bases and bearings and encasement of
steelwork will be carried out by the contractor after the steelwork has been finally
aligned and leveled and approval of the Engineer obtained.
11.3 If bolt sleeves are provided, these shall be grouted as a separate operation using
readymade approved cement based non-shrink high strength grout. The
Contractor should get the Engineer’s approval for these grouts prior to using
them.
11.4 The space between the top of the foundations and the underside of the base plate
shall be completely filled with readymade approved cement based non-shrink
high strength grout. The Contractor should get the Engineer’s approval for these
grouts prior to using them.
12.1 The holding down and anchor bolts should conform to the requirements laid
down in IS:1367 or as directed by the Engineer.
12.2 Installation : All foundation bolts shall be located in position precisely using a
suitable template. Individual bolts in groups of holding down bolts shall be
positioned accurately within a tolerance of + 6mm. The bolts shall be set
vertically to a tolerance of not more than 1 in 250.
12.3 During the casting of concrete the contractor shall ensure that space between the
bolt and sleeves (wherever provided) is kept clean after removal of shuttering.
The contractor shall provide and fix timber plugs to maintain this space in a clean
condition. The projecting threads of bolts shall be protected by approved
wrapping materials.
12.4 Grouting of bolt tubes (wherever provided) shall be carried out after the
steelwork or equipment have been aligned, plumbed and levelled.
13.2 The maximum deviation for line and level shall be +/- 3.0mm for any part of the
structure including for location of column centres.
13.3 Columns -:
13.4 For trusses, the deviation at the centre of the upper chord member from vertical
plan running through the centre of the bottom chord shall not be more than
1/1500 of span but in no case more than 10.0mm. The lateral displacement of
top chord at centre of span form vertical plane running through centre of
supports shall not be more than 1/250 of the depth of truss but in no case more
than 20.0mm.
13.5 The crane rails shall not deviate from the true location by more than + 2.0mm.
14.1 The pricing must include for all rolling margins, extras for length and size,
allowance for waste, complete fabrication, delivery and erection, and caulking the
gap between base plate and foundation, and primer coats of paints as specified.
The final coats of paints, however, will be measured and paid separately on the
basis of tonnage fabricated and erected.
14.2 Any temporary strutting, tieing or anchor bolts, black bolts, fasteners, welding
required to withstand the stresses of erection and carrying of plant are to be
included in the price.
14.3 The payment for the steelwork will be for the weight of the steelwork actually
erected, i.e. plates, rolled sections, shear connections, cleats, splice plates.
14.4 Unless otherwise specified, foundation and anchor bolt assemblies shall be
measured separately including nuts and washers.
1. Scope of Work
1.1 These specifications cover the works of providing pile foundations. Work
included consists of all necessary services and furnishing of all labour material,
tools, equipment and related items for the full and satisfactory performance of
the contract, conforming to these specifications and as shown in the Contract
Drawings or reasonably implied therein or any authorised conditions or
alterations thereto.
1.2 The tenderer is advised to visit the site and familiarise himself with the conditions
at site. Neither the Client, nor the Architect, nor the Consulting Engineer shall be
held responsible for the accuracy of the soil data furnished in good faith on the
tender drawings.
1.3 The construction of piles shall be in accordance with the following Indian
Standard Codes of Practice for Design and Construction of Pile Foundations :
1.4 With his tender the Contractor shall submit detailed methodology for
construction of piles. He shall also give the sequence of construction of piles.
The Contractor shall also indicate the methods he proposes to adopt to prevent
necking of piles. These documents with mutually agreed modifications if any,
shall from part of the contract.
Not less than 2 weeks before any piling work is commenced the Contractor shall
submit to the Project Management Consultants (PMC) for approval full details of
his proposed piling plant, and detailed method statements for carrying out the
Works. Such details shall include where applicable a full description of the piling
frame, hammer, helmet and packing, method of handling, pitching and
supporting the piles before and during driving, the proposed driving procedure
to obtain the required penetration, and such further information as the PMC may
require. Details of casings and concreting methods in respect of any driven or
bored cast in place concrete piles are to be provided.
The Contractor shall not commence any piling until the plant and methods which
he proposes to use have bean approved by the PMC/Structural Engineer but

such approval shall not relieve the Contractor from any of his obligations and
responsibilities under the Contract. If for any reason the Contractor wishes to
make any change in the plant and methods of working which have been
approved by the PMC/Structural Engineer, he shall not make any such change
without having first obtained the PMC's written approval thereof.
1.5 The Contractor shall quote rates as detailed in the Schedule of Quantities and
Rates.
2. Materials
2.1 General
Unless otherwise specified in this section all materials shall conform to the
requirements specified in separate sections for Concrete and Reinforcement.
2.2 Cement
The cement used shall be ordinary Portland Cement conforming to one of the
following Indian Standard Specifications :
The concrete shall be of grade M30. The maximum size of coarse aggregate shall
not exceed 20mm. For cast-in-situ piles concrete with a slump of 150 to 175mm
(consistent with the method of concreting) will be required. Minimum cement
contents shall not be less than 430 kg/m3 of concrete for cast-in-situ piles.
2.5 Reinforcement
The casings and tremie pipes shall be in mild steel. The temporary casing plates
and permanent liners shall have adequate wall thickness (approved by PMC) and
strength to withstand driving stresses, stresses due to soil pressure, etc. Without
damage or distortion all joints shall be water tight. The diameter of the casing
shall be such as to yield the specified nominal diameter of piles.
2.7 The drilling mud shall conform to the requirement of Indian Standard Code of
Practice for Design and Construction of Pile Foundations IS:2911 (Part I).
3.1 Diameters of the piles shall be the concrete shaft diameters and shall not be less
than the diameters specified in the drawing.
3.2 These shall be formed by boring to the founding strata specified on the drawings
or as directed at site. The sides of the boring shall be prevented from collapsing
by one of the following :
3.3 The method adopted shall be chosen giving due consideration to the subsoil data,
ground water conditions and to the other relevant conditions at site as well as to
the presence of adjacent structures.
3.4 The bottom of the steel lining shall be sufficiently in advance of the boring tool
so as to prevent settlement of outside soil and formation of cavities.
3.6 Boring shall be done using a bailer, or direct mud circulation method or reverse
circulation method. Chisels will have to be used for hard strata.
3.7 The size of cutting tool shall not be less than the diameter of the pile minus
75mm.
3.8 The level of drilling mud shall be such that the pressure exerted by the drilling
mud is always greater than the pressures exerted by the soils and external ground
water. The level of the drilling mud shall be maintained at least 1m above the
level of external ground water. Adequate temporary casings shall be used to
ensure the stability of the strata near ground level.
In case of rapid loss of drilling fluid from the excavated bore, the excavation shall
be backfilled without delay and further instructions obtained from the Engineer
before resuming excavation.
3.9 All reasonable steps shall be taken to prevent spillage of drilling mud on the site
in areas outside the immediate vicinity of boring. Discarded bentonite shall be
removed from the site without delay.
3.10 Pumping from a bore hole shall not be permitted unless a casing has been driven
into a stable stratum which prevents flow of external ground water from other
strata in significant quantities.
3.12 In case of dry bores inspection shall be carried out from the ground surface for
bores less than 750mm. For larger diameter bores equipment shall be provided
to enable the Contractor and the Engineer or their representatives to descend
into the boring for the purpose of inspection.
3.14 The concrete for piles underwater or in drilling mud shall be placed with a tremie
pipe. The tremie pipe shall not be less than 200mm diameter for 20mm
aggregate. The joint between the hopper and tremie pipe as well as the joints in
It is essential that the water level within the pile bore be in equilibrium before
commencement of concreting.
3.15 The Contractor shall ensure that heavily contaminated drilling mud has not
accumulated at the base of boring since this could impair free flow of concrete
from the tremie pipe.
3.16 If the specific gravity of the drilling mud at the base of the bore exceeds 1.20 the
placing of concrete shall not proceed.
3.17 The first charge of concrete shall be placed in the hopper over a sliding plate of
the bottom of the hopper. The charge should be adequate in volume to ensure
flushing action to prevent mixing of water or drilling mud and concrete.
Alternatively floating plugs of approved specification may be used before the first
charge of concrete.
3.18 The tremie pipe shall at all times penetrate the previously placed concrete with a
adequate margin against accidental withdrawal. The tremie pipe shall not be
withdrawn until the completion of concreting. At all times a sufficient quantity of
concrete shall be maintained within the pipe to ensure that the pressure from it
exceeds that from the drilling fluid.
3.19 Spot measurements shall be taken at suitable intervals to check that the tremie
pipe has an adequate penetration into previous concrete.
3.20 Concreting of the pile shall be in one single and continuous operation. In case of
long piles of large diameter, large size mixers or more mixers shall be used so that
the entire concreting operation is completed in not more than two hours. In case
of RMC adequate arrangement to be made at site by way of mixer etc., so that to
achieve continuous concreting.
3.21 The top of concrete in a pile shall be brought above the cut-off level since the
top concrete is loose and is weak because of contamination with water/drilling
mud. This ensures good concrete at the cut-off level.
3.22 Concrete shall be cast at least 500mm above the cut-off level for cut-offs upto
1.5m below ground level. For deeper cut-offs additional coverage of 150mm will
be required for every metre of additional increase in the cut-off below ground
level. If the cut-off is below the level of external ground water, additional
coverage over and above the values prescribed above shall be determined by
considerations of pressure required to be maintained on the unset concrete.
3.24 No concrete shall be placed in the bore once the bottom of the casing has been
lifted above the top of concrete.
3.25 After each pile has been cast any empty bore shall be protected and carefully
backfilled as soon as possible with approved materials.
3.26 Complete boring and concreting records shall be sent to the PMC or Consulting
Engineers for each pile. The records shall include the duration of concreting
tremie pipe lengths, actual lengths of pile concreted and the volume of concrete
placed, etc. For piles with temporary casings records of sequence of casing
withdrawal and levels of concrete before and after withdrawal shall also be
included in the reports.
3.27 The Contractor shall inform the Employer's Representative each day of the
programme of piling for the following day and shall give adequate notice of his
intention to work outside normal hours and at weekends, where approved.
The Contractor shall submit to the Employer's Representative on the first day of
each week, or on such other date as the Employer's Representative may decide, a
progress report showing the rate of progress to that date and progress during the
previous week or period of all main items of piling works, as required by the
Employer's representative.
4. Alignment
4.1 The Contractor shall establish and maintain permanent datum level points, base
lines and grid lines to the satisfaction of the Employer's Representative and shall
set out with a suitable identifiable pin or marker the position of each pile. The
setting out of each pile shall be agreed with the Employer's Representative at
least 8 working hours prior to commencing work on a pile and adequate notice
for checking shall be given by the Contractor.
4.3 After all piles are cast and weak concrete is chipped out the Contractor shall
submit the drawing showing the exact location of piles with respect to the
column centre line.
4.5 The Contractor shall maintain a record of actual pile locations in the form of a
drawing and submit the information to the Engineer at suitable intervals.
5.1 The Contractor shall carry out the piling work in such a manner and at such
times as to minimize noise and disturbance.
5.2 The Contractor shall take precautions adequate enough to avoid damage to
existing services and adjacent structures. Fig.1 of IS:2974 (Part 1) - 1982 may be
used as a guide for studying qualitatively the effect of vibration to persons and
structures. In case of deep excavation adjacent to piles, proper shoring or other
suitable arrangement shall be done to guard against the lateral movement of soil
stratum or releasing the confining soil stress. Any such damage shall be repaired
by the contractor to the satisfaction of the PMC.
5.3 The Contractor shall ensure that damage does not occur to complete piling
works and shall submit to the PMC for approval his proposed sequence and
timing for driving or boring piles having regard to the avoidance of damage to
adjacent piles.
6. Obstructions
If during the execution of the Works the Contractor encounters obstructions in the
ground, he shall forthwith notify the PMC accordingly, submit to him details of
proposed methods for overcoming the obstruction and proceed according to the PMC
instructions.
7. Testing
7.1 The load tests shall be in accordance with the Indian Standard Code of Practice for
Design and Construction of Pile Foundations IS 2911 (Part IV) Load Tests on Piles.
7.2 In the absence of previous experience with the proposed type of piling in the vicinity
especially when the piles are not founded on rock, at least two initial tests shall be
performed to establish the suitability of the pile foundation as well as its safe load
7.3 Routine tests are performed as a check on the load carrying capacity and settlements of
the pile foundations. At least one routine test shall be performed for every 100 piles
unless otherwise specified by the Engineer.
7.4 The Contractor shall give the Engineer at least 48 hours notice of the commencement of
construction of these piles which are to be subjected to Initial Tests.
7.5 The load tests shall not normally be conducted unless the concrete is at least 28 days old.
7.6 All testing shall be done under the direction of experienced personnel conversant with
the equipment and the testing procedure.
7.7 Before the commencement of the tests all the particulars regarding the test pile including
boring data and concrete cube strengths shall be made available at site and shall form a
part of the test report.
7.8 On completion of each load test the Contractor shall submit a report of the load test
which shall include the following information.
a. Description of soil conditions, ground water table, actual boring and installation
records, concrete cube test results.
b. Method of load application
c. Load settlement readings during loading and unloading
d. Time load-settlement curve
e. All other observation relevant to the test being conducted.
8. Defective Piles
8.1 The PMC or Structural Consultant reserves the right to reject any pile which in
his opinion has not been constructed in accordance with the specifications.
8.2 The Contractor will not be paid for rejected piles. The increase in cost of the pile
caps, tie beams and other measures including cost of redesigning these elements
adopted for strengthening as a result of rejection of defective piles shall be borne
by the Contractor.
9.1 The Contractor shall be paid for the length of each pile as measured from the
actual founding level to the point of the vertical cut-off. The Contractor's rate
shall include all items of work including boring, chiselling as specified,
concreting, reinforcement, handling, and all other items of work for the
satisfactory completion of the pile foundations.
9.2 Pile load tests shall be measured and paid for separately.
On completion of the work, the Contractor will submit a plan showing the exact location
and length of each pile as constructed at site, as well as dates of concreting, cube test
results etc. The original tracing of this drawing shall be submitted to the PMC or
Consulting Engineer.

The site is located at 1930 Rajdanga Main Road, Kolkata – 700 089.
The project scope is carrying out the Piling, Civil, Structural and Brick Work for the Taj Gateway Hotel
at Kolkata.
BILL OF QUANTITIES
The Contract shall be governed by the General Conditions in the FIDIC Conditions of Contract for
Construction for Building and Engineering Works designed by the Employer, first edition 1999 as amended
by the Particular Conditions.
The Tenderer should note the Tender Documents including Annexures, Amendments and Special
Conditions applying to the General Conditions of Contract.
Notices to Tenderers and/or Addendums may be issued during the tender period to clarify or amend Items
contained in the Specification and Bills of Quantities. Such notice or notices are to be incorporated into the
tender and are to comply with all clauses in all respects.
Before a tender is accepted, the selected Tenderer shall carefully check the priced Bills of Quantities and
accept full responsibility for any undetected errors in the rates, etc., inserted.
Work covered by any Provisional Sums or Prime Cost Sums included shall be valued in accordance with
the conditions of contract.
METHOD OF MEASUREMENT
The Bills of Quantities have been measured generally in accordance with the Handbook of Method of
Measurement of Building Works, First Revision, the relevant parts of IS 1200 and as amended. Where a
different method of measurement has been adopted such method is usually described with or preceding
the item or items concerned and shall either supersede or amplify the requirements of the Standard Method
of Measurement.
The Tenderer should note that full details shown on the Drawings and full descriptions contained in the
Specification have not been fully repeated in these Bills of Quantities and should refer to the Tender
Documents for full particulars and descriptions of workmanship and materials and include for the full intent
and meaning thereof in the prices of the items herein.
If the Tenderer notes any item shown in the drawings / specifications that in his opinion is not covered in
the Bill of Quantities, he should immediately seek clarification from the Engineer. If required, the engineer
will issue an addendum in consultation with the QS / Cost Consultant.

Unless otherwise stated herein the items in the Bills of Quantities shall be deemed to include:
a) materials and goods including materials required for lapping, jointing and the like and all costs in
connection therewith such as conveyance, delivery, unloading, storing, returning packings,
handling, hoisting and lowering;
b) square, raking, splay and circular cutting;
c) waste of materials;
d) labour and all costs in connection therewith including the labour in drilling, setting, fitting and fixing
of materials and goods in position;
e) establishment costs, overhead costs and profit;
f) plant and equipment;
g) taxes, overtime, bonus and incentive payments, duties and royalties;
h) protection of work against damage
Standard Measurement and Prices clauses are not repeated within each Bill Section.
Unless otherwise stated in the Standard Method of Measurement or herein, work has been measured NET
as fixed in position.
Unless otherwise stated the forming of ends, angles, return ends and the like and junctions between
straight and raking and/or circular work shall be deemed to be included with the work in which they occur.
The description of any item may refer to Specification clauses or Drawing numbers where such reference is
of assistance in the description of the measured items. Reference to other documents is limited to those
which are particularly identified in the Specification or Drawings.
Sizes stated may be nominal only so all sizes must be checked with details and/or site measurement
before manufacture.
Measurement and prices are deemed to include for any additional costs in complying with the program,
access limitations and maintenance of existing functions and services as set out in the Contract
Documents.
All prices in the Bills of Quantities shall include all taxes and duties with the exception of Work Contract Tax
and Service Tax.

A. EARTHWORK
1) All concrete shall be ready mix. If site mixed concrete to be used, shall be only weight
batched, with prior permission of Engineer-in-charge.
2) The contractor is entirely responsible for the design of concrete mixes. The design is
however to be approved by the Engineer.
3) Concrete M-30/20 means conrete mix M-30 grade using maximum size coarse aggregates
20 mm.
4) Rate shall be inclusive of providing and placing concrete as per items given below.
Shuttering and reinforcement shall be paid separately unless otherwise mentioned.
7) Rates shall be inclusive of cost of super plasticiser (and any other admixture required) of
approved quality and of approved dosage.
10) All defective concrete, if accepted by the engineer shall be repaired by the contractor at his
own cost, using approved epoxy mortar or Polymer based mortar as per manufacturers
specifications.
11) The rate shall include the cost of applying 2 coats of polymer bonding agent on all surfaces
of old or new concrete at construction joint prior to concreting against the same.
12) Use of the fine sand of (FM 0.9 to 1.0) for proper binding is a must.
13) Screening of metal - I and II for removing excessive flaky under and over size material,
stone dust etc. is a must.
15) Concrete surfaces are required to be hacked immediately after the removal of formwork as
directed by the Engineer-in-charge wherever required additional rate shall not be paid to
contractor for hacking.
16) Contractor should make arrangement for table vibrator for casting the cover blocks of
required size and grade.
17) Rate shall be inclusive of providing cover blocks. Cover blocks shall be made of the same
grade of concrete of structural member in which the blocks are to be used.
18) All joints in shuttering shall be sealed by use of 5 mm thick conpressible material gaskets
and fixing agent.
19) Total chloride content in concrete shall not be more than 0.06% by weight of cement used
as per IRC SP-33
20) Construction joint shall be minimum in numbers and their location shall be approved by the
Consultant. Construction joints shall be treated properly with bonding coat of approved
material to be appplied at the old concrete before commencing the fresh concreting
21) In form finish surfaces the patterns to be provided for the formwork shall be as per
Architect's suggestions
22) All sack - rubbed surface shall be sack rubbed with white cement of suggested proportion
as per Architect's approval.
23) All concealed items like conduits, junction boxes, fixtures etc. shall be located as per details
and locations to be approved before casting.
24) All vertical lifts for walls, columns and all joints in formwork for slabs, beams and wall
surfaces to be designed as per pattern to meet Architects's requirement form finished
concrete.
25) Opening to be provided in parapet with groove wherever shown in drawings / detailed by
Architect.
C) FORMWORK
1) Contractor should submit for the consultant's approval design and drawing for all formwok
showing sizes of member including props and its foundation. Final responsibility for
formwork design rests with the contractor.
2) A mocking of formwork for columns, typical column-beam junction, beams should be made
and only after obtaining approval of the mockup, the contractor will be allowed to proceed
with the work.
3) All surfaces of concrete elements shall not be treated in any way unless otherwise
instructed.
4) All concrete surfaces shall have smooth and even finish originally by themselves without
any finishing or rendering. In case the Engineer is not satisfied with the finish obtained,
remedial measures for improving them shall be carried out by the contractor
5) Rates quoted shall be for straight formwork at all levels unless otherwise specified.
6) Rate shall include use of 5mm thick compressible gasket materials, fixing agent, adhesive
tape and mechanical buffing of shuttering plates.
9) when plywood shuttering is used only new material shall be permitted for its first use at site,
and its number of uses will be solely with discretion of Engineer-in-charge.
10) Providing cutouts, holes, slits, depression etc. for electrical fixtures shall not be paid
separately.
11) Size of the panels used for exposed concrete finish areas shall be approved by the
Engineer-in-charge / Consultants.
12) In case concreting of floor slabs and beams is carried out before the concrete of tower
supporting floor has attained 28 days design strength, supporting props shall be extended
to one floor below.
D) REINFORCEMENT
1) Overweight of the steel shall not be considered for calculating consumption and payment
purpose, I.S.I constant for weight of different dia of bars shall be considered for payment as
well as consumption purpose.
3) Where required column reinforcement bars are to be lapped in the middle portion of
columns as per ISL13920. Proper arrangement shall be made to support reinforcement
projecting above floor level.
4) The Contractor is to prepare a complete bar bending schedule and get the same approved
by the Engineer in charge. The cost of this is deemed to have been included in the rate

Connected civil work such as cut-open the surface for treatment, insertions like nozzles at
require places. Protecting the treated surface and other works in progress and redoing in
case of any damage.
The description and specification for treatment contained in the Bill of Quantities is indicative
only and is meant to set out a general outline of the Proprietary system as commonly
understood. The eventual requirement is performance oriented to achieve total termite
proof expected from the system that is adopted. Since the systems, both in materials and
methodology of application, are proprietary, the onus of examining the drawings, BOQ,
specifications and site conditions lies on the Contractor. The prices quoted shall be
comprehensive and appropriate and shall include all the applicable items envisaged in the
system, whether or not they have specifically described in the documents / information
supplied.
Anti-termite treatment shall be guaranteed for a period of 10 (Ten) years in an approved
proforma acceptable to the Owner on a stamp paper.
Material Safety Data Sheet to be submitted and approved prior to use at site.
1.01 Pest Control Providing pre-constructional Anti-termite treatment by treating bottom surface and sides of sqm
excavation, back fill in immediate contact with foundation, top surface of plinth filling (at the
rate of 5 litres of an emulsion concentrate of 1.0 percent of Chlorpyrifos. 20EC or equivalent
approved chemical per square metre of surface area), Treatment to the soil along with
external perimeter of the building by punching holes of 12 to 15 mm diameter about 300 to
600 mm deep at 150 mm centre to centre as close to the wall as possible and inject 1.0%
Chloropyrifos at the rate of 7.5 Lt emulsion concentrate per Sqm. and sealing the same with
proper filling etc. complete through approved manufacturers with 10 years guarantee bond
and as per specifications complete (IS 63 13 part III) (Only plinth area of building at ground
floor for all the above operations will be measured for payment)
2.00 MASONRY
Rates quoted for all items shall include the cost of the following
(a) All scaffolding, ladders, platforms, staging and plant required in the execution of work to
any height and depth
(b) Hacking and Roughening of concrete or other surface in contact with masonry for
bondage.
(c) Raking cut joints to 12mm depth either for plastering or pointing

The under surface is finished with a polyethylene foil of 12 micron thickness. The total
membrane thickness is 4mm and minimum weight 4.2 to 4.5 kg/m² including coating with

1) The Obligor hereby unconditionally and irrevocably undertakes and covenants to pay to the Employer
forthwith upon demand in writing a sum or sums not exceeding in the aggregate Indian Rupees
(INR ) (hereinafter called "the said sum").
The demanded sum shall be paid to the Employer in full immediately without any reference to the
Contractor nor requiring any proof that the Employer is entitled to such reimbursement or utilising such
sum in accordance with the Contract and notwithstanding the existence of any dispute between the
Employer and the Contractor arising from or in connection with the Contract or in respect of any amount
payable thereunder and notwithstanding any request or instruction by the Contractor not to pay the
same. Payment of any sum so demanded shall be made in full without any set-off, deduction or counter-
claim whatsoever. The Employer shall be entitled under this clause to more than one (1) demand
provided that the said sum is not exceeded.
2) The demand shall be sent by hand or AR Registered post to the registered address of the Obligor.
3) The Obligor shall not be discharged or released from this Performance Bond by any modification,
amendment or variation in or to any of the conditions or provisions of the Contract or by reason of any
arrangement made between the Contractor and the Employer with or without the assent of the Obligor,
or by any breach of the Contract or invalidity of the Contract or by any alteration in the obligations
undertaken by the Contractor or by any forbearance, whether as to payment, time, performance or any
matter afforded to the Contractor.
4) This Performance Bond shall remain in full force and effect from (insert Commencement Date) to (insert
date which is inclusive of the Defects Notification Period plus 90 days), or until the date of the issuance
of the Performance Certificate under the Contract, whichever is the later.

the Contractor shall in any way release us from any liability under this guarantee, and we hereby waive notice
of any such change, addition or modification.
This guarantee shall be valid until 28 days from the date of issue of the performance certificate. We understand
that the Contractor will be required to extend this guarantee if the performance certificate has not been issued
by the date 28 days prior to such expiry date. We undertake to pay you such guaranteed amount upon receipt

The Tenderer shall inspect the site prior to the submission of the tender to satisfy himself with the site
conditions and sign this declaration as an evidence of such site visit.

The Tenderer shall provide details of the works he intends to subcontract and the proposed Subcontractors in
the table below. The Tenderer shall not include any work that is a subject of a Prime Cost sum in the tender
document.
