Write up of Accomplishments

Personal Profile

PMSg Atty. Michael Evans C Pastor was born on May 29, 1985 at Davao City
of parents Myrna Castromayor Pastor and Retired SPO2 Eulogio Canja Pastor Jr.
Being a son of a Police Officer, the nominee lived a simple life until the hard and
expensive city life forced their family to transfer residence at Brgy. Del Monte,
Talacogon, Agusan del Sur where he finished his Elementary Education at the Del
Monte Elementary School and his Secondary Education at the Del Monte National
High School consistently as Class Valedictorian and recipient of numerous Academic
Awards. At college, he entered the prestigious Ateneo de Davao University as an
Academic and DOST Scholar and finished his degree on Bachelor of Secondary
Education major in Physics in the year 2006. On the same year, he took and passed
different eligibility examinations to include the Licensure Examination for Teachers
(LET), the Civil Service Professional Exam (CS Prof), and the NAPOLCOM Entrance
Exam.

Despite being a licensed teacher, the calling for police service still prevails on
him and thus he entered police service on December 1, 2006 as Police Officer 1.
After his training, he was assigned to the 1st Company of the then Regional Mobile
Group 11 as rifleman and assigned in detachments located at the Municipalities of
San Isidro and Cateel in the province of Davao Oriental until he was transferred to
the RMG Battalion Headquarters and designated as the Operations PNCO. In the
year 2009, he was reassigned to the City Mobile Group of the Davao City Police
Office. In 2010, he was assigned to the IDMB Office wherein he decided to take up
law school at the University of Mindanao.

After the grueling years of studying law while at the same time working as the
Pre-Charge Investigator and Government Prosecutor of the Davao City Police Office,
finally he finished his law degree in the year 2016 but was not able to take the bar
exam that year due to some financial difficulties. In the year 2017, however, he took
the bar exam and successfully passed the same and was admitted as a member of
the Philippine Bar on June 4, 2018. After becoming a lawyer, he decided not to leave
the Davao City Police Office and thus was designated by that office as its Legal
Officer and Chief of Discipline, Law and Order Section (DLOS).

Administrative Accomplishments

Having been assigned as the Legal Officer of the Davao City Police Office,
the nominee has provided the most celebrated city police office of the nation with the
legal and administrative assistance that it needs and deserves. As the head of the
Discipline, Law and Order Section, he managed to supervise the conduct of pre-
charge investigation against erring personnel leading to 35 personnel charged
administratively, 6 of which were dismissed from the service, 3 were reprimanded,
10 were suspended and 16 were exonerated from the charge, all of these cases
been dispensed properly and accordingly to the procedure set by the NAPOLCOM
Memorandum Circular 2016-002. (Attached is a copy of the Data on Administrative
Cases). Such proper disposition of cases causes the decrease in personnel
committing infractions and thus effectively implements the internal cleansing
program of the PNP.

Likewise, the nominee provides for legal assistance to the Police Office and
its personnel by giving legal opinions on doubtful police operations or requests for
police assistance (Attached are copies of Issued Legal Opinions), drafting Motion for
Reconsideration to contest the Prosecutor’s Resolution dismissing a case filed by
our police officer (Attached is a copy of a Drafted Motion for Reconsideration),
helping police personnel make answers, counter affidavits, and position papers when
they were charged with cases while in the performance of their duty.

Also, the nominee provide lectures to PNP personnel and even to the Civil
Security Unit of the Public Safety and Security Command Center (PSSCC) of the
City of Davao to educate them of the law and other legal knowledge that they need
for them to effectively and efficiently perform their duties as the security forces of
Davao City (Attached are copies of Certificates and Pictures). This contribution of the
nominee to the City Government of Davao shows his dedication to serve not only the
PNP as organization but the public in general.

Lastly, the nominee has always been behind of all the major and minor
accomplishments of the Davao City Police Office. He consistently extend assistance
to the City Director and his Station Commanders, always ready to assist them and
provide legal advice or opinion whenever there exist legal issues in police operations
and actions. He likewise assisted the Investigation and Detective Management
Branch (IDMB) and other investigation offices of the police stations in the preparation
of legal documents that are needed in filing of cases, especially those which are
considered as sensational or trivial.

Although not too much highlighted, the nominee’s participation in the Davao
City Police Office’s notable accomplishments is undeniable. His presence as the
unit’s legal officer not only caused the effective delivery of service to the people of
Davao City but also has became the shield that protects its personnel from the
harassments caused by private individuals who tried to evade from the arms of the
law by throwing false charges and accusation to our working police personnel.
