JOB PURPOSE / OBJECTIVE

Material inspection, None Destructive Examination and quality Control activities of repairs & new
fabrications of static equipment, piping, steel structure. Maintain inspection and Quality activities for
MOC and projects. Lead repairs of Piping and Static Equipment, Steel Structure Painting according to
international requirements and standards.

KEY ACCOUNTABILITIES
People Management
 Monitor contractor’s performance and quality of services to ensure compliance with their
contractual obligations.
 Witness Factory Acceptance Test or Site Acceptance Test of new valves, Static equipment.
 Participate in plant modifications and technical studies.
 Control identification and recommendation requirements for specialized contractor work.
Control inspection and Quality activities of welding repairs & new fabrications of static
equipment, piping and steel structure.
 Review material & its certificates. Organize PQR/WQR, welds Check quality and NDE.
 Attend PWHT & hydrostatic test. Coordinate ASME certification (if any) and issue welding
traceability & completion report.
 Ensure all welders are tested and certified.
 Follow-up regular reporting of integrity compliance and trace actions for improvements of
integrity record.
 Supervise implementation of related mechanical engineering procedures/strategies such as:
MOC, Qualification of Welders, Control of Welding, Inspection Administration and
archiving …etc.
 Review and approve RAT sheet, ITP, Repair procedures and Welding Repair Procedure for
piping & static equipment.
 Verify the delivered materials (piping, fitting, valves and static equipment) against the purchase
order and certifications.
 Coordinate the inspection and Quality activities, resources & tools before, during and after
major shutdowns.
 Monitor the inspection and Quality activities effort and actively pursue improvements in
efficiency and cost effectiveness.
 Participate in the preparation of job specification/job scope of contracts and assist in bids
evaluation as required.
 Prepare dedicated repair procedure, provide repair technique, inspection and testing
requirements and follow up their implementation.
 Participate in the preparation the scope of work on engineering and projects, material receiving
& certification and follow up the fabrication, installation, and inspection & testing.
Root Cause Failure analysis and Reliability Improvement
 Participate in Root cause failure analysis on all repeated failures and all Safety Critical
equipment failures.
 Generate inspection reports with recommendations and follow up until the recommendations
are implemented.
 Involve OEM, expertise from CPChem / external resources if required and lead the effort in
establishing contact and following through the investigation
 Actively participate in Reliability improvement teams and identify reliability improvement
opportunities, develop plans on reliability improvement and take actions to get them
implemented

Policies, Systems, Processes and Procedures


 Contribute to the identification of opportunities for the continuous improvement of
departmental systems, policies, processes and practices taking into account ‘international
leading practices’ in order to improve productivity and operational efficiency.
 Provide critical input to support the development of Equipment Reliability Section’s systems,
policies, processes, and procedures in order to meet business requirements.
 Ensure team members comply with all Equipment Reliability Section’s policies, processes,
standard operating procedures and instructions so that work is carried out in a controlled and
consistent manner.
Reporting
 Prepare relative reports in a timely and accurate manner in order to meet the departmental
requirements, policies and standards.

 Reports to Section Head, Engineering Inspection, and oversee and manage all Inspection
Engineering Activities by the Inspection Engineers. Ensures that Inspection Engineers will attend
the relevant OME team meetings. Ensure EIS Compliance, Inspection Program Implementation,
Failure Investigations, Bad Actor Listing, and Reviews on OSI Program are performed by the
Inspection Engineers in a timely manner.
 Enforce strict compliance to industry codes and standards related to integrity inspections
performed by the AIMD. Review major inspection findings and provide Engineering Support to
enhance overall AIMD Quality and reputation. Ensure the relevant inspection reports (IWS and
IRs) are issued with desired quality and comprehension and to expected accuracy.
 Review and assess the effectiveness of Inspection Programs executed (Facility Wide) and initiate
necessary revisions or alternative plans to reach the desired integrity goals without
compromising the safety of the plant and quality of inspection.
 Implement Cost Saving activities as per Section's cost saving plan and managing the Sectional
Operation cost with due diligent
 Ensure assigned all Engineering Tasks and related activities meet corporate safety and
environmental policy and standards in order to minimize risk of industrial injuries and un-
wanted incidents
 Conduct performance reviews of subordinates and liaise with Human Resources to finalize staff
development program and training needs to further enhance individual potential and
contribution to the overall company's performance
 Inspecting plant process equipment, lifting equipment, maintenance equipment, raw metallic
materials received in warehouse etc. to determine compliance with standards, codes and
specifications.
 Specifies and witnesses pressure tests on equipment after repair and during start-up such as
hydrostatic and pneumatic tests to certify gas cylinders, analyze and report on the inspection
observations.
 Participating in non-destructive testing of equipment and piping and reviews the preliminary
interpretations.
 Checking condition of safety relief valves, prescribes repairs as needed, and witnesses relief
pressure setting. Conducts corrosion investigation and monitoring and recommends
preventive measures.
 Assisting in reviewing material and design requirements for new projects and modifications,
and prepares scope of work for technical bids for minor inspection projects under senior's
guidance.
 Monitoring cathodic protection system of metallic structures and pipelines, develops
painting/coating requirements for these and conducts quality checks on the completed jobs.
 Preparing turnaround work lists, determines testing requirements, prepares welding
qualification procedure and assists in establishing inspection standards and procedures.
 Guiding, directing, training and motivating subordinates and trainees to perform to their best
potential and ensures adherence of HSE guidelines by all.
 Maintaining data in the computerized system and produces regular reports and management
information data.
 Ensure that repairs to equipment are conducted in accordance with the Original Equipment
Manufacturer (OEM) specifications. ‘Hold and witnessed’ check points by the QA/QC
representative shall be established and strictly followed. QA/QC records must be included in
the file or data base for the respective equipment.
 Investigate all instances of rework and prepare report on the root cause analysis and
recommendations to prevent it from happening again
 Lead scheduled quality audits for Workshop, Field and PM activities
 Ensure that all precision measuring tools are properly calibrated and stored
 Provide technical assistance to maintenance and operations departments on day-to day basis
as required
 Lead or participate in investigations resulting from equipment and/or process related failures
or deficiencies.

Prepare technical reports on studies and investigations, this to include, but limited to,
technical justification for material or design change for equipment or plant that will result in
improved performance
 Review existing QA/QC procedures and practices, amend as necessary and implement
training to ensure full understanding of revised procedures.
 Review ‘Technical’ packages from a QA/QC perspective, for new or upgraded equipment to
ensure compliance with International codes and standards
 Participate in SAT and commissioning of new plant and equipment
 Participate in “Management of Change’ reviews associated with rotating equipment
 Participate in the development of scopes of works for major overhaul of critical equipment,
including the development of the QMS applicable to the respective equipment.
 Participate in site acceptance tests of equipment being returned to service
 Mentor and assist in the development of recent graduates and technicians
