Main Purpose of Role:

Due to our Client moving forward with a potential large Oil & Gas bid in the Netherlands
they are seeking an Interim Estimating Manager with experience of the huge Groningan
project. Ideally candidates will have experience in developing maintenance proposals for
projects of this size & nature. Local knowledge will be of real value.

This is not a permanent position or long term & would suit candidates with flexibility over
their time & resources.

Exciting opportunity to engage with the Groningen gas field project, located near
Slochteren in Groningen province in the north eastern part of the Netherlands. It is the
largest natural gas field in Europe and the tenth-largest in the world.
Role and Responsibilities:

• Supporting the Europe Proposals team in the production of high quality, well
presented tenders, submissions, pre-qualifications, EOIs, et al.
• Serving as main point of contact for clients, partners or subcontractors with regard to
EOIs, pre-qualifications and proposals, and respond to queries.
• Coordinating and arranging proposal meetings, including bi-weekly proposals review
and bid/no bid meetings, outlining scope of opportunity to internal/external
stakeholders.
• Translating customer and company requirements into a clear and definitive tender
strategy in accordance with defined scopes of work and proposed execution
philosophies on each tender.
• Synchronising technical input from all disciplines and internal/external stakeholders
to compile the technical submission.
• Supervising and challenging commercial input from Bid Managers and internal
stakeholders to compile compelling proposals.
• Identifying sub-contractors / vendors / agents / partners in each market for use in
delivering work requirements (including liaising with bid managers to prepare scope
of work and coordinating subcontractors / vendors).
• Managing price and contract negotiations with sub-contractors / vendors / agents /
partners to fulfil work requirements.
• Ensuring identification and development of technical and/or commercial proposal
alternatives that would enhance competitive position.
• Attending site visits, external bid meetings and presentations.
 • Creating contract handover documentation, collating and distributing client feedback
and lessons learned information to improve tender success ratio.
• Confirming the quality of the information on clients, contacts and opportunities in
CRM system.
• Assisting with business development activities as necessary.
Qualifications

• Extensive project engineering experience required for projects of Onshore O&G

facilities.

• Relevant experience as a focal point for interdisciplinary coordination for all

engineering and design activities.

• Relevant experience as a focal point for the Client on all phases of project planning
and execution.

Knowledge / Experience (Skills & Competencies) required:

Experience in the following Project phases: Concept, feasibility, pre-FEED, FEED, EPC
Experience in Project such LNG, gas processing, refineries, petro-chemicals, heavy
industry/infrastructure
Degree in Engineering
Chartered – ICE or IStructE

Qualifications required:

Degree in engineering
