The C‐file and SOMS packet uploaded in Watchdox has many safeguards to protect the confidentiality of
the documents. The documents will be encrypted and if the user attempts to forward them, the
documents will not be readable or accessible by anyone other than the user within the group. The
packet will also contain a watermark with your email address on each page so if the document is
reproduced or left unattended, the California Department of Corrections and Rehabilitation will know
who to hold accountable. The Board can run reports showing each time a file has been accessed and by
whom. In addition, the Board can suspend or revoke WatchDox access whenever necessary. Please
remember you are ethically bound to use the information provided solely for the purpose of a parole
hearing and you are prohibited by state bar rules from inappropriately distributing it or disclosing its
contents.
In order to access and/or download the protected packet, the WatchDox plugin must be installed and
opened with the WatchDox workspace viewer. The encryption added to the packet also requires the
user to sync the file while connected to the internet within 14 days of use through the Watchdox Plugin,
so access is not denied after entering the institution where there is no connection available.

Section 3: Email Registration / Permissions Set Up by the Board
The Board uses the same email addresses registered for the Master and 10‐day hearing packets to grant
restricted access to the c‐file hearing packet. If you want to use a different email address, please
contact Tara Doetsch at tara.doetsch@cdcr.ca.gov or Steven Mehler at steven.mehler@cdcr.ca.gov .
If you are new to WatchDox and do not have a current account, please create an account, log in and
authenticate your device(s) to WatchDox by following the below instructions:
1. In your browser, enter the URL for the WatchDox Web Application: cdcr.watchdox.com
a. You will be prompted to sign in.

b. Enter your full email address registered with the Board and click Sign in.
c. Enter the required information and click Create account. Note: Please input the same email
address given to the Board for registration.
d. A confirmation email is sent to the email address supplied.
2. Click the link contained in the email, and use your credentials (email address and password) to sign
in.

If signed in successfully, the main screen of the WatchDox Web Application appears:
Section 4: Navigating the WatchDox Web Application
1. To access your files, click the workspace folder labeled “CDCR‐BPH‐Hearing Packets” on the main
page.
2. Locate the inmate file by navigating through the subfolders within this workspace. Note: Subfolder
structure is: Year (YYYY) > Month (MM‐YYYY) > Week (Week # (MM‐DD‐YY) > Institution > Inmate

3. There are two folders created for each inmate for hearings scheduled after February 13th, 2017:
The first folder will include the Master, 10‐day and CRA reports (if applicable) labeled “Inmate
Last Name_CDC#_INST; and
The second folder will include the entire C‐file and SOMS packet (excluding the confidential
section) labeled “Inmate Last Name_CDC#_INST_C‐FILE.”
4. To download the file, click Download
a. Click the drop down menu next to the file and click Download; or
b. Hover over the file name and click Download
c. Since the file is protected, you must have the Windows Plugin and Workspace Viewer installed.
If you do not have the Windows Plugin installed, you will see the following message:

5. Once the WatchDox Plugin and workspace viewer is downloaded, request to open the file
with “workspace viewer.” Note: You will need to open the protected file with the
Workspace viewer and NOT Adobe, Reader, Word, etc.
Section 5: WatchDox Plugin and Workspace Viewer Installation Requirements
The WatchDox Plugin must be installed on all computer devices being used in order to access and/or
download the protected packet. The encryption protecting the packet also requires the user to sync the
file while connected to Wi‐Fi within 14 days of use through the Watchdox Plugin, so access is not denied
after entering the institution where there is no connection available.

3. The Welcome to WatchDox for Windows box will appear – click Next
4. Accept the license agreement and click Install
5. Once the installation is complete, click Done
6. Enter your registered email address
7. In the Server/URL field, enter cdcr.watchdox.com
8. The Welcome to WatchDox window will appear

Section 6: Mac Application
1. Go to the following link to download WatchDox Mac: https://www.watchdox.com/en/downloads/
2. Locate the WatchDox for Mac application and click Download
3. Click to open WatchDox.dmg
4. You will be prompted with the License Agreement
5. Click Agree to continue
6. The WatchDox installation window will appear.
7. Follow the instructions to drag and drop the WatchDox icon into the Applications folder Launch
WatchDox from your applications folder

8. You will be prompted to authenticate, or sign in.
9. Enter your email address
10. In the second field, enter cdcr.watchdox.com
11. Login with your username and password.
12. You can now access your WatchDox secured files.

Section 8: FAQs / Tips for Success
FREQUENTLY ASKED QUESTIONS
1. When will I receive the inmate’s entire C‐File packet?
The inmate’s entire c‐file packet is sent through WatchDox at the same time the master hearing
packet is uploaded at 79 days prior to the hearing date.
2. How will I know when a hearing packet has been made available in WatchDox? You will receive an
email notification when a packet assigned to you or your office has been made available in
WatchDox. There are times where permissions are changed after upload of the hearing packet. In
these cases, email notification is not sent and you will need to log in directly to
“cdcr.watchdox.com” to download your hearing c‐file hearing packet.
3. Will the hearing packets expire after a certain time or will they stay available on WatchDox until I
delete them? The hearings packets will be available in WatchDox for 75 days after upload.
4. Will the information in hearing packets be organized or will it be one large file of documents?
Unlike the master hearing packets, the entire C‐File hearing packets will only be organized by the
eight main bookmarks (example: Case Summary, Legal, Classification, etc.). There will be no sub‐
category bookmarks added to the C‐file hearing packets.

TIPS FOR SUCCESS
1. Saving offline on an Apple device for offline viewing:

2. When viewing the message “Your mailbox is Empty,” it is likely the user has logged into the general
www.watchdox.com and not the cdcr.watchdox.com.
3. External users of WatchDox are forced to change their password every 90 days. When a group email
address is registered, notify all parties of the password change so no one is locked out of the
account.
4. Bookmark “cdcr.watchdox.com” sign in screen as a favorite web browser in each device used to
access files.
5. If you modify or change your email address registered with the Board; notify the Board to make the
adjustment in WatchDox to ensure a disruption of information does not occur.
