Terms of Reference

Position Title: National Forest Inventory (NFI) Expert”

Background and introduction:


Being a party to the United Nations Framework Convention on Climate Change (UNFCCC) the
Government of Pakistan (GOP) is implementing the Cancun Agreement on Policy approaches
and positive incentives on issues relating to reducing emissions from deforestation and forest
degradation. Pakistan initiated its efforts for necessary REDD+ preparations in 2009 with a
series of sensitization, capacity building and consultation workshops. As a result of these efforts
the Ministry of Climate Change (MoCC) formally started the REDD+ preparedness phase in
Pakistan during 2012-13. Under this process a Readiness-Preparation Proposal (R-PP) for
REDD+ is being implemented with the financial support of Forest Carbon Partnership Facility
(FCPF) of the World Bank.

Objectives;
The objective of the assignment is to ensure the successful field operations of the project by
providing forest inventory related technical support to the Project Management Unit (PMU) staff
members and short and long-term consultants. Under the supervision National Project Director
(NPD),National REDD+ Coordinator, and Deputy Inspector General Forests (I) at the Federal
Ministry of Climate Change, and working in close collaboration with the World Bank’s and FCPF
technical Advisors and the Provinces, the NFI Expert will support and undertake activities
leading to the development of a validated transparent National Forest Inventoryproviding
accurate information on the dynamics of emission factors to meet the needs of both the national
and international reporting requirements for Pakistan as a core requirement of REDD+.

Duties and responsibilities:

1. Contribute in designing a NFI methodology that will draw on methodological guidance


from IPCC inputs, national forest inventory methods
2. Carry out and support carbon stock/ biomass assessment(using nested plot approach) in
different forest types of Pakistanfor generation of Emission factors and development of
carbon base maps.
3. Support and test application of both forest biomass assessment methodologies “ gain-
loss” and “stock - change” under specific conditions of forest status and forest resource
utilization as recommended by IPCC
4. Develop site specific allometric equationswhere such equations are unavailable, that are
consistent and harmonized.Develop databases of tree/ stand volume in the form of
carbon estimatesand promote mobile APPs for NFI.
5. Assist Construction or FRLs based ecological information (e.g. site quality growth rates),
management plans and other relevant sources of information.
6. Assist in developing FRELs and/or FRLs and NFMS as composite baselines for each
province, based on the prevalence of forest types in each province
7. Periodic updation of FREL or FRL as suggested in Decision 12/CP.17 paragraph 10.
8. Validation of GHG estimation procedures in different forest types
9. To the extent possible make use of data and results that are the output of the ongoing
Forest Inventory initiatives of the Provincial Forest Department and Pakistan Forest
Institute.
10. Review current national NFI system and assess its practicality in supporting a GHGs
reporting under UNFCCC.

11. Participate inplanning and implementation of training to the national and provincial
teamsof REDD+/NFMS

Qualification and Experience


 Master’s Degree in Forestry.
 At least 10years working experience in forest inventory, with experience in forest data
collection and management in various forest types; biomass estimation; forest carbon
stock and fluxes assessment, use of allometric estimations; and yield estimation;
 Should have knowledge of mapping, GPS, Remote Sensing, and GIS.
 Expertise in the usage of modern tools of NFI i.e. laser vertex, clinometer, Lensatic
compass, Auger, Densiometre, Caliper, Increment borer etc.
 Experience in organizing and implementing training is regarded as an advantage.
 Fluency in English and Urdu; knowledge of local languages of Pakistan is an advantage

Compensation
Market competitive salary (lump-sum with no other benefits) based on qualification and
experience will be offered.
