1.1 Objectives:
The objectives of the Ministry of Social Affairs emerge through compiling
development plans for the fields being under its control, as well as organisation-
based development plans. The ministry operates in the field of social security with
five strategic objectives:
 to ensure people's economic prosperity and their good work;
 to ensure people's social coping and development;
 to support the well-being of children and families;
 to promote people's mutual care, equal opportunities, and gender equality;
 to ensure people's long and high-quality life.

2. Tallinna Vaimse Tervise Keskus (Tallinn Mental Health Center)


Tallinna Vaimse Tervise Keskus comprises of:
2.1 Rehabilitation team
helps to cope better with people’s daily life and the challenges of their mental illness.
Rehabilitation team provides social and occupational rehabilitation service for adults
with special mental needs

2.2 Community Work Team


Long-term individual support that helps a person with a mental disorder to manage
independently in their own living environment.

2.3 Therapy center


Therapeutic groups and activities that support self-development, help recover from the
disease, and improve daily life skills.

2.4 Haabersti Clubhouse


 affiliated with Clubhouse International and offers an equal partnership to people
who suffer from severe mental disorders.
 Provide support in recovering from illness, finding a place to live and work, and
coping independently with life

2.5 Lasnamäe Activity Center


Individual support and group activities that restore and improve the skills needed for
work and everyday life.

2.6 Pelguranna Youth Hostel


 Support for the recovery of young people with primary psychosis.
 Individual support and group activities to support the development of
independent living skills

3. European Commission
3.1 EU Framework on mental health and well-being
supports EU-countries to review their policies and share experiences in improving policy
efficiency and effectiveness. It aims to:
 Develop mental health promotion and prevention and early intervention
programmes
 Ensure the transition to comprehensive mental health treatment and quality care
Strengthen knowledge, evidence and best practice sharing in mental health.
3.2 EU-Compass for action on mental health and well-being
The online platform facilitated the collection, exchange, and analysis of information on action
in mental health. The Compass communicates information on the European Framework for
Action. It monitors mental health and wellbeing policies and activities of EU countries, and
non-governmental actors through:
 The identification and dissemination of European good practices in mental health
 The collection of data on stakeholders’ and national activities in mental health
 Holding mental health workshops across the EU, and in Iceland and Norway

4. VATEK (Estonian Mental Health and Well-Being Coalition)


Estonian Mental Health and Well-Being Coalition (VATEK) was established on November
25, 2012 by the initiative of the Estonian Swedish Mental Health and Suicidology Institute
(ERSI) . VATEK is an independent public interest foundation, which brings together mental
health organisations across Estonia. The main objectives of the VATEK are :
 to promote Estonian population mental health and wellbeing
 to enhance development of mental health policy and legislation.
One of the most significant achievements with expected major impact on mental
health of Estonian citizens is the development of the Mental Health Strategy 2016-
2025.
4.1 Projects
NGO Fund Project: Improving advocacy and policymaking capacity of the Estonian mental
health and wellbeing coalition.

5. Tervise Arengu Instituut (National Institute for Health Development)


The National Institute for Health Development is a government-run research and
development institution that collects, collects and provides reliable nationwide health
information from various sources.
The mission is to create and share knowledge to influence health-promoting attitudes,
behaviors, policies, and the environment with the goal of enhancing people's well-being in
Estonia. TAI is involved in the development and implementation of public health research and
health promotion and disease prevention programs and activities . TAI is also responsible for
the management of Estonian national health statistics and six population-based registers and
databases .
TAI’s main activities

 research and evaluation of the health status of the population and its determinants
 health promotion
 organization of health and social services
 counseling and influencing health policy
TAI is a partner of the World Health Organization and the European Union in public health
programs and projects. The instituute is also a founding member of the International
Association of Institutes of Public Health (IANPHI) .
