Findings

The Joint Committee on Environment and Natural Resources , Committee on NGO’s and Cooperatives
and Committee on Laws and Ordinances declaring every third Saturday of the September of each year as
the International Coastal Clean up Day in the Province of Antique in observance of the global coastal
clean up celebrations and appropriating funds in accordance to Section 17 of the Philippine Constitution
states that “ The state shall protect and advance the right of the people to a balanced and healthful
ecology in accord the rhythm and harmony of nature;

To support the Presidential Proclamation No. 470,s 30., “declaring every third Saturday of the
September of each year as the International Coastal Clean up Day in observance of the Global Clean Up
Celebration.”

Recommendation

The Joint Committee on Environment and Natural Resources , Committee on NGO’s and Cooperatives
and Committee on Laws and Ordinances hereby recommends to proceed for the approval of the said
Ordinance for the second reading on the Next Session.
