INVITATION FOR BIDS (IFB)/NOTICE INVITING TENDER(NIT) on Limited Tender basis, issued to
bidders, qualified through the Empanlement Tender no 2019_MPPGC_905_1.

1.1 Introduction
Madhya Pradesh Power Generating Co. Ltd. (MPPGCL) has set up a coal based Super
Critical Thermal Power Plant “Shree Singaji TPP; Stage-II (Unit No: 3&4- 2x660 MW)” near
Village Dongalia, Distt. Khandwa in the state of Madhya Pradesh, India. The CoD on Unit
No 3 has been achieved on 18th Nov’18 and on Unit No 4 on 28th March’19.
TRACTEBEL ENGINEERING Pvt. Ltd. (TEPL) has been retained as the Owner’s
consultant, while Larsen & Toubro Limited (L&T) is the EPC CONTRACTOR for this
project. The Steam Generator(s) and Steam Turbine Generator (s) have been supplied by
M/s L&T- MHPS Boilers Pvt Ltd (M/s LMB) and M/s L&T MHPS Turbine Generators Pvt Ltd
(M/s LMTG), respectively, Joint Ventures between M/s L&T and M/s Mitsubishi Hitachi
Power Systems Ltd.
In order to comply with the regulations (dated 7 Dec 2015)of Ministry of
Environment, Forest and Climate Change (MoEF& CC)for gaseous emissions for Thermal
Power Projects, to be commissioned after January 2017, MPPGCL has decided to install a
Flue Gas Desulphurization System to control sulphur dioxide emission from the chimney.
1.2 Invitation
Madhya Pradesh Power Generating Co. Ltd. (hereinafter referred to as the “Owner”), a
Company incorporated under the provisions of the Companies Act, 1956 with its registered
office at Shakti Bhavan, Rampur Jabalpur- 482 008, Madhya Pradesh State, India had
earlier floated Empanelment Tender. No.2019_MPPGC_905_1 on E_Procurement website
www.mptenders.gov.in on 4th March’19. The same was also published in
National/International Newspapers inviting e-Bids from eligible and qualified Bidders to bid
for empanelment/ shortlisting of bidders for Supply & Installation of Flue Gas
Desulphurisation (FGD) and Auxiliary System, consisting of all Mechanical & Electrical
Systems, Complete Control & Instrumentation and Complete Civil, Structural &
Architectural works on single turnkey EPC basis, including its O&M for one year, for Shree
Singaji Thermal Power Project (SSTPP) Stage-II, (Unit No: 3&4- 2x660 MW) coal based
supercritical Thermal Power units, near Village Dongalia, District Khandwa, MP State,
India, with certain facilities common with SSTPP Stage-I, in accordance with the Scope of
Work and the Terms And Conditions, set down in the Tender Documents (including
Technical Specifications), in respect of the Empanelment Tender. Bidders who have been
declared qualified against the ‘Empanelment Tender’ are now invited to participate in
the instant Limited Tender No.2020_MPPGC_74084_1, to quote their competitive
prices in the specified Price Schedules.
1.3 Bidding Details
The bidding process shall be online and Terms & Conditions for Participation in the Tender,
shall be as under:
(i) Tender documents can be downloaded from website www.mptenders.gov.in. No
tender fee is required to be submitted against the Limited Tender however the

service end gateway charges, if any, shall be borne by the bidders. No hard copy of
Tender Documents shall be issued.
(ii) MPPGCL shall not be responsible in any way for delay/difficulties/ inaccessibility of
the downloading facility from the website for any reason whatsoever.

(iv) The bidder who-so-ever is submitting the tender by his Digital Signature Certificate,
shall invariably upload the scanned copy of the authority letter authorizing him to
submit offer on behalf of the firm.
(v) Bidders are requested to visit our e-tendering website regularly for any clarifications
and /or due date extension updates.
(vi) Bidders must positively complete online tendering procedure
atwww.mptenders.gov.in. within time.
(vii) None of the documents except for amendment to the Bank Guarantee towards Bid
Security (EMD) and Power of Attorney, as detailed here under, shall be accepted in
physical form. Bidder shall upload the scanned copies of aforesaid mentioned BG
amendment (EMD/Bid Security), Power of Attorney, at the designated place on the
earmarked area of e-portal. Bidder shall ensure that the aforesaid documents reach
the office of the tender issuing authority, before the due date & time of submission,
without which their offers shall not considered.
1.4 Tendering procedure
For Supply & Installation of Flue Gas Desulphurisation (FGD) and Auxiliary System
consisting of all Mechanical & Electrical Systems, Complete Control & Instrumentation and
Complete Civil, Structural & Architectural works and one year O&M of FGD &Auxiliary
systemon single turnkey EPC basis for 2x660 MW Shree Singaji Thermal Power Project
(SSTPP) Stage-II, (coal based supercritical Thermal Power units), near Village Dongalia,
District Khandwa, MP State, India;MPPGCL have floated two separate tenders to carry out
the entire tendering process. The details are here under.
(a) Earlier on 4th March 2019, an Open Tender (Empanelment Tender)i.e
No.2019_MPPGCL_905_1 for the purpose of short listing of the vendors under the
Single Stage: Two Cover Bidding system was floated which is now closed and
completed after selection of qualified bidders.
(b) Now the second tender i.e ‘Limited Tender’ (No.2020_MPPGC_74084_1) has been
floated and the bidders whose ‘Pre-qualification’ documents &‘Techno-commercial’ bids
were found to be responsive &meeting the requirements of the ‘Empanelment Tender’
2019_MPPGC_905_1 and declared qualified thus, are now invited to quote their Prices
in this Limited Tender. Two Cover Bidding system has been adopted whereby the ‘First’
Cover [namely Fee/Pre-Qualification/Technical]” shall contain the documents as
mentioned at clause no.1.4.1.1.1 below while the ‘Second’ Cover shall contain the
‘Price Bid’ as mentioned at clause no.1.4.1.1.2 below. The qualified bidders, quoting
their prices against the ‘Limited’ Tender, are deemed to have quoted prices,
considering Scope, Terms & Conditions including addendums/ corrigendum/
clarifications, issued w.r.to the ‘Empanelment’ tender No.2019_MPPGC_905_1.

1.4.1 Submission and Opening of Bids: Bidder has to submit “Cover-1 [namely Fee/Pre-
Qualification/Technical]” and “Cover-2 (Price Bid)” online. These Bids should be submitted

online till 15:00 Hrs. till the scheduled date of Bid submission or its extension, if any. Bids
received within specified time shall only be opened from 15:30 Hrs. onwards, on the date
of opening of e-tender. The methodology for submission & opening of the Bids has been
detailed here under .

1.4.1.1 Submission of Bids -

1.4.1.1.1 Cover-1 [Fee/Pre-Qualification/Technical]”

I. Online Submission:

The bidders have to upload scanned copies of following requisite documents in Cover-1
(Fee/Pre-Qualification/Technical):-

1. Bid Security/EMD –
a) No separate EMD/ Tender fee is required to be submitted against this tender.
However, Bidders will have to furnish amendment to the EMD:BG submitted
against the Empanelment Tender, incorporating the reference of the ‘Limited’
Tender in the EMD:BG as well. The validity of BG for Bid Security (EMD) shall be
extended upto 180 days from the next day of the original bid submission date
with a claim period of another 30 days. The format for the amendment is
enclosed as Section III .
b) Bidder may note that while opting for submission of the amendment to the Bank
Guarantee towards EMD, bidder has to opt for “exemption” option on the website
and upload the scanned self-certified copy of amendment to the EMD BG, as per
tender document, towards exemption from online submission of EMD amount.
The steps to be followed are as under :
i. Select ‘Yes’ in ‘EMD Payment Exemption Allowed’,
ii. If yes, then select ‘Percentage’ option button in exemption type,
iii. Fill Percentage/Amount as ‘100%’,
iv. Upload scanned copy of the amendment to BG, in space of ‘EMD Exemption
Document
c) Bidders are requested to carefully note the procedure for submission of
amendment to the Bank Guarantee towards EMD, as described above. Owner
shall not be responsible for the bidder’s inability to participate in the tender due to
non-adherence to this procedure.
d) No bid shall be accepted without submission of amendment to the Bank
Guarantee towards Bid Security/EMD amount. The offers received without
amendment to the Bank Guarantee towards EMD/Bid Security shall be summarily
rejected and may not be considered for further evaluation of their bid. The Bid
Security will not be entitled for any interest payment thereon. The conditions
enumerated at Clause no.3.6.2.7 of ITB, Section-III, ITB, Part 1 of 5A,
Commercial; of Tender document for Empanelment Tender
(No.2019_MPPGC_905_1), towards forfeiture of the Bid Security/EMD, shall be
equally applicable for this tender, as well.
e) After signing of contract agreement and submission of Contract Performance
Guarantee by the successful bidder, consequent to completion of the tendering
process for the ‘Limited’ Tender, Bid Security of all the unsuccessful bidders
(except the L-2 bidder) against the ‘Limited’ tender, shall be returned preferably
within forty-five (45) working days. The Bid security of the L-2 bidder and the
successful bidder shall be returned immediately after submission of the Contract

Performance Guarantee by the successful bidder, to whom the contract is

awarded.

2. Power of Attorney

Bidder has to furnish amended ‘Power of Attorney’ in original, which shall necessarily
contain the reference of this ‘Limited Tender’( No.2020_MPPGC_74084_1).
Bidder may note that ‘Power of Attorney’ shall be duly notarized by a
Notary Public, indicating that the person signing and submitting the bid digitally/
signing the documents on behalf of bidder, has the authority to sign the bid and that
the bid is binding upon the Bidder during the full period of its validity i.e 180 days from
the date of Bid submission against this ‘Limited’ tender.

3. Form of Bid and attachments –

Bidder has to submit ‘Form of Bid’ as per Section-II against the Price Bid for the
Limited Tender alongwith a Declaration (Attachment 3PA) regarding the Customs
Duty Benefits for Import of Construction Equipment considered in the bid.

4. Check List for Bid Submission- Duly filled “Section-V; Checklist for Bid
Submission”.

II. Physical Submission: Apart from uploading e-tender on website, Bidder has to submit
the following documents in physical form in separate sealed envelope under cover of an
outer sealed cover, duly marking the cover as namely‘Cover-1:Fee/Pre-
Qualification/Technical’. Bidder shall ensure that the documents mentioned here under,
reaches the office of the tender issuing authority up to 15.00 Hrs, on the due date of bid
opening, without which their offers shall not be considered for evaluation.

1. Amendment to the Bank Guarantee towards EMD: The original copy of the
amendment to the EMD: Bank Guarantee, shall be submitted physically in separate
sealed envelope duly marking the envelope as “Amendment to Bank Guarantee
towards EMD/Bid Security of INR 14 Crore (Rupees Fourteen Crore only)
against MPPGCL Tender No.2020_MPPGC_74084_1 .

2. Amended Power of Attorney: Power of Attorney, in original, to be submitted in

physical form in separate sealed envelope duly marking the envelope as
“Attachment 1P:Power of Attorney” against MPPGCL Tender No.
2020_MPPGC_74084_1 .

1.4.1.1.2 Cover-2 :Price bid

Bidders shall have to submit the Price bid document downloaded from website and
upload the same, duly filling in their name and all other fields of ‘Price Schedules’ in
Cover-2 (Price bid).
The Price Bid submitted by the Bidder against the Limited Tender should be without any
deviations and strictly in conformity with the provisions of all bidding documents and
amendments/addenda /corrigenda /errata /clarifications issued by Employer to the
Bidding Documents against both Empanelment tender and Limited Tender. A conditional
Price Bid shall run the risk of rejection. Price Bid should not contain any matter in
respect of Technical and / or Commercial aspects other than the details specifically
sought in the Price Bid .

1.4.1.1 Opening of Bids (E_Bids): After receipt & opening of the documents, as at clause No
1.4.1.1.1 (II) above in physical form, upto the Date & Time specified therein, the E_Bids
received upto the due date & time specified at Clause No 1.8 “Bidding Schedule”, shall be
opened in the following manner:

1.4.1.2.1 “Cover-1 -[namely Fee/Pre-Qualification/Technical]”

First of all “Cover-1: Fee/Pre-Qualification/Technical” shall be opened online. Bidder may
note that the offers received without submission of requisite documents as mentioned at
above clause no.1.4.1.1.1, shall be summarily rejected and may not be considered for
further evaluation of their e-tender.

1.4.1.2.2 “Cover-2 :Price bid”

Price Bid of only those Bidders who have submitted all the requisite documents as
mentioned at above clause no.1.4.1.1.1, in accordance with the terms and conditions set
down in the Tender Documents,shall be opened online later, which shall be notified to the
bidders, online at www.mptenders.gov.in. Bidders can view the price bid opening date
and time by logging into the web-site.
After opening of Price Bid (Cover-2) as submitted by the Bidder against the
Limited Tender for the FGD package with detailed scope of supply as per bidding
document, EMPLOYER shall resort to “Reverse Auction”. The guidelines/procedures /
Terms And Conditions (Business Rules) of conducting reverse auction, is detailed
hereunder for information to the qualified bidders.
Terms and Conditions (Business Rules) of Reverse Auction:
I. Reverse Auction will be carried out on-line at e-procurement portal,
www.mptenders.gov.in . Bidders shall ensure online submission of their ‘Bid Price’.
The eligible bidders can participate in the online reverse auction from any place of
their choice.
II. The User ID and password for online reverse auction shall be same as used in
online bidding process provided at the time of bidder registration for e-
procurement portal www.mptenders.gov.in.
III. Reverse Auction shall be carried out under the framework of rules, Terms &
Condition, as now defined by MPPGCL against the instant tender which shall
supersede the terms & conditions notified, in the empanelment tender (No
2019_MPPGC_905_1). No changes shall be acceptable. Necessary undertaking
in this respect (as per format attached with the Form of Bid) shall be submitted by
all the bidders participating in Reverse Auction.
IV. The bidding shall be with reference to the lowest evaluated amount (including
Taxes & Duties) and Preferential loading on CIF portion; as indicated by MPPGCL
in the Empanelment tender) or as decided by the MPPGCL. In the Reverse
Auction, bidder has to offer only one price element (in INR) for complete package
against the lowest evaluated prices and as such shall be inclusive of loading as
well. All bidders will be able to see the start price for RA [subject to para IX (x),
below]. The bid decrement value will be decided by MPPGCL and would be
displayed at the start of online reverse auction.

V. MPPGCL, at its discretion, shall be at liberty either to consider the lowest Bid Price
received through e-tendering for placement of order on qualified bidder or to take
any other action deemed fit without assigning any reason whatsoever.
VI. It is solely at the discretion of the bidder to participate in the RA. If a bidder is not
interested to participate in the auction, the financial price bid submitted by bidder
will be considered as final.
VII. Bidders shortlisted through the empanelment tender and now invited for the
‘Limited’ Tender are advised to visit the auction page and enter the ‘live auctions’
cockpit successfully well in advance to identify / rectify the problems to avoid last
minute hitches.
VIII. In case of no response in reverse auction within the specified time duration,
MPPGCL, at its discretion, shall be at liberty either to consider the lowest Bid Price
received through e-tendering for placement of order on qualified bidder or to take
any other action deemed fit without assigning any reason whatsoever.
IX. Procedure of Reverse Auction
a) The philosophy followed for Reverse Auction shall be English Reverse (No
ties). English Reverse (No ties) is a type of auction where the Auction Ceiling
Price, i.e., Starting Price/ Opening Price/ Base Price and bid decrement, i.e. a
minimum value by which bidder needs to decrease its price, while participating
in the reverse auction, are announced before start of online reverse auction.
The interested bidders can thereupon start bidding in an iterative process
wherein the lowest bidder at any given moment can be displaced by an even
lower bid of a competing bidder, within a given time frame. The term ‘No ties’ is
used since more than one bidder cannot give an identical price, at a given
instant, during the reverse auction. In other words, there shall never be a tie in
the bids.
b) Reverse Auction will be conducted on scheduled date & time, which shall be
intimated to all the Eligible Bidders in advance, notified separately on the
e_procurement portal. Initial duration of Reverse Auction shall be 90 mins
(Ninty Minutes). The aforesaid duration for Reverse Auction may however be
changed by MPPGCL on its discretion, which shall be intimated suitably to the
bidders.
c) Bidders by offering a minimum bid decrement or the multiples thereof, can
displace a standing lowest bid and become “L-1” on evaluated basis and this
continues as an iterative process. Every successive bid by the bidder being
decremented bid, shall replace the earlier bid automatically and the final bid as
per the time, shall prevail over the earlier bids.
d) In the event a bidder is placing his bid in last “X” minutes (Auction Elapse Time)
of the normal closure time, the Auction will get extended for next “Y” minutes
(Auction Auto Extensions in minutes) so as to provide opportunity to other
bidders to participate and give better offer to win the bid. The default values on

the website for Auction Elapse Time (“X”) in minutes is 5 minutes and Auction
Auto Extensions time (“Y”) in minutes is 10 minutes. The aforesaid default
values may however be changed by MPPGCL on its discretion .
e) However, bidders are advised not to wait till the last moment to enter their bid
to avoid complications related to internet connectivity, their network problems,
system crash down, power failure, etc .
f) Bidders may note, although extension time is Y minutes, there is a time lag
between the actual placing the bid on the Local Computer of the bidder and the
refreshing of the data on the server for visibility to the owner. Considering the
processing time for data exchange and possible network congestions, bidders
in their own interest should avoid the last minute hosting of Price Bid. The bids
visible to the owner will be final for the purpose of acceptance & closing of the
event .
g) The Auction will be declared closed/ concluded, when no bid is received in
Auction Elapse Time or during the auto extension period .
h) Bid once made by the bidder, cannot be cancelled/ withdrawn. The Bid price
quoted by the Bidders during the RA process, shall be with respect to the
lowest evaluated price only, in Indian Rupees. Sample calculations for
conversion of the lowest prices discovered after the RA process into respective
order values (for each of the five divisible contracts) were uploaded separately
in PDF as well as Excel format in the ‘Empanelment Tender’. Bidder to note
that for the purpose of these ‘Sample Calculations’, the exchange rates for
USD, EURO & JPY w.r.to INR were considered as ‘unity’, whereas for the
purpose of evaluation, leading to ‘Reverse Auction’, exchange rates as made
available by the local SBI branch, on a date within seven days prior to
uploading of this ‘Limited Tender’ shall be considered.
i) The total value for the complete FGD package quoted by individual bidder at
the end of Reverse Auction process, will be the final value offered by the bidder
for complete package, which shall be inclusive of the loading done on his
prices, in the same proportion to the loading done on his quoted prices .
j) Bidders to note that the order values with respect to the L-1 value discovered
after completion of RA, shall be proportionally re-appropriated into the five
contracts, in respective contract currencies, in the same proportion to the prices
quoted in their original Price Bids (prior to RA). MPPGCL’s decision in this
regard shall be final & binding on the bidders. If bidder backs out and does not
accept the Order(s), MPPGCL shall forfeit the bidder’s EMD and shall take

k) MPPGCL, however, reserves the right to reschedule or cancel the Reverse
Auction process at any time, without assigning any reason, with intimation to
bidders.
l) At the time of reverse auction original name of the participating bidder would
not be visible to other participating bidders and MPPGCL. However, original
name of the bidders would be displayed by the portal once the procedure of
reverse auction is completed.

m) Bidders shall be able to view the following on their screen along with the
necessary fields during online Reverse Auction:
i. Start Price
ii. Current Price.
iii. Decrement Value.
iv. Auction Date (with Auction Start & End time)
n) Bidders are advised to make themselves acquainted with the reverse auction
process of e-Procurement portal www.mptenders.gov.in by way of obtaining
required training from the aforesaid portal/Service Provider. Any bidder not
acquainting himself with the procedure of reverse auction shall do so at his own
risk and it shall not be open for him to make any complaint/ grievance at a later
stage.
o) In case of any problem faced by the Bidder during Reverse Auction and for all
bidding related queries, bidders are advised to contact the persons indicated in
“Contact Us” link of www.mptenders.gov.in. for Complaints/ Grievances, if any.
p) MPPGCL/Service Provider will not be responsible for any PC configuration/
Java related issues, software/hardware related issues, telephone line glitches
and breakdown/ slow speed in internet connection of PC at bidder’s end. Bidder
may please note that it may not be possible for MPPGCL to extend any help,
during Reverse Auction, over phone or in person in relation to rectification of
PC / Internet / Java related issues and bidder may lose the chance of
participation in the auction. No such queries shall, therefore, be entertained by
MPPGCL while Reverse Auction is in progress.
q) Once the Reverse Auction is started any request by a bidder in the reverse
auction for time extension for any reason shall not be considered. In order to
ward-off any contingent situation, bidders are requested to make all the
necessary arrangements/ alternatives whatever required so that they are able
to circumvent any contingent situation and still be able to participate in the
reverse auction successfully. Failure of power or loss of connectivity at the
premises of bidders during the Reverse Auction cannot be considered as a
cause for not participating in the reverse auction. Neither MPPGCL nor service
provider (www.mptenders.gov.in) shall be responsible for such eventualities.
r) MPPGCL or the service provider/ www.mptenders.gov.in shall not have any
liability to bidders for any interruption or delay in access to the site
www.mptenders.gov.in irrespective of the cause. Neither MPPGCL nor service
provider / www.mptenders.gov.in can be held responsible for consequential
damages such as no power supply, system problem, inability to use the
system, loss of electronic information, power interruptions, UPS failure, etc.
MPPGCL shall, however, entertain any such issues of interruptions, problems
with open mind and fair degree of transparency in the process before deciding
to stop the auction. In such cases, the decision of MPPGCL shall be binding on
the bidders.

FAQs.
t) Bidder shall not divulge either his Bids or any other exclusive details of
MPPGCL to any other party. If the Bidder or any of his representatives are
found to be involved in Price manipulation/ cartel formation of any kind, directly
or indirectly by communicating with other bidders, MPPGCL shall disqualify the
bidders concerned from the Reverse Auction process and action as per
MPPGCL guidelines shall be initiated by MPPGCL.
u) Any aggrieved vendor / bidder through Reverse Auction process can represent
in writing within 24 hours of the Reverse Auction to MPPGCL, failing which no
representation / complaint, etc., shall be entertained.
v) Bidders are advised to read the business rules/guidelines/procedure of reverse
auction indicating details of Reverse Auction carefully before the
commencement of reverse auction event.
w) MPPGCL’s decision on award of contract shall be final and binding on all the
Bidders.
x) On the e_tendering website, MPPGCL shall implement bidder elimination
process. Therefore, if minimum bids (i.e more than three) are received against
the tender, then system will initiate the bidder elimination process and will
automatically eliminate one highest (H1) bid and start the auction process with
rest of the bidders. Bidders are expected to take note of the same while
quoting their prices.
y) The lowest evaluated amount for the complete FGD package offered by any of
the participant bidders will be displayed on web portal, including taxes & duties
and preferential loading on CIF portion.
X. MPPGCL reserve the right to scrap the tender, if lowest offered rates for complete
package are not found advantageous to MPPGCL.
XI. The offers received shall remain valid till final outcome of the tender within the validity
period so offered by the bidder. The bidders might be required to extend the validity
period, if asked for by MPPGCL.
XII. Bidders should also note that:
i. Participating Bidder, merely by participating in the tender, will be deemed to agree
to non-disclosure of trade information regarding the purchase, identity of Employer,
Bid Process, Bid Technology, Bid Documentation and Bid details. The bidder shall
not divulge either his bids or any other exclusive details of the Employer to any other
party.
ii. It is brought to the attention of the Bidders that this bid event will lead to the final
evaluated price only.
iii. Order shall be placed outside the e-portal & further processing of the PO shall also
be outside the system.

iv. No queries shall be entertained while Reverse Auction is in progress. Bidders are
expected not to interact with any of the MPPGCL officials, during the process of
‘Reverse Auction’. Non adherence to the same may make the bid of the particular
bidder ‘Defunct’.

1.5 Other conditions

1.5.1 In case, due date for submission & opening of tender happens to be a holiday, the same shall
be shifted to the next working day for which no prior intimation will be given.

1.5.2 Any change/modifications/alteration in the tender documents is not allowed and such tender
shall be liable for rejection.

1.5.3 Amendment/any further information related to these bids shall be available only on the
website <www.mptenders.gov.in> . For amendment and further information, if any, please
visit <www.mptenders.gov.in> web site regularly. In case of any bid amendment and
clarification, the responsibility lies with the bidders to collect the same from the web site of
MPPGCL or office of undersigned prior to the deadline of submission of Bid. MPPGCL shall
have no responsibility for any delay/omission on part of the bidder.

1.5.4 The Tender Documents are meant for the exclusive purpose of bidding against the subject
scope of works and shall not be transferred, reproduced or otherwise used for purposes other
than for which these are specifically issued.

1.5.5 Corrigendum/Amendments, if any, issued for the tender shall form part and parcel of the
tender documents and will be hosted/uploaded on the website <www.mptenders.gov.in>., ,
numbered consecutively. Bidders are requested to visit this website and take note of the
Corrigendum’s/Amendments, if any, before the submission of offer. MPPGCL shall not be
responsible if any bidder fails to notice any Corrigendum/ Amendment.

1.5.6 The Bidder shall submit the completed bid documents accompanied by the Bid Security
amount on or before the scheduled date and time as specified. Any documents, which the
bidders are required to submit in physical form as per the relevant clauses of the tender
documents but received after the expiry of the time specified for receiving such documents,
may make the bid liable for rejection.

1.5.7 MPPGCL reserves the right to accept/reject any bid or all bids received, at its discretion,
without assigning any reason thereof. No further correspondence shall be entertained in this
regard.

1.5.8 All Bids are required to be submitted electronically through our e-portal only. Bids submitted
by e-mail/ fax will not be accepted.

1.5.9 MPPGCL takes no responsibility for delay, loss or non-receipt of Tender documents, bid
documents or any letter sent either way.

1.6 Tender Documents

The scope of contract and contract terms & conditions, shall be as prescribed in the Tender
Documents of the Tender Specification of Empanelment Tender no.2019_MPPGC-905_1.
The Bidder is expected to examine all instructions, forms, terms and specifications in the
Tender Documents including clarifications/corrigendum/amendments/Addendum for
completeness. Any bids submitted by the bidders against the ‘Limited’ tender
(No.2020_MPPGC_74084_1) shall be deemed to be based on the clause no.2.5 ‘Tender
Documents’ of Section-II,IFB of Part1 of 5A (Commercial) including Part 1of 5A, Part 1 of
5B, Part 1 of 5C and Part 1 of 5D, of the Tender Specification for the Empanelment Tender
no.2019_MPPGC-905_1 and the instant clause no.1.6; Section-I,IFB of this ‘Limited
Tender’and shall be deemed to be in conformity of the Scope, Terms & Conditions,
specified therein including its amendments, if any.

notifications of Govt. of India.
