B. Technical Specifications for Linear LED Luminaries (Item no 1 to 3)

Following specifications indicate, the minimum technical requirement, base
line specifications and guidelines for Linear LED luminaries for illumination
at Outdoor Locations on the Offshore Drilling Rigs.

1.4 Codes and Standards, Test certificate/ Reports for LED fixtures:
Test reports from any of the laboratories approved by an accreditation body which is a signatory to
ILAC MRA (International Laboratory Accreditation Cooperation Mutual Recognition Agreement)
such as NVLAP (National Voluntary Laboratory Accreditation Program, USA or NABL (National
Accreditation Board for Testing and Calibration Laboratories, India) are to be submitted by the
bidder along with the bid.
1.4.1 (1)as per LM-79 (IESNA) for:

Electrical Power Characteristics
Luminous Efficacy (Calculated)
Colour Characteristics
1.4.2 (2) as per as per LM-80 (lESNA) for lumen maintenance and LED
lifetime projections shall be made using TM-21 method.
In Situ Temperature Measurement Test (ISTMT) temperature shall
be used while generating LM-80 report and TM-21 projection.
The LED Fixture shall comply to IEC/NEC/equivalent standard
for Electro Magnetic radiation Compliance(EMC)
1.4.3 LED Make: Any reputed make. Chip manufacturer shall have LM80 & TM21
certificate from recognised lab.
1.4.4 Codes and Standards Control components defined by this specifications must have
(latest shall be requirements of latest applicable IS or its equivalent international
considered) standards, e.g. IEC/NEC/EN/BS etc. (Annexure- 3 may be
referred for broad and general standards). However, bidders are
advised to comply all applicable standards for the offered
fittings. North American product offerings as per NEC/UL
Standards shall comply to UL 1598A.
1.4.5 Hazardous location Certification for Hazardous location only: IECEx/ ATEX/ India
certification: (PESO)/ UL 844 or equivalent shall be submitted along with bid.
1.4.6 Compliance to BIS Vendors must mandatorily provide compliance to BIS Standard IS
Standards 10322 (relevant sections) for all types of Lighting Fixtures, prior
to dispatch of material *
1.5 MISCELLANEOUS:
1.5.1 Literature, manual, drawings & other relevant Documents etc –
Mounting instruction sheet shall be furnished
1.5.2 After sales service & spare, if any - as per NIT
1.5.3 Manufacturing test certificates - warranty/guarantee certificate
and other relevant test certificates listed in 1.4 of this document.

1.5.4 Packing details: Shall be Sea Worthy.
The supplier shall ensure that the Goods/Equipment is securely
and adequately packed to ensure safe arrival at the destination
fully withstanding all hazards such as rough handling etc. during
transit.
Packing list is to be furnished
1.5.5 Inspection Procedure: Inspection shall be carried out in
accordance with the standards/ specifications and
Manufacturer’s standard practice by ONGC nominated Third
Party Inspection Agency at the cost of ONGC.

(*)As per the law of land, this is a must, as without which the fittings can’t be
imported. Bidders to kindly take note of the same and comply accordingly.

line specifications and guidelines for Flood Light Luminaries for illumination
at Outdoor Locations on the Offshore Drilling Rigs.
