research.

We would like to express our deep and sincere gratitude to our parents for their

and as well as giving their financial and moral support.

Also we give thanks to the barangay officials and residence of barangay Batinguel for their
guidance and constant supervision as well as providing the necessary informations regarding this
research and also for ther support in completing this endeavor.

This project may not be possible without the unwavering support and guidance we received
from Engr. Johann Heinrich P. Malongo, our project adviser, who greatly shared his knowledge to
us with patience and diligence in helping us in completing the necessary works throughout this
study.

SUMMARY
INTRODUCTION

Barangay Batinguel, Dumaguete City

Barangay Batinguel is one of the barangays in the city of Dumaguete, in the province of Negros
Oriental. Close to the city center, yet far enough away from the busy streets, the barangay is very
attractive for middle class housing projects. The Barangay is divided in Lower and Upper Batinguel.
Where exactly Lower Batinguel ends and Upper Batinguel starts, depending who you ask. Adjacent
barangays are to its east is Barangay
Taclobo, to its west is Barangay Candau-ay,
to its north Barangay Motong and to its
South is Barangay Junob.

Barangay Batinguel has a


population of 9,333 according to the 2015
Census, which makes it one of the biggest
barangays in Dumaguete. This represented
7.10% of the total population of
Dumaguete. According to the 2015 Census,
the age group with the highest population in Batinguel is 20 to 24, with 974 individuals. Conversely,
the age group with the lowest population is 80 and over, with 91 individuals.
Combining age groups together, those aged 14 and below, consisting of the young dependent
population which include infants/babies, children and young adolescents/teenagers, make up an
aggregate of 26.50% (2,473). Those aged 15 up to 64, roughly, the economically active population and
actual or potential members of the work force, constitute a total of 67.82% (6,330). Finally, old
dependent population consisting of the senior citizens, those aged 65 and over, total 5.68% (530) in
all. Tis is based from the 2015 Census.

The computed Age Dependency Ratios mean that among the population of Batinguel, there
are 39 youth dependents to every 100 of the working age population; there are 8 aged/senior citizens
to every 100 of the working population; and overall, there are 47 dependents (young and old-age) to
every 100 of the working population. The median age of 27 indicates that half of the entire population
of Batinguel are aged less than 27 and the other half are over the age of 27.

Batinguel is situated at approximately 9.3116, 123.2883,in the island of Negros. Elevation at


these coordinates is estimated at 29.4 meters or 96.5 feet above mean sea level.

The Barangay Hall of Batinguel is located in Palinpinon, on the way up to Terra Alta and
Camilla Homes. Beside the Barangay Hall is a Chapel, next to Basketball Court.

DISCUSSION

Long before this place was known, story says that during the early part of our history the
people of the barrio had that strong adherence of sectionalism. They were hostile to strangers.
Strangers and visitors were stoned and the natives were also of the rebellious headed type of people.
Hence, the people of the neighboring barrios and visitors called the barrio “Batinguel” which literally
means a type of hard stone. This word must have a reference to the hard-headedness of the people
and the stone actually used by the natives against visitors and strangers. Although the characteristics
of the people must have already changed in the course of time, yet the name continued to live up to
this time.

According to research, the main problem and issue of this barangay is the proper waste
management and segregation just like any other barangays. As time passes by, the population
increases and so is the increase of the garbage disposal of the people living in that area. Some people
were not informed of the proper waste disposal and segregation and thus making it hard for them to
dispose their trash properly. Since the place is situated near rivers, it is also a major problem because
the sewages are dumped in here which threatens the existence of marine species, as well as the
existence of human beings.

Poor waste management and segregation leads to poor health development. According to the
World Health Organization (WHO), an estimated of 12.6 million people died as a result of living or
working in an unhealthy environment. Polluted water and air, flies and mosquitoes, and burning waste
on the disposal sites, these are just some of the negative impacts on human health and environment
due to incorrect waste management.

According to Kag. Caroline C. Amparado which is responsible for the VAWC and Social
Activities Environment and Sanitation, their main focus now are the piles of garbage. (insert picture

As shown in the picture, it is evident that the river is filled with sorts of garbage such as single use
plastic bags, detergent sachets and bottles, water bottles, baby diapers, etc.

Some plastic garbages are stuck between the rocks on the sides of the river causing it to clog
the minor flow of river water that leads to its stagnation. When the water is stagnant, mosquitoes lay
their eggs there and thereby increasing their population. This would pose a threat to the community
since mosquitoes bring deadly virus that causes dengue.

In addition to that, the garbage truck cannot reach the outskirts of Batinguel especially near
the rivers that is why piles of garbage are left to rot and residents just create compost pits to bury this
garbage which includes plastics instead of just biodegradable wastes. When it floods and water level
rises, these piles of garbage left and buried are then washed away and most of the time reach to other
bodies of water even outside the vicinities of Barangay Batinguel.

These problems have already existed for a long period of time. The rivers were way cleaner
and clearer before. Some children would enjoy swimming in the rivers. Marine life was also present
that time but as the population and so is the technological improvement paved its way, these problems
were gradually arising. This became a concern for the barangay officials to face the dilemma with
realistic solutions in order to lessen the casualties. Therefore, along with the constituents of the
barangay, they conducted clean-up drives every month to decrease the trashes in the barangay
especially in the river. They also have this “Search and Destroy” Program and the “4 o’clock” habit
cleaning every day in order to prevent the cases of dengue. A “No Segregation, No Collection” Policy
was also implemented in order for their residents to be disciplined with their waste.
SOLUTION

The environment plays a vital role in our life because it is were we find the essentials of life.
We all know that it is a necessity because all of us, along with the plants and animals, need it to survive.
From an early age, we have been taught the water cycle and how it sustains life, but we still continue
to take it for granted. Due to global industrialization and modernization, there were detrimental effects
brought to the environment. Unending piles of trash are deposited everyday and the bodies of water
have been affected as well because of the unappropriate disposal of dirty sewage and drainage.

Many people think that the problems faced by the barangay should be solved by the barangay
officials only since they are the ones responsible in maintaining the peace and order. They have this
perception wherein they blame the higher-ups in every bad situations. But, together, we can also help
in solving these problems. As a human being living in this world, we are responsible for what is
happening right now because we all know that we also do things that could harm the world that we
live in. We, the researchers have witnessed that the residents living in Barangay Batinguel are doing
their part to maintain and improve their living. During clean-up drives, they participated with full
effort in order to lessen some of the problems that they are facing right now. The youth also helped
in maintaining the cleanliness of their barangay especially in the river.

Problems are inevitable but we can lessen it by doing our parts in preserving and maintaining
our natural habitat and resources. Knowing what the main problem of Barangay Batinguel is, which
is the proper waste disposal on the rivers, we, the researchers decided to conduct weekly clean-ups on
the rivers that lasted for three (3) weeks. Since we, the researchers have classes during weekdays and
are only available during weekends, we decided to operate these clean-ups during Saturdays only. The
first clean-up was held on October 26, November 9 and November 16.

Description:

This project is a joint venture between the local government unit and the barangay council.
The barangay council must be able to counterpart and appropriate a certain percent of budget that
would sustain the quality and the efficiency of the facilities. The local government unit headed by the
municipal mayor must find a way to obtain sponsorship to avail free medicines from the Department
of Health. The profits earned by the barangay will be used in maintaining the pharmacy. Furthermore
the profits will not only be used in maintaining but could also be used for emergency purposes among
the constituents of the barangay. The barangay health worker, the chairman on health, women, and
education, together the barangay treasurer spearheaded by the barangay captain will be the ones
responsible in managing, consolidating, and allocating the funds.

Upon the construction of the project the barangay council should take into consideration
in consulting the municipal engineer, in this way it could be a great help for them to have a blueprint
on the kind of establishment they will construct.

XIII. Monitoring and Evaluation Scheme

The pharmacy must be monitored by the barangay council with cooperation of the local
government unit. The sales must be counterchecked from time to time to avoid discrepancies and
possible loses. Receipts must be always be keep by the person in charge on that day. The barangay
council in order to evaluate the progress of the project must include in their monthly session all the
concerns that must be improved and maintain. It is also important that people must give their all out
support to preserve integrity and feasibility.
CONCLUSION

As the human population increases, it is understood that the environment will change;
peaceful roads become busy, scenic places have became dumpsite areas and the beautiful forests
were transformed into shopping centers.
