Report Paper in Barangay of


Pulantubig

Introduction:

Pulantubig is a barangay in the city of Dumaguete, in the province of Negros


Oriental. Its population as determined by the 2015 Census was 3,333. This represented
2.54% of the total population of Dumaguete.
According to the 2015 Census, the age group with the highest population in Pulantubig is 15
to 19, with 390 individuals. Conversely, the age group with the lowest population is Under
1, with 35 individuals.
Combining age groups, those aged 14 and below, consisting of the young dependent
population which includes infants/babies, children, and young adolescents/teenagers, make
up an aggregate of 21.12% (704). Those aged 15 up to 64, roughly, the economically active
population and actual or potential members of the workforce, constitute a total of 71.65%
(2,388). Finally, the old dependent population consisting of the senior citizens, those aged
65 and over, total 7.23% (241) in all.

The computed Age Dependency Ratios mean that among the population of
Pulantubig, there are 29 youth dependents to every 100 of the working-age population; there
are 10 aged/senior citizens to every 100 of the working population; and overall, there are 40
dependents (young and old-age) to every 100 of the working population.
The median age of 28 indicates that half of the entire population of Pulantubig are
aged less than 28 and the other half are over the age of 28.
Pulantubig is situated at approximately 9.3222, 123.2950, on the island of Negros.
Elevation at these coordinates is estimated at 18.7 meters or 61.4 feet above mean sea level.

Discussion:

Within this barrio, at one place is a huge red rock, which is existed since mankind
can think back, the water passing through this rock is red. Hence, the barrio is called
Pulantubig since then, the population of Pulantubig grew from 1,971 in 1990 to 3,333 in
2015, an increase of 1,362 people. The latest census figures in 2015 denote a positive growth
rate of 0.39%, or an increase of 67 people, from the previous population of 3,266 in 2010.
Today, there are already a lot of establishments built in the barangay that are both private
and government properties. These were the Palawan pawnshop, MLhullier, College Lobby,
College Main Building, St. Paul the Apostle Chapel, Diego Residence Bonao road,
Magsaysay Memorial elementary School, San Miguel Brewery Incorporation and many
more. These establishments are sometimes partnered by the barangay officials that are
actively conducting programs and activities that could help the welfare of the citizens.
According to the statistics, the main problem of their place is the proper waste
segregation and disposal. Some citizens living there would not segregate their trash and the
individuals from other places usually go to Pulantubig just to throw garbage since the
garbage collector cannot go to their barangay due to the narrow road. Thus, this gives them
more problems especially that they cannot identify these individuals since they are usually
driving withy motorcycles while throwing their trash.

In addition to that, the street dogs within their place would scatter the garbage
because there was no proper container for their trash., this gives more difficulty to the
collectors to do their job.

There are also complains from the citizens that the smell of the canals in the barangay
disturbs their living. The canals are openly exposed to the people and thus concerns their
health.

On the other hand, citizens were also worried about their children especially to those
who were going to the school in Pulantubig. Their concern is integral to the big trucks that
are passing by their roads. The area of the road is just small enough to let the pedicabs and
motorcycles to pass but not the ten-wheeler trucks. Thus, the parents of the students are
worried about this since the school is in front of the highway where the big trucks usually
passed by.

Pulantubig has many establishment


but the narrow road contributes to the risk
of the safety of the citizens.

These problems have always been the issue since 2010 when the population is
increasing. Back then only a few vehicles passed by, only a few citizens through their trash
improperly and there was no even any single dengue case in Pulantubig but due to societal
development these problems are gradually arising to the point that it became a major issue
in barangay. Therefore, this affects the health, safety and order of Pulantubig.
According to their secretary of the barangay, Mrs. Margarita Aranas that the number
of people being diagnosed with dengue has risen from 12 individuals last 2018 to 19
individuals this 2019. This became a concern for the officials and pushed them to conduct
programs to decrease the effects of this. Therefore together with the Department of Health
and Local Government, they conducted Clean up drives every 3rd of Saturday of the Month,
they also do Search and Destroy program wherein they are going to smoke the areas that are
possibly the breeding places for mosquitos and destroy the possible containers wherein it
can lay eggs.

These activities are being participated by 30 barangays simultaneously. This includes


Calindagan, Banilad, Candau-ay and many more. In addition to that, their problem with the
stray dogs that scatter their trashes is now solved. The local government opened a Dog Pound
in the Camanjac, Dumaguete City. This will serve as a shelter for the animals who were
abandoned or a place where they can find a new home. If the dog owner wants to retrieve
their dog because it was mistakenly labeled as a stray dog, the fee would be 500 pesos for
every day that it wasn't being retrieved. Therefore, everyone is encouraged to monitor their
dogs and to be responsible for handling them.

The barangay officials are also doing their best to protect their citizens especially the
elementary students whose school is in front of the highway, therefore they are already
planning to construct street fences to protect the students from the big trucks. They are also
planning to buy a garbage truck and this is already approved by the government and the
amount cost was estimated at 1 million pesos. At the same time, their proposal for covering
the canals was also approved and thus sponsored for an estimated 3 million pesos.
The three projects for the street fence, garbage truck, and canal covers will be
effective this 2020. Some programs are associated with other barangays such as MRF or
Materials Recovery Facility. This project says that each barangay should have an empty lot
where they can segregate their materials before going to the trash collectors. This project
was effectively implemented and is now operating only at the Bantayan, Piapi while other
barangays are still searching for a place where they can start the project.

Solution

Every day we produce tons of degradable and non-degradable waste, and throw it
anywhere recklessly. Smoke and harmful gases from our homes, vehicles and industries are
suffocating our community. We are disposing of dirty sewage, drainage and even chemicals
recklessly, although we know that more than 7 billion humans, along with all plants and
animals in this world, rely on water for their lives. If we aren’t concentrating on saving those
water resources, then in near future water may be as expensive as PETROL or one-day
people may die due to thirst. Despite huge noise by our jumbo population itself, we use
loudspeakers for our entertainment & industries, airplanes or other noisy vehicles for our
luxury. We destroy forests for agriculture & settlement. We build huge buildings, roads &
factories beyond the community`s carrying capacity.

Solutions to environmental problems are not impossible for superior creatures like
humans, if they are committed. On the other hand, we, the researchers witnessed the various
changes that occur in this community. From the simple living of our elders to an extravagant
and technology-based kind of living now. These changes are gradually affecting not just the
economy but the environment as well. As people are buying things that could improve our
economy, these could have a reverse effect to the environment if not thrown properly. On
the other hand, the researchers noticed that the barangay officials and the citizens were
already acting and doing their part to improve their living. They were even involved in some
activities and give suggestions to their officials. However, we realized that their works and
money spend would be less if everyone is knowledgeable on how to throw their trashes
properly. They wouldn't invest more time and effort to address this issue.
Therefore, our team decided to spread awareness through flyers which tackle how to
properly segregate the garbage they produced. When people realize the benefits of this waste
management, waste segregation scheme, they are all the more convinced that they should
get involved in it. People with more education tend not only to be more concerned about the
environment, but also to engage in actions that promote and support political decisions that
protect the environment. Such pressure is a vital way of pushing governments towards the
type of binding agreement that is needed to reduce greenhouse gases and control emission
levels. By increasing awareness and concern, education can encourage people to reduce their
impact on the environment through more efficient use of energy and water supplies,
especially in areas of resource scarcity. As it becomes increasingly clear how much human
action has impacted environmental degradation and climate change, especially through the
release of greenhouse gases, attention must turn to education and the need to tap its potential.
We are all learners when it comes to the environment and better ways to protect it and the
planet we inhabit. In this sense, the notion of lifelong learning is especially apt. This trend
will be further supported by the new Sustainable Development Agenda, in which education
for global citizenship and sustainable futures is explicitly prioritized in one of the new
education targets.

And yet we all know that it’s difficult to change attitudes and practices overnight.
Completing education courses, both formal and non-formal, takes time to complete.
Therefore, we must also see it as our responsibility to communicate what we think about
these global issues to leaders and government agencies.

It might not have an immediate impact but as a student, we believed that this simple
step will later on contributes to a cleaner environment.

Attach herewith are the sample layout and the letter of permission signed by the
barangay captain that allows us to give the flyers to the people in Pulantubig.
These pictures shown below tells what happened last November 8, 2019.
We gave flyers to the different establishments in the barangay.
We also gave flyers to the people who are walking along the sidewalk and also knock to the
houses of the citizens.
Conclusion:

Cities are now struggling with the problems of high buildup of waste and its impact
on our immediate and global environment. As a result, environmental pollution has come to
an alarming stage where our environment is experiencing an irreparable damage. Solid and
liquid wastes as well as gas particles released from the industries; run off pesticides and
fertilizers from the agricultural practices as well as household sewage from urban regions
have come to a point beyond disposal.

However, this problem has also given citizens an opportunity to look for solutions
by involving their society and private sectors, by involving latest innovations for disposal of
waste and last but not the least, involving behavioral changes and raising people’s
consciousness.

It’s high time when we have to do a smart handling of “waste” and actually
understand whether waste is indeed a waste or not. There is an obvious requirement for the
latest waste disposal technology which is centered on municipalities and makes use of
high/energy technology in order to progress towards processing and recycling of waste.

The easier waste management method would be to bring down the formation of waste
materials. This way we can control the quantity of waste thrown in the landfills. You can
recycle old materials for waste reduction and it can be bags, jars, repairing broken pieces
rather than buying a new one, avoiding the use of disposable items, such as plastic glass and
bags, putting into use second hand products and purchasing products that don’t require much
designing.

Then composting is yet again a hassle-free and natural bio-degradation based process
which makes use of organic waste, i.e. kitchen waste and remains of garden or plants and
transforms it into nutrient-rich food for your plants. It is one of the excellent methods of
waste disposal where it can transform unsafe organic items into safe compost.
Landfills are the highly sought-after methods for the disposal of waste these days.
Landfills are only successful where there is a lot of space and unfortunately, it’s a success
only in developed countries. However, it is said that landfills lead to water and air pollution
and inevitably affect the environment. So besides this, you can look for other methods I have
just described for waste management and protect your environment from the hazardous
impact of piled up waste.
