PETITION

The undersigned LEGAL COUNSEL/OFFICIAL WATCHER of the NACIONALISTA

PARTY and/or Sen. MANNY B. VILLAR, JR., official NP candidate for President of the
Philippines, invoking Part II, Rules 3 and 4 of Comelec Resolution No. 8804, in
relation to Articles I and II of Comelec Resolution No. 8809, under oath, registers its
objection/s to the proceedings of this Honorable Board on the ground/s indicated
below:

A. This Honorable Board has been illegally constituted because:

___________________________________________ has not been duly appointed as
Chairman/Vice Chairman/Member of this Honorable Board;

[ ] ______________________________________ is related within the fourth civil

degree of consanguinity to Member of the Board____________________________; or to

nominee_____________________________, whose votes are to be canvassed by the
Board;

[ ] ___________________________________, the IT capable person authorized to

operate the consolidation and canvassing system does not possess the required
technical qualifications for the position; or is related within the fourth civil degree of
consanguinity or affinity to Member of the Board_______________________________; or
to_________________________________, candidate for__________________________________;
or to party-list nominee_____________________________, whose votes are to be
canvassed by the Board;

B. The proceedings of this Honorable Board are illegal because

the canvassing is a sham or mere ceremony, the results of which have
been pre-determined and manipulated due to any or all of the following
circumstances:

[ ] terrorism

[ ] lack of sufficient notice to the members of the BOC

[ ] improper venue

 WHEREFORE, it is most respectfully prayed that immediately upon receipt of
this OBJECTION, the fact of its filing and the ground/s thereof be announced; and
this Honorable Board issue a resolution in writing within 24 hours after receipt
hereof.
