Minutes of the meeting held on 12th June, 2018 in DGCA hqrs, with representative of

MRO Association the concern raised by them.

A meeting was held 12th June, 2018 in DGCA Hqrs with representative of MRO Association to
discuss the concern raised by them. The meeting was chaired by Shri B. S. Bhullar, Director
General of Civil Aviation.

The chairman welcomed all participants and discussion started on the issues raised by the
representative of MRO Association which are as follows:-

A. Old points

1) The issue Test flight schedule was discussed and it was decided that sample template
for flight test schedule for aeroplane and helicopters to meet the intent of CAR will be
prepared by Airworks India and submitted to Hqrs for review and preparing a guidance
documents before 15th February 2018.

M/s Airworks already submitted TF. Next course of action requested.

It was informed that the issue will be taken up after FAA Audit

B. New Points

2) Can organisation take the CAMO function of private category aircraft based only on the
agreement without amending the CAME, if the same aircraft is already in the CAME and
the CAMO approval schedule?

As given in the table for schedule operator CAMO should be part of AOP, but not for
NSOP it is mentioned that they have to have a CAMO but not part of AOP. Does it mean
that they can give full contract of their CAMO just like private operators?

It was informed that for undertaking continuing airworthiness function of private category
aircraft, amendment of CAME is required.

As per M.A. 201 (f) if an NSOP operator is not continuing airworthiness management
organisation approved itself then the operator shall establish a written contract in accordance
with Appendix I with such an organization. However such organisation is responsible for
ensuring continuing airworthiness and the operator should have qualified persons and manual
to demonstrate the compliance of applicable CAR of Section 8, Series O.
3) Is it mandatory for all audits / surveillance / spot checks by different Directorates of
DGCA to raise CA2001 on all findings?

It was informed that as a standard method, deficiency/findings are communicated on CA2001


form for easy tracking and effective compliance.

4) Are we supposed to report to Air safety Directorate for any occurrence during
maintenance or say some GSE hits and damages aircraft?

It was explained by DAS that CAR, Section 5, Series C, and Part I details the circumstances
when any occurrences are required to be reported to Air safety.

5) As per the applicable air safety circular pre-flight inspection during the VIP movement
to be certified by appropriately qualified/approved AME. Please confirm if this is only
applicable for the first flight of the day.

The issue was debated and it was decided to constitute a committee of officers from Air Safety,
Airworthiness and FSD to review the circular.

6) In the current CAR-147, the AMO must be given the freedom to cover the 30% of the
task in the actual maintenance environment either en-mass at one go of six months
practical training or in bits and pieces of 1 – 1.5 months during their summer and
winter breaks.

It was informed that training institutes and contracted AMOs should work out the training
programme as per CAR 147 (Basic).

7) All the clarifications and the MOM must be uploaded as FAQ on the DGCA website for
all the regions to accept the decisions made by the DGCA HQR’s. Some of the regions
are not accepting the MOM issued by the DGCA HQR’s.

It was informed that copy of MOM is forwarded to RAOs also.

8) The internal Quality audit must be allowed to be done by any of the trained and qualified
maintenance personnel from within the organisation.

It was informed that any personnel performing the internal quality audit must be properly
trained in that specific function.

9) Line maintenance approval in outstation:- What is the requirement for 145 AMOs to take
Line maintenance station approval at places where NSOP operators’ aircraft under its
maintenance contract usually fly in & out. Will the scope (periodicity of scheduled
check) applied for mandates to equip the line facility for TBO tasks (falling within the
sought scope) also? As per minutes of last meeting a detailed guideline had to be
issued. Request status update.

It was informed that the issue will be discussed internally during senior officers meeting.

10) For a component, for which an organisation who has already got approval and wishes
to enhance capability by including similar components which is under same CMM for
which organisation is already approved, in that case DGCA should consider waiving of
fees, and the organisation can have the prerogative to do so by documenting the same
in MOE.

Fees is required if any amendment is done in the capability list as per Rule 133C

11) Refer CAR SEC-2, F-1,In case of issue of duplicate Cof R, CAR says applicant needs to
apply to region with necessary documents and fees. Actually Regional office is acting
as receiving centre and forwarding the same to HQ, it is taking a long period for an
operator to get back its duplicate C of R. Regional office may be empowered to issue
duplicate C of R, after scrutinizing the documents submitted. This will save lot of time
for an operator to get back its very important document, who is located in remote
locations.

It was informed that the existing practice will be followed and the issue will be addressed with
the implementation of eGCA.

C. DGCA Points:

(i) Updating of MOE

It was informed that the following chapters of the MOE required to be reviewed by the
organisations to ensure the compliance of the requirements and training of personnel involved
in the compliance of procedures.

a. 3.15 Training procedures for on-the job training as per Section 6 of Appendix III to CAR
66
b. 3.16 Procedure for the issue of the recommendation to DGCA for the issues of a CAR
66 licence in accordance with 66.B.105.

(ii) Updating of documents

It was informed that updated copy of documents such as MOE/CAME/


MEL/AMP/Procedures/Manuals etc needs to be submitted to DGCA Hqrs before 15 th June,
2018
