PROJECT PROPOSAL

CLIMATE CHANGE ADAPTATION AND MITIGATION
CASH FOR WORK
TREE PLANTING and COMMUNAL GARDENING

IV. RATIONALE

Nowadays, our country is facing different dilemma caused by natural disasters, climate
change, and sometimes health problems such as epidemic and viruses coming from other
countries, from which are beyond our control. As respond to this catastrophe, the Local
Government Units, through R.A. 7160 or also known as Local Government Code of 1991, are
mandated to rescue and relief the victims by giving them what they need especially the basic
needs which are food, clothing, temporary shelter, emotional support and rehabilitation needs.

Despite the devolution of disaster relief services, however, disaster management remains
to be a major concern of the national government agencies like the DSWD as some of the LGUs
especially those on the 4th, 5th, and 6th class to which are IRA dependent municipalities have
limited local calamity funds. Further, other localities considered as disaster prone areas may have
exhausted all their resources due to continuous calamity and prolonged disaster operations.

The Philippines has taken its internal and local initiatives through the Climate Change
Adaptation and Mitigation Cluster Program Budget Approach among its member national
agencies. The Department of Environment and Natural Resources (DENR), the lead agency
issued a guidance document to enable the CCAM cluster and participating agencies to formulate a
more focused Program Budget Approach (PBA) Proposal by linking the scope and structure to
strategy documents such as the Philippine Development Plan, the CCAM Roadmap, National
Climate Change Action Plan and the National Disaster Risk Reduction Response Plan.

The Local Government Unit of Llanera in coordination with the Municipal Social
Welfare and Development Office, Municipal Engineer, and Municipal Environment and Natural
Resources Office, would like to conduct a Tree Planting Program through Cash for Work to
contribute on the Adaptation and Mitigation of Climate Change. Hence, this proposal.

V. PROJECT DESCRIPTION

Cash for Work (CFW) is a short-term intervention to provide temporary employment to


displaced and unemployed individuals by participating or in undertaking preparedness,
mitigation, relief, rehabilitation, or risk reduction projects and activities in their communities or in
evacuation centers. The Cash for Work for Climate Change Adaptation and Mitigation will
provide temporary employment to our Three Hundred Sixty (360) Llaneranos including those
families who are categorized as low-income earners. Every individual whose name will appear in
the Cash Assistance Payroll shall receive compensation amounting to P 285.00 daily with a total
of P 2,850.00 for their full ten (10) days service.

The program will be in form of TREE PLANTING AND COMMUNAL


GARDENING along highways and barangay roads of Brgy. Bagumbayan, Plaridel and Victoria.
The program will run for 10 days. The program will be monitored by the Municipal Social
Welfare and Development Office from the start until the conduct of the program be fully
executed.

VI. OBJECTIVES

The main objectives of the program are the following:

1. Provide temporary employment to farm workers/laborers and specially those families under
the low income earners category or indigent families;
2. To contribute in the attainment of inclusive growth by minimizing the impacts of climate and
disaster risks through climate change adaptation, disaster prevention preparedness, climate
change mitigation and rehabilitation; and
3. To encourage community preparation in implementing a community-defined project related
to disaster preparedness such as hunger mitigation.

VII. TARGER BENEFICIARIES

 360 Individuals/families who are willing to participate in livelihood and productive


support projects, developmental and collective community or group undertaking related
to disaster mitigation, risk reduction or rehabilitation;
 360 Individuals, families who are vulnerable, at risks or victims of any form of disaster,
and;
 Able and capable to undertake the projects. The beneficiaries should be at least 18 years
old.

VIII. TARGET DATE

July 2018

IX. MONITORING AND EVALUATION

 LGU level, monitoring shall be conducted on a daily basis until the project is completed.
MSWDO will conduct the monitoring in coordination with Municipal Engineering
Office.

XI. RECOMMENDATIONS

Tree Planting in form of Cash for Work would help to lessen the risk of flood in our municipality
during Typhoons and heavy rains. This (CFW) will also serve as a temporary employment to also lessen
hunger among our low-income families. In line with this, may we respectfully recommend the approval of
the budget amounting to One Million Twenty Six Thousand Pesos only (P1,026,000.00) for the full
implementation of the said project.
