1. INTRODUCTION

1.1 General
As part of the DPE re-development plan, the installation of a new well head platform; Jalilah B is
planned. The Jalilah field is located offshore of Dubai, 15 kilometers north-east from the existing
Rashid structures.
The field has been produced through the Jalilah A platform since July 2011, in reservoir depletion
mode. The new platform, Jalilah B, will be installed 2 km north-east of Jalilah A to produce the
eastern part of the field and provide water injection support. The new platform will be unmanned
with 12 well slots. First oil is planned for Q4 2014 and the facilities shall be designed for 25 years.

1.2 Scope
This specification is intended as an Addendum to DPC-E-13, "Battery and Charger System" Rev
05. The afore mentioned specification is adopted in its entirety except as modified in certain
sections as highlighted in the below points. The modifications as required have been made to suit
Jalilah & Rashid field facilities.

2.2 Definitions

The following terms are used in the below sections of this Addendum to modify the requirement of
DPC-E-13

General Definitions

3. REQUIREMENTS
The paragraph numbering below follows the paragraph numbering in DPC-E-13, "Battery and
Charger System" specification.
1.0 Scope
(Modify to read) This specification defines the minimum requirements to be met by the
Supplier for the design, manufacture, testing and supply of a DC Charger System
designed to power DC system's critical loads with regulated voltage. The DC Charger system
shall comprise of the following:
a) 2x 100% rated rectifiers with input supply rated at 480VAC, 60 Hz, 3 phases.
b) 2 x 100o/o rated valve regulated lead acid batteries
c) Two units of NEMA 4X & 7 explosion proof enclosure provided with battery isolator
suitable for Class 1, Div 2, Group B.
d) One NEMA 1 Distribution Board

containers incorporate a pressure relief device to permit the escape of
gas if the internal pressure exceeds a certain value. The cell charging
voltage on VRLA cells needs to be strictly controlled and high rate
charging is not permitted.

Any inconsistencies critical to the design should be brought to the attention of Company for

All designs shall comply with the requirements of the following codes, standards, Company
specifications, recommended practices hereinafter. No deviation in compliance shall be
incorporated or adopted in the design(s) without approval and formal revision of the affected
design documents.
ln any case if Company's specifications are found to be less stringent than the applicable
international codes and standards, it shall be made known to the Company before carrying out
any work/design.

6.0 ENVIRONMENTAL CONDITIONS
(Add) Ambient Conditions
The DC Charger shall be installed in the control room located on platform.
The room are equipped with air conditioners and maintained at following conditions:
Temperature - Summer:24 deg C +/- 1 deg C, Winter: 21 deg C +l- l deg C,
Relative Humidity - 5Oo/o + 10o/o

However DC Charger systems and its equipments shall be suitable for operation at 50 deg C
and 100% HumidityforS hours in case of failure of airconditioning. Batteries shall be located
in a separate battery room with same environmental conditions as the control room.
7.0 GENERAL
(Modify to read)
System shall consist of:
- 2 x 1O0o/o battery banks
- 2x1OO% chargers;
- one NEMA 1 DC distribution Board
- The above power distribution panels shall be capable of supplying the specified loads for a
specified period during AC power interruption, while discharging down to the minimum
voltage specified.

a) The design shall be such as to minimize the risk of short circuits and shall ensure
personnel and operational safety at alltimes.
b) The DC Charger shall be capable of operation with the following input supply variations
under steady state conditions
Nominal system voltage : +5o/o
Nominal system frequency '. +5o/o

c) The DC output voltage shall be as below :

i. The DC output voltage of the system measured at DC Distribution board shall be


within limits of +12.5o/o with battery in Operation
ii. The DC output voltage of the system measured at DC Distribution board shall be
as indicated in section 8 with charger in Operation
d) The DC Charger shall be parallel/redundant DC system. The two DC Charger modules in
this configuration shall operate in parallel and feed the bus bars of the DC distribution
board.
e) The system shall be designed so that on the occurrence of a fault in any one of incoming
power circuits, the faulty circuit is isolated without supply disruption and the other working
supply shall cater the load within the defined tolerances.
0 Short time AC supply voltage depression of 20% due to motor starting and frequency dips
shall not result in tripping of the charger unit or the initiation of battery discharge. The
charger output shall not be adversely affected.

g) The Supplier shall provide suitably sized moulded-case circuit breaker on the battery
circuit, to isolate the battery in the event of short circuits on the output of the DC Charger
unit. The protection device shall be mounted in battery room.
h) The design shall be such as to minimize the risk of short circuits and shall ensure
personnel and operational safety at all times.
i) The DC UPS system shall be based on following Operation Modes for the Charger
i. Normal Operating Mode:
During normal operation, the charger draws power from AC mains; the charger
converts AC supply to DC and feeds the DC loads.
The charger also float charges the charger battery.
ii. Battery Operating Mode:
When the AC source to charger is lost, the charger battery shall continue to feed the
load without interruption, for the period specified.
iii. Recharge Mode:
Upon restoration of primary AC source, the charger shall start supplying power to the
loads as in normal mode, and in addition the chargers shall recharge the battery. This
shall be an automatic function causing no interruption of power to the load.
iv. Float charging Mode:
During this mode, current passes through the battery from rectifier to maintain the
battery in a state of charge.
The set value of float charge voltage shall be adjustable on-line.
j) BatteryMaintenance:
When the battery is taken out of service for maintenance with a healthy charger condition,
the charger shall continue to operate and meet all specified performance criteria.

8.0 BATTERY BANK


8.1 General
a) The battery Voltage and capacity shall be such as to fulfill the load requirements while
maintaining an output voltage within the permissible tolerances.
b) The batteries shall be Valve Regulated Lead Acid batteries
c) Battery Capacity
i. Each battery shall have sufficient capacity to supply at least lOQo/o of the design load at
minimum ambient temperature for the full specified standby time with no charger
available

ii. A Load profile showing various load versus time shall be provided by purchaser as per
datasheet for finalization of battery rating. The applicable derating factors shall be
considered for battery sizing
d) Battery Sizing
i. The battery shall be sized in compliance with IEEE 485 "Sizing Stationary Lead Acid
Batteries" to support the system's rated load for the time period specified in the data
sheet.
ii. The battery shall be sized based on following parameters unless othenruise specified in
the datasheet
. Minimum Temperature : 5'C
. Ageing Factor : 1.25
o Battery design Margin : 1.2
o Battery End cell Voltage : 1.75 for lead acid
8.2 Components
(Modify to read)
- A complete battery system shall include batteries, connectors, covers for battery

terminals, Cable Lugs, intercell connectors and hardware & accessories as required.
- All hardware (nuts, bolts etc) shall be SS316.
- All batteries shall be provided with handles to ensure ease of replacement
8.3 Color Codes for Cables
Positive battery cable = red
Negative battery cable = black
8.4 Battery Cables
The cable route length between battery location and charger cubicles shall be advised
by the Purchaser to the Supplier. The size of the interconnecting cables between
batteries and chargers shall be recommended by the Supplier. These cables shall be
in Purchaser's scope of supply. Cabling within the charger system shall be sized to
limit the internal volt drop to <1% with system at 100% load.
8.5 Battery testing facility
A switch shall be provided to permit an off-line full discharge battery test of each
battery at a time on an external load bank connected to extra terminals located in the
charger cabinet close to the battery connection terminals. During this annual test the
two chargers and the remaining battery shall continue to supply the load" An auxiliary

contact indicating battery isolated condition shall be provided for local and remote
indication.
8.6 Battery lnstallation
Batteries shall be located in battery rooms separately from the UPS unit. Free
standing battery support racks shall be provided. The battery rack material shall be
suitable to withstand battery acids/ alkaline and shall be suitable for corrosive
environment. steel racks shall have non-hygroscopic and acid/alkaline resistant epoxy
coated to provide protection against effects of electrolyte spillage. The total height of
the battery rack shall not exceed 1600 mm. Wooden Battery stands are not allowed.
The battery racks shall be provided with ground bosses
8.7 Markings
A stainless steel rating plate indicating the following information shall be permanently
marked on each battery rack lcabinet:
a) Purchase Order Number
b) Year of manufacture
c) Name of Manufacturer
d) Type of Battery
e) Number of Cells
f) Normal Capacity of Cells

9.0 BATTERY CHARGER BASICS


(Add)
Charger shall be full-wave rectifier, fully-controllable, constant voltage, current limiting, self
regulating type and shall incorporate soft start feature to gradually accept load on initial
energising . lt shall be designed to supply the DC load as specified in datasheet &
simultaneously recharge a fully discharged battery to 85% of its rated capacity within 10 hours
and to lQOo/o within 24 hours after a discharge, at rated load for the specified autonomy time.
9.1 (Modify to read) Supplying the specified DC system load as specified in datasheet and
simultaneously recharge the battery within period of 10 hours, following a discharge at rated
load for the specified autonomy time.
9.2 (Modify to read)
a) The charger shall be capable of maintaining the output voltage within x0.5o/o of the rated
voltage during steady state operation in float mode with the maximum supply voltage and
frequencv variations defined in datasheet and a load variation of 0 to 100%.

b) Sudden changes in load current over the range of 10 to 90 or 90 to 10 percent of full load
occurring within 2 milliseconds shall not result in an output voltage excursion of greater
than 6 percent. The voltage shall return to and remain within the regulation limits specified
within 300 milliseconds.
c) The maximum transient voltage fluctuations as determined by the load changes shall be
limited to t 1Oo/o of the rated value. The maximum allowable voltage fluctuations (t 10% of
the rated value) shall apply during charging of the battery and during discharge.
9.3 (Modify to read)
a) DC output voltage ripple less than 1% rms without battery connected.
b) The ripple voltage limit with battery connected shall be 30mv rms.
c) Under all operating conditions the peak{o-peak current ripple for VRLA batteries shall be
less than 1o/o of the battery C10 value.
9.3 (Modify to read) The dual charger system normally shall operate in parallel, sharing the load
equally. On failure of one unit, the other unit shall be capable of supplying the complete DC
load. Each incomer at the DC distribution board from the battery chargers shall have blocking
diodes.
9.4 (Add) Sizing of Charger
Charger shall be sized as per API RP 14F by the vendor on the basis of the load requirements
furnished by the Company.
9.5 (Add) The Chargers shall have two automatic modes of operation: "charge", "float".
a) Float: to maintain battery charge within the specified water loss as specified by the battery
vendor
b) Charge: to provide sufficient battery charge in the required time for the duty requirement
from an end of standby discharge
9.6 (Add) Charge mode shall be automatically initiated upon restoration of AC power after an
outage. An adjustable timer started when the battery reaches the second stage of charge
shall automatically reset the charger to the float mode to prevent the battery from being
overcharged. A voltage free contact for remote indication or charge mode status shall be
provided.
9.7 (Add) Float voltage shall be adjusted automatically depending on the battery temperature
monitored by a probe.
9.8 (Add) Charger control shall be provided for both automatic and manual operation" The
setting device shall be accessible from front and shall be password protected if software
actuated.

9.9 (Add) Online adjustment of set value of float -charge voltage shall be possible by means of
potentiometer
1O.O BATTERY CHARGER FEATURES
(Add) General
The DC charger shall be in accordance with API RP 14F.
10.2 (Add) Temperature Compensated Charging: for VRLA Batteries, Negative temperature
compensated charging feature shall be provided on all chargers by automatically raising or
lowering the charger output voltage for changes in battery temperature above or below the
reference ambient temperature of 25'C. A temperature compensation device shall be
included in the chargers.
10.3 (Modify to read)
The DC charger unit shall incorporate all the necessary equipment to enable operation,
protection and control of the unit in accordance with this specification, and to safeguard it and
its components from the consequences of internal and external short circuits, overvoltages
and any main or control circuit malfunctions.
The loss of any phase of the AC line voltage shall not damage the battery charger.
Local alarm indication and changeover contacts wired for remote alarm shall be provided on
the front of the panelfor the following:

10.4 (Modify to read)


Digital output voltmeter and ammeter shall be provided to display the output voltage and
current ratings. The meters shall have +1.5o/o full-scale accuracy for following:
a) Charger input mains supply voltmeter
b) Charger mains supply ammeter
c) Battery DC circuit voltage

10.7 (Add) lnput and Output Requirements

10.7.1 lnput transformer: lnput to the charger bridge shall be through shielded isolation
transformer. The transformer construction shall be in accordance with the requirements of
NEMA ST 20.
10.7.2 lnput Overcurrent Protection: An input lsolator shall be provided to provide a means of
isolating the input power from the charger. The circuit protection shall be provided by the
upstream feeder Circuit breaker in Low Voltage Motor Control Centre feeding the DC
Chargers.
Output isolation: A two pole output isolator shall be provided as a means of disconnecting
the charger from the load.

11.0 BATTERY CHARGER ENCLOSURE


11.1 (Modify to read) The battery charger shall be installed in a free standing, self supporting
steel cabinet NEMA 1 type of enclosure suitable for mounting in a temperature controlled
indoor environment.
11.2 (Modify to read) The charger shall be suitable for floor mounting.
11.3 (Add) Separate cabinets shall be provided for each battery charger.
11.4 Design of the chargers shall be such that except for installation, side, top or bottom and
back access shall not be required for normal maintenance and operation.
11.5 (Add) Enclosures shall be naturally ventilated. lf forced ventilated is necessary than DPE
approval shall be required and following conditions shall be fulfilled
a. Redundant cooling fan shall be provided, with the fans periodically switching as running
and standby.
b. The air filters shall not require periodic cleaning or maintenance
c. The air filters units and cooling fans shall be designed so that they can be cleaned/
replaced safely with DC power supply system still in operation.
d. An alarm shall be provided in case of fan failure
11.6 (Add) Enclosure doors shall be hinged and designed to open at least 120 degrees and shall
be easily removable for maintenance.
11.7 (Add) Handles, screws, hinges shall be corrosion resistant.
11.8 (Add) The enclosure shall permit bottom cable entries only.
11.9 (Add) Equipment and components located within the enclosure shall not be mounted directly
on the walls of the enclosure.
11.10 (Add) All live terminals of door-mounted equipment having a maximum (peak) voltage
greater lhan 24 V shall be shrouded or othenuise protected by barriers to a degree of
protection of at least 1P20.
11.11 (Add) All bare busbars and all live terminals of equipment and components located within
the enclosure shall be similarly protected by barriers or shrouds to a degree of protection of
at least 1P20.
11.12 (Add) No component mounted on the exterior of the enclosure shall be less than 600 mm
from the floor. The operating height shall be restricted to 1600mm.
11.13 (Add) Eye bolts shall be supplied with the cubicles.
11.14 (Add) Each cubicle shall have a thermostatically controlled anti-condensation heater with a
double-pole isolating circuit breaker and a 'heater on' indicating lamp. Heater terminals shall
be suitable to receive an external 12OV AC power supply.

11.15 (Add) Each cubicle shall have an internal luminaire with a double-pole isolating circuit
breaker; terminals shall be suitable to receive an external 120V AC power supply.
12,0 DC DISTRIBUTION
(Modify to read)
12.1 The distribution panel enclosure shall be NEMA 1 as minimum with construction features
similar to battery charger enclosure.
12.2 Distribution panels shall either be incorporated within segregated sections of charger
cubicles or within separate free standing cubicles installed alongside charger cubicles in a
common line-up
12.3 Distribution bus-bars shall be insulated, or encapsulated, and of proprietary construction,
shall have confirmed short circuit withstand capability.
12.4 The DC distribution shall be provided with:
a) Two incoming breakers and the distribution shall be split into 2 buses "A" and "B" by
means of a bus-tie Breaker. This would allow replacement or installation of additional
outgoing CB without complete distribution shutdown.
b) The bus-section Circuit breaker shall be non-automatic and operated normally closed.
c) A timer shall be provided which shall trip the selected feeders after lapsed of autonomy

12.5 lncoming and Outgoing Feeders
12.6.1. Double pole circuit breakers shall be provided for:

13.0 VOLTAGE RELAYS

D.C. under-voltage and over-voltage relays shall have:
a) Adjustable voltage settings over the required range
b) Fixed differential setting not exceeding 2o/o of the nominal voltage rating.

14,0 WIRING
14.1 (Add) Busbars shall be tinned copper and insulated and designed to carry rated and short
circuit current.
14.2 (Add) All internal wiring shall be color coded in accordance with the equipment
manufacturer's standards.
14.3 (Add) Wiring between fixed portions and hinged doors shall be mechanically protected
against abrasion or entrapment and not be routed around sharp edges and shall be firmly
clamped at both ends to prevent movement at the terminations

15 TERMINAL BLOCKS
15.1 (Modify to read) Power wiring terminal blocks shall be:
a) Capable of accepting external wiring of wire sizes as specified in datasheet

- emergency load (fed from the "maintained" distribution panel) for a specifled
period during a.c. power interruption, while discharging down to the minimum
voltage specifled.

12.0 DC DISTRIBUTION

12.1 The D.C. distribution is divided into two parts:

- "maintained" supplies which remain energized at alltimes.

- "non-maintained" supplies which are tripped in the event of either a gas/fire


trip or low voltage on the D.C. system (e.9. due to charger failure).
