Housing market expected to stay healthy

As Coronavirus affects other segments of economy real estate may be one sector that brings hope

of the economy but its
importance may be more
fundamental than that.

As the COVID-19 spreads and the patient
count and death toll grow, economists are
slashing their once-rosy expectations for
global growth in 2020.
But amid the anxiety, there’s one bright
spot in the U.S. that is likely to be immune
from the virus fallout. Analysts say the
housing market isn’t just domestic in
nature. It will also be buoyed by
exceptionally cheap borrowing costs, years
of pent-up demand, and a residential
construction sector that may have finally
figured out how to efficiently produce entry-
level properties.
“Year after year, through things like the
Greek debt crisis I had a theory that home
buyers were going to be spooked, and they
just shrugged off the news,” said Glenn
Kelman, CEO of home brokerage Redfin
RDFN, -4.51%. “The past few years have
made a fool out of anyone predicting
higher rates and challenging American
exceptionalism. The U.S. economy just
keeps on going strong.”
Just how ferocious is demand in the
housing market?
On his first-quarter earnings call last
week, Kelman had this to say: “A Redfin
agent just told us about a bidding war with
30 other buyers in a far-flung area outside
of Portland, Ore., this month. The property
being fought over was a mobile home. This
situation can last longer than most realize,
as the law of supply and demand works
slowly in real estate.”
That is helping to extend what has long
been a seasonal business, Kelman told
MarketWatch. Anxious buyers are pushing
the “spring selling season” earlier and
earlier. Investors may start to get a read on
that activity this week, which will bring the
first housing economic releases of 2020.
On Wednesday, the Commerce
Department will report the number of new
homes started and permits applied for in
January. On Friday, the National
Association of Realtors will release data on
January sales of previously-owned homes,
which make up about 90% of the market.
Kelman isn’t the only observer who
expects big things from housing this year.
“It will be a tailwind” for the broader U.S.
economy, said Mark Zandi, chief economist
for Moody’s Analytics.
For Zandi, the state of housing comes
down to financing costs. “If we have a 30-
year fixed-rate mortgage at 4% or below,
we should have a solid market,” he said. “If
we have 3.5%, we have rip-roaring growth.
North of 4%, the market will fade.”
A 1.60% benchmark U.S. Treasury 10-
year note rate TMUBMUSD10Y, -10.88%,
which was the average in the most recent
week, is the sweet spot for the mortgage
market, Zandi said.
Kelman said that similar to other
exogenous events that manage to at least
momentarily surprise markets and keep
yields in check, the outbreak of coronavirus
may have the unintended consequence of
keeping borrowing costs low.
“The coronavirus is sort of a dark irony
helping out housing,” Zandi told
MarketWatch. “It’s keeping rates down as
global investors come piling into the U.S.
but it’s not hurting our economy to the point
where it’s costing us jobs,” he said.

Zandi and others emphasize that it’s still
too soon to know anything about the true
impact of the infectious disease, but as
Kelman put it, the housing market won’t
turn down on a dime. “Do I see any storm
clouds on the horizon? I don’t. But is it
going to rain? I know it will,” he told
MarketWatch.
And for now, Americans may be mostly
oblivious about the angst swirling through
financial markets. On Friday, a closely
watched measure of consumer confidence
roared past economist expectations to
match a near-15-year high. Only 7% of
survey respondents mentioned the
coronavirus in early February. It’s too early
to know whether that means Americans
aren’t very aware of the situation - or that
they are brushing it off.
Still, as Kelman put it, the decision to
buy a home is the most “macro-sensitive”
purchase there is. Americans can put off
clothing purchases or dine in rather than
visit restaurants, but they know once they
buy a home, they are making a 30-year
commitment — and yet are still out in force
touring open houses.
Builders may also finally start to make a
solid contribution to economic growth:
Zandi thinks this could be the first year in a
decade in which analysts underestimate
the pace of residential construction rather
than overestimate it. It’s taken a while, but
builders have finally figured out how to
make their costs pencil out at lower home
purchase points, Zandi noted.
Homeowners are also renovating and
redecorating. In the government’s January
retail sales data, one of the bright spots
was home centers: stores like Home Depot
Inc. HD, -5.13% and Lowe’s Cos. LOW, -
4.05% (Both home-improvement retailers
will report fourth-quarter earnings during
the last week of February.)

Hello my builder’s and associates.
First of all I will like to thank all the
members of the Association for
allowing me to represent this great
association. Two months have already
passed, and time is just flying by. I
already have had two board and one
general meeting under my belt. Since
the beginning of the year the executive
board has been extremely busy
meeting with city and county officials.
Am I glad to report at this time, that we
have established great relationship
with our community leaders.
Our membership has increased by
10% in the last months and growing.
The economy is doing very well and
everyone seems to be busy with work.
Texas Association of Builders recently
had their board meeting here in El
Paso. Ray can’t remember when was
the last time they had board meeting
here in El Paso. Everyone that came
to the meeting was impressed with our
city and especially our hospitality. Most

Springing forward at EPAB

We are busier than a cat in a
sandbox goes the saying and it’s true
at the association. The year is only
two months old, yet our association
has had a full schedule. Aside from
planning things like First Home
Saturday, the spring golf tournament,
the Su Casa magazine, going to IBS,
having board and general
meetings….we also have been
holding meetings with the City of El
Paso and the County of El Paso,
along with water board meetings and
the Texas Association of Builders
Executive Leadership meeting. It’s
been busy and I’m so grateful to our
team for being involved. President
Edgar Garcia has been at everything
and then some. He knew it was
going to be busy, but no new
president is fully prepared for the
onslaught of what is expected of you.
The EPAB has engaged the
government agencies to make sure
that we accomplish the work for the
industry and this year we’ve had
some big things to work on. It
started in Socorro where with the
help of a great working group long
range changes were passed to help
the industry meet the demands for
housing by partnering up with the
City of Socorro. What we’ve done
will have implications for generations
of future homeowners and builders.
Our monthly meetings with the
Planning department at the City of El
Paso has allowed us to tackle hard
issues one on one. We have been
and will continue to meet with city
representatives and the mayor and
city manager, all to ensure that they
understand we are watching and
helping them govern better.
We have started a new wave of
meetings with the County of El Paso
and their leadership. So much work
is going on and we are fortunate to

New Home sales
start strong in 2020

Sales of newly built, single-family
homes rose 7.9% to a seasonally
adjusted annual rate of 764,000 units in
January, coming off an upward revision
in December, according to newly
released data by the U.S. Department
of Housing and Urban Development
and the U.S. Census Bureau. The
monthly number is 18.6% higher than
the January 2019 rate and the highest
monthly sales pace since July 2007.
“The January sales pace matches
what builders are saying in NAHB
surveys – builder confidence is strong
and low interest rates have fueled
single-family housing demand at the
start of 2020,” said NAHB Chairman
Dean Mon, a home builder and
developer from Shrewsbury, N.J.
“Warm weather in many parts of the
U.S. meant an early start to the home
buying season,” said Jing Fu, NAHB
director of forecasting and analysis.
“Meanwhile, the months’ supply has
fallen to 5.1, indicating additional
housing inventory is needed.”
A new home sale occurs when a
sales contract is signed or a deposit is
accepted. The home can be in any
stage of construction: not yet started,
under construction or completed. In
addition to adjusting for seasonal
effects, the January reading of 764,000
units is the number of homes that would
sell if this pace continued for the next
12 months.
Inventory fell to a 5.1 months’ supply,
with 324,000 new single-family homes
for sale, 6.6% lower than January 2019.
Of that total, just 76,000 are completed,
ready to occupy. The median sales
price was $348,200. The median price
of a new home sale a year earlier was
$305,400.

take action against
building code
proposals

Senate Energy and Natural
Resources Chairwoman Lisa
Murkowski (R-Alaska) and Ranking
Member Joe Manchin (D-W.Va.) this
week introduced a comprehensive
energy bill, the American Energy
Innovation Act of 2020. However,
there are efforts underway to
incorporate costly energy building
code provisions from S. 2137, The
Energy Savings and Industrial
Competitiveness Act, as an
amendment to this bill.
This amendment would expand the
role of the Department of Energy in
the code development process by
requiring it to establish energy-
savings targets, which denies the
code consensus bodies freedom in
decision-making.
This represents an unprecedented
power grab by the federal
government in the building code
development arena.
These aggressive energy efficiency
requirements would also drive up the
cost of housing without proportional
savings in energy costs. This comes
at a time when housing affordability is
near a 10-year low and just six in 10

Chuck, tell the Builders Outlook a little bit
about you:
My Grandfather was an electrical contractor
there and retired and moved to Tucson Az. My
father took over his business in 1958.
West Virginia was very depressed in those
years and Arizona was booming and my
grandfather convinced my dad that Arizona was
the place to be. So, mom and dad sold
everything loaded me and my three sisters in a
1960 Ford Econoline van and all off to Arizona.
We made this trip in 1961
We all had the chicken pox so no place would
let us stay so we slept on the side of the road
and dad cooked us meals on an old Colman
stove which I use to this day. We have four great
kids. One is in the business as our CFO,
another son lives in San Francisco where he
works while our youngest son grows marijuana in
Northern California, and our daughter is a high
school teacher and head varsity coach for girls’
basketball.
How did you become an electrical
contractor?
In Phoenix dad worked for APS and a couple
of contractors then hooked up with Mitchell Droz
and became partners and built a great business.
I grew up there and my dad started me
working at the age of 6 by the time I was 15 I
could estimate commercial and residential as
well as do the work.
However, I did not want to be an electrician
and went off and trained racehorses for about
five years. We had a couple of kids and decided
the racetrack was no place to raise kids. So, I
called dad and his partner and went back to work
with them in 1984.
My dad and his partner decided to go their
separate ways in 1989 so dad and I started
Haskins Electric in 1990 but he and my mother
decided to retire in 1995 so my wife and I bought
them out.
Met my wife in 1988 we dated three years and
got married in 1991. When my parents retired my
wife came in to run the office and we wouldn’t be
where we are today without her. We make a
great team.
Did you always want to work as an electrical
contractor or what?
I always wanted to be a farmer.

How big a crew?
Currently we employ about 400 people.
Our main office is Phoenix with offices in
Prescott, Flagstaff, and Tucson Arizona; also in
Albuquerque, Santa Fe and Las Cruces, New
Mexico; and in El Paso, Texas. We have been
very successful because of the great people that
work with me and my wife.
Why did you join the association, and would
you recommend it to others?
We joined the El Paso Association of Builders
because we are members in other states and
towns. We felt it was a great place to meet
builders and connect with the community. The
association has been great for our business
because of meeting builders and all the good
things the association does for our industry and
the community, and this is important to my wife
and I. Not to mention that everyone in the
organization are great wonderful people and all
have helped us in so many ways to be
successful and be part of the community. I have
said this before that this is the best association
we belong to.
My wife and I now own a home in El Paso, so
we have a great place to stay when we are
there.

was a quarterly meeting with council
chairs and committee chairpersons to
look at the current status of TAB and to
vote on items required by the bylaws.

El Paso. “ I’m surprised and pleased
that we were able to introduce many of
our executive team to El Paso,
something that in my 17 years at TAB
we’ve never done,” he told the
Outlook.
Randy Bowling, TAB 2020 President
was encouraged by the comments
made to him during the visit. “I can tell
you that anytime we can promote our
wonderful city and all we have to offer
I’m going to do that,” he said. “I want
to let everyone know that we are open
for business and hope to have the
members go out to their communities
and tell people about El Paso,”
Bowling said.
The three-day event required the
leadership to travel from all points in
Texas. The comments were all the
same, all good, and with some
interesting surprises. “We only have
seen what the news says, and this trip
has convinced us that El Paso is
unique but in a Texas way,” said one
out of towner. “We knew you were on
the border, just didn’t realize you were
literally on the border,” said Debra
Guerrero of San Antonio, a first-time
visitor. She left with a new
appreciation for El Paso and
suggested that as a member of other
organizations in and around San
Antonio she would be telling them to
come and visit. “I had no idea what a
gem this place is, the history, the
culture, the people,” she continued.
The team did a bus tour of the area
including going along the border
highway, seeing the Luchese boot
factory store, and traveling through
Trans Mountain. UTEP was featured
as well after a sunset dinner at the
Coronado Country Club. “I think that
we showcased El Paso pretty well, and
now we have some new ambassadors
to talk good about us,” Bowling said.

Rainwater requires careful
planning for how and where it
flows, ponds, and ultimately
winds up. As the City of El Paso
grows and develops, it creates
impervious surfaces, which do

ground. Building roofs,
driveways, concrete slabs, and asphalt parking lots
etc., creates an impediment for storm water to
soak back into the earth's surface as nature
intended, becoming developed runoff. This is
crucial for not only plants and wildlife to live, but
also for drinking water. Some of our drinking water
comes from underground formations called
aquifers that we cannot afford to squander. This
creates a safety issue as it causes communities to
be more susceptible to flash flooding.
We live in a desert climate of potential drought,
but when it rains, it really pours. Rainstorms can
generate six inches of water on a street in a couple
of hours, which is enough to knock adults off their
feet. The accumulation of water can cause flash
floods, which can carry mud, trash, and debris
reaching critical speeds quickly. When the City
reviews and issues grading and drainage permits,
we are being responsible for ensuring that the
City’s infrastructure functions properly for
generations to come. Our main objectives are to
provide for the safety of the residents and welfare
of their property too through well­designed
drainage infrastructure by complying with City
regulations.
Great News! The City of El Paso currently
participates in the National Flood Insurance
Program (NFIP)/ Community Rating System (CRS)
certification, which is run by the Federal Emergency
Management Agency (FEMA) This helps to keep our
residents safe from flooding damage and to provide
this community with more affordable flood
insurance premiums.
The Planning & Inspections, Land Development
Department is providing to the public all requested
information about the effective flood zones, flood
determination letters, answering flood inquiries,
reviewing and certifying CLOMR (Conditional Letter
of Map Revision), reviewing and certifying LOMR
(Letter of Map Revision) and LOMA (Letter of Map
Amendment), and updating the public with the
latest FEMA regulations and requirements
Through City’s efforts in stormwater
infrastructure improvements, over a thousand
properties in the East side Pico Norte (District 3)
area, and approximately six thousand properties in
the North East (Districts 2 & 4) are now mapped by
FEMA as being outside of high risk flood zones and
safer from flood waters.
