(b) "Public Officials" includes elective and appointive officials and employees, permanent or
temporary, whether in the career or non-career service, including military and police personnel,
whether or not they receive compensation, regardless of amount.
According to service rules, any government employee can not be open or run any business in
his/her name. But if you want to run a business, for extra income, you can be start the same by
the name of any member of your family i.e. wife, son, daughter, mother, father or brother.
OPM rules are very clear that, if you are a full time government employee, you cannot work for a
contractor being sold back to the federal government. Nor are you allowed, as a
federal employee, to form a company and bid on federal work.
In the business world, nepotism is the practice of showing favoritism toward one's family members
or friends in economic or employment terms. ... In response, some larger companies have
instituted "anti-nepotism" policies, which prevent relatives (by blood or marriage) from working in
the same department or firm.
Government personnel may accept unsolicited gifts if they are not cash and are valued at or
under $20 per source, per occasion. ... (Consequently, accepting lunch from a contractor
employee with the intent to “pay next time” is not an acceptable means to eliminate the prohibited
gift.
Generally speaking, an employer may not inquire or otherwise obtain facts about
highly personal aspects of an employee's private life. For example, an employer may not ask an
employee about her sex life with her husband.
