EVENT OVERVIEW
PPP MENA Forum is set to be the biggest annual gathering of
government officials, PPP central units, project owners, consultants,
financial institutions and lenders, private investors and stakeholder
from across key sectors. The forum will offer exclusive never heard
before updates of various PPP project pipelines across the key
sectors offered by the participating nations. The forum will also
discuss the progression and changes in PPP laws and regulations for
the participating nations as well as the implementation challenges
the new regulations may create. The Forum will also shed light on
critical topics such as challenges and opportunities in activating PPP
projects and the bankability of such projects in light of the
geopolitical status of the region.

Over the course of two days, government authorities and relevant


industry stakeholder will engage in high level discussions and
networking opportunities to tackle some of these complex issues
surrounding public-private partnerships in the region and the
opportunities presented in the market.

The event will also feature an international exhibition which will


create a new avenue for international companies to showcase their
latest products and services to the sector.

Substantial investment in infrastructure by Middle East and
North African governments has led to an increased
interest in public-private partnerships (PPP). It is estimated
that $224bn-worth of public-private partnership (PPP)
projects are planned or underway in the Middle East and
North Africa.

• Dubai introduced PPP law in 2015


• Abu Dhabi enacted a new law oin Feb 2019 designed to
UAE  encourage privatization as part of the three-year Dh50 billion
“Ghadan 21” programme
•Construction and power are the major sectors

• Launch of National Center for Privatisation in 2017 for the


implementation of PPP projects
• In 218, Saudi Arabia’s National Centre for Privatisation and
Public-Private Partnerships (NCP) has published a draft law on
private-public sector partnerships

KSA 
• A wave of privatisation deals in Saudi Arabia will raise $10 billion
by 2020 as the kingdom presses on with its economic
transformation plan
• Aviation, housing and water are the major sectors. Plans to
privatiseall airports by 2020. A similar programmeunderway in
the water sector

• First country in the GCC to launch a PPP frameworkand a


Kuwait  central PPP unit in 200
• Transport, power and construction are the major sectors

• In July 2019, the new PPP law and the new PPP Authority Decree
Oman  were issued by the government of Oman
• Plans to utilise PPP schemes for mega projects in the healthcare,
water tourism and transport sectors

• First country in the GCC to implement PPP schemes outside the


utilities sector

As more conventional and Islamic banks are venturing into Islamic finance, there is a need
for reference materials that can guide them on how to approach and structure
infrastructure projects that can benefit from Islamic finance. The objective of this session is
to engage key stakeholders and discuss the role and potential alternatives offered by
Islamic finance in addressing the public infrastructure financing challenge. It will highlight
the role of the major players in the global Islamic finance industry, and discuss critical
lessons learned on what practitioners should know to enhance their practical knowledge
and understanding in order to mobilize Islamic finance for infrastructure PPP projects
