ARTICLE 6 SECTION 26: THE LEGISLATIVE DEPARTMENT

The bill made from the Senators and Members of House of Representatives should only
focus on one subject in order to avoid complexity that might cause to misunderstanding. Bills
from Senators are called Senate Bills, while those come from House of Representatives are
called House Bills.
The bill from the Congress is not yet considered as law when it hasn’t gone through the three
readings on separate. It takes a long and difficult process to make the bill as law. The bill from

separate and there should have printed copies of the final form to be able to distribute to the
Members three days before the day of deadline. The bill needs to be read three times to
accomplish three purposes. The first reading is the information stage, informing all the members
that it’s the particular bill that will be discussed. The second reading is the amendment stage. At
this stage, any member can have suggestions for the proposed bill and further discussed. This is
stage of debate; the members are debating regarding with their amendments. Every amendment
is voted so that they will know if it will be adopted or rejected for the bill. When the second
reading is done, the bill should have printed copies in its final form, including all the adopted
amendments will be passed to the third reading. On the third reading, this is the passage stage of
the bill. No more amendments. Votes of the members are taken immediately. Yes, and Nays are
entered in a journal with their names. Majority of votes will be the basis of the decision of
approval or disapproval. But, a bill may won’t pass through a long due process when the
President needs an immediate act to make it as a law. These are the bills that involve emergency
matters relating to food production, agriculture, calamities and etc.
