ABSTRACT

As of today’s world, people are deeply engaged in technology that even buying things, paying
debts and etc. can now be done through online. So the researchers came up with an idea that can help
barangay management more efficient, productive and more innovative. As we all know that according to
the Philippine Constitution Sec. 384. The Role of the Barangay serves as the primary planning and
implementing unit of government policies, plans, projects and activities of the community, and as a forum
wherein the collective views of the people may be expressed, crystalized and considered and where
disputes may be amicably settled. The researchers have conducted a survey to the residents in the
barangay and to the staffs working in barangay hall. And with the help of data gathering, the researchers
have discovered how to improve the progress of the workflow inside the barangay office. Therefore, this
serves as a challenge to the researchers to develop a system that can solve the common problems that
were encountered by the barangay and to contribute to the barangay using technology.

CHAPTER I

INTRODUCTION

Rationale of the Study

“Over recent years Web Based Systems have evolved due to improvements in security and
technological advances and, in many cases, Web Based Systems offer significant advantages compared to
traditional software based applications. In most businesses, deploying a web based system will lead to the
streamlining and improvement of business processes. For example, traditional paper based business
processes can be modernized and processed electronically via a Web Based System. These business
process improvements will not only affect employee productivity but also save time and costs.”(PJ Web,
2012).

Electronic government (e-government) was often heralded as the new way forward for the public
sector in both developed and developing countries. There are several examples of how this form of
government leads to increased rated of development and allows for greater democracy, and how it was
successfully implemented in developing countries. (Krishna, Walsan 2005, Bhatnagar 2002).
Electronic filing was uncommon practice many years ago, through the increased mandates of IRS
and the state revenue department to encourage private and public firms to use e-filing, more and more are
now recognizing the benefits of e-filing as part in creating effective and efficient automated process and
paperless workflow environment. Through the help of e-filing firms can save more time in retrieving,
handling, and re-entering data, with less time in focusing on paper works and they can spare more time in
helping their clients with additional services.

In the Philippines as an example, most government institutions are still using manual process.
Millions of residents in the Philippines have an appointment with their specific barangay office especially
when it comes to getting a barangay document. Getting a document can be a hassle since the workflow
inside a barangay is slow and all of the barangay offices are still using the traditional way in processing
documents specifically a log book. These records can be outdated and can easily get lost. Important
records like complaints are vital for future use and can help improve the barangay. In barangay halls,
getting a permit or clearance can be slow and hassle. Permits and clearance includes the personal details
of the residents. The residents in the barangay are sometimes not aware on what requirements to bring.
They come back and forth in the barangay office for the reason that they didn’t bring their requirements.

The complaints that are being sent to the barangay are sometimes not recognized by the barangay
officials. They are either ignored or forgotten. Major problem in the barangay is the garbage which can
cause overflowing of drainage. Without the action of the barangay officials, these problems can result to a
bigger problem and resulted to flooding. Drainage is clogged and there is no proper garbage disposal. The
residents are sometimes not updated as to what events are happening in the barangay. The barangay
should also be transparent about the projects being constructed in the barangay. The resident doesn’t
know where the funds are being utilized or the different expenses being used.

The system in borrowing items in the barangay is manually done. Items in the barangay include
tents, chairs, tables and fences. The returned items are sometimes lacking and damaged. The result, the
inventory of the items is not done properly.

With this, the researchers will develop a system that will help and upgrade the system workflow
in the barangay. The researchers have a specific barangay to focus on their system. Barmons, a web-based
barangay monitoring system of Marigondon, Lapulapu City. Barmons will let the user or resident request
for a permit or clearance. Then the admin or barangay staff will be the one who will approve or decline
the request. This helps the office in using a computerized or electronic system instead of using big cabinet
files. The borrowing of items will be electronically inputted so that the items will be organized and
managed properly. This will also help in saving money and time. The admin will be able to trace who
borrowed the items and how many items returned damaged and lacking. Another range of this system is
that the barangay staffs will let the residents view the different expenses used, projects constructed and
upcoming events. In the reports field, the resident will complain about an incident or their own concern
and the admin or barangay staff will be notified. Overall, this system will help accomplish in using
technology in the barangay office and can benefit and improve in assisting the problems encountered in
the barangay.

Objectives of the Study

The general objective of this study is to implement a web-based application that helps barangay
Marigondon improve their system workflow. This study aims to monitor the different activities that is
happening in the barangay. Activities such as upcoming events, building of projects, borrowing of
equipments or facilities, incidents and requisition of barangay documents.

Specifically, this study will be able:

1. Identify the existing status of the barangay transaction in Marigondon.

Scope and Limitation of the Study

1. User Administration

User can make an account and log-in in the system. Book an application for acquiring a
document and report an incident, reserve equipment or facilities online it can view the
upcoming events and the different projects in the barangay also. And for the Staff can either
accept or decline a resident’s online application for barangay documents, add an event and
project, settle the incident report and also can either accept or decline a resident’s online
reservation of barangay equipment and facilities.

2. Report Generation

 The staff can generate list of,


 Transaction history
 Documents acquired.
 Blotter reported.
 Equipment borrowed.

3. Notifications

The purpose of notifications is to provide information about the requisition of documents and
equipment, and also the status of the requisition. The staff will be notified of a pending
requisition of documents, equipment or facilities and if a resident reported an incident. The
resident will be notified if their request of a document or equipment were accepted or rejected.

4. Monitoring

The staff will monitor the equipment and facilities online and the incidents reported. The staff
will also monitor the events and projects and keep the residents updated.

However, the study is limited to the following

a. The system cannot capture the thumbmark of the resident.

b. Only the staff can print the requested document of the resident.

c. The verification of residents will be done in barangay hall through witnesses.

d. The system cannot verify if the resident is living 6 months in the barangay.

e. Payments of document fees are only done inside the barangay hall.

Significance of the Study

Resident in Barangay: The residents in the barangay can request for a document such as
clearances and permits via web. They can also borrow or reserve
facilities and equipment’s like tents, chairs, table, fence etc. via also the
web. They’ll no longer go back and forth just to see if equipment is
available or not. They can view the latest events and projects that are
ongoing in the barangay. They can also report a blotter online.

Barangay Staffs and Clerks: The Barangay staffs and clerks can easily monitor the borrowed
equipmet’s and the events. They can also see the reports such as the
number of residents that requested for a document and the number of
blotter reports in a day. They can easily post events and upcoming
building projects.

Researchers: The researchers can improvise their ideas about the study and they will
have knowledge about on how to have a solution to the problems in the
barangay.

Future Researcher: The future researchers who are doing similar work such as this study can
refer to this study and may improve this study.

Research Methodology

Descriptive research is defined as a research method that describes the characteristics of the population or
phenomenon that is being studied.

Flow of the Study

The following figure indicates the flow of the study in terms of its input, process and output. It is a
textual presentation of the major activities that are done or will be done from the start of the planning
process, down to the software development phase.

Environment

The research study was conducted in Cebu and Marigondon, Lapu-Lapu City with a population of
approximately 19,713 residents. The transactions will be done in Marigondon Barangay Hall. Most
common transactions are the requisition of documents, blotter report, and borrowing of equipment.

Respondents

The respondents of the study are the barangay staffs and residents living in barangay
Marigondon, Lapu-Lapu City. There are a total of 120 respondents, 20 barangay staffs and 100 residents.
Their answers serve as main source of data in helping solve the problem.

Instrument

The researchers used both the hard copy and google forms in conducting a survey. There are
seventy (70) copies of hard copy survey questionnaires. Fifty (50) copies for the residents and twenty (20)
copies for the staffs. The google forms were sent to fifty (50) residents in the barangay. In that way, the
researchers will know what are the common problems that needs to be solved.

Data Gathering

The researchers distributed links and hard copies to a total number of one hundred and twenty
(120) respondents. Twenty (20) of which are the staffs and one hundred (100) are the residents. With the
help of data gathering, the researchers found out the problems in the barangay.

Statistical Treatment

The outcomes from data gathering will be studied, tabulated and analyzed by descriptive analysis
with the used of data percentage and weighted mean to calculate or assess the data gathered. In particular,
the following statistical treatments will be used:

 Percentage Formula

Percentage frequency distribution is a presentation of data that identifies the percentage of


observations that exist for each data point. The process of creating a percentage frequency
distribution involves first identifying the total numbers of observations to be represented; then
counting the total number of observations within each data point or grouping of data points; and then
dividing the number of observations.

 Average

Constituting the result obtained by adding together several quantities of the data gathered using
the survey questionnaires and then dividing this total by the number of quantities.

This statistical will be used to know the extent of the current ways of storing, creating or
archiving documents as well as the problems encountered. This formula is also used as basis to
interpret the views and perceptions of the respondents regarding the proposed system which is
“Barmons: A web based Barangay Monitoring System of Marigondon Lapu-Lapu City”. This will be
applied using the formula below:

Definition of Terms

Automation - using automatic process in businesses.

Database - a collection of data that is stored in an electronic device like a computer.

Document Management - a way on how to organize business documents.

User - a person who uses a specific application or software.

Web-based - a software that is accessed only by using a web browser.

Monitoring System - a system that monitors various activities such as monitoring of events
and projects in a certain area.

Notification - a short notice of information about a certain activity done by the user.

Online Application - refers to requisition of documents using the internet.

Workflow - movement of documents, work and responsibilities throughout the office.

CHAPTER II

REVIEW OF RELATED LITERATURE

In this chapter we will present the related literature and studies after the comprehensive research
done by the researcher. This is to comprehend the research further with the use of web articles and
magazines to help the researcher get more ideas and other related studies that could help the researcher
accomplish their objectives. The literature and studies presented came from the individuals that were
integrated in this chapter helps in familiarizing information that is related to the study.

Related Literature

Barangay Transactions

In computer programming, a transaction usually means a sequence of information exchange and


related work (such as database updating) that is treated as a unit for the purposes of satisfying a request
and for ensuring database integrity. For a transaction to be completed and database changes to made
permanent, a transaction has to be completed in its entirety. A typical transaction is a catalog merchandise
order phoned in by a customer and entered into a computer by a customer representative. The order
transaction involves checking an inventory database, confirming that the item is available, placing the
order, and confirming that the order has been placed and the expected time of shipment. If we view this as
a single transaction, then all of the steps must be completed before the transaction is successful and the
database is actually changed to reflect the new order. If something happens before the transaction is
successfully completed, any changes to the database must be kept track of so that they can be undone.
(Margaret Rouse, 2007).

According to Algara (2015) “In a study on Barangay Resident Record Management and
Certificate Issuance System stated that this study focuses on the records management system of the said
Barangay. The Barangay treasurer/secretary is the one who performs permits, certificates transactions
community tax, business taxes, and other fees. They are also in charge of keeping tracks of the records,
capture and maintain up-to-date records of all issuance transactions and daily, monthly, yearly reports.
They manually handled transactions daily; specially get Barangay clearance, certification, cedula and
permits. Before the accomplishment of the task the constituents who request mmust undergo a long
process. Same throught with storing of files, updating, accessing of data and recording the expenses, they
used folders and log of papers for its storage. The staff encountered difficulties and long procedure in
retrieving and recording files.”
According to Nestor (2016), barangay represent the government at the grass root level. They are
considered the epitome of what the government can offer and are the court of first help of the general
populace. Henczel (n.d.) calls this as information audit, focusing on the information sources, resources,
show and how information contributes to the objectives of an organization like barangay. This study is the
solution to the problems stated and to enhance the quality of service a barangay office offers to its

clients. Furthermore, this serves as an awakening factor for all government offices, from highest to lowest
levels, to be in line with the government's view of globalization and competitiveness in today's
information age.

Monitoring

According to news reporting originating from Alexandria, Virginia, by VerticalNews journalist,


with population growth in cities and conurbations, the number of vehicles also increases there. However,
for most of the time, private vehicles are parked in a stationary manner in parking areas. Because of the
limited traffic areas available in the center, towns and cities often cannot provide sufficient parking,
resulting in a considerable volume of traffic caused solely by vehicles searching for a vacant parking
space. There is an interest in monitoring and checking compliance with applicable parking regulations
over and above routine inspections in which traffic wardens personally visit the parking areas. The
invention relates to a traffic monitoring system for monitoring a traffic area having parking areas for
parking vehicles. Monitoring a parking area for an individual vehicle, vehicle detectors are known which
automatically detect the state of occupancy. For example, ultrasonic sensors suspended from the ceilings
of parking garages are known which can scan the parking bay below for the presence of a vehicle. This
object is achieved according to the invention by a traffic monitoring for monitoring a traffic area having
parking areas for respective individual vehicles and/or parking areas for a freely arrangeable row of
vehicles, comprising one or more radar sensors which are disposed overhead and trained on the traffic
area such that a sequence of digital radar images of the traffic area can be captured, an evaluation unit
which is designed to detect vehicles parked in the traffic area from the captured sequence of radar images
and to ascertain their locations and dimensions and, by comparing the data of the ascertained locations
and dimensions of parked vehicles with configured geodata of the parking areas, to determine the
occupancy states thereof, wherein the state of occupancy of a parking area for an individual vehicle is
either occupied or vacant, and wherein the state of occupancy of a parking area for a freely arrangeable
row of vehicles is either occupied or determined by one or more vacant parking spaces, and an image
output unit which is designed to display a map of the traffic area with marked parking areas and the
current occupancy states thereof.

According to Erwin Bartz, Richmond, British Columbia based SmarTire System Inc. has rolled
out a new tire-pressure monitoring system (TPMS) for commercial vehicles that features a new highly
sensitive, weatherproof, controller area network (CAN) chassis mounted SAE J1939 receiver. The new
receiver combined with the firm’s high-pressure sensors results in a technically advanced TPMS for use
by manufacturers of commercial trucks, buses, agricultural and construction vehicles. The new product is
currently being tested by several OEMs. This system is not an adaptation of a passenger car product but
has been designed specifically to satisfy the demands of the commercial vehicle market, said Erwin Bartz,
vp-business development. This TPMS integrates effectively with in-vehicle displays and monitors both
tire pressure and temperature. The new system allows commercial vehicles to achieve improved fuel
economy and tire life in addition to minimizing tire fires and unscheduled downtime due to tire
problems."

According to Chandler Martin, The Centre for Public Health at Liverpool John Moores
University houses a number of distinct, but related, systems that collate attributable monitoring data from
drug treatment, criminal justice, and harm reduction services in the North West of England. Briefly, the
National Drug Treatment Monitoring System collates data from higher level structured drug treatment
services (e.g., substitute prescribing, psychological interventions, and abstinence-based programs), while
the Drug Interventions Programme collects data on criminal justice interventions both within the
community and prisons, which aim to divert offenders into treatment. Alcohol treatment services for the

region are monitored through the Alcohol Treatment Monitoring System. These systems provide regular


reports to key stakeholders as well as themed reports to respond to specific public health and
commissioning needs. These data are also used to demonstrate client crossover and pathways between
services and regional trends in substance use. Finally, the data facilitate investigations into diverse drug-
related issues such as injecting behavior, drug-related deaths, modeling to determine hidden drug using
populations, epidemiological investigations, changing drug treatment demands, and monitoring the
impact of government policy. In combination, these monitoring systems contain information relating to
over 100,000 individuals in the North West of England over a 12-year period.

Reservation

According to Robert Selwitz, Cargo reservation systems save time and reduce paperwork, but
some carriers hesitate to let forwarders book their own space. Despite the airline industry's fiscal woes,
work continues apace on a variety of cargo reservations systems with real potential for making life easier
for shippers and forwarders as well as the carriers. The just-launched CARAT system offers simpler
cargo tracking and access to nine participating airlines including Aer Lingus, Air Canada, Alitalia, British
Airways, KLM Royal Dutch Airlines, Qantas, SAS, Singapore and Swissair. CARAT stands for Cargo
Reservation and Air Waybill Tracking which allows shippers to book and track cargo on any of the
participating airlines. CARAT was developed in conjunction with, and with the technical support of,
General Electric Information Systems (GEIS). Shippers can use the system to check availability on given
flights, or even to transmit an air waybill electronically. The system provides current space availability
reports that display precisely what is left unsold. It also gives station profile data, including opening
hours, phone contacts, availability of refrigeration, security capabilities, addresses, and availability of
drop-off capability in the passenger terminal or baggage claim.

Accordin to Kathy Seal, The new lodging reservations system being utilized by hotels and motels
in California was suspended for two months by the state's Dept of Tourism in response to complaints filed
by travel agents. The suspension of the toll-free telephone and Internet reservations system is aimed at
providing an adequate time for travel agents and hotel owners to convene and talk about the impact of
such a system to their businesses. The new reservation system may jeopardize travel agents' business but
its suspension may have the same effects on hotels and motels.

According to Coyne, Robert and John Burns, Technological advancement has dramatically
changed the hospitality industry. Hotel central-reservation systems are linked to global-distribution
systems (GDS) to open the hotel market to travel agents. Over 96% of US travel agents have one or more
GDS available. The use of GDS terminals by travel agents for their bookings is gradually increasing. One
of the most significant GDS improvements is the implementation of seamless connectivity. It displays for
the travel agent information derived directly from the central-reservation system.

Report Generation

According to Dave McClure, As little as a decade ago, generating a simple report from computer
data was a six-month process requiring six steps: Request the report in triplicate from the whiz kids in
MIS, complete with financial analyses and justifications. Endure a needs analysis to determine whether
the justification was adequate. Work with the programmers to develop a prototype report. Debug the
prototype, often several times over. Approve the final version, and the charge-back costs to the
department for MIS support time. And finally, receive the first real report. The final report was often

ugly, and usually consisted of rows of tiny dot matrix characters so hard to read that a special paper
alternating white and green lines was invented to reduce the number of corporate migraines the reports
caused. He stated that the PC changed all of that. It brought data out of the mainframe and onto the
desktop, where spreadsheet and database management programs could manipulate the information and
squeeze it into a more presentable form. But even these programs produced ugly reports, and the only
way to create a suitable presentation was to painstakingly transfer the information by hand into a word
processor. The need to quickly, easily format reports from data on a PC spurred the creation of a new
class of software, the report writer. As third-party add-ins were designed to work with one or more
database or spreadsheet applications, report writers became an indispensable tool for the business office.
Over time, the spreadsheet and database programs themselves developed industrial-strength reporting
generation capabilities. Using the Object Linking and Embedding technology built into Windows, or
using their own in-built report generators, these data programs became capable of creating reports
quickly, easily and with exceptional results. Today, Excel, Lotus 1-2-3, Approach, Access and dBase for
Windows all have a powerful report writer that comes as part of the package.

Conceptual Framework

These four (4) concepts are the structure of Barmons. Without a transaction, there will be no monitoring,
reservation and report generation.

Figure 5 represents the structure of the study with the following concepts: barangay transactions, report
generation, reservation and monitoring. These concepts are made to produce and support the study. In
barangay halls, they have transactions, monitoring, report generation and reservation.

Related Studies

Reviewing of related studies is essential to help the students, teachers and future researchers in
improving their study and also to have a progressive work. The following related studies are conducted to
have a comparison of each existing systems’ features and functionalities.

Barangay Information Management System of Bacolod City

Barangay Information Management System centralizes the management of citizen


information. It does not only keep the citizens information but this system also manages blotter and
settlement reports. Another functionality of this system is they manage the issuance of permits and
clearances.

Barangay Record Management System

Barangay Record Management System focuses on the records management system of the said
Barangay. This system gives a safer storage of financial records, fast retrieval of files, maintains
reliability and accuracy, and faster tracking of files.

Barangay Office Management System of Malolos

The system focuses on creating a Barangay Office Management System facilitated by the
Barangay Secretary, Barangay Treasurer, Barangay Record Keeper, and Barangay Clerk depending upon
the transaction they are involved. Barangay Census is the procedure of systematically acquiring and

can manage all the records while the Barangay Clerk and Barangay Record Keeper can only view the

comparison. This is used to compare the different features of various systems to know which system that
has more use.

CHAPTER III

PRESENTATION/ANALYSIS AND INTERPRETATION OF DATA

Data gathering is important as it provides an explanation of various concepts, theories,


frameworks and methods used. Data allows organizations to more effectively determine the  cause of
problems. Data allows organizations to visualize relationships between what is happening in
different locations. In this chapter, the researcher is given a chance to analyze and interpret data using
formulas. The researcher used a table in order to present the data well.

The following are the results of the survey questionnaire answered by 120 people which
constitute to 100 residents in Barangay Marigondon and 20 barangay hall staff.

Table 5 shows that 40% of the respondent has experience less time in getting there documents at
the barangay hall while 28% are having more minutes in receiving there documents. 28% of the
respondents say they took almost an hour in getting their documents and 8% of them receive their request
in 45mins to 1 hr.

tables, 8% for fence and 2% of respondents answered others, specifically a multicab. The most borrowed
equipment according to the survey is tent.

Table 10 shows that with an average weighted mean of 2, the respondents occasionally report an
incident in their barangay. With 1.88 weighted mean, the incident reported by the resident is occasionally
settled after reporting. Therefore, there are still some incidents that are not settled immediately. With an
average weighted mean of 1, barangay information and announcements are not up to date. The
researcher’s objective is to update the residents about the announcements of projects and events in the
barangay using their system.

Table 17 shows that staffs strongly agree with the researcher’s idea in improving their workflow
inside the office. The researcher’s goal is to help the staff in making their work easier. With the help of
data analysis, it helps the researcher on what to do to improve the workflow inside the office. The
researchers can base their solutions to the data gathered which the staff strongly agrees with.

CHAPTER IV

SUMMARY OF FINDINGS, CONCLUSIONS AND RECOMMENDATIONS

This study uses survey questionnaires via hard copy and google forms. The questionnaire consists of
questions that are in likert scale. The questions are answered by the residents and staffs in barangay
Marigondon. With the help of the survey, the researchers were able to identify the problems in the
barangay. This can help to assess the procedure of Barmons: A web-based Barangay Monitoring System
of Marigondon Lapu-Lapu City.

Findings

The findings according to the survey shows that the staffs strongly agree to implement a system
that can easily help them in monitoring the different activities in the barangay. The survey indicates that
the residents report an incident occasionally and their reports are also settled occasionally. The papers
being processed in a day exceeds over 60. The staffs are having a hard time in monitoring the different
equipment’s that is borrowed by the residents. And because of that, the researchers agreed to implement
Barmons: A web-based Barangay Monitoring System of Marigondon Lapu-Lapu City that can help to
lessen the paper used inside the office, monitor equipment’s easily and generate reports easily.

Conclusions

The researchers conclude that the current system inside the barangay hall needs to be improved so
that it cannot take a lot of time and to lessen the use of papers and to monitor the different equipments and
facilities in the barangay. If the system will be implemented, it will be beneficial to all the residents and
staffs in barangay Marigondon.

Recommendations

After analyzing the findings about the survey, the researchers agreed to propose a system that can
help in improving the current system workflow in the barangay and also to help solve the problems and
issues of the current system in Marigondon Barangay Hall. The proposed system is said to be
recommended to all beneficiary for further improvements of the current system.
