1.1 Summary

A. Scope of Specification

This specification describes the general requirements for medium voltage metal-clad
switchgear assemblies containing drawout power CBs (Circuit Breakers) and related
equipment and devices.

C37.20.2 Metal Clad and Cubicle Switchgear


C57.13 Requirements for Instrument Transformer

1.3 System Description

The switchgear shall be part of a 3-phase, 3-wire, 60 Hertz, distribution system. The system shall
be grounded as shown on the one-line diagram and/or the datasheets. The rated maximum voltage
shall be 5, 15, or 38kV as specified on the datasheet.

A. Design Requirements

Specific requirements are shown on the datasheets and the 1-line diagrams that shall be
part of the RFQ / PO.

B. Performance Requirements

When operating at rated voltage and current, the temperature of any external part of the
switch gear shall not exceed 50 degrees C when operating in a 40 degree C ambient.

2.0 PRODUCTS

2.1 Materials

Bus material shall be copper. Bus connections shall be tin plated after fabrication.

2.2 Equipment

Each switchgear assembly shall consist of metal-clad, freestanding, vertical, dead-front steel
structures containing power buses, a ground bus, drawout power circuit breakers, safety interlocks,
necessary auxiliary control devices, and specified instrument transformers, relays, meters, and
control and meter switches.

A. Basic Structure

1. Sheet steel barriers shall be provided between the vertical sections and between the
control compartments and the power compartments. Each enclosure shall provide
complete protection against personnel coming into contact (touching distance) with
energized parts and against touching internal moving parts. (The external enclosure
and barriers shall provide complete protection against approach to live parts or
contact with internal moving parts.)

2. Sufficient space shall be provided in each breaker unit to permit easy installation of
stress cones on power conductors.

3. The switchgear shall have facilities for lifting, and base construction suitable for
rolling the assembly.

4. Each switchgear assembly shall be suitable for the future addition of units on each
end. Buses shall be drilled for future splice plates and a removable plate shall be
furnished on the outside of structure panels for bus extension.

5. All compartments, front and rear, shall have hinged doors. The door shall include a
multipoint latching mechanism with lockable handle. It shall be provided with a
stop/latch assembly to hold the door open until manually released.

6. Each breaker cubicle shall be equipped for closed door racking of the breaker. The
cubicle shall have a positive position indicator viewable from the front of the
switchgear. The indicator shall show if the breaker, is in the operating, test or
disconnected position. When shown on the data sheet this shall include a motor
operated racking mechanism with control cable. This cable shall be of sufficient
length to allow the operator to stand at either end of the switchgear and rack the
breaker.

7. Main and tie breakers shall be located in one high structures. Feeder breakers may
be located in one or two high structures as shown on the datasheets.

8. When shown on the datasheet arc resistant switchgear of the type indicated shall be
provided.

9. The rated short time current of the metal-enclosed switchgear is the average rms
current that it shall carry for a 2 s.

B. Circuit Breakers

1. Each breaker shall be equipped with a stored-energy operation type, anti-pump


operating mechanism. It shall be possible to open and close the breakers manually
and to slow-close the breaker for maintenance purposes. Circuit breakers shall be
electrically operated and of the vacuum type.

2. CBs of the same ratings and control voltage shall be completely interchangeable.
Ratings for circuit breakers shall be according to IEEE.

3. Each breaker shall have a minimum of 4 normally open and 4 normally closed
auxiliary mechanism operated cell (MOC) and 4 normally open and 4 normally
closed truck operated cell (TOC) contacts, wired to accessible terminal blocks, for
Buyer's use. Auxiliary relays rather than contacts are not acceptable.

4. Interlocks shall be provided that shall prevent connecting the breaker to, or
disconnecting it from, the bus stabs unless the breaker is open (tripped). Interlocks
shall also discharge the stored energy springs when the breaker is fully withdrawn.

5. An automatic shutter shall be provided which effectively closes the bus stab
disconnect openings when the breaker is withdrawn.

6. Each breaker shall be furnished with a circuit breaker control switch and a red and a
green pilot light.

7. Control voltage shall be as indicated on the datasheet as either 125VDC or 240VAC


for breaker close and either 125VDC or auto-charge capacitor trip device for breaker
trip. Control voltage shall be supplied by Buyer. Close and trip circuits for each
breaker shall be separately fused. Fuse blocks, which shall provide the control
power disconnecting means, shall be finger safe, dead front, pull-out type.

C. Buses and Connectors

1. Switchgear main bus shall be copper, completely isolated, and insulated with flame
retardant, non-hygroscopic insulation. Bolted bus connections shall be tin plated. .
Bus supports shall be composed of cycloaliphatic epoxy or wet-process glazed
porcelain. Bus joints shall be insulated with removable formed boots attached with
reusable plastic hardware.

2. Incoming and outgoing compression connectors suitable for conductor type indicated
on datasheet shall be provided.

3. A copper ground bus at least 1/4 of an inch by 2 inches (6mm x 50mm) shall be
provided the full length of the assembly. It shall be equipped with a solderless
compression connector for a 70 mm2 copper conductor at each end.

4. Each breaker shall be furnished with a ground switch with interlocks to allow
grounding of load conductors when in the maintenance position.

D. Relaying and Metering

1. Relaying and metering quantities shall be as shown in the documents. Relay and
meter manufacturers and types being proposed shall be provided with the Supplier’s
response to the RFQ and will require the approval of Marafiq.

2. Protective relays shall be microprocessor based multifunction type. They shall


provide the functions and metering as specified in the documents.

3. Switchgear which is shown as having an automatic secondary selective system shall


have that system provided per specification number MQ-SP-E-6044 - Automatic
Transfer Systems for Secondary Selective Substations.

4. Auxiliary relays associated with protective relays shall be heavy duty, industrial
type, surface mounted inside the switchgear cubicle in which it’s associated
protective relay is located.

5. Meters whose function is not part of a protective relay shall be semi-flush mounted,
seven segment LED type with 0.5 percent or better accuracy.

6. The current coils of all relays and meters shall be capable of withstanding
momentary CT secondary currents of approximately 20 times the coil rating without
damage.

7. Revenue metering when shown in the documents shall be microprocessor based high
accuracy bi-directional four quadrant meters.

E. Incoming Power

Incoming power to the switchgear lineup shall be as shown on the one-line diagram or
datasheets.

1. When shown on the datasheets, flanged bus duct shall be furnished as part of the
switchgear assembly. The bus duct shall be supplied per the requirements of
specification MQ-SP-E-6036.

2. It shall be the switchgear Supplier's responsibility to coordinate and match the bus
ducts to the respective switchgear assemblies and to the supply transformers or other
associated equipment. Dimensions and details of transformer throats and other
equipment connections shall be supplied to the switchgear Supplier by Buyer.

3. Space heaters shall be provided in each outdoor run of bus duct to prevent
condensation. The space heaters shall be supplied from an external source by others.
Heaters within each run of bus duct shall be controlled by 1 single-pole or 3-pole CB
located in the switchgear. The entire circuit shall be wired to an accessible terminal
block providing for a single connection of the external power source. The voltage
rating shall be as shown on the documents.

4. When shown in the documents high resistance ground equipment shall be provided.
It shall be provided per the requirements of specification MQ-SP-E-6039. The
transformer neutral shall be connected to the high resistance ground equipment
utilizing a conductor integral to the bus duct.

F. Instrument and Control Power Transformers

1. Current Transformers (CT)

a. Each current transformer shall have a 5 ampere secondary and a primary rating
as shown in the documents.

b. Accuracies shall be in accordance with IEEE for the metering and relaying
applications shown in the datasheets.

c. The secondary circuit of each CT shall have accessible short-circuiting type


terminal blocks located remote from the high voltage compartment.

2. Potential Transformers (PT)

a. Potential transformers shall be mounted in a separate compartment or


superstructure.
a. Each transformer shall be protected with secondary fuses in the ungrounded
phases and current-limiting primary fuses, and shall be designed to withstand the
basic impulse level of the switchgear.

b. Each transformer shall have a 120 volt secondary and an IEEE accuracy
classification meeting the requirements of the application shown on the
datasheets,

c. Each potential transformer compartment shall have a door-mounted sign in


English and Arabic reading the following:

"Notice - Opening this door disconnects potential transformers."

The sign shall be laminated plastic with engraved white letters on a red
background.

3. CPTs (Control Power Transformers)

Control power transformers shall be dry type with disconnecting type current
limiting primary fuses, and fused 120 / 240 volt secondary.

G. Control Wiring, Terminal Blocks and Indicating Lights

1. Internal control wiring shall be with flexible, stranded copper conductors, No. 14
AWG (2.5mm2) minimum size with type SIS insulation. All CT wiring shall be No.
10 AWG (6mm2). All wiring shall be bundled and supported by straps in a
professional manner.

2. Terminal blocks shall be supplied and each terminal block shall be clearly identified
to show wiring that shall be installed by Buyer, including wiring between shipping
sections. At least 15 percent spare terminals shall be provided.

3. Screw type wire terminations shall have insulated locking jaw type connectors that
firmly grip the conductor.

4. Indicating lights shall be front removable LED cluster type with the following colors
Breaker Closed = Red
Breaker Open = Green
Breaker Trip on Fault = Amber
Breaker Control Voltage Available = Blue
86 Relay Healthy = White

H. Space Heaters

Space heaters shall be provided in each vertical section to prevent condensation. Space
heater power supply shall be from an external source. Heaters within each assembly shall
be controlled by single-pole pole circuit breakers and thermostats in parallel with test
pushbuttons located in the switchgear. Each circuit shall include an analog ammeter.
Pushbutton and ammeter shall be mounted on the front of the switchgear. The entire
circuit shall be wired to an accessible terminal block providing for a single connection of
the external power source. Total space heater wattage shall not exceed 1500 watts per
each external circuit. Space heaters shall be rated 240 volt and operate at 120 volts.
Space heaters and connections shall be covered to prevent accidental contact. A warning

sign in the English and Arabic languages shall be provided on the door of each
compartment that contains a space heater which reads “Caution – External Power
Source”.

I. Switchgear Accessory Set

The following switchgear accessories shall be furnished when specified on the datasheet:

1. One test cabinet for testing electrically operated breakers complete with connecting
cables and secondary couplers.

2. One hand crank for moving the breaker into the connected, test, or disconnected
position.

3. When two high breakers are required a breaker lift truck shall be supplied.

4. One breaker maintenance closing device.

5. One device for manually charging the stored energy operating mechanism on
electrically-operated breakers.

2.3 Finish

The switchgear enclosure shall be cleaned, primed, and painted in accordance with the
Manufacturer's standard practice for the environmental conditions specified

2.4 Testing

1. In general testing shall be manufacturer’s standard procedure and per industry


standards.

2. Additional tests shall include energized operational testing of all relays and metering
circuits, plus, breakers shall be tested with minimum, normal and maximum control
voltage ratings.

3. Prior to final approval of the switchgear the following minimum certification shall be
received by Marafiq.

a. High potential tests of primary circuits and secondary wiring


b. Relay and metering circuits shall be energized and devices checked, to ensure
that polarities are correct, elements are in operating condition, and relays are
performing the desired function

c. No-load operational tests of circuit breakers shall be performed at maximum,


standard, and minimum control voltage ratings
d. Operation of mechanical interlocks and breaker interchangeability
e. Confirmation of proper function of the sequential interlocks
f. Dielectric tests
g. Size and rating of each type of equipment, compared to the requirements of the
purchase order
h. Factory setting of contact gap
i. Insulation resistance test

4. Marafiq will witness the tests at their discretion.

2.5 Identification And Tagging

1. Externally visible, permanent nameplates shall be provided identifying each


instrument, instrument switch, meter, relay, control switch, indicating light, CB
compartment, potential transformer compartment, and auxiliary compartment.
Equipment and terminal blocks within the compartments shall be suitably identified
as well. This shall include the back side of door or panel mounted items. Protective
relays shall be designated for use and for the phase to which they are connected.

2. Nameplates shall be laminated plastic. Characters shall be black on a white


background. Nameplate data shall be furnished after the PO award. Nameplate shall
be mounted by stainless steel screws.

3. A door-mounted sign, laminated plastic with white letters on a red background, shall
be provided on each compartment in which an external voltage source shall be
terminated. The sign shall read, "Caution - This Unit Contains An External Voltage
Source."

2.6 Preparation for Shipment

A. General

Preparation for shipment shall be in accordance with Manufacturer's standards unless


otherwise noted on the RFQ or PO. Supplier shall be solely responsible for the adequacy
of the preparation for shipment provisions employed in respect of materials and
application, to provide materials to their destination in ex-works condition when handled
by commercial carrier system. See specification MQ-SP-E-6000 for additional
requirements.

B. Shipping

1. If shipped separately, each power CB shall be individually crated and tagged with its
proper unit (location) number and the EE (Equipment) number of the assembly to
which it belongs.

2. Relays shall be shipped installed in the stationary structures and shall be securely
blocked and braced to prevent damage during shipment.
