Information Sheet: The Exportation of Pets from Israel

A. The exportation of dogs and cats from the State of Israel is conditioned upon
compliance with the laws of the State of Israel and with the provisions set by
the country of destination. Naturally, these provisions differ from country to
country and from time to time. In some countries the process spans the
duration of four months and more. The Veterinary Services are not updated on
the provisions made by each one of the countries, which can be altered without
prior notice. To dispel any doubts, the exporter/owner of the pet is solely
responsible for inquiring the provisions made by the country of
destination and submitting them to the letter to the government
veterinary doctor.
B. As a rule, pets must be accompanied by a veterinary health certificate, signed
and approved by a government veterinary doctor, who is employed by the
Veterinary Services in the Ministry of Agriculture and Rural Development. In
order to dispel any doubts, a health certificate signed by a private
veterinary doctor is not a valid substitute. The certificates are issued at the
regional veterinary offices and at the ports. The list is published on the

C. In accordance with the law for the regularization of the control of dogs 2002,
and the Rabies regulations (vaccination) 2005, each dog, including a
dangerous dog, that is above three months of age, must be issued a holding
license by the local authority and be vaccinated against Rabies.
D. At the time of issuing the veterinary health certificate the owner/exporter of
the pet must carry with him, in addition to the requirements made by the
country of origin:
1) The pet.
2) If the pet is a dog, a holding license for the dog issued by the local
authority, and a certificate proving that the dog has been vaccinated
against Rabies no more than one year and no less than thirty days prior
to its departure from Israel.
If the pet is a cat: a certificate proving the cat has been vaccinated
against Rabies no more than one year and no less than thirty days prior
to its departure from Israel.
3) The vaccination certificate must include the name of the vaccine and
the number of the batch approved by the doctor's stamp and signature.
4) In case the pet shall arrive or be exported without its owner, the owner
is required to grant his representative power of attorney.
E. The Veterinary Services collect a fee for the certificate, which may change
from time to time. The fee can also be paid by credit card at the accounting
department of the Veterinary Services by phone: 03-9688930/03-9681656. The
receipt or a copy of the receipt must be presented as proof that the fee has been
paid.
F. Let it be known that if the provisions made by the Veterinary Services at the
country of destinations haven't been met to their fullest, the dogs/cats shall be
put to death, returned to Israel, or put in quarantine according to the decision
of the proper authorities in that country.
G. The exporter/owner shall bear any cost incurred due to the need to ship them
back to Israel, putting them to death and/or putting them in quarantine and the
time of their stay in quarantine, including tests, diagnoses, vaccinations and
special treatments if these were ordered by the proper authority in the country
of destination.
H. The obligating information is that which is published in the Hebrew language
on the Veterinary Services' web-site.
