CHAPTER ONE

THE PROBLEM AND ITS SCOPE

INTRODUCTION

Rationale of The Study

Library is an essential room for students in all aspects of

learning paradigm. Generally, libraries contain all the necessary

information primarily for the students to cope with the lectures of

the current curriculum of DepEd (Department of Education). Popular

genres of books in the library are arranged based on the Dewey

Decimal Classification system as mandated by DepEd. This

classification is being followed by most public schools around the

Philippines. It is not only followed in schools but also in public

libraries where it is accessible by the people of the community. In

the Philippines there are over three-thousand two hundred one

(3201) public schools with a standard library (DepEd Report, 2018).

An estimated average of 4012 books in the standard library within

the school in the Philippines. Each standard library has only one

librarian to facilitate all the readers. The average number of

students per day visiting a library in the Philippines is 50 people.

Ninety-two percent (92%) of the Philippines’ public library operates

through manual process while only eight percent (8%) incorporates

computerized management system. (National Library of the

Philippines, 2019).

In Intellisense Institute of Technology (IIT) there are 500

estimated books for the students available in the library. There are

274 students currently enrolled in IIT including the college students.

The number of students who visit the school library is 20 people per

month and there is only one librarian. Intellisense Institute of

Technology library follows the Dewey Decimal classification system

for the arrangement of its books. In the current traditional

management system of Intellisense Institute of Technology school

library, all the students’ needs in terms of review materials, book

documentation, magazines, and etc. are met well. However, as the

school’s number of students studying increases the number of

books is expected to increase as well. This results into a more

complex and slow process of giving the students the chance to

borrow the books. Another problem expected to arise in this

scenario in the record of the students borrowing books in the

library. In the manual process of library management, the librarian

records the borrower’s credentials in a log book, which makes it

vulnerable of losing the records.

Theoretical Background

This research is anchored with the library computerization

theory of Gede Mahatma Yuda Bakti and Sik Sumaedi. The library

customer loyalty is not guaranteed if library management only

improves the quality of the library services. Furthermore, to achieve

library customer loyalty, library management has to assure the

library customer satisfaction. Thus, since many factors can influence

library customer satisfaction, library management should improve

not only library service quality, but also other aspects that influence

library customer satisfaction, such as perceived price, situational

factor, and personal factor.( Bakti and Sumaedi, 2013) The purpose

of Bakti and Sumaedi’s research is to investigate the relationship

between library customer loyalty and other latent constructs,

namely service quality and customer satisfaction in a university

library service in Indonesia. More specifically, the research aims to

examine whether service quality affects customer loyalty directly

and indirectly through customer satisfaction. This translates that

having a good library management system implies a good and

healthy customer service for commercial libraries.

The theory was also supported by Cameron Tuai “In a world

where the business model of organizations is quickly becoming the

norm, library managers are coming under increasing pressure to

seek change through the promises offered by managerial technique.

As libraries attempt these changes, we must come to grips with the

high levels of risk and reward inherent within these techniques. It

is my belief, that the general absence of theory in the decision

making process has exposed us to an unnecessary level of risk. As

such, to fully realize the promises of modern managerial technique

we must move beyond the art of library management and towards

the science of library management through the acceptance of

theory into practices.” (Tuai, 2010)

Partick Lo and Brad Allard recently this 2019 explain the importance

of library management in their study. Noting that “Taking Library

Management as an example, the professor would first talk about the

history and development of Management Science. Taking Taylor’s

standard operating procedure as a starting point, he would then

move on to discussing the more humanistic approach in

management. During his lectures, he would be constantly using

slide projections and even clips and scenes from movies to illustrate

his points. For example, he once showed us a scene from Charlie

Chaplin’s silent movie Modern Times (1936), in which a factory

worker was employed on an assembly line, in order for students to

develop a better understanding of the development of management

theory in the context of a modern, industrialized society. I thought

that was very effective in terms of making an impact on students’

learning—something that I had never experienced before when I

was in China.” (Lo et al, 2019

The library management systems landscape has changed

considerably over the last few years. Some of the biggest vendors

have merged or been acquired by other companies (e.g. Sirsi and

Dynix; Ex Libris and Endeavor Information Systems) and this has

resulted in some of the most popular systems being withdrawn.

Systems librarians have been worried about the fall-out from these

developments. These new issues with LMS vendors come on top of

complaints many systems librarians have had for years, such as

poor support, limited flexibility, lack of interest in new

developments, as well as the high cost of the initial implementation,

annual license and support charges. With open source software

(OSS) products, such as Moodle for Virtual Learning Environments

(VLEs) and DSpace and EPrints for institutional repositories, taking

off in related areas, many librarians are beginning to watch out for

OSS solutions when replacing their current LMS. (Basset and Fry,

2019)

Edmund Balnaves’ article ‘Open source library systems: a

multidimensional evaluation’ is important reading for anyone

thinking about switching to an open source LMS, or selecting an

open source as their first LMS. The article proposes that libraries

select potential OSS candidates for their LMS based on the following

criteria:

■ that the source code is provided

■ that the application is released under a recognised OSS licence

■ that the development processes are public

■ that the system has a track record of adoption in libraries.

Equally important in the evaluation process is examining the

needs of current and future library users. In their comparison of six

library catalogues, Mercun and Zumer state that ‘a global discussion

on the new generation of the web and the next generation of users

has made libraries take a good look at their services and how they

fit into the rapidly developing environment’19 and they cite that

although the value of library services is well recognised, users

typically favour discovery tools over library catalogues. But in their

opinion, the challenges for library catalogues were present long

before the advent of the web. Mercun and Zumer comment that

complaints of ‘poor functionality and difficult use of catalogues’ has

been prevalent for the past 20 years and although catalogues have

improved over time, the ‘majority of these changes were surface

rather than functional changes’. The authors point out that the

recent popularity of social networking and other Web 2.0

applications have inspired librarians to seek out and ‘implement

features to improve the basic functionality of the catalogues and

adapt to the new trends’. (Allard, 2019)

THE PROBLEM

Statement of the Problem

The main purpose of this study is to analyze, design, and

develop a library management system for managing the records of

books in the library of Intellisense Institute of Technology.

Specifically, this study is sought to answer the following questions:

1. What is the current situation of Library Management System

of Intellisense Institute of Technology?

2. What are the problems encountered in the current Library

Management System of Intellisense Institute of Technology?

3. What are the features that can be used for the proposed

computerized Library Management System of Intellisense

Institute of Technology?

4. What are the benefits that can be experienced from the

proposed computerized Library Management System of

Intellisense Institute of Technology?

Significance of the Study

This study will give information on how a Library Management

System will be helpful in regards with tracking and/or managing the

books in the library of Intellisense Institute of Technology.

This study will be beneficial to the following:

 School –This research will be helpful to Intellisense Institute

of Technology school library. The software will make the

process of borrowing books in the library faster.

 Librarian –This research study will help the librarian to input

correct and precise data in terms of library management

without hassle, chance of human error, loss of documents and

waste of time since the manner of recording and keeping the

information is done through a computerized library system.

 Students – This research will help the students of

Intellisense Institute of Technology to borrow the books in the

library with ease and accuracy since the category of the books

can be searched in the software.

 Researchers –This research study will help the researchers

improve their capability in regards with designing a system

and database programming. This will also provide answer to

their thesis project.

 Future Researchers –This research study can be their

source of related study to help them develop library

management systems in recording and tracking the books in

the library.

SCOPE AND LIMITATION

Scope

This research study will be beneficial to the Intellisense

Institute of Technology. The offline library management system will

be having the following features:

 Librarian Account Form

 Log-Out Form

 Books Category

 Scanner Page

 Borrower’s Details

 Transaction Details Page

The user of the system will decide which mentioned features

he/she will choose and it will automatically generate the chosen

form. The main goal of the system is saved, delete and edit the

relevant data in the system faster than the current semi-

computerized process of Intellisense Institute of Technology.

Limitation

The study will only focus on managing the records of books in

Intellisense Institute of Technology through the use of an offline

library management system. This study will be assigned to the

librarian and he/she will be the one who has the responsibility to

manage and update the library management system.

RESEARCH METHODOLOGY

Research Design

The framework of methods and techniques that will be used

by the researchers is a descriptive research design which made use

of statistical questionnaire to gather relevant data. The researcher

will lay out the inputs of the study and the inputs will be processed.

The results of the process will become the output of the study.

The inputs will be the current situation of library management

system, the problems encountered in the current system, and the

plan in designing the features and developing a computerized

library system. In the processing the inputs, the researchers will be

generating self-made statistical questionnaire that consist questions

that are relevant to the proposed computerized system and will be

conducting informal interviews in data gathering. In processing the

data: analysis and interpretation will be done. After the process, an

offline computerized library management system for Intellisense

Institute of Technology will be designed and developed

Research Environment

The researchers will conduct the study at Intellisense Institute

of Technology, Inc. located at 2nd Floor, ASPAC Bank Building, M.C.

Briones Avenue, Guizo, Mandaue City, Cebu, 6014 Philippines. The

school is open from 9:00 AM – 9:00 PM from Monday to Saturday.

The school offers senior high school and TESDA short-term

programs. The school’s mission is “to provide affordable high-

quality career training that meet the needs of our students and

employers, adding to the economic vitality of the community” and a

vision of “IIT aims to be highly recognized locally and globally by

producing skilled technical and professional individuals”.

Research Respondents

The respondents will be the respective people that will benefit

and provide relevant information and data needed for this study.

Specifically, the research respondents are the students from grade

eleven to the college students as well as the school librarian.

Research Instruments

The researchers will be generating a self-made statistical

questionnaire that consist questions that are relevant to the

proposed computerized system and will be conducting an informal

interview to gather relevant data and information needed for the

study. There will be four parts of the self-made survey

questionnaire. The primary aim of the self-made survey

questionnaire will describe the current library management system

of Intellisense Institute of Technology and the problems

encountered. In addition to that, it will also describe the features of

the proposed computerized system and its benefits to the

respondents. Also, the researchers will conduct an informal

interview to gather significant information needed for this study.

Research Procedures

The researcher will gather data about the current library

management system in the Intellisense Institute of Technology.

Gathering of Data - The researchers will give transmittal

letters to the chairman of the school to ask permission to conduct

survey and informal interview for their study. If permission will be

granted, the researcher will distribute the self-made survey

questionnaire and will do an informal interview to ask relevant

questions to the respondents to gather specific information needed

for the study. The researchers will then tally and interpret all the

data gathered for treatment.

Treatment of Data – The data gathered will be presented,

analyzed and interpreted using the percentage formula. The formula

be used to interpret the collected data from the respondents.
