DUTIES AND RESPONSIBILITIES OF THE APPOINTED OFFICIALS
FOR FISCAL YEAR 2019-2020

A. Duties and Responsibilities of the Commissions

Composition
The National President shall, subject to the confirmation of the National Board of Directors, appoint
the Executive Directors to head the following standing Commissions:

1. Commission on Internal Affairs


2. Commission on Professional Practice
3. Commission on Governmental & External Affairs
4. Commission on Education
5. Commission on Professional Development
6. Sentro ng Arkitekturang Filipino
7. Commission on Conventions, Exhibits and Area Assemblies

The first six (6) Commissions shall be under the direct supervision of the National Executive Vice
President while the Commission on Conventions, Exhibits and Area Assemblies shall be under the
Office of the National President.

Qualifications
A UAP member in good standing appointed as Executive Director must be:

1. A fellow or an active UAP member who has shown excellence, proficiency and expertise in the
field where he is to be appointed and not holding any elective position in the District or Chapter
level; and
2. Recommended by the National Executive Vice President and appointed by the National
President, subject to confirmation of the National Board of Directors.

Duties
The duties and responsibilities of Executive Directors are as follows:

1. Take responsibility, for study, research and formulation of policies and programs relevant to
the subject within the jurisdiction of the Commission;
2. Submit studies and research for consideration by the National Board of Directors, and ensure
the effective and efficient implementation upon approval;
3. Supervise and coordinate all functions and activities of respective standing committees;
4. Act on matters referred and/or recommended by the Committee Chairs for proper action;
5. Take responsibility of the accounting of project funds allotted to the respective committees; and
6. Attend meetings of the National Board of Directors as required.

Standing Committees under the Direct Supervision of the Commissions

The seven (7) commissions shall be composed of their respective standing committees which shall serve
as their implementing arm.

The seven (7) commissions shall be composed of their respective standing committees which shall serve
as their implementing arm.

Each committee shall be composed of a Chairman, a Vice Chairman, a Secretary, and not more than
four (4) members. A committee chairman and members of the standing committees shall be
recommended by the Executive Directors, endorsed by the National Executive Vice President and
appointed by the National President, subject to confirmation of the National Board of Directors. No
member of the National Board of Directors shall be appointed Chairman or member of any standing
committee. He may however, be appointed Chairman or member of any special committee created by
the National President.

The duties and functions of Standing Committees are as follows:

A. COMMISSION ON INTERNAL AFFAIRS

1. Committee on Chapter Organization


a. Promotes the objectives of UAP through the organization of Chapters, and
b. Coordinates the preparation of charter requirements and activities

2. Committee on Membership
a. Takes charge of all matters concerning membership;
b. Effects the registration of all registered and licensed architects, as members of UAP;
c. Maintains an up to date listing of members with their complete personal and
professional data;
d. Sets up criteria to determine and up-date current membership status;
e. Takes responsibility of authenticating and updating of the UAP roster including
information and data on each member such as addresses, telephone numbers, good
standing status, residence in the organization, and the like, and
f. Disseminates information, invitations and activities of UAP to all members especially
the Member Emeritus, Honorary Members of the College of Fellows, Senior Members,
the Past Presidents and the Likha Awardees.

3. Committee on Library and Archives


a. Organizes library and archival materials and maintain such for reference of the
members; and
b. Receives all archival materials, documents, and the like, for turnover to UAP.

4. Committee on General Welfare


a. Renders any lawful and appropriate assistance to its members;
b. Studies and devises systems and methods of creating job opportunities for available
and potential supply of UAP manpower;
c. Develops programs that will effectively stimulate and create demands from
government and private sector in the country and abroad; and
d. Promotes and develops self-sustaining projects for the general welfare of the
membership.

5. Committee on Awards
a. Prepares programs of incentives in the form of recognition of members; and
b. Takes charge of all matters regarding granting of awards for services rendered to UAP
and the architectural profession.
6. Committee on Ways and Means
a. Studies and recommend an effective program in the collection of dues and other fees
including acceptance of donations and bequeaths;
b. Keeps UAP in sound financial condition to meet its obligations and finance its projects;
and
c. Generates funds for proper implementation of project subject to the approval of the
National Board of Directors.

7. Committee on By-laws
a. Interprets the provisions of the By-laws;
b. Provides for referral service concerning these By-laws;
c. Reports to the Commission on Internal Affairs all actions taken by the committee; and
d. Studies and recommends proposed amendments as may be necessary subject to the
provisions on amendments of these By-laws.

8. Committee on Information Technology


a. Prepares the Filipino Architect for globalization by providing the tools needed to
compete in the global arena.
b. Helps make the Filipino Architect comfortable with information technology
c. Addresses the information technology needs of Filipino Architects in the present and
the future by providing solutions that re user-friendly, affordable and practical

B. COMMISSION ON PROFESSIONAL PRACTICE

1. Committee on Private Practice


a. Establishes and promotes the highest standards of and excellence in professionalism of
architects in private practice.

2. Committee on Government Service


a. Promotes the highest standards and excellence of professionalism of architects in
government service.

3. Committee on Allied Professions and Fields


a. Cooperates and coordinate with other allied professions and fields, trade and industries;
b. Fosters inter-professional relationships and coordination with the allied professions;
and
c. Assists UAP members in pro-active participation.

4. Committee on Ethics and Discipline


a. Establishes and promotes the highest standards of ethical conduct in the practice and
service of the architectural profession;
b. Continuously endeavors adherence to the Architect’s National Code: Code of Ethical
Conduct and Standards of Professional Practice; and
c. Studies and recommends action to the Commission on Professional Practice on cases
involving malpractice and unethical conduct of members.

5. Committee on Competition
a. Takes charge of matters regarding the execution of architectural competitions.

6. Committee for Construction Disputes (Arbitration)


a. Promotes and facilitates the availment of arbitration as a recourse for members faced
with problems in construction industry; and
b. Informs the membership of the existing provisions of the existing laws on Construction
Disputes and Arbitration.
7. UAP Green Architecture Movement
a. Encourages and promotes the use of green building practices in all construction,
remodels, and renovations; and
b. Provides an opportunity for UAP’s interaction with government and private sector in
crystallizing programs and projects in relation to the use of green building practices.

C. COMMISSION ON GOVERNMENTAL AND EXTERNAL AFFAIRS

1. Committee on Legislation and Codes


a. Studies laws affecting the architectural profession and to propose amendments thereof
when necessary;
b. Proposes new laws and lobby for legislation of bills favorable to the profession of
architecture; and
c. Takes charge of gathering information and data, current codes and legislation for
dissemination to the Members;

2. Committee on International Affairs


a. Establishes affiliation and closer ties with allied organizations abroad through an active
correspondence system;
b. Encourages participation in international conferences, seminars, and other cultural
affairs;
c. Cooperates and coordinates with international organizations in the fields of
architecture, environmental design and other fields of arts, science and technology;
d. Disseminates to the membership relevant information for the active participation in
said international activities; and
e. Coordinates and assists international congress committee on common concern.

3. Committee on National and Civic Affairs


a. Participates in matters concerning national development of the country;
b. Develops awareness of the architect in national and civic affairs; and
c. Promotes and develops architectural leadership in national and civic affairs through
cooperation with community and civic organizations.

4. Committee on Accessibility
a. Coordinates and represents UAP in the inter-agency in the National Commission on
Welfare of Disabled Persons (NCWDP); and
b. Promotes implementation of the provisions of accessibility law in the design of
buildings through accessibility talkshop and alike.

5. Committee on the World Architecture Day Celebration


a. Prepares a program of activities for nationwide celebration of the World Architecture
Day; and
b. Monitors the implementation of the World Architecture Day.

6. Committee on the Nationwide Architecture Week Celebration


a. Prepares a program of activities for nationwide celebration of the Nationwide
Architecture Week; and
b. Monitors the implementation of the Nationwide Architecture week.

7. Committee on Balangkasan
a. In coordination with other commissions and committees of UAP, provides a venue for
discussion of timely and relevant issues affecting the architectural profession in
particular and the construction industry in general;
b. Provides an opportunity for UAP’s interaction with government and private sector in
crystallizing programs and projects and development of new opportunities for the
architectural profession; and
c. Encourages and assists the organization of Balangkasan fora by the Regional District.

8. Committee on Environment & Ecology


a. Promotes studies and programs concerning ecology and environment, for
recommendation to the commission;
b. Campaigns for environmental protection and preservation through symposia and
information dissemination; and
c. Promotes energy conservation in buildings.

D. COMMISSION ON EDUCATION

1. Committee on Research and Academic Institutions


a. Establishes and organizes systems of gathering information, data and innovations in
the practice of architecture, operates a bank of information; and serves as a data center
for the profession;
b. Conducts research, accumulates and disseminates information and ideas in
architecture, environmental design, ecology, technology, culture and other related
fields to uplift the standards of architectural education; and
c. Coordinates with the Council of Architectural Researchers and Educators
(ARCHCARE), Council of Heads and Deans of Architectural Schools in the
Philippines (CODHASP), and other related institutions and government agencies, e.g.
Commission on Higher Education (CHED) in matters concerning research and
curriculum development, respectively.

2. Committee on UAP-Academe-Industry Linkages


a. Establishes linkages among the academic sector, the industry, and the professional
practice sectors for the advancement of the architecture profession; and
b. Promotes extension services to the membership as a result of these linkages.

3. Committee on Student Auxiliary of UAP


a. Establishes linkages among the academic sector, the industry, and the professional
practice sectors for the advancement of the architecture profession; and
b. Promotes the organization of UAP Student Auxiliaries in schools offering architecture
through a coordinated guidance by a UAP Chapter in the locality.

4. Committee on Graduate Auxiliary of UAP


a. Promotes the organization of apprenticeship systems and procedures for graduates in
architecture within UAP crediting auxiliary services for apprenticeship.

E. PROFESSIONAL DEVELOPMENT COMMISSION

1. Committee on Professional Development


a. Administer and implement the continuing professional development program of the
UAP in close coordination with the Special Committee on Continuing Professional
Education and the PRBoA.

2. Committee on Scholarship and Training


a. Implement Post-Baccalaureate Scholarship Program and conduct seminars, diploma
courses, and other professional training program in coordination with the Specialty
Council.
3. Committee on UAP Publications
a. The committee shall be responsible for the publication of all literature, learning
materials and news publications of the organization such as the Philippine Architect’s
Journal, UAP Post and others.

F. COMMISSION ON CONVENTIONS, EXHIBITS AND AREA ASSEMBLIES

1. Committee on National Convention


a. Takes charge of the UAP Annual National Convention; and
b. Organizes the National Convention Working Committees and supervise promotions for
the NATCON to ensure its success;

2. Committee on International Conventions


a. Coordinates and assists concerns of organizing committees on international
conference;
b. Disseminates timely information on international events/activities for participation of
UAP members; and
c. Coordinates and assist the committee on international affairs on common concerns.

3. Committee on Convention Exhibits (CONEX)


a. Facilitates planning, organizing, directing, coordinating, and controlling of the long,
medium and short range policies of the CONEX;
b. Properly identify the procedures on how to implement the CONEX’s plans and
programs;
c. Responsible, partially or entirely, for the following formulation of guidelines for
exhibits and promotion
d. Meets the required revenue projection of the UAP as indicated in the UAP National
Budget duly approved by the National Board of Directors
e. Streamlines the systems and procedures and/or decentralization of functions with the
end in view of rendering faster service of the CONEX without surrendering appropriate
controls.
f. Performs such other powers and functions as may be directed by the National Board of
Directors and/or the Office of the National President through the Executive Director as
maybe necessary or incidental to its mandate.

4. Area Assemblies
a. The Area Assemblies are under the full supervision of the Area Vice Presidents.
However, the Commission is responsible for the formulation, monitoring and
evaluation of the general policies and programs of the Area Assemblies, subject to the
approval of the National Board of Directors.

G. SENTRO NG ARKITEKTURANG FILIPINO

a. Promotes the cultural identity of the Filipino through his architectural heritage;
b. Encourages and promotes, preserves and conserves Filipino architectural legacies;
c. Conducts research and development including documentation and publication thereof; and
d. Provides program for a visionary outlook for the evolution of Filipino architecture into one that
is more responsive to and reflective of the needs, dreams, aspirations and temperament of the
Filipino people.
Duties and Responsibilities
of the Special Committees
under the 2009 UAP Bylaws

The following Special Committees are established to deal with the maintenance of high standards of
technical competence, morality and integrity of the organization:

1. Committee on Long Range Plan


2. Committee on Continuing Professional Education
3. Committee on Standards of Professional Practice
4. Committee on Land and Building Management
5. Committee on APEC Architect
6. Committee on R.A. 9266
7. Specialty Councils

Special Committees mentioned in this Section shall function under, and report directly to the Office of
the National President.

Each Special Committee shall be composed of not less than five (5) nor more than ten (10) members in
good standing according to its functions. It shall have a Committee Chairman, A Vice Chairman and a
Secretary. A Sub-committee maybe formed within a committee to handle special assignments.

A committee chairman and members of the standing committees shall appointed by the National
President, subject to confirmation of the National Board of Directors.

The duties and responsibilities of the Special Committees are as follows:

1. COMMITTEE ON LONG RANGE PLAN


a. Regularly confirm or verify that the policies, actions and actual implementation of
work programs and action plans for the four (4) major aspects of architecture, namely,
the profession, professional, professional, professional product, are consistent with the
priorities outlined in the 10-Year Long Range Plan approved by the UAP.
b. Monitor the progress of actions against the time-table or work program and report or
address any significant variations.
c. Review the concerns strategies under the four (4) major aspects of architecture such as
the “profession”, “professional”, “professional organization” and “professional
product” every 3 to 5 years or sooner if survey or monitoring work programs identify
the need for revision
d. Prepares position statement among others, on the level of implementation of the
objectives, plans, programs and the outcomes/results achieved (including any
significant variations that may require changes to implementation time-table).

2. COMMITTEE ON CONTINUING PROFESSIONAL EDUCATION (CPE)


a. Implements the CPE Program as required in the R.A. 9266 or under any other law that
may be passed, covering the practice of the architecture profession, and in support of
the CPE Council of the PRC through the PRBoA;
b. Devises the appropriate systems and procedures necessary to implement the
accreditation system and the effective monitoring of CPE compliance;
c. Undertakes all the necessary steps to ensure that programs are in place for the
continuous education of a registered and licensed architects brought about by
modernization, scientific and technological advances; raises and maintains the
professional capability in delivering professional services; and instills and maintains
the highest technical and ethical standards of the practice of the profession;
d. Issues the CPE Primer that contain all the information, rules, regulations and policies
with respect to CPE and its implementation; and
e. Promotes CPE Program nationwide and shall devise a communication system through
which all CPE queries and issues are addressed.

3. COMMITTEE STANDARDS OF PROFESSIONAL PRACTICE


a. Studies, reviews and evaluates the existing Standards of Professional Practice and
related UAP Documents;
b. Reviews and evaluates inquiries and questions brought to the attention of the UAP
National Board of Directors concerning the proposed amendments on Standards of
Professional Practice;
c. Reviews and recommends to the National Board of Directors policies concerning the
Standards of Professional Practice including proposed amendments and revisions in
accordance with the provisions of the Architecture Act of 2004 and related rules,
regulations and orders;
d. Perform such other powers and functions as may be directed by the National Board of
Directors through the Office of the National President or as maybe necessary or
incidental to its mandate.

4. COMMITTEE ON LAND AND BUILDING MANAGEMENT


a. Take charge of all the activities for the fulfillment of constructing the UAP
Headquarters and be responsible for the maintenance thereof.
b. Evaluates the present and best property management practices for UAP Headquarters.

5. COMMITTEE ON ASEAN/APEC ARCHITECT


a. Take charge of all the activities of ASEAN/APEC Architect in accordance with the
established rules and procedures set by the ASEAN/APEC Architect Central
Monitoring Council – Philippine Section.

6. COMMITTEE ON R.A. NO. 9266


a. Facilitates the information dissemination of the R.A. No. 9266 to the architecture
community as well as to local government units (LGUs) in particular and to the public
in general;
b. Identifies the procedures on how to implement the provisions of the R.A. No. 9266;
c. Monitors the bills of other/ allied professions with the objective of safeguarding the
R.A. No. 9266, its intents and its substance.
d. Monitors the compliance and endorsing to/or filing a complaint with the PRBoA and/or
the PRC for violation/s of the R.A. 9266, its IRR, Code of Ethics, Standards of
Professional Practice and other policies of the Board and of the Commission and with
other agencies for violation of other relevant laws, regulations and the like;
Duties and Responsibilities
of the Specialty Councils
under the 2009 UAP Bylaws

The Specialty Committee shall be a chamber of the organization for the purpose of continuing
professional development of its members and the professionals. It shall be the Council that shall
establish specialization categories, professional qualifications on the post graduate level in coordination
with the academe and the Professional Regulatory Board of Architecture.

The Committee shall be headed by the National President, together with the Chancellor of the College
of Fellows, the Executive Director on Professional Practice and the Executive Director on Education
and a select group experts and specialists in the various fields in Architecture.

The Committee shall see to it that continuing professional development will be a life-long endeavor
among professionals for the purpose of maintaining, enhancing and increasing knowledge and
capabilities. It must take the responsibility of ensuring that the professionals keep abreast of new
technologies, methods of practice and the changing social and ecological conditions within the country
and in the global arena.

Duties and Responsibilities


of the Special Committees
created by the National President
and approved by the National Board

Under the 2009 UAP By-laws, the National President has the power to “create new committees or
special committees, task forces and or ad-hoc committees as necessary subject to the confirmation of
the National Board of Directors (Section 2, Article VI of the 2009 UAP By-laws).

For the past several years, the following Special Committees were created and established by the
National President and approved by the National Board of Directors, and their duties and responsibilities
are as follows:

1. MEDIA AND PUBLIC RELATIONS. Established in Fiscal Year 2012-2013, the Committee
is tasked to
a. provide consistently excellent communications services and public relations for the
UAP.
b. drive UAP’s reputation by promoting and strengthening the United Architects of the
Philippines brand in collaboration with everyone involved in advancement efforts on
behalf of the organization.
c. align UAP communications in support of the organization’s strategic plans through
close collaboration with the national leadership.
d. focus on building long-term brand equity, increasing awareness of the architecture
profession, enhancing the UAP’s credibility, celebrating members’ diversity,
generating powerful value perception, and ensuring optimum growth.
e. facilitate other media and public relations works such as: gather materials via
Facebook/internet for possible articles and press releases; collate TV features, articles,
and the like, and posting on the official Facebook group; manage the official UAP
Facebook account; publicize UAP events and announcements; coordinate with various
UAP Committees, offering assistance in promotion of projects and initiatives; develop
Public Relations Schemes and Merchandise (events, contests, “gimmicks”); build up
connections with publishers, writers, bloggers for possible tie-ups; review of Promotion
Schemes suggested by UAP members and Consultants
2. UAP SOUVENIR SHOP/BOOKSHOP. Established in Fiscal Year 2012-2013, the Committee
is tasked to develop an exciting new range of official UAP merchandise items for sale at the
UAP Souvenir Shop.

3. YOUNG ARCHITECTS. Established in Fiscal Year 2014-2015 in line with the founding of
ARCASIA Committee on Young Architect, the Committee is tasked to:
a. promote UAP leadership development of early career architects by developing a
network of UAP members who are 35 years old and below and providing opportunities
for open exchange of ideas and information ranging from: Exchange of Design Ideas,
Design Competition; Cross border mentor – internship program for Young Architects;
Job opportunities within our Region; Professional issues relating to Architecture and
Designs
b. facilitate the Young Architects Award which given to individuals who have shown
exceptional leadership, commitment and made significant contributions to the
profession in an early stage of their architectural career.
c. represent the United Architects of the Philippines in the ARCASIA Committee on
Young Architects

4. FIRE AND CONSTRUCTION SAFETY. Established in Fiscal Year 2012-2013, the committee
is tasked:
a. coordinate the Bureau of Fire Protection (BFP) on matters pertaining to the conduct of
fire safety and awareness campaign; the implementation of Fire And Life Assessment
Report (FALAR); continuation of UAP's Fire Safety Practitioner Course with BFP as
partner; UAP Architects initiative in partnering with BFP on the regular holding of
FIRE & EARTHQUAKE DRILLS with the public especially on the structures the
architects designed.
b. coordinate with the Department of Labor and Employment particularly the
Occupational Safety and Health Center (OSHC) for research and training on matters
pertaining to safety and health at work, in the interest of ensuring the protection and
welfare of workers employed in the construction

5. ACCESSIBILITY AUDIT FOR PRIVATE BUILDINGS. UAP believes that an accessible


built environment has been recognized as a core element of an inclusive society, and an
accessible environment provides citizens with autonomy and the means to pursue an active
social and economic life, UAP established this committee in Fiscal Year 2013-2014 to conduct
accessibility audits and assessments for private buildings and developments.

6. BAYANIHANG ARKITEKTURA. Named Bayanihang Arkitektura in Fiscal Year 2014-2015,


the committee was established as a corporate social responsibility arm of the organization which
aims to:
a. improve the lives of the community through architecture and planning, craft strategies
available to architects wanting to incorporate community service into their architectural
practice
b. assist in meeting the professions civic platform with respect to the social aspects of
sustainability
c. develop diverse initiatives to promote Architect’s social responsibility in improving
well-being of communities
d. promote design solutions that can provide significant positive impact on the
underprivileged communities

7. ARCHITECTS WORKING ABROAD. Established in Fiscal Year 2014-2015, the Committee


was created and placed under the supervision of the Office of the National President. The
creation of the committee is essential in giving the architects working abroad full representation
in the organization. To carry out its duties and responsibilities, the functions of the committee
was clearly defined in Fiscal Year 2016-2017 to:
a. represent the United Architects of the Philippines and coordinate with government
agencies abroad especially with the Philippine Overseas Labor Office (POLO) in line
with the implementation of Philippine Labor policies and programs for the protection
of the rights and promotion of the welfare and interest of Filipino architects working
abroad;
b. coordinate with government agencies abroad and or concerned authorities in pursuing
need-based community development and relations program though socio-cultural
activities organized by the Philippine government, host country, Filipino communities
and other entities;
c. initiate the development of a database of architects working abroad in coordination
with chapter leaders;
d. disseminate information concerning the programs and projects of the United Architects
of the Philippines through chapter leaders and officers of the Middle East and North
Africa Council.
e. promote the importance of the ASEAN Architect and APEC Architect
f. study and recommend an effective program of promoting and monitoring the overseas
employment of Filipino architects, taking into consideration their welfare, their issues
related to their practice or employment and other related concerns.
g. submit position papers to UAP National President for pertinent issues and concerns
concerning the policy and program of the organization, architecture profession and
related government regulations.
h. represent the UAP National President in any social and or business affairs of the host
country, and perform such other duties and functions relevant to the position, or as
maybe directed by the Office of the National President.

8. UAP EMERGENCY ARCHITECT. In view of very devastating Typhoon Yolanda that hit the
Philippines in 2013, which affected large urban areas in the Visayas, the United Architects of
the Philippines has initiated the establishment of the UAP Emergency Architects Group that
will
a. respond to the challenge of assisting communities towards rebuilding in a sustainable
manner following natural or man-made disasters.
b. in collaboration with other built environment professionals, to provide the necessary
help to communities in mitigating against disaster through proper planning and design,
and sensitively managing the process of rebuilding.
c. organize operations to make buildings safe and initiate long term reconstruction
programs for housing, schools and health-care infrastructures.
d. collaborate with allied professions and industry partners in post-disaster damage
assessment, reconstruction or relocation and capacity building for disaster preparedness
to rebuild lives and support local communities in the Philippines affected by disasters
and calamities.

9. UAP ADDRESSING GAPS TO BUILD RESILIENCY. Created in Fiscal Year 2017-2018, the
UAP ADDRESSING GAPS TO BUILD RESILIENCY or AGAP has the duty to:
a. identify & address resiliency gaps in architectural & construction field; in design
practice, architecture academe, and project & construction management
b. establish a partnership with Department of Trade and Industry (DTI) to assist in
monitoring the quality of construction materials
c. establish a partnership with Housing and Urban Development Coordinating Council
(HUDCC) to assist in public housing innovative developments
d. prepare a study and resiliency assessment report for the UAPHQ building
e. study and identify gaps in the educational curriculum and continuing professional
education and assist and link with academic institutions to mainstream resiliency
capacity to the profession
10. DESIGN BUILD SERVICES. Institutionalized in Fiscal Year 2016-2017, the Committee will
be guided by STANDARD OF PROFESSIONAL PRACTICE (SPP) ON DESIGN-BUILD
SERVICES (SPP Document 207). According to SSP Document 207, The building industry
and the architectural profession have devised several methods of project delivery with the
ultimate goal of handling projects in the shortest possible time, at the lowest possible cost and
at an acceptable quality and performance. An Architect with his education, training and
expertise qualifies him to take a direct role in the project, from conceptualization to
implementation. Design-Build Services simplifies and expedites the process of project delivery
while providing creative cost-effective solutions. The Architect renders professional services
in the implementation of his design. In Design-Build Services, he assumes the professional
responsibility and civil liability for both the design and the construction of the project.

11. UAP GOLF CUP TOURNAMENT. The UAP Gold Cup Tournament was institutionalized in
Fiscal Year 2002-2003 as a fund raising activity of the organization for the completion and
maintenance of the UAP National Headquarters Building.

12. UAP HISTORY BOOK COMMITTEE. The Committee was created in Fiscal Year 2010-2011
which is tasked to facilitate the documentation and publication of the Second Edition of UAP
History Book.

13. UAP COMMITTEE ON LITURGICAL ARCHITECTURE AND SACRED SPACES (UAP


CLASS). Instituted in year 2017, this special committee intend to unify the practice of church
architects and designers of sacred spaces by aligning with the standards of liturgical
architecture, live the liturgy in architecture and culture as expressed in spaces and the physical
form, and to provide a platform for designers of sacred spaces to share experience, bring up
concerns, lobby for common causes and advocates. The objectives are:
a. To come up with a membership directory as a starting point for collaboration and
networking of like-minded professionals, staring with designers of sacred spaces,
followed by allied professionals like specialty contractors and installers for church and
chapel projects.
b. to offer initial technical services (assessment of church structures and design for
renovation, retrofitting, or new structures) in the form of design charettes, pro-bono
(with per diem and travel allowances to be provided by the client) for bishops, parish
priests, private owners of chapels, etc.
c. To offer capacity-building courses (either through UAP PDC or through UAP CLASS
seminars) which entail producing modules, similar to those of the Paul VI Institute of
Liturgy, the CBCP Committee on Church Heritage and Liturgical Spaces for interested
professionals and allied service providers.
d. Long-term goal: To be inclusive and all-encompassing of other faiths, to form sub-
committees from other religious architectures, e.g. mosques, temples, columbariums,
memorial parks, etc.
e. To network with allied professions and related entities involved in liturgical design,
such as the Advocates of Heritage Preservation, Catholic Bishops Conference of the
Philippines (CBCP), National Commission on Culture and the Arts (NCCA), etc.

14. DESIGN EXCELLENCE AWARDS. The Committee on Design Excellence Awards is created
in year 2018 under the auspices of the UAP Committee on Competitions, which aims to
recognize and honor excellence and distinction in architecture, best practices, innovative
thinking, and design excellence of UAP member projects worldwide.

15. INTERNATIONAL CONFERENCE OF ARCHITECTS. This Committee is created to host


the International Conference of Architects in conjunction with the hosting of the APEC
Architect Central Council Meeting on September 2020 by the Philippines.
16. UAP FOUNDING ANNIVERSARY. The Committee is tasked to undertake programs and
activities for the celebration of the UAP Founding Anniversary.

Duties and Responsibilities


of the UAP Official Representatives

One of the duties of the National President is to “represent the UAP in local and international
conferences, gatherings and other functions which require representation of the organization”.
However, due to numerous appointments, schedules and priorities the National President has
to attend to, such representation is delegated to other officers or members. As Official
Representative of the organization, it is the duty and obligation of the representative to:
1. represent the interests and policies of the United Architects of the Philippines
2. actively participate in discussion or interaction
3. submit report which includes, if any, photos, recommendation or suggestive plan of
action to the National President, within seven working days after the event

Duties and Responsibilities


of other Important Committees

A. Election Matters
In reference to the 2009 UAP By-laws

1. Committee on Nominations
a. The Committee on Nominations is composed of the Chairman who is the
incumbent Chancellor of College of Fellows, and one member from each
Regional District, except the incumbent Regional District Directors, which shall
be officially constituted by the incumbent National Board of Directors at least
one hundred twenty (120) days prior to the UAP prior to the Annual National
Election.
b. The duties and responsibilities of the Committees are as follows:
i. Ensure that all candidates meet the qualifications set forth in these By-
laws and officially nominate them accordingly
ii. Conduct a consensus in every Regional District through its District
Representatives, at least thirty (30) days before the elections to arrive at
a common candidate from among the regular members in each Regional
District.
iii. Submit to the COMELEC the names of all qualified candidates who are
willing to serve, in case of failure to arrive at a common candidate.
iv. Others rules governing the Committee on Nominations can be referred
to Article VIII, Sections 1 and 2 of the 2009 UAP By-laws.

2. Commission on Elections. The COMELEC is composed of representatives from each


Regional District appointed by the National President and confirmed by the National
Board of Directors at least 120 days prior to the Annual National Election. The
members of COMELEC shall elect from among themselves their Chairpersons on
Accreditation and Canvassing who must be a member of the College of Fellows.
Incumbent officers and members of the National Board of Directors or Chapter Board
of Directors are disqualified to be members of COMELEC. The duties and functions
of COMELEC are as follows:
a. Acts as an independent body and shall take charge of all matters concerning
elections;
b. Directs, supervises and controls the overall conduct of the elections, enforce
rules and regulations, directives, orders and instructions;
c. Deputizes any member of UAP in good standing to act as its agent in the
enforcement and implementation of the provisions of these By-laws;
d. Constitutes Committees under its general administration and supervision of
election procedures as follows:

Others rules governing the Commission on Elections can be referred to Article VIII, Sections
3, 4, 5 and 6 of the 2009 UAP By-laws.

B. Nomination to Board of Architecture (PRC)


In reference to Executive Order No. 496, s. 1991 issued by President Aquino

1. Committee on Nominations. The Committee on Nomination is created by virtue of


Executive Order No. 496 series of 1991 issued by President Corazon C. Aquino. It is a
permanent standing committee in every professional organization accredited by the
Professional Regulation Commission in accordance with the provisions of its Rules and
Regulations Governing the Regulation and Practice of Professionals, as amended. The
Committee shall be composed of the five (5) immediate past national presidents of the
organization. However, should any of the five past national presidents be not available,
the past president immediately following the last five shall serve as Member. The most
recent past president shall serve as Chairman of the Committee.
a. The Committee on Nominations shall have the following duties and
responsibilities:
b. To actively search, screen and select qualified nominees for appointment to
vacant positions in its professional regulatory Board.
c. To submit to the National Board of Directors for approval the names of the five
(5) qualified nominees, ranked in the order of preference, for every vacancy in
its professional regulatory Board; Provided, however, that if there are two or
more vacancies, a single list with appropriate rankings shall be submitted to the
said Board; and
d. To comply with all the requirements of the Professional Regulation
Commission regarding the selection and nomination of persons for appointment
to its professional regulatory Board.
The Committee shall actively search for persons with demonstrated outstanding qualifications
for membership in the Board, keeping in mind that appointment thereto is a privilege and not
a right. Nomination shall be based strictly on merit, integrity and fitness.
Organizational Operations
of the Committees

1. Composition
a. Each committee shall be composed of a Chairman, a Vice Chairman, a
Secretary, and not more than four (4) members.
b. A committee chairman and members of the standing committees shall be
recommended by the Executive Directors, endorsed by the National Executive
Vice President and appointed by the National President, subject to
confirmation of the National Board of Directors.
c. No member of the National Board of Directors shall be appointed Chairman or
member of any standing committee. He may however, be appointed Chairman
or member of any special committee created by the National President.

2. Committee Meetings and Activities


a. Regular meetings of each committee shall be held at least once every month.
Special meetings may also be held. Notices of meetings should be circulated
to committee members at least one (1) week prior to the meeting date.
b. Committee activities shall be coordinated and reported to the National
Executive Vice President through their respective Executive Directors in the
Commission.

3. Committee Reports
a. Minutes of all regular and special meetings shall be submitted to the UAP
National Administration Office through their respective Executive Directors
for the information of the national officers and members.
b. All committees shall submit reports of their activities to the National Board of
Directors through the Executive Directors and the National Executive Vice
President.
