*This position is financed by funds external to the Organization and carries, in principle, no expectation
of renewal. Any potential subsequent extension will be subject to the terms of the Organization’s Staff
Manual, to satisfactory performance and to availability of funds.
Tests/interviews in connection to this selection procedure will likely take place approximately 4 weeks
after the deadline for applications. Applicants are kindly requested to plan their availability during this
period accordingly, in case they are short-listed.
Selected candidates will be expected to report for duty approximately one month after receiving an
offer of employment at the latest.
This selection exercise may be used to generate a reserve list of suitable candidates that will be used
to address Organization's staffing needs in the future.

INTRODUCTION OF POST
The Mission of the People Smuggling Network Unit (PSN) is to provide up-to date specialized
knowledge, training and investigative support in the area of PSN. The incumbent will be a member of
PSN team, as well as will provide assistance and support to the other Sub-Directorate’s units:
Trafficking in Human Beings and Crimes against Children. In pursuit of that mission, the post holder
role is to:
Make expertise available to the area of migrant smuggling;
Support member countries in their criminal cases investigations that focus migrant
smuggling, in particular the beneficiaries countries of the project;
Develop and enhance partnerships with regional and international organizations which
deal with crimes against vulnerable communities;
Exchange best practices in specific areas such as investigation and prosecution of people
smuggling cases;
Increase the flow and exchange of information related to the area of PSN.
PRIMARY DUTIES
DUTY 1
Identify, establish and maintain contact with national and international experts in the field of PSN:
Support member countries in the gathering activities and their work in the fight against
Migrant Smuggling, in particular by supporting the beneficiary countries in their migrant
smuggling criminal investigations;
Organize operational meetings and criminal investigations coordination meetings;
Communicate with experts on current, planned and potential activities and new
developments;
Carry out missions;
Plan and implement operational activities as required.
DUTY 2
Organize and participate in training programmes, expert group meetings, conferences and operations
linked to PSN:
Represent the General Secretariat at external events, once trained for it;
Prepare draft agendas, operational plans, circular letters, invitations to specific speakers
for various events;
Liaise with NCBs from all regions, but particular focus on the NCBs from the beneficiary
countries of the project;
Arrange meetings facilities for internal and external events;
Draft final report of events;
Follow up actions arising from organized or attended events (including mission reports).
DUTY 3
Support, follow up and monitor the exchange of information related to migrant smuggling, focused
particularly on the ISON (INTERPOL Specialized Operational Network on Migrant Smuggling):
Evaluate and exploit information received and the General Secretariat from NCBs and
other LEAs;
Seek, evaluate and exploit information from open sources and third party organizations
and institutions;
Support the establishment of ISON in the different regions and promote the exchange of
information through this network;

Link items of the information in order to identify trends and develop strategic initiatives.
DUTY 4
Identify major criminal threats against vulnerable communities with potential global impact:
Monitor open sources information and reports published by third party organizations and
institutions;
In collaboration with NCB services, I-24/7 development and Regional Bureaus Services,
review reports of regional meetings to detect and analyze new trends reported by member
countries.
DUTY 5
Act as a point of reference for member countries requiring assistance or advice on the specific area of
PSN:
Provide advice and information as required on all elements of investigation of offences in
specific crime area and other relevant activities;
Brief visitors/media representatives (with requisite authority) on issues relevant to field of
expertise.
DUTY 6
Perform any other duties as required by the hierarchy.
REQUIREMENTS

such documents prior to interviews/tests. Any discrepancies found between the information stated in
any of your application documents and the evidence of employment provided, will be considered
misrepresentation and may lead to your disqualification from this selection procedure. This is especially
important for your current and previous functional titles (they need to be exactly the same as the one
in your contractual agreement), exact dates of employment, description of responsibilities and
achievements, reason(s) for leaving and part-time work.
1.3 Languages
Professional fluency in English.
Professional fluency in a second official language of the organization (Arabic, French or
Spanish) would be considered an additional asset.
2 WORKING CONDITIONS
Remuneration for appointment on contract: The monthly starting for a grade 5 post in Lyon is EUR
3674 per month for a step 1. The starting point is step 1 and for every 3 years of fully relevant
experience one additional step will be granted.
The successful candidate may be offered appointment on a higher step depending upon
professional background and experience. For more information regarding conditions of service see

The incumbent may occasionally be required to work occasional overtime based upon workload
and to go on missions.
In compliance with INTERPOL’s Confidentiality regime the successful candidate will have to undergo a security screening
according to the clearance level attached to the function.
INTERPOL has four official languages: English, French, Spanish and Arabic.
