GROWING MANDATE
In 2004, 145 seats and 29%votes [UPA 217 seats and 36% votes + Left]
In 2009, 206 seats and 29%votes [UPA 262 seats and 38% votes]
Its main rival BJP with 116 seats and 19% votes far away of 90 seats and 10% votes.
Over all swing in favour of Congress led UPA is 4%.
Though its coalition, stability in governance and strength in command is the credibility of
Congress across the nation and within United Progressive Alliance.
ENLARGED CHALLENGES
It’s true that caste based identity politics came to saturation level in Uttar Pradesh and Bihar.
Not only 2009 General elections but also latest Bihar polls amply displayed this.
High turnout among rural, women and youth electorate are indicative of satisfaction with the
delivery of development and provision of welfare by UPA at the Centre.
Uttar Pradesh results with 21 seats and 18% votes;
Gujarat results with 11 seats and 43% votes;
Madhya Pradesh results with 12 seats and 40% votes;
Andhra Pradesh results with 33 seats and 39% votes at the same time, only 156 seats out of 294
of AP Legislative Assembly warrants deeper assessment and further programme evaluation.
Also to evaluate inherent risks with the results of Karnataka (6 seats and 37% votes);
Punjab (8 seats and 45% votes) and Jharkhand (1 seat and 15%votes). 4

in Bihar, Nitheesh Kumar;
in Bengal, Buddhadev Bhattacharya;
in Uttar Pradesh, Mayawathi;
in Rajasthan, Vasundhara Raje;
in Gujarat, Narendra Modi;
in Jammu Kashmir, Mahabooba Sayeed
targets the person second in command in Congress in their political criticism.
Even, in Tamilnadu, the alliance partner is alert for his forays into the state.
Politically remote control type, socio-culturally activated RSS eyes are also
on just him. The mainstream media looks towards him as the catalyst and
the Prime candidate in waiting. His is called as art of waiting.
It is indicative of catching of imagination by the main opposition and also
percolation to mass through the enlightened channels.
This is having two sides, both encouragement and challenge.

UPA common minimum programme and presidential proclamation in its first session of
Parliament after 2004 mandate, for formation of separate state of Telangana and
its step forward on December 9, 2009 in the shape of announcement by its Home Minister
for initiation of process of separation,
its cautious time taking in the shape of fielding of a committee to delve into much dug pit
for further clay of reports is threat like opportunity.
Besides
Mining mafia with the shield of political roles;
Shameful lethargy even on the things of public concentration;
Brazen corruption and its spread of tentacles across all walks, streams, classes and
shades of society.

are yet to have decisiveness to weed out the pilferage.
INCLUSIVE GROWTH OF INDIVIDUAL IN PARTY SYSTEM
In party, rich are becoming richer and poor are becoming poorer.
Political elevation, protocol attainment, legislative placements, honest earning
sources and in the least, sustenance of self respect are yet times deprived and

Social, regional, sectional aspirations shall not be kept in permanent pending.

METICULOUS SOCIO-REGIONAL ENGINEERING AND


APPRECIATION OF DYNAMICS
Excessive positioning of same group, caste and region
in the centres of power will initiate silent rejections in the polls.
Projection of appreciation of various dynamics will be
long remembered in judgments and mandates.

PROVISION OF SPACE TO YOUNG AND NEW


Succession of families cannot be viewed as provision of
space to new and young.
Proven track record and newness shall always get
micro level assessment and encouragement.
