Good afternoon, honorable Chair and delegates. The delegation of India is pleased
to talk about a subject that has a clear impact in the world economy; dumping
practices.

India has been a member of the World Trade Organization since 1995 and it has
been notified as the country that has carried out most anti-dumping investigations.
India formulated its first anti-dumping law “Customs Tariff Law” in 1975, but it was
until 1992 when the first investigation was carried out. (World Trade Organization,
2020)

This country has been taking antidumping measures to protect mainly the
Chemical Industry. India has its own trade defence mechanism, Directorate
General of Trade Remedies (DGTR). Which main purpose is to deal with anti-
dumping measures and to provide trade defence support to domestic Indian
Industry. Just in the last three years India has initiated more than 130 anti-dumping
cases to deal with unfair trade practices, in order to provide an equal playing field
to the domestic industry. (Ministry of Commerce & Industry, 2018)

The Republic of India acknowledges that in the Anti Dumping Agreement stipulated
in the GATT, there is some ambiguity and loopholes that can be manipulated. (Gil,
2009)
That is the reason this delegation suggests the upcomming measures in order to
build an eficient antidumping law;
 Impose and increase anti-dumping customs tariff. If it is determined that a
good is being imported with a lower price that the market price.
 Avoid zeroing practices. Which leads to an incompatibility with multilateral
trade rules. Including the Anti-dumping Agreement.
 Make anti-dumping investigations significantly shorter. This can be
accomplished by creating a more efficient process.

The delegation of India would like to remind the only way of achieving an equal
economic playing field between nations is by bonding together and it hopes to
reach a fair, eficient agreement between all nations involved.
