1. Discuss the role of Science and Technology in the Philippines

nation building.

Science and Technology brings a lot of changes in human history and

influences their way of living. In the past years, discoveries and

advancements helps a society to be progressive. Science and technology

are used by people to build houses, agricultural crops, irrigations,

first wheeled vehicle and other developing tools that can use every

day. It is now part of our lives. As we go back in the Philippine

history when are being colonized by Spaniards who brought their

Religion (Christianity) and the concept of school system to promote

discipline. Galleon trade that fosters the economic wealth and brought

additional technology in the Philippines. However, Americans has a lot

more contributions in building the Philippine nation. They change the

education system that practice by the Spaniards, freedom of expression

with limitations, improve health and sanitation, introduce laws to

practice our freedom and independence (Tydings and Mcduffie law).

Science and technology that brought by colonizers has a lot of

contribution in the Philippine nation until we achieve our freedom and

independence. Technology plays a fundamental role in wealth creation,

improvement of the quality of life and real economic growth. It

creates impact in our education, transportation, health,

communication, economy, security and safety. Aquino (2019), said that

“a lot of scientific and technological advancements helped in the

study of modern medical science. These developments include drugs,

techniques, machines, and devices which cured illness to saved lives

and these advancements played a very crucial roles in the lives of

every individual and the whole nation”.

2. Evaluate government policies pertaining to science and technology

in terms of their contributions to nation building.

According to Republic Act No. 10844 also known as the “Department of

Information and Communications Technology act of 2015” that recognize

the vital role of information and communication in nation building. To

promote the use of ICT for the enhancement of key public services,

such as education, public health and safety, promotion of the

country’s arts and culture, tourism and national identity. Empower

literacy and knowledge building among citizens to participate and

compete in an evolving ICT age.

Policies imposed by the government has the main goal to prepare the

whole country and its people to meet the demands of a technologically

driven world and capacitate the people to live in a world driven by

science. Within this policy every Filipino citizen is responsible in

using information and communication technology in an appropriate way

to contribute for the development of the country.

3. Identify actual science and technology policies of the government

and appraise their impact on the development of the Filipino

nation.

Under Republic Act No. 2067 also known as the “Science Act of 1958”,

an act to integrate, coordinate and intensify scientific and

technological research and development and to foster invention; to

provide funds, therefore, and for other purposes. It is declared to be

policy of the state to promote scientific and technological research

and development, foster invention and utilize scientific knowledge as

an effective instrument for the promotion of national progress.

Because of this policy by the government different sectors are

encouraged and supported to develop inventions along with science and

technology to help for the improvement of Filipinos and contributed

for the progress of the country. Whereas, we can expand and use

science and technology to solve different issues through the progress

in biotechnology, information and communication technology, medicine,

education and infrastructure.

4. Find and examine the local government policies that protect the

wellbeing of the person in the face of new technologies.

Due to the business competitions and other concerns about getting

unrestricted information government-imposed laws and policies to

protect the rights of a person with the emergence new technologies.

Under the Republic Act 10173 also known as the “Data Privacy Act of

2012”. It is the policy of the State to protect the fundamental human

right of privacy, of communication while ensuring free flow of

information to promote innovation and growth. The State recognizes the

vital role of information and communications technology in nation-

building and its inherit obligation to ensure that personal

information and communications systems in the government and in the

private sector are secured and protected. Personal information is very

important to a person or organization. Companies that has personal

information from employee to client that is confidential and they are

responsible to protect it, preserve the integrity and promote the

availability of data authorization use. Sharing and getting

information must be authorized and must receive a proper consent from

the person or organization.

Furthermore, due to the development of the internet on which we

can access information, other people seek this an opportunity to

commit crimes online. The Foundation for Media alternatives (FMA)

welcomes the opportunity to contribute to the third cycle Universal

Periodic Review (UPR) of the Philippines. This submission focuses on

the Philippines compliance under international human rights law on the

promotion and fulfillment of rights particularly in the Internet. A

Philippine Declaration of Rights and Principles was evolved and

launched; it looked into ten (10) core rights and principles; Internet

access for all; democratizing the architecture of the Internet;

freedom of expression and association online; right to privacy and

protection of personal data; gender equality on the Internet; openness

and access to information, knowledge and culture, socio-economic

empowerment and innovation; ICT education and digital literacy;

liberty, safety and security on the Internet; and ; Internet and

information and communications technologies (ICT’s) for environmental

sustainability. However, FMA observes the following areas of concern

in relation to human rights and the Internet and these are; freedom of

expression and online libel; freedom of expression and sexual rights;

Online gender-based violence; Online child sex trafficking and child

pornography; and right to privacy in digital environment.
