Advancing Indonesia’s Lighting Market to High Efficient Technologies


(ADLIGHT) Project

Duty Station: Jakarta with travel to other places as required.


Duration of assignment: 12 person-months with possible extension (full time).

With the ratification of the Paris Agreement through Law No.16/2016, Indonesia is committed to an
unconditional greenhouse gas emissions reduction target of 29 percent by 2030 or 41 percent with
international support. Under the unconditional commitment, the energy sector is targeted to reduce
314 MtonCO2e or 11% of total business as usual emission in 2030. Within this target, the energy
efficiency programme will contribute by achieving 17% energy efficiency target by 2025 according to
the National Energy Plan (RUEN). The Government of Indonesia has also set the target of reducing
primary energy intensity by 1% per year until 2025.

Access to energy efficient lighting (EEL) products and systems is relevant to Indonesia’s global
commitments and national development priorities, contributing to the energy efficiency target,
greenhouse gas emissions reduction as well as human and economic development.

However, the application of energy efficient lighting systems in Indonesia faces challenges due to
several reasons. The archipelagic nature of Indonesia is prone to porous borders and allows the local
market to be confronted by imported low quality Energy Efficient Lighting (EEL) products. This
situation hampers consumer’s access to good quality LED products. As Minimum Energy Performance
Standard (MEPS) are not yet in place for several types of LED products, deployment of good quality
products in the market has to compete with the low-priced substandard lighting products. In addition,
local lighting manufacturers have limited capacity to meet standards for energy efficiency and quality
and produce affordable, high quality LEDs and meet future MEPS standards.

Advancing Indonesia’s Lighting Market to High Efficient Technologies (ADLIGHT) is a three-year project
(2020-2023) funded by the Global Environment Facility (GEF), aims to promote an increased
deployment of high efficiency lighting technologies in Indonesia through the transformation of the
national market, thereby reducing electricity demand and the related greenhouse gas (GHG)
emissions. This will be achieved through implementation of three Components, namely, (1) Support
to local lighting industry to transform the market for high quality, high efficient lighting systems, (2)
Regulatory mechanisms and market monitoring, verification, and enforcement, and (3) New business
models and awareness raising for high efficiency lighting technology penetration.

The project is implemented by the Ministry of Energy and Mineral Resources, Directorate General for
New, Renewable Energy and Energy Conservation (MEMR/DGNREEC). Local governments and the
private sector are other key partners in implementing the project activities.

The primary role of the Component Coordinator is to manage and coordinate the implementation of
various capacity development, enabling environment and technical assistance activities that will be
carried out under project’s Component 2 that focuses on EEL Policy and Institutional Support. He/She
will assist the Project Manager in ensuring quality and timeliness of activities and delivery of outputs.
He/She will be based at the MEMR/DGNREEC. UNEP is the Implementation Agency responsible for
Component 2. The Coordinator will closely liaise with the designated UNEP Task Manager in Bangkok
in ensuring all the processes and procedures of GEF and UNEP are adhered to in implementing the
Component 2.

The specific outputs that are expected to be delivered under Component 2 are the following:
2.1 Minimum Energy Performance Standards (MEPS) and energy labels in place for high efficient
energy lighting products in line with the ASEAN regional approach
2.2 Policy and guidelines for public procurement of LED lighting products (residential,
commercial and outdoor) developed and processed for adaptation initiated, including
environmentally safe waste disposal and recycling practices
2.3 Regulatory mechanisms for efficient lighting monitoring, verification and enforcement (MVE)
including testing standards defined and process for notifying the implementation initiated by
relevant agencies at the national and local levels
2.4 Capacity development programmes for policy makers, enforcement & custom officials and
other relevant government agencies on market control procedures implemented
2.5 Capacity development program for lamp testing laboratory personnel on LED testing
implemented

Responsibilities and Duties:


The Component Coordinator shall report directly to the Project Manager (PM) and shall be responsible
for coordinating the implementation of all Component 2 activities to ensure the maintenance of
quality and timeliness, and delivery of outputs under the component and in consonance with linked
activities in other project components in producing common outputs. The component Coordinator
shall be responsible for the following:

1. Coordination and reporting on the Component 2 Activities:


a. Liaising and working closely with the project partners and beneficiaries under the component
2 consistent with the agreed partnership arrangements towards common project goals;
b. Liaise with designated UNEP Task Manager, in consultation with the Project Manager
indicating any estimated changes to the work plan, and proposing a budget revision when
and as appropriate;
c. Ensuring that the requisite allocations for the component are available in accordance with
the agreed budget and established schedules of payment, if any, in consultation with the
Project Manager, MEMR/DGNREEC and UNEP Task Manager;
d. Assist the Project Manager in reporting regularly to the Project Board on the project’s
progress;
e. Prepare inputs for the half yearly and annual reports as per M&E plan to UNEP and UNDP;
f. Working closely with key stakeholders in the drafting and preparation of relevant Terms of
Reference for local consultants;
g. Monitoring the project component implementation performance, particularly on the
delivery of outputs;
h. Support preparation of financial reports of the project component when required;
i. Provision of inputs in the preparation of the annual work plan (AWP) and budget of the
project component and its timely submission to the Project Manager.

2. Support Delivery of Outputs for Component 2:


a. Facilitate the development, adoption, and implementation of policies in close coordination
with the international experts by providing necessary inputs and by ensuring that relevant
stakeholders are involved;
b. Support the organization of all policy-related meetings, in close coordination with relevant
government authorities and stakeholders;
c. Provide inputs for market survey and assessment studies, business plans
d. Help in organizing training programs, support adequate participation and quality of reports;
e. Support the preparation of relevant knowledge products (including publications and
reports) involved in the component.

Qualification and Experience:

a) Minimum Bachelor’s Degree in Mechanical/Electrical Engineering or any other science-based


background;
b) At least 5 years of extensive work experience in the field of energy efficiency sector in
Indonesia and possesses a strong knowledge of the local BSEEP industry and scenario;
c) Has experience in policy design/making in Indonesia;
d) Good command in Bahasa Indonesia and English language, both in written and spoken;
e) Possession of a professional qualification or a member of an acknowledged professional
organization or society will be an added value.
f) Familiar with technical assistance projects preferably donor agency funded projects;
g) Highly self-motivated, with good leadership skills; and
h) Ability to appreciate national and international diversity and to establish effective working
relationships with all clients.
