I. AUTHORITY
a. NCRCIDG Letter Orders Number 31 dated April 21, 1016
signed by RC, NCRCIDG.

II. SITUATION

1. Time and again, the controversy on the alleged ‘tanim bala”


scheme starts anew when another incident of the same nature aired in local tv
news that airport personnel found a bullet inside the hand carry bag of a 57 year
old (PWD) before departure. Allegedly this happens amidst the level of scanners
and checkpoint. She was arrested and charged for violation of R.A. 10591. The
issue brings about unfavorable comments from the populace citing that this old
woman fell victim of this another tanim bala scheme. Almost immediately after
the broadcast, people from all walks of life threw unreasonable accusations
which connotes citizen’s dismay to the government’s inability to stop this crime.
Thus it grows from disrespect to distrust against our law enforcement officials in
general.

III. ASSUMPTIONS

The Philippine National Police in general, as the premier law enforcement


organization in the country, in cooperation with other investigating bodies like this
Group (CIDG) is tasked in combating the criminal activities

IV. MISSION

a. To identify the suspect/s;


b. To provide best evidence on the suspect/s guilt; and
c. Determine other matters relative to this particular case/incident.

V. EXECUTION

a. Concept of Investigations

The investigation will be launched for a period of two (2) months and
will cover the following phases- (1) Intelligence Build-Up and (2)

1. Intelligence Build-Up

One (1) Team composed of NCRCIDG Intelligence Branch


personnel and well trained BINs will be utilized in the conduct of

surveillance to hasten the collection of information that will lead to
the identification of suspect/s and their participation to the crime
committed.

2. Validation

The Investigator On-Case will consolidate all the information


obtained from the above-named team. This is to be used as
evidence to charge and prosecute the identified suspect/s.

VI. CONTINGENCY

A proactive investigation plan can best rely on the information gathering


process. This is to assess obtained information and to provide appropriate
actions by the use of anticipation. However, if there will be existing
circumstances that are independent in nature and beyond the control of our
operatives in the ground, extra precautionary efforts will be done along the way.

VII. ADMINISTRATION AND LOGISTICS

a. Tasks
 Organization : See Annex “A”
 Personnel : See Annex “B”

b. Command and Communication


 The undersigned is the Overall Supervisor,
 Financial estimate See Annex “C”

c. Coordinating Instruction
 This CIPLAN shall be classified as SECRET;
 Personnel of this CIPLAN shall have pseudonym which shall
be used during the conversation and rendering of reports;
 Target personalities shall likewise be assigned with
codenames to be used during conversation and report;
 Access agent and support agent shall maintain proper
decorum and low profile to prelude possible compromise;
 The investigators shall submit all documents gathered upon
completion for proper disposition and information;
 The task office/unit are reminded on the confidentiality of the
result of investigation;
 PNP operational procedures and other applicable
issuances/guidelines must be observed at all times;
 Requirement beyond the capability of tasked offices/units
shall be submitted for preferential action; and
 Close coordination with government organization/companies
are encouraged.

d. Supply and Equipment

 Office/organic issuance of supplies and equipment will be


utilized in the conduct of this CILAN;

 Appropriate mobility will be utilized. Most of the time during


the conduct of intelligence build-up and investigation,

unmarked vehicle owned by the members of the team will be
used.

FINANCE OF FUNDING ALLOCATION

A. SOURCE OF FUNDING ALLOCATION

The Project Fund (PF) shall be mainly drawn from the Intelligence Fund of
this unit.

B. DISBURSEMENT/BREAKDOWN OF THE OPERATIONAL COST

CIPLAN “TANIM BALA” need a monthly budget allocation of Php 28,000.00


or a total of Php 56,000.00 for two months.

1. The disbursement of funds will be as follows: (NOTE: Please be reminded


that only actual operational cost will be considered in the funding the
CIPLAN)

VIII. AUTHORITY
a. Letter Request from Hon. Joy Belmonte, City Mayor of Quezon
City dated January 31, 2020, to conduct Investigation re-Robbery Hold-up at
Brgy. Tatalon.

b. SITUATION

2. The series of robbery incident that took place within Brgy. Tatalon,
Quezon City particularly along the stretch of Quezon Avenue and adjacent street
of E. Rodriguez Blvd. is quite alarming in the sense that it has contributed much
to the increasing number of unsolved cases of QCPD Galas Police Station (PS-
11). This prompted this office to conduct and resolve these illicit activities with
dispatch lest more and more incidents of similar nature that will unfold in the days
ahead. Commission of these crimes indicates a clear pattern and points out the
one and the same Robbery Hold-up group could be behind these illicit ventures.
Based on numbers of victim’s account, the group members carry the modus
operandi of choosing their unsuspecting victims who are on isolated points then
tail them and at opportune time will divest them of their valuables at gun or knife
point. Thereafter, the members will flee to a point where assistance from police
authorities cannot be made immediately possible. It is primarily aimed to fast
track the identification and immediate neutralization of this lawless elements and
bring them behind bars of justice, with a view providing more safety and
protection to the Galas Police Station area of responsibility in particular and the
whole Quezon City.

c. ASSUMPTIONS

The Philippine National Police in general, as the premier law enforcement


organization in the country, in cooperation with other investigating bodies like this

that will conduct spotting, records check on target personalities and
provide necessary information to the success of the mission.

obtained from the above-named team. This is to be used as
evidence to charge and prosecute the identified suspect/s.
