SUSTAINABLE WASTE MANAGEMENT IN BAGUIO CITY

Baguio known as the summer capital of the Philippines, famed as the coldest city is not left out
in the problem of global warming. With the increasing number of inhabitants composed primarily of
students and tourists, increase in solid waste generation is inevitable.
Baguio City faces a solid waste crisis and is running out of disposal facility due to its rugged and
mountainous location, increasing population and tourists, and safe access of the potential areas.

a. Current Laws, Methods and Applications

RA 9003 or the Ecological Solid Waste Management Act of 2000


An Act Providing for an ecological solid waste management program, creating the necessary
institutional mechanisms and incentives, declaring certain acts prohibited and providing penalties,
appropriating funds therefor, and for other purposes.

PERTINENT PROVISIONS
Article 1
Sec 10. Role of the LGUs in Solid Waste Management
Pursuant to the relevant provisions of RA No. 7160, the LGUs shall be primarily
responsible for the implementation and enforcement of this Act within their respective
jurisdictions.

Segregation and collection of solid waste shall be conducted at the barangay level
specifically for biodegradable, compostable and reusable wastes: Provided, That the collection
of non-recyclable materials and special wastes shall be the responsibility of the municipality or
city.

Sec. 12. City and Municipal Solid Waste Management Board


Each City or Municipality shall form a City or Municipal Waste Management Board that
shall prepare, submit and implement a plan for the safe and sanitary management of solid waste
generated in areas under in geographic and political coverage.

Article 2. Segregation of Wastes


Section 21. Mandatory Segregation of Wastes
The LGUs shall evaluate alternative roles for the public and private sectors in providing
collection services, type og collection system or combination of systems, that best meet their
needs. … Provided further, That wastes shall be segregated into categories provided in Sec. 22 of
this Act.

Section 22
The following shall be the minimum standards and requirements for segregation and
storage of solid waste pending collection:
a. There shall be a separate container for each type of waste from all sources: Provided, That
in the case of bulky waste, it will suffice that the same be collected and placed in a separate
designated area; and
b. The solid waste container depending on its use shall be properly marked or identified for on-
site collection as “compostable”, “non-recyclable”, “recyclable” or “special waste”, or any
other classification as may be determined by the Commission.
Section 54. Research on Solid Waste Management
The Department after consultations with the cooperating agencies, shall encourage,
cooperate with, and render financial and other assistance to appropriate government agencies
and other private agencies, institutions and individuals in the conduct and promotions of
researches, experiments, and other studies on solid waste management particularly those
relating to:
c. The planning, implementing and operation of resource recovery and resource conservation
systems;
d. The production of usable forms of recovered resources including fuel from solid waste;

i. Ordinances or Resolutions
CO 54-88
An Ordinance Penalizing below acts:
1. To spit or expectorate, discharge mucus from the nose, urinate, throw, dump, leave or
scatter pieces of papers, peelings, cigarette or tobacco butts, soil or any kind of refuse or
garbage in public places, such as parks, streets, plazas, lagoons, lakes, brooks, roads, canals,
alleys, fences, walls, and inside public buildings or enclosures which are open to the public
except in receptacles or containers provided for the purpose.
2. To throw or dump garbage, waste water, refuse and other substances, whether solid or
liquid into canals, drainage systems, curbs and gutters ….

Ordinance No. 36 Series of 2017 (Plastic and Styrofoam Free Baguio City Ordinance)
To regulate the sale, use and distribution of plastic carry or shopping bags and
Styrofoam in the City wherein no business shall be allowed to distribute and sell sando or single
use plastic bag/containers, thin, flexible, plastic films, or similar primary packaging plastic
materials out of polyethylene, polypropylene including plastic drinking straws, plastic stirrers
and twine straws.

ii. Current Applications


* Ecological Solid Waste Management Plan for 2007-2016

To effectively implement RA 9003, the City came up with the following programs and guidelines:
City Government of Baguio Policies and Initiatives
1. Mandatory Solid Waste-Segregation (Biodegradable and Non-biodegradable)
2. Strict schedule for garbage collection.
3. Separate schedule for biodegradable and non-biodegradable collection.
4. Presence of policies, rules and regulations on solid waste management.
5. Information, Education, and Communication on Solid Waste Management

A. Reduce (Reduction of Solid Waste)


1. Ban the use of expanded polystyrene in the household
2. Avoid Products with excess packaging and eliminate individually wrapped items
3. Buy bulk supplies when possible.
4. Use cloth towels and sponges in kitchens rather than paper towels.
5. Use water filter to purify tap water instead of buying bottled water.
6. Bring a reusable water bottle.
7. Borrow from libraries instead of buying personal books and movies.
8. Wear clothes that do not need to be dry-cleaned.
9. Invest in high-quality, long-lasting products.
10. Keep your cell phones, computers and other electronics as long as possible.

B. Re-use (Lengthening the Life of an Item)


1. Go online to find new or gently used second hand products.
2. Check out garage sales, thrift stores and consignment shops for clothing and other
everyday items.
3. Re-use old decors for yearly events.
4. Exchanging goods or services for other goods or services.
5. Use cloth/reusable bags when you shop.
6. Use old towels and tee shirts for dust cloths and shop rags.
7. Donate unused food from your household function or business to a shelter.
8. Reuse paper around the home as scrap paper or packaging material.
9. Reuse food containers as garbage bins/receptacles.
10. Compost food wastes.

C. Recycle (Reprocessing of an Item)


1. Recycle electronics responsibly.
2. Recycle papers.
3. Buy recycled products.
4. Sell furniture at garage sales or in an auction.
5. Reuse glass whenever possible.
6. Sell unused bottles for recycling

* Immediate Action on Reported Violations on Prohibited Acts


Provision of Appropriate Penalties and Immediate Actions in the local level including
that of barangay level to enforce ordinances on Effective Solid Waste Management Program.

*Integrated Solid Waste Disposal Facility


In compliance with the plan of establishing an integrated solid waste disposal facility,
planned conversion of Antamok open pit Area or Sto. Tomas School Are into a sanitary landfill
with waste-to-energy component to be funded by a grant from the South Korean Government is
being looked into by the City Government.

This is to do away with the hauling of residual waste to a sanitary landfill in the lowlands
while awaiting for the establishment of proposed integrated solid waste disposal facility. As per
record, 402 tons of mixed waste is being generated daily excluding garbage generated by BCC,
Camp John Hay, PEZA and SM City Baguio.

*Memorandum of Understanding PNOC with City of Baguio


The government would be using a 3-hectare portion of the Baguio Dairy Farm to
host an alternative energy plant. A company commissioned by the PNOC is now
undertaking a feasibility study to maximize the conversion of the generated garbage to
renewable energy.

iii. Methods Implemented by City Government


Sourcing out Funds
1. House Bill 5464 (BLISTTDA)
It is basically a convergence for a common purpose complimentary support with
one another’s cooperation by sharing its resources and active collaboration. It advocates
a holistic and well-plan for us to develop an approach result with the problem including
that of pollution and solid waste management.

2. Foreign Grants
If made feasible, the South Korean Government may be tapped for the
necessary portion of funds for the establishment of a sanitary landfill facility in the
proposed Antamok Open Pit Area.
