QESTIONARIES

Awash Bank becomes one of the leading Banks among private commercial banks in the sector
by its continuous recording development. Therefore, the increase in the demand for banking
sector related with the growth economy, the need to address additional work force and space
becomes the driving force for the bank to construct new head office to deliver all the services in
one house. The bank is under progress to acquire plot of land supposed to be used for the
construction of the new Headquarter. In the meantime, we are collecting different experiences
to be obtained from different banks having good experience during the course of construction
process. Following this, we choose your company to share your experience in constructing your
head quarter building. Therefore, we here by kindly request your firm corporation to deliver us
the following questions which we need to know before proceeding to the next step.

1. Pre Selection of Consultant


 What were the steps followed by the CBE before procuring the construction of its head
quarter?
 How and when the consultant was elected in your project in preparing the clients
requirements, if any? Is there any unique selection method? What kind of consultant was
hired, international or local, to execute the work?
 Were there any requirements set for making local and foreign consultant to work together?
 Who were specific bodies involved towards setting of client requirement’s in your project?
 What kind of bank’s staff and external professionals involved in the project?
 What was the role of project office, advisors or consultant during the project, if any?
 How long have been taking for selecting the consultant?
 Were there any problem encountered in selecting or after selecting consultant? What were
the problems and how were solved?
 What especially precaution shall be needed in selecting the consultant from your
experience?
2. Post Selection of Consultant

 What are the major steps followed by the consultant and client in selecting the contractor?
 Was there any advisory group involved for selecting the contractor in addition to that of the
client and consultant Team?
 How the selection was made? Are there any lessons taken or advise to be given to us that
were observe or experienced in selecting the contractor?
 Were there any performance impact investigated in the course of construction which
appears as the result of negative draw back during the procurement process? What kind of
procurement method followed in selecting the contractor?
 Do you think the current procurement system is effective than the other known
procurement method why? (Please give us your learnt lesson from your experience )
 What was the cost of construction and total built up area?
 How long the project time will take? And is there any time lag so far observed? What was the
reason for that?
 Was the time delayance causes addition cost and how was settled the claim if any?
 Was there any variation requested and approved? How much was the variation if any? What
was the reason to allow any variation in relation to the procurement method?
 What lesson was gain in handling the claim for variation and time extension?

3. Construction phase
 During the construction phase what was major experience gained in connection with the
procurement method selected and client requirements set?
 What were the difficulties encountered during the construction as the result of unforeseen
conditions in the client requirements? What kind of solution given to encounter the
problems?
 What kind of procedure to be followed to consider the future finishing material selection to
get flexibility in terms of new technology without affecting the contract amount?
 What kind of smart technology applied in the CEB future head quarter building as a good
lesson as a country and how any difficulties was resolved in connection with the Installation
and construction?
 Which part of the new technology introduced requires more attention and care in arranging
the client requirements?
 What type of new technologies that aspires the bank was introduced and what experience
obtained as advantage and disadvantage in handling such systems and technologies?
 Finally, what is your advice for preparing good client requirements manual, in selection of

consultant and contractor, in selection of the procurement method as well as in achieving


good performance of the building in terms of cost, time and quality? What procedure shall
be followed to have aspiring building design during the procurement period to some extent
to involve client interest?
