Introduction
The Rules outlined in this document establishes the mechanism by which the Education, Examination
and Qualification Guidelines of IAB adopted by NIW- ANB are implemented. The requirements and
rules are uniformly implemented by Approved training bodies leading to the award of qualification
diplomas. This is done by assessing and approving training system in-line with IIW rules for the
running of the IIW qualification programme. This training system can be either a fully established
welder’s training school or training department of a fabrication based organization.
These organizations known as NIW-ANB Approved Training Bodies are exclusively responsible for
ensuring that the standards of training, education and qualification activities conducted within their
ATB’s are maintained at best practice levels in accordance with all relevant IAB guidelines. In this, the
objective is that IIW qualified personnel at a certain level will have achieved the same minimum level
of knowledge and expertise and proof of such is uniform, irrespective of the ATB in which they have
been trained.
All IIW rules and authorities as established by the International Authorization Board for the regulation
and monitoring of the conduct of personnel training has been delegated to the Authorized National
Body. This Body is responsible for the assessment and approval of ATBs accordingly. These rules
contained therein in this document shall therefore be updated and reissued every two years in line
with all IAB updates and there is an obligation on all ATBs to fully implement the changes to all their
trainings within one year of the date of issue of relevant guidelines.

ANB places an obligation on all ATBs to withdraw their own competing schemes within the scope of
its authorization, 18 months from the date of the adoption.

1.1 Introduction
The IAB Board administers the procedures established and updated by Group B for the
important task of approving ATBs to conduct courses designed to prepare candidates for
qualifications, as described in the IIW Guidelines for the education of welding personnel.
Successful completion of an approved training course by applicant individuals in the line with
guideline details is a compulsory requirement of the personnel qualification procedure, except
for those able to qualify under the terms of the Transition Arrangements or an approved
alternative route.
The approval of courses is a responsibility of the ANB in each country. It is recognized that in
some cases ANBs are themselves involved in training. This is acceptable provided the ANB
activities in respect of IIW qualifications are fully isolated, and that the ANB can demonstrate
that its own courses are properly assessed and controlled in accordance with IIW
requirements. There must be complete freedom for the course organizers i.e. individuals
responsible for managing courses shall not be linked to the ANB, in order to guarantee
confidence in and impartiality of the ANBs in course assessment and approvals activity.
Approval to run courses by ATBs is with respect to specific program or course, the team of
lecturers concerned; course materials, facilities and equipment. Any significant change in any
of the detail verified during assessment and approval shall be cause for re-assessment.

An Organization applying for AEB must demonstrate to the ANB that it is:
a) A lawfully registered business entity in Nigeria
b) Not be affiliated with another ATB
d) Having the following;
- an appropriate Organizational structure
- sufficient resources including staff and facilities for the conduct of the appropriate level or
part of qualification examination being applied for.
- adequate financial resources to sustain payment of dues annually, including risk insurance
- financial commitment to send representative to the NIW-ANB meetings

For existing ATBs, the implementation of every revision will have a transition period of 6
months after approval of the necessary documentation (Rules, OPs, etc).
At the discretion of the ANB, a training organization can be approved to conduct specific
topics or parts of the course. If its management or its capability does not demonstrate
adequate confidence to handle all aspect of applied course or a combination of courses

1.4 Facilities
The facilities should be clean, well lit and comfortable. For practical work each student should
have ample bench space and good access to test specimens. Classrooms should have
adequate desks or tables, and be equipped with suitable teaching aids, such as blackboards,
overhead projectors, closed circuit television, slide projectors and video equipment, as
appropriate to the course.
Each Guideline gives specific requirements for equipment and specimens with respect to
specific courses. Each course facility requirement shall be adequately met for approval to be
granted.
The ATB must provide an appropriate complement of teaching staff which has, collectively,
the knowledge and skills necessary to deliver the course for which approval is being sought in
an effective manner. The number of such staff shall be sufficient to ensure that the essential
specialist knowledge and industrial experience to cover the syllabus is adequately
represented in the team of teachers and visiting lecturers. It must also provide a resource
which is adequate for the development, updating and monitoring of the training programs.
Teaching staff must maintain contact with current industrial practice and, for example, the
involvement of teachers in consultancy work is one way of achieving this link; short-term
secondments are another. The use of outside speakers from industry is a good way of
introducing a strong industrial element into the course.

The above matters and monitoring of course performance must be covered by appropriate
documentation for review by the ANB. The ANB shall be notified in writing of any changes to
the teaching staff.
1.8 Documentation
A full set of course notes should be maintained in order to ensure consistency between
courses and in the event of any change of staff. Lectures should be supported by good quality
handbooks issued to students containing key information for reference.
1.9 Examination
A final examination to assess student performance, in accordance with the relevant IIW
Guideline shall be performed on all candidates at the terminal point of all training courses
developed and conducted in line with IIW guidelines by the ATB. ATB should endeavor to
issue certificate of participation as evidence of completion of courses leading to final
qualification examination. This examination is mandatory and is independent of any
assessment procedure conducted by the ATB.

in the future. Application made through appendix 4, shall be treated individually per course
and approval made or declined per course.
All applications will be reviewed by the ANB, after which an audit visit will be arranged (see
Part 2, Clause 2.4). The audit can take place before the course is running if circumstances
dictate but, in such cases, an additional visit by at least one person must be made when it is
running. Course materials, both lecturer and student, must be available for review by the ANB.
For each ATB assessment, the ANB shall appoint two auditors. The knowledge level of the
ATB Lead Auditor should be at least equivalent to the level of qualification in welding of the
IIW education programme the ATB is applying for or with adequate knowledge about IIW
systems and its implementation,
The questionnaire and associated documentation shall be reviewed by one of the two
auditors. Any questions arising from this documentation assessment will be resolved before
the audit takes place. The audit visit shall be conducted by both auditors, whilst the course is
running, to check compliance with these rules. A decision on approval will be made by the
ANB, on the recommendation of the auditors, shortly after the audit visit. If the course meets
requirement and is approved, the ANB shall issue an ATB certificate and schedule in
accordance with Appendix 7 and appendix 8.
The ATB certificate and schedule shall be issued after final approval of the applicant ATB,
once all non-conformities raised have been resolved.
At the discretion of the ANB, some exceptions to the above rules are allowed as follows:
i. When an ATB is going to carry out a course practically in the same conditions as in previous
ones, and the ATB authorization is still in force, one abbreviated application can be used in
the conditions previously agreed with the ANB.
ii. In the case of an assessment of a new course, which is being offered by an existing ATB, it
is allowed for one auditor only to perform the whole assessment.
iii. In follow up assessments or assessment arising from suspension or withdrawal of approval
status, it shall be allowed for at least one auditor to conduct the assessment.

1.11 Surveillance
The ANB should maintain periodic surveillance at least every two years on the ATB to ensure
that the course standard is being maintained.
If ANB conduct surveillance audits, this may be accomplished by one auditor only.

2.1 Introduction
The objective of assessments, surveillance visits and re-assessments is to ensure that the
applicant ATB has in place the features, procedures, documentation and staff which allow it to
continually function and meet welding education, training and qualification requirements as
detailed in relevant IAB guidelines. It is also necessary to ensure that the same standards are
maintained by all approved and operating ATBs.
Subsequent payment shall be made annually per ATB and this shall be made compulsorily
before the end of the first month for each year. This shall be in addition to NIW membership
dues
facility requirements as detailed in the ATB checklist. All forms shall be duly filled, signed and
required documents attached.
During the period of the application for approval of ATB status, an applicant ATB shall be
allowed the opportunity to qualify some of its personnel through either the standard or
transition route (if they meet the qualification requirements).
This shall be as a way of preparing its personnel to be appropriately qualified for the ATB
management task and responsibilities.
The applicant ATB shall ensure to confirm that all documents have been properly filled and
signed or approved by the appropriate quarters.
The complete set of document as listed above shall be submitted to the ANB secretariat.
The ANB management team shall review the application package to confirm that it complies
with the requirements and communicate to the applicant Training Body of its findings.
If application package complies with the requirement, the application shall be forwarded to the
Governing Board by mail requesting or review and approval. This shall be within a maximum
period of 10 working days after which the ANB shall have the authority to take a decision on
behalf of The Board.
If approved, The Governing Board shall appoint an audit team to manage the audit process of
the applicant ATB and that it is properly conducted in line with the rules. The audit team shall
constitute both a lead and a peer assessor
The appointed lead assessor shall with the collaboration of the applicant ATB draw up an
audit plan/schedule premised on the complexity or scope of approval being sought.
The appointed Lead Assessor shall review applicant ATB documentation to ensure that they
are accurate and details are in line with guidelines and policies.
Assessor shall in no wise render advice to ATB once assessment has commenced either in
terms of suggestion or advice. He/she shall however accurately define inconsistencies and
make such legible and understandable to applicant ATB representative.
On conclusion of all documental review, the onsite audit shall be conducted as well in-line with
the approved schedule.
Findings shall be agreed and signed at the conclusion of all ATB audits, Non-conformances
and or observations identified and Follow ups. (if necessary scheduled immediately)
Successful close out of all findings shall involve the lead assessor making a cover report of
the ATB assessment and making a recommendation to the Governing Board of NIW-ANB on
the assessor’s opinion on the ATB’s capabilities to maintain the ATB status and run the
courses as applied for in its application package.
Basis for approval grant, recommendation shall be premised on the successful conclusion of a
training program in-line with the guideline requirement and the subsequent conduct of
qualification examination to ascertain the level of skill or knowledge that has been imparted
into candidates in line with IIW rules.
Approval shall not in any way be dependent on the pass rate of the level of student or
candidate performance in the qualification examination.

The governing board shall be responsible for taking a final decision on approval or decline of
ATB status and the decision of the Governing Board on the ATB shall be communicated to the
applicant ATB formally by the ANB Chief Executive.
The designation of a dormant status shall automatically lead to the conduct of a follow up
audit to ascertain the continuous awareness and maintenance of system and facility standards
despite its non-active status.
Findings shall be agreed and signed at the conclusion of all ATB audits, Non-conformances
and or observations identified.

3.1 Introduction
The objective of responsibilities and reportage is to ensure that the ATB has adequate
knowledge about their summarized responsibilities and how to present report on its function
towards fulfilling requirements detailed in this rule and in relevant IAB guidelines.
It is also necessary to ensure that the same standards of reporting are maintained by all
approved and operating ATBs.
ATB shall compulsorily participate in all ANB organized events as a means towards sharing,
learning and updating experiences. e.g. conferences, trainings, seminars, etc
Submit reports of all personnel education, including but not limited to welders training but as
well project based qualification for update into the national qualified welding and related
personnel database
Pay all annual dues associated with both institute membership status and ATB status dues as
applicable to the country ANB by the first month of each new calendar year.
Attend annual ATB members meeting for the review and analysis of training each calendar
year.
3.3 Reportage
NIW approved ATB’s shall submit details of training report and other associated qualification
activities within its system every six months. This report shall include not just information on

the award of diploma but as well welder qualification activities conducted for project purposes.
This information shall be imputed into the national database of trained but yet to be qualified
candidates.
ATB shall clarify and request from the ANB secretariat or through its lead assessor any detail
or the form for reportage of its activities.
ATB report shall cover as a minimum all the items outlined in part 3, item 3.2.
Nonpayment or maintenance of financial status within the first quarter of every subsequent
year shall result in the withdrawal of ATB status, associated rights and privileges and the
publication of same information in national dailies.
Active ATBs should be subject to surveillance visits at least once every two years or as
deemed necessary by the assessment team. These surveillance audits shall be strictly
tailored to detecting and addressing inconsistencies within the system.

Consistency of non-conforming findings shall result in the withdrawal of ATB status and
consequent re application for full audit.
An active ATB shall be an ATB that is up to date both in financial obligation and activities
reportage. Irrespective of the level of activities ATBs shall therefore compulsorily submit
documents of its activities as detailed in part 3, item 3.3
